Original Title: Implementation Opinions on Accelerating the High-Quality Development of the Modern Service Industry in 2024
These Opinions are formulated to accelerate the establishment of a new, high-quality, and efficient service industry system; to achieve tangible results in promoting the high-quality development of modern services in our city; and to enhance the role of modern services in supporting and driving economic development.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, anchor our efforts on the major requirement of “taking the lead and setting an example,” fully carry out the major tasks of the “Four Areas of Leading the Way” and the “Four New Initiatives,” seize the opportunity presented by the construction of the Yangtze River Estuary Industrial Innovation and Collaboration Zone, integrate broadly with Southern Jiangsu, deepen our connection with Shanghai, and actively support the development of Shanghai’s “Five Centers.”We will thoroughly implement the Three-Year Action Plan for the Prosperity and Development of Modern Services, giving equal emphasis to expanding scale and upgrading quality, and fostering synergy between traditional and emerging sectors. We will amplify our developmental advantages, accelerate the addressing of shortcomings, and strive to cultivate new technologies, new business models, new industries, and new formats in the service sector. This will promote the accelerated aggregation of factors for innovative development in the service sector and the rapid emergence of new growth drivers, thereby further enhancing the contribution of the service sector to economic growth.In 2024, the city’s total retail sales of consumer goods will grow by more than 6%, and revenue in key sectors of the service industry (for enterprises above designated size) will increase by more than 6%; we will foster and establish 30 demonstration zones for high-quality development in modern services, 60 leading enterprises in modern services, and 70 key units for the integration of the service and industrial sectors.
II. Key Areas
(1) Enhancing the Quality and Prestige of Commercial and Trade Services. We will continue to advance the development of the “Four Major Commercial Districts and Two Major Clusters” and the construction of the Tongcheng Vitality New Center in the Nantong Development Zone, while systematically promoting the renovation and upgrading of key commercial districts such as Nandajie. We will attract no fewer than 30 brand flagship stores, focusing on introducing a batch of high-end domestic and international brands, flagship stores, and time-honored Chinese brands, and accelerating the transformation of traditional shopping malls and department stores into modern consumer complexes that integrate elements of experience, fashion, and social interaction.Introduce more internationally leading high-end hotel brands, cultivate a group of four- and five-star tourist hotels, and advance the dual improvement of supporting facilities and service quality for tourism and business accommodations. Facilitate the opening of Nantong Center (Outlet Mall and Luxury Brand Hall) during the National Day holiday, introducing top-tier international and domestic high-end brands, trendy brands, and various flagship stores to establish a new benchmark for consumption in the Yangtze River Delta region.Collaborate with Shanghai’s “5.5 Shopping Festival” to launch a series of online and offline consumption promotion activities; continue to enhance the “Hui Ju Nantong · Beautiful Life” consumption promotion campaign brand; actively cultivate new consumption hotspots such as the night economy and holiday economy; promote the return of high-end consumption; and establish Nantong as the premier destination for high-end consumption, radiating influence across central and northern Jiangsu.(Led by the Municipal Bureau of Commerce, with cooperation from the people’s governments of all counties (cities, districts), the management committees of all municipal-level direct-affiliated industrial parks, the Nantong Innovation and Entrepreneurship Center, and the Municipal Bureau of Culture, Radio, Television, and Tourism; hereinafter, cooperation from the people’s governments of all counties (cities, districts), the management committees of all municipal-level direct-affiliated industrial parks, and the Nantong Innovation and Entrepreneurship Center is required but will not be listed separately)
(2) Promote the “Nantong Fun” city brand. Host the Nantong Jianghai International Culture and Tourism Festival, and innovatively launch signature events such as the Culture, Tourism, and Shopping Carnival and the Four Seasons of Nantong Tourism and Culture Consumption Promotion Season. Complete the development of the “Nantong Fun” mini-program. Introduce the “Must-Visit List for Four Seasons of Nantong,” leverage the “Jianghai,” “Zhang Jian,” and “Cultural and Museum” brands, and launch premium tourism routes such as “Jiangsu’s First Ray of Sunshine,” “Evening Glow Along the River,”“Hao River Night Cruise,” “Animal Carnival,” and “Tracing Zhang Jian’s Hometown” as premium tourism routes. Actively engage with the Shanghai tourist market by participating in events such as the Shanghai Tourism Sales Fair, the Shanghai Tourism Industry Expo, and the Yangtze River Delta Cultural Tourism Public Welfare Market. Enrich new tourism formats such as “Music + Tourism,” “Performances + Tourism,” and “Sports Events + Tourism,” and launch initiatives