Original Title: Notice on the Issuance of the Action Plan for Promoting High-Quality Development of the Marine Industry and Accelerating the Construction of a Marine Power City

The 20th National Congress of the Communist Party of China called for the development of the marine economy, the protection of the marine ecological environment, and the accelerated construction of a maritime power. To thoroughly implement the spirit of the 20th National Congress, fully carry out General Secretary Xi Jinping’s strategic deployment on building a maritime power, and implement the “Development Plan for the Coastal Areas of Jiangsu (2021–2025)” and the “Implementation Opinions of the CPC Jiangsu Provincial Committee and the People’s Government of Jiangsu Province on Developing the Marine Economy and Accelerating the Construction of a Maritime Power Province” (Su Fa [2021] No. 30)and the "Jiangsu Province Marine Industry Development Action Plan," this Action Plan is formulated to systematically advance the high-quality development of the city’s marine industry and accelerate the construction of a modern marine city with distinctive river-and-sea characteristics.

I. Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will implement General Secretary Xi Jinping’s important expositions on building a maritime power and the spirit of his important speeches and instructions regarding Jiangsu’s work. In accordance with the deployment requirements of the Provincial Party Committee and Provincial Government on building a maritime power province, we will promote the sustained and positive development of the marine economy, build a modern maritime city with distinctive river-sea characteristics, strive to advance our position among national maritime cities, and make greater contributions to the province’s marine economic development.We will focus on building a pilot zone for the high-quality development of the marine industry, accelerate the construction of a modern marine industrial system, create a number of exemplary highlights in the marine economy with strong leading and driving effects, leverage our role in connecting domestic and international markets, bridging land and sea, and promoting two-way opening-up, and provide strong support for serving the construction of a new development paradigm.

II. Main Objectives

First, take the lead in institutional and mechanism innovation. Plan to establish a dedicated municipal agency for the marine economy to coordinate and advance the city’s marine economic development, strengthen organizational coordination for marine development and utilization, and accelerate the construction of a modern marine city with distinctive river-and-sea characteristics.

Second, strive for breakthroughs in marine science and technology innovation. Deepen the development of the city as a demonstration city for innovative marine economic development, accelerate the construction of an industrial science and technology innovation system geared toward the marine economy, comprehensively enhance marine science and technology innovation capabilities, the leading role of enterprises in innovation, and the concentration of innovative talent, and build a hub for science and technology innovation in the marine sector.

Third, strive to serve as a model in marine industrial development. Comprehensively promote the strengthening, supplementation, and extension of marine industrial chains; accelerate the construction of a modern marine industrial system; and build a new hub for marine economic development in the Yangtze River Delta and a nationally renowned base for advanced marine manufacturing. Vigorously develop strategic emerging marine industries such as marine engineering equipment, marine new energy, and marine biopharmaceuticals; accelerate the formation of new-quality productive forces; and enhance new drivers of marine economic growth.

Fourth, strive to set an example in marine openness and cooperation. Integrate into the overall national and provincial marine economic layout, actively participate in and promote the integrated development of the Yangtze River Delta marine economy, and—with the Tongzhou Bay New Seaport as the primary driver and high-level industrial parks as the main battlegrounds—build an open hub that connects the river and the sea and links the domestic and international markets, thereby better serving the construction of a new development paradigm.

By 2025, we aim to have initially cultivated and established nine major marine industries, with no fewer than 10 specialized marine industrial parks, 10 high-end innovation platforms, and 20 high-quality leading enterprises. We strive to exceed 105 billion yuan in added value from the marine industry.

By 2030, we aim to push the added value of the marine industry beyond 204 billion yuan, elevate the overall scale of the marine economy to a leading position, and establish it as a new growth pole for high-quality development not only for the city but also for the province. The construction of a modern marine city with distinctive river-and-sea characteristics will reach a new level.

III. Key Tasks

(1) Accelerate the Development of Modern Marine Industry Clusters

Focus on strengthening, supplementing, and extending the core industrial chains of the marine sector. Expand and strengthen distinctive and competitive industries such as marine engineering equipment, marine vessels, and marine new energy; upgrade traditional supporting industries including marine fisheries, marine transportation, marine engineering construction, and marine tourism; and foster and expand emerging industries such as marine biomedicine and modern marine services. This will form a modern marine industrial cluster characterized by a rational industrial structure and outstanding innovation capabilities.

