This plan has been formulated to implement the national and provincial policy directives on the development of production-oriented services, to focus on building a city strong in industry, to promote the high-quality development of production-oriented services in our city, and to develop new-quality productive forces in a manner suited to local conditions.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, and thoroughly carry out the important speeches and instructions of General Secretary Xi Jinping regarding Jiangsu’s work. Centered on building a central city in the Huaihai Economic Zone, we will promote the high-quality development of production-oriented services across various sectors, accelerate the extension of production-oriented services toward specialization and the high end of the value chain,comprehensively promote the integrated development of advanced manufacturing and production-oriented services, make every effort to build a new system of high-quality and efficient services, accelerate the cultivation and development of new-quality productive forces, and provide strong support for building the “343” innovation industrial cluster and promoting high-quality economic development.
By 2026, the level of digitalization, specialization, branding, and high-end development of the city’s production-oriented service sector will have significantly improved. New progress will be achieved in terms of industrial scale, structure, quality and efficiency, concentration, competitiveness, and influence, establishing the city as a leading regional hub for the development of production-oriented services.
——Significant Expansion in Scale. The contribution of the city’s production-oriented service sector to economic development will increase significantly. By 2026, the operating revenue of the city’s production-oriented service enterprises above designated size will exceed 100 billion yuan, with an average annual growth rate of approximately 9%. The share of value added by the production-oriented service sector in the total value added of the service sector will reach about 55%, and the net increase in production-oriented service enterprises above designated size will be approximately 550.
— Accelerated structural optimization. The contribution of emerging sectors—including software and information services, technology services, business services, financial services, and modern logistics—to the development of the service sector will further strengthen. By 2026, the revenue of production-oriented service enterprises above designated size will account for approximately 75% of the total revenue of service enterprises above designated size.
——Significant improvement in quality and efficiency. The development level of production-oriented services, characterized by new technologies, new industries, new business formats, and new models, will continue to rise. By 2026, there will be at least 10 provincial-level benchmark models for the integrated development of the primary and tertiary sectors, and breakthroughs will be achieved in the listing of production-oriented service enterprises.
——Clustering effects will become prominent. The degree of specialized clustering in distinctive commercial buildings will be enhanced, along with supporting facilities and professional service capabilities, to create an ecosystem conducive to the incubation and growth of production-oriented service enterprises. By 2026, there will be more than 20 provincial-level demonstration units (clusters) for high-quality development of modern services, and more than 10 commercial buildings with annual revenue exceeding 100 million yuan.
II. Key Areas
Focusing on accelerating the cultivation of new-quality productive forces, we will concentrate on eight key areas to enhance service levels through technological innovation, professional services, and factor support. We will advance the standardization of the service sector to further expand the scale and capabilities of the city’s production-oriented service industry.
(1) Technology Services
Expand the manufacturing service chain. Prioritizing development models such as R&D and design, full lifecycle management, system solutions, supply chain management, and personalized customization, we will guide manufacturing enterprises to extend their service offerings upstream and downstream along the industrial chain, providing systematic, integrated, and customized solutions.Encourage leading enterprises in industrial chains, “single-champions,” and other high-quality enterprises to leverage their strengths in manufacturing, technology, products, services, and markets to deepen collaboration with their supporting enterprises, thereby providing empowering, transformative, collaborative, and systematic services to a wide range of small, medium, and micro enterprises. Enhance R&D and incubation services. Encourage and support existing key laboratories, technology research centers, and other platforms to strengthen cooperation with leading domestic science and technology innovation enterprises and high-level R&D institutions, jointly carry out research and development of major, critical, and generic technologies, and accelerate the transfer and commercialization of scientific and technological achievements. Build benchmark incubators to high standards, guide the technology incubation industry toward specialization, precision, and internationalization, and strive to achieve a technology incubation success rate higher than the provincial average.By 2026, the city will have more than 550 provincial-level or higher innovation platforms (including engineering