like “Travel with the Chinese Super League and CBA,” ““Travel with Museums,” and “Travel to Discover Culinary Delights.” We will plan and host high-end international events such as the 2024 “Mlily Cup” World Go Open and the 2024 World Beach Volleyball Tour, comprehensively stimulating consumption across dining, accommodation, sightseeing, shopping, and entertainment sectors. (3) Improve the modern logistics system. Construct the Tongzhou Bay Yangtze River Container Transport New Seaport, promote the full-line operation of the Yanglu Railway and the port-access railway in the Tonghai Port Area, and establish a port logistics system featuring “railways connecting port areas, inland waterways reaching terminals, and ports linking to the open ocean.” The city’s container intermodal transport volume will exceed 150,000 TEUs.Expand the supply of logistics services, vigorously develop multimodal transport, cold-chain transportation, and full-chain logistics services, and increase the total logistics volume across society to over 4.2 trillion yuan. Promote the widespread application of technologies such as the Internet of Things (IoT), big data, and blockchain, as well as smart equipment, in the logistics sector; actively attract smart logistics enterprises; and accelerate the development of integrated smart logistics public information platforms such as “Sentongwang.” Support Haimen and Hai’an in jointly striving to become a national logistics hub for commerce and services by 2024.(Led by the Municipal Development and Reform Commission and the Municipal Transportation Bureau, with support from the Municipal Science and Technology Bureau, the Municipal Industry and Information Technology Bureau, the Postal Administration, the Coastal Group, the Port Group, and others)
(IV) Enhance the Empowerment of Science and Technology Innovation Services.Advance the development of the Nantong Science and Technology Market, actively promote the establishment of technology service projects by universities, research institutes, leading enterprises in the industry, and technology service organizations, and build provincial-level technology service industry clusters (specialized bases) in Chongchuan District—such as those for inspection and testing and intellectual property services—to high standards. Attract specialized and branded intellectual property service organizations to settle in the area, improve the quality of professional services in intellectual property law, operations, information, and consulting, and create a hub for intellectual property resources characterized by “full-chain coverage and multi-sector synergy.”Cultivate a group of regional science and technology innovation hubs and science and technology service industry clusters (specialized bases). Focusing on key parks such as Haimen Linjiang New District and Nantong North High-Tech Zone, and centering on fields such as biomedicine and electronic information, we will create a group of high-quality platforms with strong innovative vitality to empower the development of high-end manufacturing and future industries. Utilizing market-oriented mechanisms, we will further strengthen the close linkage between scientific research achievements, technology services, and market demand, promoting the industrialization of scientific research achievements and the commercialization of innovative products.We aim to add more than 40 new enterprises above designated size in the scientific research and technology services sector, bringing the total number of such enterprises to over 330 and their aggregate revenue to exceed 10 billion yuan. (5) Enhance the Capabilities of Modern Financial Services. Actively attract private equity and venture capital funds focused on key industries such as next-generation information technology, new energy, biomedicine, and high-end equipment. Strengthen cooperation with industrial capital and leading investment institutions in regions such as Shanghai and Southern Jiangsu to establish industry-leading funds, forming a “funds + enterprises + bases” model. Orderly advance the QFLP pilot program, with the total fund scale exceeding US$200 million.Accelerate the development of the “Two Lakes and One Mountain” financial cluster, with 100 new funds established citywide and an additional 30 billion yuan in fund management scale. Promote the rapid aggregation of financial institutions—including banks, securities firms, insurance companies, and fund management firms—in the Nantong Innovation Zone’s Financial Business Center, and facilitate the launch of operations for China Merchants Bank and Nagoya Bank. Encourage banking institutions to continuously strengthen exchange rate risk management services for enterprises, with over 160 new enterprises opening their first foreign exchange derivative accounts.Advance high-level opening-up in cross-border trade and investment, with the number of enterprises conducting financing operations through the cross-border financial service platform increasing by more than 10%. Host financial-themed training sessions and forums in the Yangtze River Delta region, and continue to enhance the influence of the Finance and Taxation School at the Zhang Jian Entrepreneurship Academy. (6) Promote the Leapfrog Development of Information Services. Host the 2024 Citywide Software and Information Industry Conference and the “Intelligent Transformation, Digital Transition, and Network Integration” Ecosystem Development Conference to attract