1. Marine Engineering Equipment Manufacturing. Focus on the high-end transformation and development of marine engineering equipment, building a full industrial chain encompassing upstream equipment design and raw materials, midstream manufacturing of supporting components and subsystems, and downstream final assembly and engineering contracting. Prioritize the development of high-end marine oil and gas equipment, such as offshore production platforms and large specialized modules for both offshore and onshore use, and enhance equipment R&D and EPC capabilities;Breakthroughs will be made in key technologies for core products such as dynamic positioning and mooring system components, as well as deep-water pipelines and cables, to enhance critical supporting capabilities for the marine engineering sector. Efforts will accelerate into the deep-sea and offshore sectors, expanding into high-end markets such as offshore wind power resource development and marine biological resource exploitation, while advancing the R&D and manufacturing of new equipment for methane hydrate extraction and processing, offshore hydrogen production, offshore photovoltaics, deep-sea aquaculture, and seawater desalination and utilization.Support Qidong, Haimen, the Nantong Development Zone, and the Tongzhou Bay Demonstration Zone in vigorously developing high-end offshore engineering equipment, and encourage the Qidong Offshore Engineering Shipbuilding Industrial Park and the Tongzhou Bay High-End Equipment Industrial Park to actively build specialized high-end offshore engineering parks.Prioritize the cultivation of 3–4 leading enterprises in the industry to promote the global market entry of more high-end first-of-a-kind products, such as Floating Production, Storage, and Offloading (FPSO) units, Floating Liquefied Natural Gas (FLNG) units, 6,000 kJ+ ultra-large hydraulic pile drivers, and 3,000-ton self-elevating offshore wind turbine installation platforms.By 2025, the city’s marine engineering equipment industry is expected to account for approximately 30% of the national market share. 2. Marine Shipbuilding Industry. Focusing on the development of high-tech, high-value-added shipbuilding, we will establish an industrial chain encompassing upstream ship design and raw materials, midstream ship manufacturing, and downstream applications and ship services.Accelerate expansion into sectors such as large transport vessels, special-purpose vessels, and cruise ships. Prioritize the development of larger, greener, and smarter versions of the three main vessel types—container ships, bulk carriers, and oil tankers—to increase market share for mainstream vessel types; enhance R&D and construction capabilities for cruise ships, large liquefied natural gas (LNG) carriers, small and medium-sized gas carriers, chemical tankers, and dredgers.Support Qidong, Haimen, Chongchuan, and Rugao in vigorously developing high-tech shipbuilding industries, and encourage the Haimen Luxury Cruise Support Industrial Park and the Rugao Port Shipbuilding, Offshore Engineering, and Heavy Equipment Park to actively establish specialized marine shipbuilding industrial parks.Select and nurture 3–4 leading enterprises in the industry to facilitate the deployment of more major national projects into the deep blue, including 24,000 TEU ultra-large container ships, 140-meter-class pile-driving vessels, polar expedition cruise ships, 180,000-cubic-meter LNG carriers, and 3,000-ton azimuth-steering crane vessels (for offshore wind power construction).By 2025, the city’s marine and shipbuilding industry output value will account for approximately 10% of the national total, with the industrial structure accelerating its shift toward the mid-to-high end of the value chain. 3. Marine New Energy Industry. Vigorously develop clean energy sources such as offshore wind power and offshore photovoltaic power to promote a green and low-carbon energy transition and build the Tongzhou Bay Comprehensive Energy Base.The wind power industry will establish a full industrial chain spanning upstream material manufacturing, midstream blade and turbine manufacturing, and downstream installation and operation and maintenance. We will advance the construction of platforms such as a wind power hub port and wind power equipment industrial parks, explore cutting-edge technologies such as centralized flexible DC transmission for offshore wind power and integrated offshore energy islands, and achieve breakthroughs in the R&D and manufacturing of key components such as ultra-long wind turbine blades and high-strength gearboxes.Coordinate the planning of deep-sea wind power development and facilitate the implementation of deep-sea wind power demonstration projects in Rudong and Qidong.Accelerate the high-end development of the photovoltaic industry, with a focus on advancing the R&D and application of advanced technologies such as high-efficiency crystalline silicon cells, perovskite thin-film cells, and ultra-high-power modules. Coordinate the allocation of offshore photovoltaic resources, advance the construction of offshore photovoltaic projects in Rudong and Qidong, and accelerate the development and construction of rooftop distributed photovoltaic systems. Leverage wind and photovoltaic resources to promote new energy hydrogen production and explore the creation of a “green hydrogen production base.”Select and cultivate 3–4 leading enterprises in the sector, and encourage the Xiaoyangkou Wind Power Hub and the LNG Energy Island to actively develop specialized new energy industrial parks. By 2025, the city aims to achieve an output value of 150 billion yuan in the new energy industry. 