technology research centers, enterprise technology centers, and engineering research centers). Strengthen industrial design services. Accelerate the enhancement of industrial design innovation capabilities and vigorously develop new industrial design models such as intelligent design and interactive design. Cultivate leading industrial design enterprises and talent, strengthen basic research in industrial design, enhance the innovative development of industrial design platforms, and actively establish national industrial design research institutes and industrial design centers. Guide manufacturing enterprises to increase investment in design innovation, encourage eligible enterprises to establish independent industrial design centers and design institutes, and actively strive to create pilot demonstration brands at the provincial level or above.Support manufacturing enterprises in collaborating with universities and design institutions to conduct applied design research and facilitate the commercialization of innovative outcomes, while continuously advancing the “Industrial Design into a Thousand Enterprises” initiative. Expand intellectual property services. Build a national-level pilot zone for the high-quality clustering and development of the intellectual property service industry to high standards; accelerate the introduction and cultivation of a group of high-end intellectual property service institutions; and establish a number of key intellectual property enterprises and service brands. Vigorously develop professional services such as intellectual property agency, rights protection, and operations; enhance the efficiency of patent commercialization and utilization; and promote the integrated development of intellectual property and industry.Encourage the development of intellectual property financial services and improve the intellectual property pledge financing mechanism. Strengthen the development of public intellectual property services, providing innovation entities with public services such as information inquiries, information retrieval, administrative consultations, public training, and policy promotion. Refine testing and certification services. Leverage the technical support role of the testing and inspection industry for advanced manufacturing, providing enterprises with high-quality services such as new product R&D, technical breakthroughs, product testing, standard certification, and accreditation, using advanced testing capabilities to drive the development of key manufacturing sectors.Establish a testing and inspection service system to serve the “343” innovation industrial clusters, with a focus on enhancing the testing and inspection capabilities of leading industries such as construction machinery, biomedicine, electronic information, and cold-chain logistics, and building a number of industry testing and inspection centers with regional influence. (2) Modern Logistics
Build a city serving as a strategic hub for the national modern circulation network. Focusing on key sectors such as commerce, logistics, transportation, finance, and credit, we will establish three backbone circulation corridors for agricultural products and supplies, energy products, and mineral raw materials, and accelerate integration into the national modern circulation network of “hub cities + backbone corridors.” We will continue to promote the development of multimodal transport, including shifting freight from road to rail and from road to water, accelerate the construction of demonstration projects for China-Europe freight train hubs, and build a new land-sea transport corridor linking Asia and Europe.Leverage the exemplary and leading roles of provincial-level cross-border e-commerce industrial parks, comprehensive bonded zones, bonded areas, and international mail exchange offices to drive innovative development in foreign trade. By 2026, the city’s annual container multimodal transport volume will grow by an average of 15% or more, with approximately 80 large-scale multimodal transport enterprises in operation. Strengthen hub-based economic development. Enhance the “hub + industry” model by promoting the integrated development of logistics hubs—including road, rail, waterway, and air transport—with industries such as advanced manufacturing and modern commerce. Construct supporting port-adjacent and airport-adjacent industrial parks to develop industries closely linked to, preferring, or associated with these hubs, thereby enhancing the endogenous momentum of national logistics hubs.Strengthen the “hub + digital” model to advance the digital development and smart transformation of logistics hubs, significantly improving operational efficiency. Strengthen the “hub + cold chain” model by fully leveraging the policy advantages of the National Backbone Cold Chain Logistics Base to establish a core cold chain logistics hub for agricultural products in the Huaihai Economic Zone, a major distribution center for fresh agricultural products in East China, and a globally influential international agricultural product procurement and sales center. Vigorously cultivate logistics entities. Actively engage with and attract central state-owned enterprises and large private enterprises to participate in the investment, development, and operation of our city’s logistics hubs, and bring a number of landmark and pioneering logistics projects to fruition. Actively attract leading domestic and international logistics enterprises to establish operations within the hub parks, and encourage and support large logistics enterprises to set up regional headquarters, distribution centers, and settlement centers in Xuzhou.Accelerate the cultivation of a group of local comprehensive and specialized Grade A logistics enterprises. By 2026, attract and establish at least 6 leading domestic and international logistics enterprises, and foster the development of at least 10 leading multimodal transport operators capable of providing end-to-end, integrated services. (3) Financial Services