brand-name service providers specializing in “Intelligent Transformation, Digital Transition, and Network Integration” from Shanghai and other regions to establish operations here, thereby continuously expanding the local pool of service providers. Strengthen the matching of service demands and enhance full-process digital service capabilities in software development, design and production, and platform operation and maintenance, with the goal of attracting no fewer than 10 service provider enterprises throughout the year.Fully leverage the resources of leading enterprises in Tongling, such as Alibaba, JD.com, and Ctrip, targeting corporate groups and ecosystem partners. Focus on fields including software development, information services, innovative data applications, and artificial intelligence to actively promote the establishment of regional headquarters, R&D centers, and computing power centers. Organize no fewer than 20 investment promotion and promotional events, aiming to attract 1–2 leading software enterprises.Support key software and internet service enterprises in increasing R&D investment, fostering 20 software enterprises and 80 software products that pass the “Dual Software Assessment.” Strengthen the development of specialized information service parks such as the Zhongguancun Information Valley and Rugao Software Park, promote the clustering of the information service industry, and expand the enterprise base, achieving a net increase of no fewer than 40 enterprises in the sectors of internet and related services, as well as software and information technology services, that meet the scale criteria.(Led by the Municipal Bureau of Industry and Information Technology, with support from the Municipal Development and Reform Commission, Science and Technology Bureau, Commerce Bureau, and others)
(7) Promote the Specialized Development of Business Services. Accelerate the development of emerging business models such as talent training, executive search, human resources assessment, and management consulting. Build an intelligent human resources market to achieve precise collection and matching of human resources market information and occupational supply-demand data, further streamlining channels for enterprises to publish, match, and access employment information. With the Jiangsu Nantong Human Resources Service Industrial Park as the main hub, establish a human resources service cluster featuring “one park with multiple zones, and one zone with one specialty.”Fully leverage the role of exhibition platforms to host no fewer than 20 market-oriented, specialized, and branded exhibition events throughout the year, including auto shows, real estate expos, home furnishing fairs, and animation expos, thereby enhancing the influence of Nantong’s exhibition brand. Establish a digital advertising industrial park. (8) Improve the Convenience of Resident Services. Promote the integrated development of next-generation information technology and domestic services, popularize emerging service models such as “Micro Life” and “Cloud Community,” and support the development of new domestic service sectors including family butlers, foreign-related nannies, organizing and decluttering specialists, and foreign-related domestic services. Drive the scaling up of enterprises in the domestic service and property management sectors, the productization of services, and the professional organization of personnel.Vigorously develop e-commerce for domestic services and “Internet+Domestic Services,” guiding domestic service enterprises and service providers to register on the Ministry of Commerce’s Domestic Service Credit Information Platform to enhance the supply capacity and convenience of the domestic service market.Establish a diversified investment mechanism for community services to expand offerings in social services, property management, catering, vehicle maintenance and repair, and community convenience retail. Seize the opportunities presented by the rapid growth of the “pet economy” to develop related sectors such as pet boarding, grooming, veterinary care, and pet insurance, and cultivate local pet service brands. (9) Increase the supply of high-quality services under the “Healthy Nantong” initiative. Complete and put into operation the new campus of Tongda University Affiliated Hospital; accelerate the relocation of the Municipal Traditional Chinese Medicine Hospital and the construction of the Municipal Emergency Hospital; ensure that the coverage rate of high-standard, high-quality primary healthcare institutions exceeds 45%. Strive to become a provincial-level regional medical center; deepen reforms of closely integrated county-level medical consortiums and the development of specialized medical alliances; and improve the tiered diagnosis and treatment system.Continue to identify distinctive TCM formulas and medicines unique to Nantong, preserve and pass down distinctive TCM techniques, and cultivate and expand specialized TCM departments. Encourage and support various forms of private capital to establish personalized and diversified health service institutions offering health consultations, health checkups, professional nursing, wellness and rehabilitation, mental health, and maternal and infant care.Deepen the national pilot program for inclusive childcare, establish a national model city for infant and toddler care services, and develop various types of infant and toddler care institutions. Provide diverse care services