To thoroughly implement General Secretary Xi Jinping’s important directives on the development of the private sector, fully carry out the “Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Sector” as well as relevant national and provincial policy requirements, vigorously promote the entrepreneurial spirit, further stimulate the vitality of the private sector, and foster the development and growth of our city’s private sector, the following measures are hereby established.
I. Further Optimizing Government Services
1. Facilitate Market Entry and Business Operations for Private Enterprises. Fully implement the negative list for market access; in sectors not included on the negative list, private economic entities may enter on an equal footing in accordance with the law. Continuously expand the scope of private investment and strictly prohibit the imposition of any additional entry conditions for private capital in any form.Advance the implementation of the “Implementation Plan for the Pilot Reform of ‘Individual Businesses to Enterprises’ in Nantong City,” relax restrictions on business location registration requirements, and explore the continuity and coordination of unified social credit codes, registration records, relevant administrative permits, annual report disclosure information, and creditor-debtor relationships before and after the transition. Where laws, regulations, or rules clearly define the scope of intermediary services related to administrative approval, such services must be strictly implemented within the defined scope and shall not be arbitrarily expanded.