Strengthen the Financial Service Center. Leveraging the Huaihai Economic Zone Financial Service Center, actively attract high-quality domestic and international financial institutions—including banks, insurance companies, funds, trusts, financial leasing firms, and asset management companies—to establish operations here. Build a modern financial organizational system with complete licensing, a rational structure, and complementary functions to enhance the region’s financial service capabilities. Expand the “Industry + Finance” model. Strengthen support for productive service enterprises through industrial investment funds, SME credit guarantee funds, and SME emergency bridging loan funds. Deepen cooperation with the Shanghai Stock Exchange, Shenzhen Stock Exchange, and Beijing Stock Exchange to provide high-quality productive service enterprises with services such as IPO preparation, professional training, joint research, and promotional exhibitions.Fully leverage the service advantages of futures companies to provide price discovery, hedging, and resource allocation services to enterprises in industrial and supply chains. Build a financing service brand for our city’s SMEs and promote the healthy development of local financial institutions such as micro-lending, financing guarantee, and commercial factoring. By 2026, approximately 10 new locally licensed financial institutions will be established. We will expand multiple financing channels for science and technology innovation enterprises to help high-growth enterprises in strategic emerging industries and future industries accelerate their development and expansion. Actively leverage new technologies to explore new models for vocational training services. Focusing on key service sectors such as R&D and design, information technology, testing and inspection, and industrial finance, intensify training efforts for senior management personnel, highly skilled workers, and technical and skilled talent. Conduct recognition activities for leading human resources service enterprises to foster a group of competitive, influential, and impactful human resources service enterprises and brands. Encourage the Huaihai Human Resources Service Industrial Park to strive for designation as a national-level human resources park, actively attracting and clustering various human resources service enterprises. Enhance the core competitiveness of the human resources service industrial park by expanding service areas, improving innovation capabilities, optimizing service offerings, and developing new service products, thereby transforming the park into a regional human resources service supply base characterized by comprehensive service offerings, high specialization, and advanced technical capabilities. Vigorously cultivate the exhibition and convention economy. Coordinate the hosting of national touring exhibitions, organize specialized exhibitions with high relevance to our city’s industries and strong sectoral influence, attract large-scale, high-profile, and highly concentrated consumer exhibitions, and host influential events and competitions.Vigorously attract internationally renowned exhibition enterprises, domestic and foreign professional exhibition organizers, major international brand exhibitions, and their upstream and downstream supporting enterprises. Strengthen accounting and legal services. Intensify efforts to attract high-end domestic and international firms, attract large, well-established law and accounting firms to establish operations here, and recruit and cultivate outstanding talent in these sectors.Actively foster high-quality, large-scale accounting firms, asset appraisal agencies, and law firms in the Xuzhou region. Focus on key sectors of advanced manufacturing to guide the specialized development of law and accounting firms, and cultivate specialized brands in niche fields such as intellectual property, biopharmaceuticals, and information technology. Encourage and support collaborative partnerships between advertising service enterprises and cultural and creative enterprises as well as high-tech enterprises. We will promote the expansion of scale and improvement of quality in professional services, continuously fostering regional influence. (6) Software and Information Services
Strengthen the construction of digital infrastructure. Coordinate the development of network infrastructure, computing power infrastructure, and application infrastructure to provide robust support for the transformation and upgrading of traditional industries, the expansion and enhancement of emerging industries, and the planning and construction of future industries.Deepen the large-scale deployment of 5G networks, consolidate and enhance the achievements of the national “Dual Gigabit” city initiative, and accelerate the construction of 5G private virtual networks in key sectors such as industrial manufacturing, power and energy, and transportation. Continuously enhance the service capabilities of next-generation infrastructure, including the Internet of Things (IoT), big data, cloud computing, and artificial intelligence (AI). Support leading enterprises in researching and developing core technologies for the Industrial