Future industries are forward-looking sectors driven by cutting-edge technological innovation. Currently in their nascent stages or early phases of industrialization, they possess immense potential to grow into leading and pillar industries, and are expected to play a significant role in guiding and transforming the future economy and society.To fully implement the national requirements for fostering and developing future industries and the Provincial Government’s “Guiding Opinions on Accelerating the Cultivation and Development of Future Industries,” to open up new fields and new avenues, to shape new drivers of growth and new competitive advantages, and to assist Xuzhou in accelerating the construction of a modern industrial system and achieving high-quality development, the following opinions are hereby put forward.
I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the important speeches and instructions of General Secretary Xi Jinping regarding the work of Jiangsu and Xuzhou. Grounded in the new stage of development,we will fully, accurately, and comprehensively implement the new development philosophy, serve the construction of a new development paradigm, and promote high-quality development. We will fully leverage the comparative advantages of Xuzhou as the central city of the Huaihai Economic Zone and a sub-provincial center in terms of resource aggregation and factor concentration. Driven by scenario applications and focused on technological innovation, we will strengthen the empowerment and upgrading through digital technologies, promote industrial extension, diversification, and integration,We will focus on cultivating an industrial chain that integrates innovation origination, transformation and incubation, application-driven development, and ecosystem building. We will construct an autonomous, controllable, comprehensive, advanced, and secure “5+X” future industrial system, accelerate the formation of new-quality productive forces, drive the transformation and upgrading of traditional industries, and provide industrial support for the comprehensive advancement of Xuzhou’s new practices in pursuing Chinese-style modernization.
(2) Basic Principles
Coordinated Planning, Key Breakthroughs. Adhering to a city-wide “unified strategy,” we will focus on global technological frontiers, diligently study the direction of technological transformation, analyze the trends and patterns of industrial development, maintain steadfastness and patience, and coordinate the development of future industries across the city. Leveraging the advantages of our existing industrial foundation, we will strive to take the lead in strategic positioning and breakthroughs in cutting-edge fields such as hydrogen energy and new energy storage, third-generation semiconductors, and cell and gene technologies.
Innovation-Driven, Application-Led. We will pursue a dual-pronged approach of industrializing future technologies and advancing key sectors toward the future, actively guiding the aggregation of innovative elements into future industries to drive their innovative development. Leveraging the vast manufacturing market and abundant application scenarios of the Huaihai Economic Zone, we will proactively plan and progressively cultivate a range of future industries.
Market-led, government-guided. We will fully leverage the decisive role of the market in resource allocation, emphasizing the central role and function of enterprises as the primary innovators. We will strengthen government planning, policy support, and industrial services to promote the “four-chain integration” of innovation, industrial, capital, and talent chains. We will actively foster a stable, fair, and transparent business environment to stimulate the vitality of market entities.
Open Cooperation, Safe and Orderly. Deeply integrate into the global innovation network, strengthen regional division of labor and cooperation in science, technology, and industry, promote cross-sectoral and cross-organizational collaborative innovation, and elevate the level of openness and cooperation in future industries. Innovate the governance of future industries, enhance autonomy and control in key areas and critical links, and improve the resilience and security of industrial and supply chains.
(3) Development Goals
By 2025, accelerate the cultivation of five high-growth future industries—hydrogen energy and new energy storage, deep-earth space utilization, third-generation semiconductors, cell and gene technologies, and general artificial intelligence—while planning and laying out frontier future industries such as zero-carbon and negative-carbon (carbon capture, utilization, and storage), cutting-edge new materials, virtual reality, and biological breeding, so that the “5+X” future industry system begins to take shape.We will closely monitor cutting-edge technology fields such as future networks, synthetic biology, quantum technology, and humanoid robots, and support preliminary research on technologies with high uncertainty. We will establish several future industry (technology) research institutes and future industry science and technology parks, and attract and cultivate a group of strategic scientific and technological talents (teams) and key enterprises that master core technologies. The Xuzhou Economic and Technological Development Zone and the Xuzhou High-Tech Industrial Development Zone will take the lead in building pilot zones for future industries.
By 2030, the “5+X” future industry technology innovation network, incubation and cultivation chain, and policy and institutional framework will be fundamentally established, with the five growth-oriented future industries evolving from mere existence to excellence. Major breakthroughs will be achieved in core technologies across key sectors and critical links, leading enterprises with ecosystem-leading capabilities will emerge rapidly, and approximately two future industry pilot zones with demonstrative and leading roles across the province will be established.
