Original Title: Implementation Plan for the Construction of the National Pilot Zone for High-Quality Clustered Development of the Intellectual Property Service Industry in Quanshan District, Xuzhou City
To thoroughly implement the "Outline for Building a Strong Country in Intellectual Property (2021–2035)" and the "National Plan for the Protection and Utilization of Intellectual Property during the 14th Five-Year Plan Period," accelerate the implementation of the "Opinions of the National Intellectual Property Administration and 16 Other Departments on Accelerating the High-Quality Development of the Intellectual Property Service Industry," and comply with the requirements of the "Notice of the National Intellectual Property Administration on Optimizing and Upgrading the Construction of Intellectual Property Service Industry Cluster Development Zones," this Implementation Plan is formulated to promote the high-quality development of the intellectual property service industry, taking into account local conditions.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and fully carry out the decisions and deployments of the central, provincial, and municipal governments. With the promotion of high-quality development in the intellectual property service industry as the main focus and the creation of clustering platforms as the goal, we will foster complementary advantages and multi-sectoral synergy across the upstream and downstream segments of the intellectual property service chain. We will improve the intellectual property service system, actively explore effective pathways for the intellectual property service industry to support comprehensive innovation and the high-quality development of the real economy, and integrate the entire chain of intellectual property creation, utilization, protection, management, and services,develop new-quality productive forces in accordance with local conditions, and provide stronger support for building a city strong in intellectual property.
II. Key Construction Tasks
(1) High-Quality Service Aggregation
1. Delineate the service cluster area. The Pilot Zone for High-Quality Clustered Development of the Intellectual Property Service Industry covers six major parks: Xuzhou Software Park, Xuzhou Science and Technology Entrepreneurship Park, China University of Mining and Technology National University Science and Technology Park, Zhongguancun Cultural and Creative Park, and Digital Economy Industrial Park. The zone is bounded by Yingbin Avenue to the east, Sanhuan South Road to the south, Jiefang South Road to the west, and Huai Tower East Road to the north, with a total planned area of 5.9 square kilometers.
2. Construct the Xuzhou Intellectual Property Tower. Establish an innovation and entrepreneurship incubation center to provide services such as training, guidance, incubation, and acceleration for intellectual property-related innovation and entrepreneurship. Leveraging the Xuzhou Intellectual Property Protection Center, offer full-chain services including expedited examination, rapid rights confirmation, and expedited rights protection. Create an intellectual property financial center to actively build a communication bridge among government, banks, and enterprises.
3. Establish a “one-stop” intellectual property service hall. Construct a comprehensive service hall within the intellectual property service industry cluster (Xuzhou Intellectual Property “One-Stop” Service Hall), offering socialized services such as intellectual property applications, agency services, consulting, training, rights protection, pledging, and transactions, as well as public services including talent recruitment, cultural tourism, publicity, and finance. Leverage the role of the Xuzhou trademark acceptance window to promote the continuous integration of patent and trademark services.
4. Establish a “one-stop” online intellectual property service platform. Optimize online service functions by establishing links to more than ten service windows—including “patent pre-examination,” “rights protection assistance,” “trademark processing,” and “integrated circuit layout design processing”—on the “one-stop” intellectual property service platform, corresponding to the offline one-stop service hall.Optimize the information service platform to provide services such as intellectual property information retrieval, analysis, and utilization, supporting decision-making and operations for innovation entities and service providers. Optimize the financial service platform to provide services such as intellectual property pledge financing, insurance, and credit guarantees, supporting the funding needs of innovation entities and service providers. Optimize the transaction service platform to provide services such as intellectual property transactions, valuation, and operations, supporting the transfer and commercialization of achievements by innovation entities and service providers.
5. Guide the standardized development of service providers. Attract well-known domestic and international intellectual property service providers to establish operations here. Guide and cultivate local intellectual property service brands; during the construction period, foster at least three provincial-level or higher intellectual property service brands. Strengthen supervision of service providers, establish integrity records for the intellectual property service industry, enhance industry self-regulation, promote industry standards, and elevate overall service quality.
(II) High-Value Brand Leadership
1. Expand social influence and reputation. Establish an inter-provincial cooperation and liaison mechanism, strengthen communication with relevant provincial and municipal departments and agencies, and carry out activities such as talent exchange, technology transfer, and project cooperation to promote resource sharing, complementary advantages, and coordinated development between both parties.Organize intellectual property service agencies within the cluster to participate in training sessions and seminars to expand the cluster’s influence and visibility. Strengthen international exchange and cooperation; explore the establishment of an international cooperation liaison mechanism for the intellectual property service industry cluster; and enhance communication with domestic and international intellectual property-related agencies and organizations.