Internet, as well as the systematization and integration of industrial software applications. Support the development of information technology industries—including information security and service R&D, network and perimeter security, terminal and digital content security, and industrial control security—at the National Security Science and Technology Industrial Park and the Huaihai Big Data Industrial Park. Support innovation in the application of informatization projects to empower smart city development in areas such as digital security, smart government services, smart campuses, smart transportation, and smart grain storage.By 2026, the scale of the software and information technology industry (for enterprises above designated size) will exceed 15 billion yuan. Actively foster the digital economy. Thoroughly implement the digital economy development plan and vigorously promote accelerated development in specialized sectors such as digital products and services, technology applications, and factor-driven growth.Explore the local implementation and development of cutting-edge technologies and service products such as blockchain, 5G applications, 6G R&D, brain-inspired intelligence, quantum computing, and digital twins, fostering new engines for future-oriented digital industries. By 2026, the value added by the city’s core digital economy industries will account for over 10% of the regional GDP, and the annual revenue of the digital economy service sector will grow by an average of 15% or more. (7) Green and Low-Carbon Services
Cultivate and expand “dual carbon” services. Focusing on the goals of carbon peaking and carbon neutrality, we will advance the development of low-carbon, energy-saving, and green environmental protection service systems, and accelerate the upgrading of various specialized energy-saving technologies and services. We will encourage dual carbon service institutions to establish strategic partnerships with renowned domestic and international carbon certification bodies to create a group of high-level quality certification service platforms. We will ensure that targets set by the province regarding carbon dioxide emissions per unit of GDP and the proportion of non-fossil energy consumption are met.Actively establish national and provincial pilot cities and pilot zones for carbon peaking, and accelerate the development of a batch of national and provincial-level green factories, green industrial parks, and leading enterprises in green development. By 2026, cumulatively cultivate and establish more than 60 provincial-level or higher green factories, more than 4 green industrial parks, and more than 20 leading enterprises in green development. Upgrade green environmental protection services and actively develop emerging services such as environmental consulting, ecological and environmental restoration, environmental risk and damage assessment, environmental auditing, and emissions trading. (8) Wholesale Trade
Expand trade in key products. Fully leverage relevant national and provincial policies to continuously expand the export scale of competitive products such as construction machinery, photovoltaic modules, electric tricycles, textiles and pharmaceuticals, and wood-based panels and home furnishings. Support leading enterprises in the “343” innovative industrial clusters in separating their core and auxiliary businesses, and foster the development of a group of wholesalers and operators that integrate production-oriented services such as product supply, warehousing and distribution, and supply chain management. Establish bulk commodity trading platforms. Focusing on key commodities such as industrial raw materials, coal, and grain, establish a number of specialized commodity trading centers. Vigorously develop value-added services including trade settlement, distribution and allocation, centralized procurement and joint distribution, and supply chain finance, and build regional industrial chain and supply chain
transaction service platforms. Optimize the development layout of large-scale markets, promote the upgrading of specialized wholesale markets, and prioritize the development of industrial product trading platforms such as the construction machinery aftermarket. Actively develop platform-based wholesalers, attract well-known e-commerce platforms, e-commerce enterprises, import-export firms, and large trading companies to drive the upgrading of the wholesale sector. Expand international trade opportunities. Accelerate the construction of the Jiangsu Free Trade Pilot Zone’s Linked Innovation Development Zone, support enterprises in expanding into emerging markets along the “Belt and Road” route, and consolidate and increase global market share. Encourage enterprises to enhance new competitive advantages in foreign trade centered on technology, brands, and services, and accelerate the development of a national-level offshore service outsourcing delivery center and a national service outsourcing demonstration city. III. Key Tasks
Focusing on key sectors and sub-industries within the city’s production-oriented service sector that possess a solid industrial foundation and development potential, we will accelerate efforts to address weaknesses, strengthen strengths, and build competitive advantages in the service sector. We will implement eight major initiatives—attracting major and high-quality enterprises, digital and intelligent empowerment, headquarters clustering, building upgrades, platform development, park quality enhancement, enterprise services, and policy integration—and organize the implementation of these plans.