including full-day, half-day, and temporary care. Add 20 new municipal-level or higher inclusive childcare institutions and 3,000 new inclusive childcare slots, bringing the number of childcare slots per 1,000 people to 4.1.Vigorously develop “Internet Plus Healthcare,” build a high-level public health information platform, improve residents’ personal electronic health records, and provide integrated online and offline services covering prevention, diagnosis, treatment, management, and health promotion. (10) Enhance the “Chain-based Elderly Care” service brand. Enact the Nantong Municipal Regulations on Elderly Care Services. Strengthen smart monitoring services for home-based elderly care for vulnerable groups such as the elderly living alone or in empty-nest households, and add 1,000 home-based elderly care beds.Improve the community-based elderly care service network, accelerate the construction of distributed, multifunctional, and specialized community elderly care facilities, build or renovate 10 community senior care centers, and upgrade 60 urban community meal assistance points and 90 model village-level mutual aid and neighborly care centers.Actively foster and develop the silver economy. Support mid- to high-end elderly care institutions in developing integrated health and elderly care services that combine wellness and health preservation, medical rehabilitation, spiritual and cultural activities, and leisure tourism, and create distinctive brands such as traditional Chinese medicine wellness, hot spring wellness, and recreational wellness. Establish a “Silver-Haired Advisor” system to provide elderly care services including policy consultation, plan recommendations, and resource connections. III. Key Tasks
(1) Implement the Project Efficiency Enhancement Initiative. Leveraging the advantages of advanced manufacturing industrial clusters such as shipbuilding and offshore engineering, high-end textiles, and biopharmaceuticals, vigorously attract projects that strengthen and complement industrial chains in production-oriented service sectors, including R&D and design, software and information technology, post-operation services for new energy, pharmaceutical R&D and testing, smart supply chain logistics, and human resources services. Focus on modern commerce, digital culture and tourism, and smart health and wellness sectors to actively attract high-end consumer service projects with international standards.Further integrate high-quality commercial building resources in the central urban area and conduct targeted investment promotion campaigns in key regions such as Shanghai and southern Jiangsu. Prioritize attracting corporate headquarters, functional offices, R&D and design firms, software development companies, and high-end business enterprises to establish operations here, thereby achieving the synergy of “attracting industries through buildings and revitalizing buildings through industries.”Establish and improve a city-level full-lifecycle management and service system for major projects to enable end-to-end monitoring, real-time early warning, and targeted services for key service industry projects. Commence construction on more than 30 new service industry projects valued at over 100 million yuan each. (2) Implement the Enterprise Attraction and Cultivation Initiative. Guide key service sector enterprises to accelerate innovation and transformation, implement a batch of demonstration projects with distinct industry characteristics and significant leading effects, further enhance corporate innovation, competitiveness, and brand strength, and cultivate a group of leading enterprises driving high-quality development in the modern service sector.High-quality efforts will be made to cultivate enterprises to meet the criteria for inclusion in official statistics, accelerating the transition of small businesses to meet scale requirements, the conversion of individual businesses to corporate entities, the transformation of production-oriented entities into legal entities, and the separation of manufacturing and trade operations. We will promote the registration of branch offices and subsidiaries in Tongling as independent legal entities, support independent legal subsidiaries in Tongling in securing more headquarters-level business, and attract regional and functional headquarters to establish operations in the city through policy incentives and industrial synergy.Focusing on sectors such as petrochemicals, LNG, and iron ore, we will accelerate the recruitment and cultivation of key wholesale enterprises. By leveraging the Yangtze River coastline and storage tank resources, we will attract petrochemical trading platform enterprises to establish operations here and expand their business scale.The city will add 180 new enterprises in key sectors of the service industry above designated size, including no fewer than 10 wholesale enterprises with a net increase in annual sales exceeding 200 million yuan, no fewer than 10 retail enterprises with annual sales exceeding 50 million yuan, and no fewer than 10 accommodation enterprises with annual revenue exceeding 5 million yuan or catering enterprises with annual revenue exceeding 10 million yuan.(Led by the Municipal Development and Reform Commission, with support from the Municipal Science and Technology Bureau, Industry and Information Technology Bureau, Transportation Bureau, Commerce Bureau, Culture, Radio, Television, and Tourism Bureau, Taxation Bureau, etc.)