By 2035, the “5+X” future industry system will be self-reliant, controllable, comprehensive, and advanced yet secure. A number of major innovative achievements with global influence and world-class enterprises will emerge, forming approximately five future industry clusters that are domestically leading and internationally first-rate.
II. Development Directions
(1) Accelerate the Cultivation of 5 Growth-Oriented Future Industries
1. Hydrogen Energy and New Energy Storage.Focusing on building a full hydrogen energy industrial chain covering “production, storage, transportation, refueling, and utilization,” we will prioritize the purification and production of hydrogen from industrial by-products, explore hydrogen production via water electrolysis and biomass pyrolysis, and develop solid-state and liquid hydrogen storage, hydrogen energy conversion and storage technologies, and key materials. We will strengthen the manufacturing of key components such as hydrogen fuel cells and hydrogen engines, enhance the manufacturing capabilities of hydrogen-powered vehicles such as heavy-duty trucks and forklifts, and promote the full-scenario application of “hydrogen energy + construction machinery.”Hydrogen infrastructure will be scientifically and reasonably planned in accordance with the “one station, one plan” principle. For new energy storage, key research and development efforts will focus on improving the depth of discharge (DOD) efficiency of lithium-ion battery packs,and the system integration of supercapacitors. Strengthen R&D in electrochemical energy storage technologies such as lithium-ion batteries, sodium-ion batteries, and flow batteries; enhance the industrial clustering of energy storage materials, battery cells, power converters, system integration, and energy management; encourage the development of new energy storage technologies such as deep underground storage, advanced compressed air energy storage, and flywheel energy storage; and accelerate the commercialization of the entire industrial chain.We will systematically advance the planning and construction of standalone energy storage power stations, using specific application scenarios to drive the development of the new energy storage industry.
2. Utilization of Deep Underground Space. Aiming to promote the chain-like development of “deep underground science—equipment manufacturing—space utilization,” we will actively explore and expand the fields of deep underground space development and utilization. Priority support will be given to research institutions such as the Yunlonghu Laboratory for Deep Underground Science and Engineering and the National Key Laboratory of Deep Underground Intelligent Construction and Healthy Operation and Maintenance at China University of Mining and Technology to strengthen cutting-edge basic research. We will encourage the development of equipment manufacturing for deep underground development and utilization, including precision detection, excavation and drilling, intelligent construction, and disaster early warning.Vigorously develop application scenarios for deep underground space, with an emphasis on the research, development, and application of technologies for the containment and storage of energy resources and materials, as well as carbon sequestration and fixation. Actively promote the research, development, and industrialization of key technologies for the large-scale storage of gas, heat, oil, and waste in deep underground spaces, particularly in closed or decommissioned mines. Strengthen intelligent construction in deep underground spaces and promote the development and construction of urban underground spaces such as subways and long-distance deep tunnels.Strengthen collaborative innovation in deep underground space utilization, explore the establishment of open, inclusive, and mutually beneficial joint development mechanisms, and accelerate the transformation of scientific and technological achievements into real productive capacity.
3. Third-Generation Semiconductors. Taking the relatively mature silicon carbide (SiC) and gallium nitride
(GaN) as entry points. Building upon the expansion and strengthening of the advanced semiconductor packaging and testing sector, we will drive breakthroughs in key technologies and industrialization of third-generation semiconductor materials and devices. We will prioritize the development of 6-inch and larger silicon carbide and gallium nitride substrate wafers, transistors, power devices, and related materials and key components. We will vigorously develop key equipment such as lithography systems, exposure systems, plasma etching systems, nanopore analyzers,crystal growth furnaces, and diamond wire saws; and strengthen the production of key components such as high-power MOCVD (metal-organic chemical vapor deposition) heaters, bell jars, and filters.Actively attract equipment manufacturing enterprises specializing in thin-film deposition equipment, semiconductor packaging equipment, and wafer defect inspection equipment. Expand and strengthen distinctive sectors such as semiconductor materials and devices, as well as semiconductor equipment manufacturing. Proactively plan for the development of ultra-wide bandgap semiconductor materials such as zinc oxide, gallium oxide, and diamond, and strive to build a national hub for the semiconductor industry.