(1) Action to Attract Major and Strong Enterprises. Target flagship, base-oriented, leading, and headquarters-type enterprises within industrial and ecological chains; intensify efforts to attract high-end enterprises and high-quality projects to achieve the upgrading of production-oriented service enterprises.Strengthen specialized investment promotion teams by establishing lean, efficient teams and deepening research into leading industries. Cultivate a cadre of professionals who understand industries, are well-versed in policies, excel at negotiation, and are skilled in coordination. Ensure these teams stay abreast of external developments, market trends, and demand, and vigorously pursue forward-looking investment promotion and proactive capital attraction.Focus investment promotion efforts on areas with development gaps. Concentrate on the city’s manufacturing sector, formulate annual rolling investment promotion plans, and establish a reserve mechanism and virtuous cycle system characterized by systematic planning, sequential implementation, and continuous updating. We will adhere to the integrated development of digitalization and intelligentization to elevate the level of productive services and renew business models. We will optimize the spatial layout of the digital industry, accelerate the construction of digital industry clusters centered on the Huaihai Digital Economy Industrial Park and the Zhushan Digital Economy Industrial Park, and encourage and support various parks in forming a new pattern of digital economy industrial clusters with distinct characteristics and complementary advantages.Strengthen the application of digital technology in industry, promote the integrated development of digital technology and the real economy, and support service enterprises in expanding digital demonstration application scenarios. Deepen pilot applications in scenarios such as retail transactions, utility bill payments, smart mobility, unmanned delivery, health and entertainment, and government services, while enhancing the level of digital application in future industries such as deep-earth space utilization, quantum technology, and the low-altitude economy.Enrich the application of data elements in various scenarios. Encourage leading enterprises in various industries to accelerate their digital transformation, build industry-specific data hubs, promote the sharing and application of industry data, cultivate and attract a group of smart manufacturing system solution providers, and expedite the construction of an industrial internet platform with Xuzhou’s distinctive characteristics to enhance specialized service capabilities in niche sectors. (3) Headquarters Aggregation Initiative. Improve the policy and service system for the headquarters economy to drive both quantitative and qualitative growth in this sector. Expand existing headquarters by encouraging and supporting state-owned enterprises, listed companies, and regional-level headquarters enterprises to leverage new infrastructure such as “networks, cloud computing, and blockchain” to enhance their international and regional influence.By 2026, provide guidance to an average of more than 10 enterprises per year for listing, with a cumulative total of approximately 10 newly listed enterprises. Prioritize the development of new headquarters by focusing on the “343” innovation industry clusters and the development direction of modern service industries. Target Fortune Global 500, China’s Top 500, and industry-leading enterprises to attract and cultivate a group of corporate headquarters and regional headquarters with strong radiating and driving capabilities, as well as functional headquarters for investment, R&D, operations, and sales.We will cultivate potential headquarters by intensifying enterprise development efforts, guiding leading industry enterprises to transition toward headquarters-based operations, and encouraging them to expand into external markets and move up the value chain through direct investment, strategic partnerships, and corporate mergers and acquisitions. (IV) Commercial Building Enhancement Initiative. By clustering industries within buildings and revitalizing the city through industrial development, we will continuously improve the occupancy rate, economic efficiency, and tax contribution of enterprises housed in commercial buildings. We will enhance management and operational standards, guiding building management organizations to shift from property services to customer services, from basic services to comprehensive services, and from traditional construction to smart construction.Encourage the introduction of third-party professional management agencies to implement centralized, integrated management of office buildings, thereby enhancing professional operational standards in areas such as building industry development, tenant attraction, brand building, environmental improvement, and value-added services.We will create specialized, distinctive brand-name buildings by highlighting their industrial positioning. We will systematically regulate buildings with mixed, scattered, or disorderly business formats, guiding building operators to carefully vet the industrial direction of incoming projects. We will encourage operators to undertake “replacing old with new” and “secondary investment promotion” initiatives to create specialized buildings with the principle of “one building, one specialty.”Enhance the level of smart building technology. Strengthen design requirements for intelligent and green features in new buildings, improve the quality of new building development, and encourage and support key enterprises in constructing custom-built buildings. Launch a quality improvement and upgrading initiative for existing older buildings, comprehensively utilizing various policies to promote the intelligent, green, and safety-oriented renovation and upgrading of older buildings. (5) Platform Development Initiative. Actively leverage information technologies such as the Internet, big data, and cloud computing to vigorously develop industrial Internet platforms and accelerate the growth of our city’s platform economy. Strengthen the construction of industrial technology innovation platforms and improve development mechanisms for these platforms in areas such as technological innovation, technology transfer, testing and certification, application demonstration, and talent