4. Marine Fisheries. Promote the transformation and upgrading of the marine fisheries sector to establish a complete industrial chain encompassing upstream raw materials and production inputs, midstream marine aquaculture and capture fisheries, and downstream processing, distribution, and consumption. Accelerate the development of the Qidong and Rudong fishing port economic zones to create a modern cluster of fishing ports, and advance projects such as the upgrading and renovation of Tanglu Port.Optimize the layout of marine aquaculture and explore the development of deep-sea aquaculture—such as deep-water smart cages and large-scale aquaculture vessels—as well as industrialized recirculating aquaculture systems. Actively and prudently advance the construction of modern marine ranches; support the Qidong marine ranch in its bid to become a national-level marine ranch demonstration zone; and advance research on the construction of a marine ranch in the Tongzhou Bay area. Vigorously develop distant-water fisheries. Promote the research, development, and breeding of high-quality aquatic species, and establish national-level breeding farms for species such as the white-leg shrimp.Promote the green development of the laver industry and enhance the carbon sequestration capacity of fisheries. Relying on the Tongzhou Bay saline-alkali land reclamation demonstration base, actively explore new pathways for the development of ecological agriculture on coastal saline-alkali lands. Vigorously develop marine food products and build distinctive brands for laver, clams, jellyfish, pufferfish, and other specialties. Support key enterprises such as Jiangsu Zhongyang in actively establishing national demonstration bases for standardized modern agricultural industrial chains.Select and cultivate 3–4 leading enterprises in the industry, and encourage Lvsi Fishing Port and others to actively develop specialized marine fisheries parks. By 2025, the city’s marine fisheries output value is targeted to reach 40 billion yuan. 5. Marine Pharmaceuticals and Bioproducts Industry. Promote the expansion of the biopharmaceutical industry into the marine sector, vigorously developing marine innovative drugs, functional foods, medical biomaterials, agricultural bioproducts, novel enzyme preparations, and the cosmetics industry.Intensify product R&D efforts and continuously enhance the competitiveness of marine biopharmaceutical products such as chitin, oyster calcium carbonate, and algal polysaccharides, striving to establish industry leadership in niche sectors. Leveraging platforms such as the Qidong Life and Health Technology Park and the Haimen Biopharmaceutical Technology Innovation Park, we will plan and construct marine biopharmaceutical R&D centers, incubation centers, and public technical service platforms to gradually form a marine biopharmaceutical industrial chain covering R&D, pilot testing, and production.Through investment attraction and business cultivation, we aim to foster 2–3 leading enterprises in the sector, driving accelerated clustering of upstream and downstream industries and creating specialized marine biopharmaceutical parks. By 2025, the city’s marine pharmaceuticals and biological products industry will maintain a rapid growth trajectory. 6. Marine Transportation Industry. Comprehensively enhance the development of international freight at Nantong Port, strengthen the construction and operation of coastal port areas, and actively expand high-end shipping services. Optimize the functional layout of ports, strengthen coordination between riverine and coastal ports, and enhance transportation capabilities for containers, general cargo, heavy-lift cargo, bulk dry cargo, and liquid bulk cargo, striving to establish a national logistics hub centered on the port.Integrate into the port and shipping logistics systems of the Yangtze River Delta and the middle and upper reaches of the Yangtze River, and accelerate the construction of a domestic trade trunk network extending north to Dalian and Yingkou and south to Guangdong and Fujian, covering major coastal ports nationwide; develop container shipping routes within the RCEP (Regional Comprehensive Economic Partnership) region; and gradually expand deep-sea routes to Europe, the Middle East, West Africa, and other regions.Deepen cooperation with Sinotrans Group, Shanghai International Port Group, Jiangsu Port Group, and Jiangsu Railway Group to expand the scale of operations at the Lvsi Starting Port Area and enhance the efficiency of sea-rail intermodal transport.Actively attract renowned domestic and international shipping and marine engineering enterprises to establish regional headquarters in Nantong, gradually expanding high-value-added sectors such as shipping finance, trading, information services, and legal services; accelerate the cultivation of local shipping enterprises and support companies like Nantong Port Group in exploring the establishment of shipping companies. Through recruitment and cultivation, strive to foster 2–3 industry-leading enterprises and promote the development of specialized port and shipping parks, such as the Lüsi “2+2” terminal