4. Cell and Gene Therapy. Leveraging research institutions such as the National-Local Joint Laboratory for Tumor Biotherapy at Xuzhou Medical University and the Jiangsu Provincial Innovation Center for Cell Therapy Drug Industry, we will actively pursue breakthroughs in key core technologies. We will vigorously develop targeted immunotherapy products such as CAR-T, CAR-NK,CAR-iNKT, CAR-M, and TCR-T; explore cutting-edge technologies such as somatic cell reprogramming, organoids, and tissue/organ regeneration; actively develop stem cell and stem cell-derived therapeutic products; encourage the development of genetic diagnostic technologies including high-throughput gene sequencing, liquid biopsy, and in vitro immunodiagnostics; accelerate breakthroughs in the R&D of novel gene therapy vectors; and focus on reducing the cost of cell therapy and enhancing product accessibility.Deepen the integration of industry and medicine. Support universities such as Xuzhou Medical University in establishing new disciplines related to cell and gene technologies. Actively build innovative platforms such as clinical evaluation centers for cell therapy drugs, as well as service platforms including third-party medical testing laboratories, specialized databases for cell therapy, and biobanks. These initiatives will empower scientific research in disease diagnosis, target screening, clinical trials, and product development, thereby achieving a closed-loop system spanning the entire chain from technological innovation to clinical trials and healthcare.
5. General Artificial Intelligence.Based on the needs of Xuzhou’s digital economic development, we will advance research and development of key core technologies for general artificial intelligence (AI) and promote their application across multiple scenarios. In conjunction with the national initiative to build an intelligent manufacturing equipment industry cluster, we will encourage engineering machinery enterprises to increase R&D investment in AI, develop integrated engineering machinery featuring information sensing, intelligent decision-making, precision control, and autonomous driving, and proactively undertake and participate in the formulation of standards for key aspects such as power, control, and reliability in intelligent engineering machinery. We will accelerate the development of large-scale engineering machinery models to maintain a competitive edge in the future engineering machinery industry.Actively attract enterprises specializing in cloud platforms, big data, large-scale models, intelligent robots, cluster systems, in-vehicle systems, central domain control, and intelligent ultra-fast charging. Vigorously develop future intelligent systems featuring a “cloud-edge-end” architecture. Take the lead in deploying scenario-based applications in mining construction, road construction, port transportation, emergency rescue, specialized operations, and defense industries to spearhead the intelligent and digital transformation of Xuzhou’s manufacturing sector.We will promote the application of “AI+” products in sectors such as public security, education, and healthcare, and accelerate the R&D and industrialization of key technologies such as service robots and intelligent robots.Explore research into brain-inspired intelligent technologies, including brain-inspired multimodal perception and information processing, brain-inspired chips and systems, and brain-inspired computing systems. Innovate and develop new technologies and equipment for brain-computer interfaces and human-computer interaction, and promote the construction of typical application scenarios for brain-inspired intelligence. Support the orderly construction of computing infrastructure such as future industry data centers, intelligent computing centers, and small-scale supercomputing centers.
(2) Focus on a Number of Forward-Looking Technology Directions
Keep pace with global scientific and technological frontiers, grasp future industrial development trends, and target cutting-edge fields such as zero-carbon and negative-carbon (carbon capture, utilization, and storage), advanced new materials, virtual reality, and biological breeding to conduct preliminary research on future technologies through multiple directions and pathways.Zero-carbon and negative-carbon (carbon capture, utilization, and storage): Promote R&D in zero-carbon and negative-carbon technologies such as biomass carbon capture and storage (CCS) and direct air carbon capture and storage (DAC). Achieve breakthroughs in carbon dioxide conversion and utilization technologies, including the production of fuels and olefins from CO₂, photocatalytic conversion, and biological fixation and conversion. Promote the early application of carbon capture, utilization, and storage (CCUS) technologies in energy systems and industrial sectors.Frontier New Materials: Focus on fields such as graphene materials, smart biomimetic materials, nanomaterials, metamaterials, superconducting materials, liquid metals, high-entropy alloys, new materials for 3D printing, and advanced laser materials. Strengthen research and development of key core technologies to drive a new generation of materials to revolutionize a new generation of equipment.Virtual reality will target applications in distinctive sectors such as cultural tourism, education, and architecture. We will vigorously advance research and development in near-eye display, rendering, perception and interaction, content production, and digital twins, while enhancing the supply capacity of key components and terminal peripherals. We will strengthen the integrated innovation of technologies such as artificial intelligence, blockchain, cloud computing, and virtual reality within the metaverse, and explore new models and business formats for user-participatory technological innovation and content production.In biological breeding, the primary focus will be on the selection and breeding of key target traits and the development of core breeding technologies. We will accelerate breakthroughs in key technologies such as tightly linked molecular markers, polygenic aggregation, and efficient gene editing to enhance breeding capabilities for crops including sweet potatoes, garlic, wheat, rice, soybeans, peanuts, and corn. We will support areas such as Fengxian and Peixian in accelerating the remediation, development, and utilization of saline-alkali land, and explore the cultivation and screening of crops suited to saline-alkali conditions.