cultivation.Focusing on advantageous sectors such as next-generation information technology and high-end equipment manufacturing, we will prioritize enhancing the service capabilities of platform entities such as provincial-level and above industrial innovation centers, technology innovation centers, engineering research centers, and manufacturing innovation centers. We will create demonstration application scenarios for these platforms, encouraging leading enterprises in industries such as construction machinery and photovoltaics to adopt new technologies like the Internet of Things (IoT), AI, and digital twins, and build a number of comprehensive, specialized, and distinctive platforms centered around enterprises.Support the development of e-commerce platforms, with a focus on vertical industrial e-commerce service platforms, cross-border industrial e-commerce platforms, and comprehensive industrial e-commerce platforms targeting key industries. (6) Industrial Park Quality Improvement Initiative. Focusing on the development of the real economy, comprehensively enhance the capacity and effectiveness of high-quality development in industrial parks. Strengthen a group of specialized platforms, vigorously promote the construction of specialized parks for technology services, financial services, modern logistics, and business exhibitions, improve various supporting facilities with industrial development as the core, attract a group of enterprises with new-quality productive forces to settle and operate, and enhance the clustering and development capabilities of productive service industries.Revitalize a batch of underutilized facilities by fully leveraging urban renewal policies and government special bonds to strengthen the management of underutilized industrial land and the renovation of underutilized building resources, accelerate the implementation of “second-stage revitalization,” and breathe new life into existing underutilized resources.Promote the upgrading of industrial clusters by advancing the construction of public platforms for R&D and design, information services, financial services, professional technical services, and intermediary services within these clusters. (7) Enterprise Service Initiative. With the core objective of supporting enterprise development, we will focus on optimizing service delivery to empower and enhance the high-quality development of enterprises. We will strengthen supply-demand matching by establishing platforms such as the Huaihai Economic Zone Technology and Intellectual Property Trading Market and the Xuzhou Comprehensive Enterprise Service Platform. We will organize upstream-downstream business matching activities to encourage suppliers to provide high-quality services that meet both the common and customized needs of demand-side entities.Strengthen assigned support services: Leaders at the municipal and county levels will spearhead “one-on-one” assigned support for key industries, helping enterprises resolve practical issues such as project construction, transportation, raw material procurement, and workforce return-to-work, while formulating and implementing targeted business-friendly policies.Innovate and empower services: Encourage large enterprises, research institutions, universities, and testing and certification bodies to provide technical services—including R&D, experimental testing, inspection and testing, resource sharing, and the commercialization and promotion of technological achievements—to small and medium-sized enterprises (SMEs), thereby fostering an ecosystem of integrated innovation among large, medium, and small enterprises. (8) Policy Convergence Initiative. Focusing on the eight key sectors of production-oriented services, priority support will be provided in areas such as finance, talent, and land. Optimize fiscal support mechanisms, implement national tax incentives for the innovative development of the service sector, and actively utilize equity investment, credit enhancement, special funds, and industrial funds to increase support for projects that align with modern service industry trends, represent the cutting edge of industrial development, and lead industrial innovation.Strengthen support for enterprise talent, promote the effective implementation of the “Pengcheng Talents Program,” and accelerate the cultivation and recruitment of high-end talent and teams for production-oriented services. Support enterprises in collaborating with universities to conduct talent training, support applications for the Pengcheng Talents Program, and provide rewards in accordance with relevant talent policies. IV. Support Measures
(1) Strengthen Organizational Leadership. The Municipal Service Industry Development Leading Group shall coordinate the optimization and upgrading of the production-oriented service sector, with the Municipal Development and Reform Commission responsible for day-to-day coordination. All localities and departments shall establish a joint coordination mechanism to jointly review and handle important matters related to optimization and upgrading. Relevant municipal departments shall strengthen guidance and, in accordance with their respective functions, enhance policy support for industrial clustering, enterprise cultivation, and project construction. (2) Improve Monitoring and Analysis. Promote statistical monitoring of the operational status of production-oriented services and the sharing of data and information. Conduct statistical analyses reflecting development characteristics around key industries and indicators, and regularly publish industry development reports. The competent authorities for each sector of production-oriented services shall establish and improve monitoring mechanisms for key enterprises to promptly understand their operational status and coordinate the resolution of major issues. (3) Establish an assessment and evaluation system. Establish a work assessment and evaluation mechanism for the production-oriented service sector,
with a focus on evaluating the scale of the industry, the sophistication of business models, and innovation and development across various regions. Increase the application of evaluation results; outstanding units and individuals may be considered as key references for commendations and awards. Strengthen supervision of implementation and establish a mechanism linking the results of this plan’s evaluation to performance appraisals.
