Xuzhou City to speed up the cultivation and development of future industry three-year action plan

This Action Plan is formulated to thoroughly implement national and provincial strategies for the development of future industries, as well as the requirements outlined in the “Guiding Opinions on Accelerating the Cultivation and Development of Future Industries in Xuzhou,” with the aim of accelerating the creation of an industrial innovation engine, fostering new drivers of economic growth, and supporting Xuzhou in expediting the high-quality development of the city as the central hub of the Huaihai Economic Zone.

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping’s important speeches and instructions regarding the work in Jiangsu and Xuzhou. Grounded in the new stage of development,we will fully, accurately, and comprehensively implement the new development philosophy, serve the construction of a new development paradigm, and focus on building a “5+X” future industry system. We will implement eight major initiatives—technological breakthroughs, pilot testing and incubation, strengthening enterprises and fostering industrial chains, scenario development, talent aggregation, financial empowerment, innovative governance, and open cooperation—to cultivate a full-chain development ecosystem for future industries, build a modern industrial system oriented toward the future, and accelerate the formation of new-quality productive forces.

II. Main Objectives

By 2026, we will establish a number of future industry (technology) research institutes and attract and cultivate a cohort of strategic scientific and technical talents as well as specialized technical professionals; build a number of major innovation platforms with domestic influence; achieve breakthroughs in a number of original and leading-edge key core technologies; and transform a number of major innovative achievements with domestic leadership or international influence; incubate and nurture a cohort of innovative enterprises that truly master core technologies; construct and open a number of cutting-edge science and technology innovation application scenarios; and actively strive to become a provincial-level future industry pilot zone;Achieve growth from small to large scale in five future industries: hydrogen energy and new energy storage, deep underground space utilization, third-generation semiconductors, cell and gene technology, and general artificial intelligence; and achieve development from scratch in frontier fields such as zero-carbon and negative-carbon (carbon capture, utilization, and storage), cutting-edge new materials, virtual reality, and biological breeding.We will closely monitor cutting-edge technologies such as future networks, synthetic biology, quantum technology, and humanoid robots; support preliminary research on technologies with high uncertainty; promptly facilitate the local implementation and commercialization of breakthroughs in key sub-sectors within Xuzhou; and continuously enrich and expand the future industry ecosystem.

III. Key Tasks

(I) Implement the Core Technology Breakthrough Initiative

1. Strengthen basic and applied basic research. Support universities such as China University of Mining and Technology, Jiangsu Normal University, and Xuzhou Medical University in establishing Future Technology Colleges, scientifically designing future technology majors, and building “plateau and peak” disciplines for future industries. Accelerate preliminary research on the Comprehensive Experimental Facility for the Transport of Fluid Materials in Deep Earth Spaces to support basic research on cutting-edge technologies in the deep earth space sector.Promote a new paradigm for basic research in future technologies. Support universities, research institutes, and key laboratories in Xuzhou to independently select topics for basic research. Actively attract top scientists to lead major basic research projects. Explore the establishment of “Special Zones for Applied Basic Research,” providing long-term, stable support and ample room for reform and exploration to enhance the capacity for “0-to-1” original innovation in future industries. 2. Intensify efforts to tackle key core technologies. Focusing on future industry sectors such as third-generation semiconductors and cell and gene technologies, collaborate with leading enterprises to jointly compile a list of key technological challenges. Establish R&D mechanisms such as “open challenges,” “competitive selection,” and targeted commissions, and encourage and support enterprises to take the lead in applying for major national and provincial research projects. Support key technology-based enterprises in collaborating with universities and research institutes to tackle key core technologies, with follow-up support provided by municipal and county-level governments.Explore the implementation of municipal-level forward-looking technology R&D projects and coordinate efforts to tackle cutting-edge technological challenges in future industries. Strengthen the development of national-level innovation platforms such as the National Key Laboratory of Intelligent Construction and Healthy Operation and Maintenance of Deep Earth Engineering, the National Key Laboratory of Intelligent Manufacturing of High-End Construction Machinery, and the Key Laboratory of Sweet Potato Biology and Genetic Breeding. Targeting fields such as hydrogen energy and new energy storage, third-generation semiconductors, deep-earth space utilization, cell and gene technologies, and general artificial intelligence, explore the establishment of several future industry proof-of-concept centers and pilot-scale centers to provide experimental conditions for the research, development, and verification of cutting-edge technologies. Promote the establishment of future industry segments within municipal-level annual major industrial projects, coordinate support for major future industry projects, and increase support for key factors such as funding, land, energy, and data.Organize and host innovation and entrepreneurship competitions for future industries to attract a group of major future industry projects globally that feature high technological content, promising market prospects, and strong catalytic effects. Implement the Future Technology Leading Enterprise Cultivation Plan, encouraging enterprises to collaborate with supporting enterprises along the industrial chain through mergers and acquisitions, restructuring, and strategic partnerships to enhance competitiveness in technology, patents, standards, and branding, thereby fostering a group of leading enterprises with ecosystem-leading capabilities.Encourage leading enterprises to strengthen their布局 in future industries and take the lead in establishing platforms for future technology R&D, incubation, and validation. Encourage enterprises in fields such as general artificial intelligence, cell and gene technologies, and cutting-edge new materials to build open, comprehensive, and industry-specific integrated application scenarios, and open them to the public in an orderly manner. Use scenario applications to drive technology development, product finalization, user base cultivation, market demand exploration, and after-market services.In sectors such as advanced manufacturing and smart living, take the lead in exploring the development of 5.5G application scenarios as well as typical application scenarios such as future factories, lighthouse factories, and future communities. Support technology-based enterprises in actively converting intellectual property assets into equity and securitizing them, and in utilizing bond products such as science and technology innovation bills and science and technology innovation corporate bonds to broaden direct financing channels.Encourage enterprises to adopt new organizational models such as “technology crowdfunding” and “industrial alliances” to raise funds for enterprise development or industrial advancement through crowdfunding. Explore new regulatory measures such as “observation periods” and “grace periods,” implement flexible regulatory approaches such as advisory warnings and administrative guidance, pilot “regulatory sandboxes” in eligible sectors, and strengthen research on safety, ethical standards, and social governance practices in key fields such as artificial intelligence and biotechnology.Explore the formulation of industry standards for special sectors and strengthen intellectual property protection for new fields and business models. For enterprises, universities, research institutes, and other entities engaged in investment in highly exploratory and high-risk emerging industries, original technology research, and the commercialization of innovative achievements, if expected outcomes are not achieved or losses occur due to uncertainties or unforeseeable factors—provided that relevant responsible persons have fulfilled their duties, decision-making and implementation procedures were compliant, and individuals did not seek illegal gains—liability shall be mitigated or exempted.Deepen the transformation of government functions in the scientific research sector and the “streamlining administration, delegating power, and improving services” reform. Encourage and support enterprises, universities, and research institutes to participate in the formulation of international standards for future industries and to carry out international standardization activities. Support enterprises in fields such as third-generation semiconductors and new energy storage in securing overseas mineral resources, strengthen strategic reserves of key mineral resources, and ensure the security and controllability of critical materials and resources.Deepen innovation cooperation with countries participating in the Belt and Road Initiative, and guide enterprises to establish overseas R&D institutions, overseas collaborative innovation centers, and overseas offshore incubators in the field of future industries to achieve the global supply of future technologies.