We will closely monitor cutting-edge technologies such as future networks, synthetic biology, quantum technology, and humanoid robots, and support preliminary research on technologies with high uncertainty. Future networks will focus on high-speed all-optical communication, next-generation mobile communication (6G), computing power networks, and satellite internet;synthetic biology will focus on quantitative synthesis, protein design, cell design, and high-throughput screening; quantum technology will focus on quantum computing, quantum communication, and quantum measurement; and humanoid robotics will focus on key technologies such as perception and control, as well as high-fidelity system modeling and simulation. We will promptly identify and track breakthrough achievements in specific key areas, promote the local commercialization of scientific and technological achievements with high technical maturity and strong market potential in Xuzhou, and continuously expand our city’s future industrial system.
III. Key Measures
(1) Prioritizing the Generation of Technological Innovation. Support universities such as China University of Mining and Technology, Jiangsu Normal University, and Xuzhou Medical University in establishing future technology colleges and disciplines in a scientific manner. These institutions should independently conduct basic and applied basic research on future technologies in response to actual industrial application needs, and explore the establishment of “Special Zones for Applied Basic Research.”Fully leverage the leading role of national-level innovation platforms such as the National Key Laboratory of Intelligent Manufacturing for High-End Construction Machinery, accelerate the enhancement of the functional capabilities of provincial and municipal-level innovation platforms such as the Jiangsu Provincial Engineering Research Center for Polymer Electrolyte Fuel Cell Power Systems, and vigorously advance the construction of strategic scientific and technological facilities such as the Comprehensive Experimental Facility for the Transport of Fluid Materials in Deep Subsurface Spaces. Support enterprises in establishing innovation platforms such as national and provincial industrial innovation centers, manufacturing innovation centers, technology innovation centers, and engineering research centers, and intensify efforts to tackle key core technologies.Encourage leading enterprises to collaborate with upstream and downstream companies to form innovation consortia, new R&D institutions, and other innovative R&D organizations; increase investment in the research and development of future technologies; and enhance future technology innovation capabilities. Focusing on fields such as hydrogen energy and new energy storage, third-generation semiconductors, deep underground space utilization, cell and gene technologies, and general artificial intelligence, we will establish future industry proof-of-concept centers and quality (process) verification platforms to enhance service capabilities in key areas and critical stages, including technology maturation, engineering-scale upscaling, prototype manufacturing, and reliability verification.Improve the specialized technology transfer service system, strengthen the development of technology transfer and commercialization institutions for future industries across the city, and streamline services for the discovery, incubation, and industrialization of scientific and technological achievements. Innovate mechanisms for the commercialization of scientific and technological achievements, supporting universities and research institutes in adopting diversified approaches—such as contributing patents and other technological achievements as equity or implementing “use-first, pay-later” models—to facilitate the transfer of scientific and technological achievements to enterprises. (3) Promote Industrial Strengthening, Enterprise Development, and Supply Chain Building. Focusing on the “5+X” future industry sectors, prioritize the targeted recruitment of major projects, and regularly select and advance the construction of major future industry projects.Strengthen the cultivation of “chain-leading” enterprises in future industries, as well as “single-champions,” “specialized, refined, distinctive, and innovative” small giants, unicorns, gazelle enterprises, and startup SMEs. Actively attract and nurture high-tech enterprises in niche sectors to build a tiered enterprise ecosystem for future industries.Guide counties (cities, districts) to develop future industries in a manner suited to local conditions and with scientific planning. Support the Xuzhou Economic and Technological Development Zone, the Xuzhou High-Tech Industrial Development Zone, and other areas in taking the lead in establishing pilot zones for future industries. (4) Conduct Application Scenario Demonstrations. Leverage the catalytic role of scenario innovation in the development of future industries. Support the construction of technology verification scenarios in fields such as hydrogen energy and new energy storage, as well as open, comprehensive, and industry-specific integrated application scenarios in fields such as cell and gene therapy, general artificial intelligence, and cutting-edge new materials. Use scenario applications to drive technology development, product refinement, user base