Leveraging the strengths of advanced manufacturing clusters such as shipbuilding and offshore engineering, high-end home textiles, and electronics and information technology, we will accelerate the development of service industry clusters in areas such as R&D, IT services, creative design, and human resources. Focusing on the central urban area, we will actively attract renowned domestic building management brands to create a number of “billion-yuan” buildings and themed buildings, thereby introducing more service industry project resources to Nantong.Pilot the construction of a building big data information system in Chongchuan District that integrates functions such as data statistics and analysis, enterprise profiling, and personalized investment promotion mapping. This will promote the specialized, smart, and branded development of buildings, with the occupancy rate of key buildings in the central urban area increased to over 75%.Focusing on Nantong’s signature product sectors—such as home textiles, furniture, power tools, and seafood—we will comprehensively assess market capacity, growth prospects, and local competition to formulate targeted plans for cultivating specialized markets. (4) Implement the Integration and Innovation Initiative. Encourage leading enterprises in advanced manufacturing sectors such as high-end home textiles and electronic information to comprehensively expand into service areas including process design, information services, product operation and maintenance, and marketing planning, and encourage enterprises to transition from product manufacturers to service solution providers.Continuously enhance the capacity of information, technology, finance, logistics, and commercial services to provide comprehensive pre-production, in-production, and post-production support for agriculture. Vigorously develop rural e-commerce services and, leveraging the Nantong Rural Tourism Festival, deeply develop new rural business models such as rural folk culture experiences.Utilize new concepts and approaches such as “Internet+,” “Culture+,” “Ecology+,” “Health+,” and “Tourism+” to support the integration of various service sectors. Cultivate new business models such as converged media, distinctive cultural tourism, smart health and wellness, and digital cultural creativity. (5) Implement the Digital and Intelligent Empowerment Initiative. Deepen forward-looking planning for the digital industry by proactively establishing a portfolio of future-oriented service industries in fields such as the metaverse, future networks, quantum technology, deep-sea, deep-earth, and aerospace exploration, and humanoid robotics. Enhance the digitalization of the entire industrial chain—including R&D, manufacturing, procurement, distribution, and logistics—and guide traditional enterprises to expand their production and sales channels through online retail, online wholesale, third-party operations, and online bulk trading.Focusing on leading industrial clusters in advanced manufacturing, we will deepen the development of cross-enterprise, cross-industry, and cross-regional industrial internet platform ecosystems. We will promote the enhancement of industrial internet platforms’ support capabilities for new technologies such as blockchain, augmented reality, and virtual reality, and strengthen the integration of digital functions across the entire process—including design, production, operation and maintenance, and management. We aim to cultivate six new industrial internet platforms. (6) Implement the Consumer Quality Improvement Initiative. Actively cultivate new growth areas such as the night economy and the experience economy. Leveraging the Nantong Home Textiles E-commerce Live Streaming Festival, we will expand and enhance digital consumption, creating new cultural and tourism consumption scenarios such as “night markets” and “night tours of art museums.”Promote the deep integration of medical care and elderly care services to enhance the supply capacity of high-quality elderly care products. Pilot the construction of smart monitoring systems in key commercial districts within the central urban area to monitor and analyze foot traffic, business operations, and market conditions. Accurately map customer profiles and business supply patterns to attract customers through data-driven and intelligent information.Promote flexible law enforcement reforms around key commercial districts to invigorate the “street vendor economy.” Explore the use of side streets and alleys to establish temporary nighttime parking spaces, thereby boosting foot traffic in commercial districts and stimulating nighttime consumption.Strengthen consumer rights protection, maintain a high-pressure stance against counterfeit and substandard goods, and continue to advance initiatives to build a "trustworthy consumption" environment. Explore the establishment of a manufacturer-retailer integrated no-reason return mechanism to enhance consumer satisfaction and well-being. Focus on productive service sectors such as technology services, software, and information technology services, and deeply integrate into the downstream segments of industrial chains to form a coordinated industrial chain where R&D headquarters are located in Shanghai and southern Jiangsu, while testing and inspection, marketing and promotion, call center operations, and administrative headquarters are based in Nantong.Promote synergy with surrounding cities in the Yangtze River Delta regarding the creation of consumer activities, the development of tourism routes, and the dissemination of cultural content. Facilitate information exchange, policy reciprocity, joint holiday celebrations, mutual referral of tourists, and cross-promotion of destinations to export more Nantong consumer products to surrounding cities in the Yangtze River Delta and attract more consumer