2. Build a Public Intellectual Property Service Brand. Improve the quality and efficiency of judicial protection for intellectual property. Support the Xuzhou Intellectual Property Court in fully leveraging its role in incentivizing and protecting innovation through eight key areas: consultation on judicial protection, collaboration on judicial affairs, information sharing, expedited adjudication of related cases, full-chain coordinated protection, circuit court hearings, joint judicial publicity efforts, and training of judicial personnel.Enhance the service efficiency of the Intellectual Property Protection Center. Relying on the Xuzhou Intellectual Property Protection Center, accept filings for patent pre-examination entities and improve the efficiency of high-value patent output. Establish the Xuzhou Workstation of the Nanjing Patent Agency to facilitate the processing of patent procedures and accelerate the authorization of existing patent applications. Intensify efforts to build public intellectual property information service institutions, adding two new national and provincial-level intellectual property training bases and five new national and provincial-level intellectual property information public service institutions.
3. Enhance the quality of socialized services. Deepen efforts to cultivate high-quality intellectual property agencies, with the patent agency rate reaching over 85%. Establish a database of intellectual property valuation agencies to attract high-level agencies from both within and outside the province to set up operations. By the end of 2026, the cluster area will have accumulated 150 service agencies and 3,500 intellectual property professionals.
(III) High-Impact Contributions
1. Achieve accelerated revenue growth in the intellectual property service sector. Through incentives and guidance, provide targeted and specialized matching services to promote the commercialization of high-value patents. Select high-quality service providers to enhance enterprises’ intellectual property creation capabilities. Focus on implementing the “Invention Doubling” initiative for promising, early-stage technology innovation enterprises, aiming to achieve over 30% growth in invention patent applications and over 20% growth in newly granted invention patents among technology innovation enterprises.By the end of 2026, the number of valid granted invention patents will reach 6,000, with annual granted invention patents reaching 800; PCT patent applications will reach 500; the number of enterprises with valid registered trademarks among 10,000 enterprises will reach 1,050; and revenue from intellectual property services will reach 1 billion yuan; the amount of intellectual property pledge financing will reach 1 billion yuan, and the volume of intellectual property transactions will reach 100 million yuan.
2. Deep Integration of the Intellectual Property Service Industry with Industrial Innovation. Intellectual property services will empower medium and large enterprises, with the “343” innovation industry clusters—including construction machinery and intelligent equipment, new energy, integrated circuits and ICT, biomedicine and healthcare, new materials, and energy conservation and environmental protection—serving as the primary vehicles for intellectual property empowerment. This will leverage the guiding and empowering role of intellectual property in major projects.Intellectual property services will support the innovative development of small and medium-sized enterprises (SMEs). By categorizing and organizing intellectual property needs across industrial chains, we will establish a demand database. By coordinating public service resources such as intellectual property management for major projects and patent navigation, we will build several industrial chain intellectual property empowerment centers to guide and support SMEs in enhancing their innovation capabilities.
3. Encourage intellectual property service agencies to expand their reach. Explore establishing branch offices of the Agglomeration Zone Comprehensive Service Center in other cities within the Huaihai Economic Zone to promote the integrated development of the intellectual property service industry in the region. Encourage service agencies within the agglomeration zone to expand their operations, continuously achieving specialization, scale, and internationalization.
(IV) High-Level Service Innovation
1. Encourage the innovative development of the intellectual property service industry. Provide relocation subsidies to intellectual property service providers with innovative capabilities and achievements that establish operations within the cluster, encourage the development of new intellectual property service products and business models, enhance the functionality and convenience of service offerings, and promote deep integration and synergy between intellectual property services and innovation needs to create a high-quality and efficient supply of intellectual property services.
2. Implement a talent cultivation plan for the intellectual property service industry. Develop a list of leading talents to be cultivated and recruited in the sector, and vigorously attract high-level talents, teams, and institutions. Strengthen training for service personnel at key nodes and service outlets of the intellectual property public service network, and establish a rotational training system for intellectual property service professionals. Enhance professional training for patent agents and trademark agents. Intensify training for multidisciplinary patent navigation professionals and strengthen the talent pool at patent navigation service bases.
