The metaverse is an immersive, interconnected space where the digital and physical worlds converge. It represents a future industry driven by the integrated innovation and application of next-generation information technologies, embodying new scenarios, applications, and ecosystems for the digital economy, and serving as an advanced form of integration between the digital and real economies.To seize the window of opportunity for industrial development, accelerate the planning and cultivation of the metaverse industry, open up new fields and avenues in the digital economy, and foster new drivers and competitive advantages for development, this Action Plan is formulated in accordance with the overall requirements for building the “613” industrial system and in light of our city’s actual conditions.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping’s important directives on new industrialization and new-quality productive forces. We will fully, accurately, and comprehensively implement the new development philosophy, accelerate efforts to serve the construction of a new development paradigm, and coordinate the short-term goals and long-term development of the metaverse industry. With the primary objectives of fostering the metaverse industry and empowering the manufacturing sector,we will adhere to the principles of innovation-driven development, scenario-driven application, systematic planning, and ecosystem building. We will focus on fostering new technologies, products, and business models in the metaverse sector, driving the innovative development of the software and information services industry as well as the electronic information manufacturing sector, thereby providing strong support for building a manufacturing powerhouse and a digital Yangzhou.
II. Development Goals
Focusing on the digital content and new display sectors, we will accelerate the construction of the metaverse industrial chain; research and master a range of core technologies; introduce and cultivate a group of high-quality enterprises; and integrate to create a series of distinctive application scenarios. We will gradually improve the metaverse industrial system and preliminarily establish the metaverse’s leading and driving role in industrial transformation and upgrading as well as comprehensive urban governance.
Accelerate breakthroughs in core technologies. Promote the development of new display technologies such as Mini/Micro-LED (micro light-emitting diodes), increase R&D efforts in digital modeling, intelligent algorithms, and intelligent computing hardware and software infrastructure, strive to achieve breakthroughs in industry-specific AI (artificial intelligence) large models, and accelerate the generation of a batch of scientific and technological innovation achievements through methods such as open challenges and targeted research on core technologies.
Continuously expand the industry scale. By 2026, attract and cultivate a group of innovative metaverse-related enterprises, actively expand the industrial chain in areas such as digital content, new display technologies, and human-computer interaction, and achieve a metaverse-related industry scale of 10 billion yuan, driving the city’s software and information services revenue to exceed 20 billion yuan.
Accelerate the advancement of integrated applications. Focus on five key sectors—industry, culture and tourism, government affairs, education, and healthcare—to create 10 typical metaverse application scenarios and demonstration projects. Use these pilot initiatives to drive broader adoption and strengthen their exemplary role, actively fostering new business models and formats for metaverse products.
A preliminary industrial ecosystem has taken shape. By strengthening infrastructure development and improving industrial development factors, we aim to achieve initial results in metaverse technological innovation, industrial development, application demonstrations, and ecosystem construction by 2026, thereby establishing the metaverse as a new growth engine for the digital economy.
III. Key Tasks
(1) Launch the Innovation Capacity Enhancement Initiative
Capitalizing on the characteristics of the metaverse as a source of technological innovation, we will leverage the city’s existing industrial and technological foundation to target cutting-edge metaverse technologies and their evolutionary directions. We will focus on spatial architecture technologies such as digital twins and virtual rendering, prioritize optimizing near-eye display and perceptual interaction experiences, and promote integrated innovation in technologies related to large AI models.
1. Strengthen the development of core hardware. Encourage metaverse-related enterprises across the city to actively integrate into the VR (virtual reality) wearable device industry chain. Guide optical component manufacturers to increase R&D efforts on Fresnel lens systems and Pancake (multi-lens folded optical path) lens systems, thereby enhancing the supply capacity of optical modules for VR devices.Consolidate the industrial foundation of LED backlight modules, accelerate the R&D and industrialization of Mini-LED, and closely monitor emerging display technologies such as Micro-LED and Micro-OLED (organic light-emitting diodes) to expedite industrial deployment. Form a software product matrix covering computing power, operational capacity, storage infrastructure, and AI algorithm applications, and strive to build large-scale AI models for industry applications.Fully leverage the strengths of the domestic IT innovation industry. Enhance the comprehensive connection and high-level synergy between virtual spaces and the real world, striving to build digital twins characterized by precise mapping, integration of virtual and real elements, and intelligent interaction, thereby further improving digital modeling capabilities.Encourage relevant enterprises to intensify R&D efforts on key AI technologies such as machine learning, natural language processing, and intelligent algorithms. Fully leverage the advantages of Yangzhou’s numerous science and technology complexes—which feature a high concentration, an excellent environment, and high-quality services—and fully utilize the role of industrial parks as platforms in aggregating key factors and providing support and leadership for industrial development to build industrial innovation consortia.
1. Attract and Cultivate Leading Enterprises. Establish and improve an investment promotion map for the metaverse industry chain, emphasizing precision targeting. IV. Support Measures
(1) Strengthening Organizational Leadership
The metaverse industry will be cultivated as a key future industry for our city’s development. Efforts will be accelerated to integrate it into the next-generation information technology industry cluster and the artificial intelligence industrial chain. The “Eight Ones” working mechanism will be refined to effectively advance major projects, provide services to key enterprises, tackle key technological challenges, and monitor industry operations.Relevant municipal departments will jointly establish a metaverse working group to create a mechanism for coordinated planning and collaborative action. By bringing together innovative enterprises, industry experts, and think tanks to hold joint meetings, we will strengthen the organizational implementation, tracking and evaluation, and supervision of the action plan, while exploring diverse development models and pathways. We will establish a metaverse expert database leveraging the capabilities of research institutions, leading enterprises, and industry alliances to provide intellectual support for industrial development.
(2) Strengthen Policy Guidance
Effectively coordinate and utilize existing national, provincial, and municipal policies to implement tax incentives such as corporate income tax reductions for software enterprises, additional deductions for R&D expenses, and immediate VAT refunds, thereby comprehensively supporting enterprise development.Research and formulate special support policies to accelerate the development of the metaverse industry. Integrate various resources, optimize innovative policy measures, and utilize investment subsidies, talent subsidies, and interest subsidies on financing to support metaverse technology R&D and the commercialization of research outcomes. Actively seek support for the city’s metaverse industry development through industrial support policies at the national and provincial levels, and guide enterprises in applying for key core technology R&D projects and science and technology programs in metaverse-related fields.
(3) Accelerating Talent Attraction and Cultivation
Guide universities such as Yangzhou University to enhance their capacity for training metaverse talent, focusing on specialized fields such as big data, cloud computing, artificial intelligence, and blockchain, and strengthening the development of disciplines and programs in computer science and technology, information and communications engineering, and software engineering. Encourage enterprises to engage in industry-academia-research collaboration with universities and research institutes to cultivate a cohort of urgently needed talent with interdisciplinary knowledge and professional capabilities.Implement talent recruitment and cultivation plans to attract high-level talent and teams in the metaverse field from around the world, and strengthen the training of mid-to-senior management personnel and high-quality technical and skilled personnel in metaverse enterprises.
(4) Strengthen Financial Support