groups to Nantong. Deepen development in Nantong’s competitive sectors such as home textiles and apparel, power tools, and fitness equipment; enhance the coordinated development of “cross-border e-commerce + market procurement + industrial clusters + overseas warehouses”; cultivate local brands for specialized cross-border supply chain service platforms; and achieve a growth of over 50% in cross-border e-commerce trade volume.Issue the “Nantong City Trade in Services Promotion Guidance Catalog” to drive the transformation and upgrading of traditional trade in services such as transportation and processing services; support the innovative development of knowledge-intensive trade in services such as R&D, design, and intellectual property; vigorously develop new business formats and models such as digital trade; and enhance the international competitiveness of trade in services enterprises.Accelerate the construction of supporting facilities for the expanded opening of the Tongzhou Bay, Yangkou Port, and Qidong Port ports, as well as the construction of terminals slated for opening. Advance the approval and acceptance of designated regulatory facilities at Nantong Airport for imported edible aquatic animals, chilled and frozen aquatic products, and fruits. Comprehensively optimize supporting services for talent, including employment and entrepreneurship, housing security, education and healthcare, and skills training.Fully leverage online and offline channels such as the “Nantong Talent Online Exhibition Hall” and talent promotion events to publicize Nantong’s development environment and talent policies. Continue to successfully organize various activities such as the Talent Night Market and Nantong Talent Day, and specifically establish dedicated sessions for service industry talent. IV. Organizational Guarantees
(1) Improve the Work Promotion Mechanism. Further adjust and strengthen the Municipal Leading Group for Service Industry Development, establish a Municipal Task Force for Key Modern Service Industries under its jurisdiction, and improve the task force’s liaison mechanism. Further clarify responsibilities, refine the division of labor, and deepen implementation to form a work framework for high-quality service industry development characterized by high-level coordination, clear division of duties, coordinated cooperation, and joint management.The Municipal Task Force for Key Modern Service Industries will be responsible for research and planning regarding high-quality development within their respective sectors, as well as task advancement, project attraction, consumption promotion, and monitoring of performance indicators. Each district and sector shall formulate implementation measures based on their specific circumstances to ensure the completion of all objectives and tasks. (2) Establish a Task Force Investment Promotion Mechanism. The Municipal Task Force for Key Modern Service Industries is responsible for conducting targeted investment promotion. At the beginning of the year, it shall formulate investment promotion goals and implementation plans, update the targeted investment promotion catalog in real time, and monitor progress on a monthly basis. Each task force shall organize no fewer than two industry-specific investment promotion events annually.Each district shall establish a dedicated service industry investment promotion task force, ensure sufficient and qualified full-time investment promotion staff, strengthen training in service industry investment promotion, and continuously improve the effectiveness of attracting service industry projects. Fully integrate comprehensive indicators such as service sector value-added, investment, invoiced sales, taxable sales, revenue of large-scale service enterprises, and the number of newly added large-scale service enterprises,accounting-based indicators such as operating revenue, invoiced sales, and taxable sales of enterprises in key industries above designated size, as well as core industry development indicators independently compiled by municipal-level service industry authorities, into the data-sharing platform. Strengthen policy incentives for leading and headquarters-based enterprises in key sectors such as technology services, information services, and business services.The Municipal Task Force for Key Modern Service Industries is responsible for compiling real-time updates on existing policies within their respective sectors, proposing optimization recommendations, further enhancing policy competitiveness, and preventing “internal competition” among municipal policies. Fully implement tax and fee preferential policies supporting the development of the service sector; provide agency and assistance services for all stages of business establishment and operation; offer targeted comprehensive services in areas such as leasing, financing, management, legal affairs, and telecommunications; and organize service demand matching activities for leading enterprises in advanced manufacturing to tangibly enhance enterprises’ sense of fulfillment in operating within Tongling.accelerate the construction of a “tropical rainforest”-style innovation and entrepreneurship ecosystem. The fulfillment of core industry development goals will be fully incorporated into the high-quality performance evaluation of government agencies, and the basic indicators for calculating the value-added of the service sector will be fully integrated into the high-quality evaluation system.Focusing on newly started major investment projects and newly introduced key service sector enterprises, formulate specialized evaluation measures for service sector projects covering the entire lifecycle—from attraction and commencement to construction, operation, and conversion to standardized enterprises—based on core indicators such as registered investment and revenue output.