3. Optimize the system for matching intellectual property service supply and demand. Promote the precise alignment of high-quality intellectual property service providers with various innovation entities. Encourage intellectual property service providers to deeply engage in the entire innovation process at universities and research institutions, leveraging the synergistic effects of industry-academia-research-application collaboration to focus on breakthroughs in key core technologies and generic technologies that constrain industrial development.
(V) Comprehensive Supervision to High Standards
1. Improve the administrative supervision mechanism for the intellectual property service industry. Continue to conduct “double-random, public disclosure” spot checks within the intellectual property system; launch an intellectual property service complaint hotline; guide at least five intellectual property service providers to implement service industry management standards; advance the modernization and intelligentization of law enforcement equipment and methods; and promote cross-regional and cross-departmental joint supervision of the intellectual property service industry.
2. Establish a social oversight mechanism for the intellectual property service industry. Strengthen the disclosure of information regarding the operations, quality, and creditworthiness of intellectual property service providers and practitioners to facilitate market entities and innovators in querying, identifying, assessing risks, and making informed choices. Fully leverage the role of social oversight to encourage service providers to fully fulfill their social responsibilities.
3. Improve the self-regulation mechanism for the intellectual property service industry. Relying on the Xuzhou Intellectual Property Industry Association, strengthen supervision of institutions and personnel in the intellectual property sector. Through performance evaluations of service providers, tiered management, and public disclosure of practitioners’ credit records, guide institutions and personnel to improve internal management systems, enhance professional capabilities, and continuously elevate service quality.
(VI) High-Level Cultural Experiences
1. Development of Intellectual Property Cultural Platforms. Establish three iconic intellectual property districts or cultural corridors in the city, such as the Wenting Street Time-Honored Brands Commercial District; organize 10 public intellectual property lectures; and conduct 10 intellectual property training sessions in primary and secondary schools. Host the “College Student Intellectual Property Speech Contest” in the Huaihai Economic Zone to expand its influence, elevate its profile, and establish it as a flagship intellectual property brand within the Huaihai Economic Zone.
2. Development of Intellectual Property Cultural Promotion Channels. Utilize new media platforms such as government websites and WeChat official accounts to regularly publish information on the cluster’s construction progress, development achievements, and preferential policies, thereby increasing the cluster’s online visibility and public attention. Organize intellectual property awareness and education activities on key dates such as “April 26” World Intellectual Property Day. Through roadshows, matchmaking events, and other formats, showcase the strengths and achievements of intellectual property service providers and innovation entities within the cluster.
III. Management and Support Measures
(1) Strengthening Organizational Leadership. Establish a Leading Group for the Construction of the National-Level Intellectual Property Service Industry Cluster Development Pilot Zone to oversee coordination, supervision, guidance, and evaluation of relevant work.A dedicated task force will be established to implement, advance, and ensure the execution of relevant tasks. A coordination and consultation mechanism for major projects and critical issues in the intellectual property service industry will be established to oversee the construction, management, and services of the cluster, coordinate the work of relevant departments and units, formulate and implement policy measures, and organize intellectual property awareness campaigns, training, guidance, and performance evaluations. The responsibilities of each relevant department will be clearly defined to foster a collaborative and synergistic environment.
(2) Enhance Policy Support. Support eligible intellectual property service institutions in applying for designations such as high-tech enterprises, technologically advanced service enterprises, and specialized, refined, distinctive, and innovative small and medium-sized enterprises. Increase support for the clustered development of the intellectual property service industry, and research and formulate preferential policies for intellectual property service institutions regarding land, property, and rent. Encourage financial institutions to develop financing and insurance products tailored to the characteristics of the intellectual property service industry. Encourage various intellectual property operation funds to prioritize support for the development of intellectual property operation service models.
(3) Strengthen Performance Evaluation. Improve the evaluation system for the intellectual property service industry and promptly release development reports on the sector. Focusing on key indicators, clarify performance targets, refine evaluation criteria and assign responsible departments, and strengthen supervision and assessment to ensure that tasks are properly allocated, responsibilities are fully implemented, and work is thoroughly completed.
(4) Enhance Financial Support. In accordance with the principle of combining government guidance with market-driven operations, Quanshan District will allocate special funds annually for the construction, management, and services of the cluster. We will make effective use of provincial, municipal, and district-level intellectual property special funds to provide financial support for the construction of the National Pilot Zone for High-Quality Clustered Development of the Intellectual Property Service Industry. We will strengthen and standardize the management of fund usage to improve the performance of these funds.