cultivation, market demand exploration, and after-market services, thereby establishing a scenario application and industrialization development pathway of “early verification—integration testing—comprehensive promotion.”Focusing on future lifestyles and production methods, take the lead in exploring and building 5.5G application scenarios as well as typical application scenarios such as future factories, lighthouse factories, and future communities, and open them to the public in an orderly manner. Support universities in Xuzhou in conducting disciplinary innovation oriented toward the development of future industries, and improve the mechanisms linking disciplinary structure, project funding, and talent cultivation. Under the guidance of the “Pengcheng Talents Program,” accelerate the introduction of a group of leading talents (and teams) with an international perspective and mastery of future technologies, providing support on a case-by-case basis.Deepen the integration of industry and education. Following a development model that integrates vocational and general education, industry and education, and science and education, promote the joint establishment of industry-education collaborative training bases and talent training bases by schools, local governments, and enterprises. Innovate talent cultivation mechanisms and models to build teams of outstanding engineers in future technologies. Establish a talent tracking and cultivation mechanism to provide long-term, stable support for a group of young talents in future industries.Improve the evaluation system and mechanisms for future industry talent, and optimize the talent service and support system. Increase support for industrial funds; actively participate in the establishment of the provincial angel fund for future industries; actively establish market-oriented venture capital funds such as venture capital and private equity funds; and encourage them to invest early, in small-scale enterprises, for the long term, and in hard technology.Vigorously develop technology-oriented credit products such as patent-backed and first-loan loans; make reasonable use of financial products such as “Su Ke Loan,” “Talent Loan,” “Su Zhi Loan,” and “Su Zhi Loan”; explore pilot programs for “Enterprise Innovation Points Loans”; and strengthen credit support for key future industry projects. Encourage enterprises to pursue financing through IPO and crowdfunding; and deepen new financial services such as the equity and securitization of intellectual property assets. (7) Innovate the Governance of Future Industries. Strengthen industrial statistical monitoring to accurately reflect the development level of future industries, and prioritize commendations and recognition for regions demonstrating notable achievements in fostering and developing future industries. Implement inclusive and prudent regulation; while ensuring safety and controllability, accelerate the establishment of market access and market supervision systems that encourage innovation and demonstrate flexibility and inclusiveness. Explore new regulatory measures such as “observation periods” and “grace periods,” and implement flexible regulatory approaches such as advisory warnings and administrative guidance.Foster a tolerant environment for innovation and establish an exemption mechanism for future technology innovation. Strengthen international cooperation in future industries; support leading enterprises in actively integrating into global innovation networks; actively establish offshore technology innovation or incubation institutions; promote two-way openness and exchange of major technologies and innovative talent; and support enterprises in fields such as third-generation semiconductors and new energy storage in strengthening strategic reserves of key materials and resources.Deeply integrate into major national regional strategies, proactively align with leading cities in future industries within regions such as the Beijing-Tianjin-Hebei region, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Yangtze River Delta, actively establish “science and technology innovation enclaves” for future industries, and strengthen multi-path exploration of cutting-edge technologies.Deepen cooperation with the Huaihai Economic Zone, strengthen the joint cultivation of strategic scientific and technological forces such as national laboratories, major national science and technology infrastructure, and state-level innovation platforms, collaboratively undertake research and development of future technologies and provide technology transfer services, promote the cross-regional layout of industrial chains, and jointly foster future industry clusters. IV. Support Measures
(1) Strengthen Organizational Leadership. Uphold the Party’s comprehensive leadership over the cultivation and development of future industries, strengthen top-level design for future industry development, and advance research on major issues and decision-making on key matters concerning future industries. Establish and improve a working mechanism featuring dynamic research, rolling assessments, and tracking adjustments; enhance cross-departmental and cross-level coordination and collaboration; and strengthen full-chain design and integrated deployment across basic research, technological breakthroughs, equipment development, and technology transfer.