complex.By 2025, strive to increase the cargo throughput capacity of Nantong Port by 40 million tons. 7. Marine Engineering Construction Industry. Taking port and energy infrastructure construction as application scenarios, we will guide the development of the marine engineering construction industry for purposes such as marine development, utilization, and protection. Regarding terminals, we will accelerate the construction progress of the “2+1” terminals in the main port area of Tongzhou Bay, and advance the preliminary work for projects such as Berths 12 and 13 in the West Harbor Basin of the Lvsi Operation Area, the Grain and Oil Terminal, and Phase I of the Jinniu Terminal Area in the Yangkou Operation Area.Regarding waterways, accelerate the construction of the Xiaomiao-Hong Upper Extension Waterway Project (Phase II), commence construction of the 100,000-ton-class waterway at Wangcanghong, and conduct preliminary studies for the 200,000-ton-class and 300,000-ton-class waterways at Wangcanghong, as well as the approach channel to the Jinniu Terminal Area in the Yangkou Operation Area.Regarding LNG, accelerate the advancement of projects such as Rudong Guoxin, GCL, China Resources, and Qidong Guanghui. Regarding power generation, accelerate the advancement of the Huaneng Nantong (Tongzhou Bay) 2×1,000 MW large-scale clean and efficient coal-fired power project, and work to secure approval for the Datang Lvsi Port 2×1,000 MW expansion project.By 2025, the scale of marine engineering construction across the city will maintain steady growth. 8. Marine Tourism. Optimize the city’s overall tourism layout, deeply explore unique resources such as the charm of the Yangtze River and the sea, the millennia-old Hao River, the Lixiahe water towns, and the farming and herding culture, and accelerate the creation of a provincial-level all-for-one tourism demonstration zone characterized by “prosperity and beauty derived from water.”Actively promote the integration of water resources and tourism, leveraging the advantages of aquatic ecosystems, water landscapes, and water culture. Develop waterfront spaces such as the “Nantong Chain” riverside greenway, the “Colorful Hundred-Mile” most beautiful coastline, and the canal waterfront greening ecosystem. Accelerate the construction of the Yangtze River National Cultural Park (Nantong Section) and launch distinctive cultural and tourism products such as waterfront homestays, cultural study tours, and seaside vacations. High-quality development of tourist resorts such as Wushan,Yuandao Corner, and Xiaoyangkou, truly transforming ecological “good water” into cultural and tourism “living water.” We will accelerate the advancement of key cultural and tourism projects such as Qitang City, Xiaoyangkou Sea City, the Zhang Jian Historical and Cultural Memory Axis, the Tongzhou Bay Yacht Club, and the Yangtze River Estuary Cultural and Ecological Conservation and Enhancement Project. We will systematically implement projects to shape distinctive coastal landscapes, highlighting Nantong’s unique characteristics in the construction of Jiangsu’s world-class coastal ecological tourism corridor.We will focus on establishing the “Nantong: A Fun Place to Visit” city brand and successfully organize a series of events such as the Jianghai International Culture and Tourism Festival to further enhance the city’s reputation. We will carefully select and cultivate 2–3 leading enterprises in the industry and encourage tourism resorts such as the Jianghai Lanwan Tourism Resort to actively develop distinctive marine tourism zones.By 2025, the city aims to establish 4 provincial-level comprehensive tourism demonstration zones, add 4 new 4A-level tourist attractions, and increase the number of provincial-level or higher key rural tourism villages to 15. 9. Modern Marine Service Industry. Actively expand marine economic support sectors such as marine technology services and information services, and promote the deep integration of modern service industries with advanced manufacturing.In the area of marine technology services, we will focus on developing marine R&D and design, inspection, testing, and certification, intellectual property services, business incubation, and technology consulting to enhance the level of coordinated development between marine science and technology and industry. We will support marine-related universities and research institutes in establishing market-oriented technology service organizations in Nantong. In the area of marine information services, we will focus on building a marine information industry chain centered on optical communications, constructing a service system that integrates marine information collection, organization, storage, and application, and promoting the integration of the marine industry with the digital economy.Accelerate the integration of marine navigation, communications, meteorology, emergency response, and shipping information, and explore the establishment of a marine big data platform. Select and cultivate 2–3 leading enterprises in the sector, and actively develop a specialized marine communications industrial park. (2) Fully Unleash the Driving Force of Marine Science and Technology Innovation

Emphasizing innovation-driven development, we will establish an industrial technology innovation system in the marine sector that integrates industry, academia, and research, connects upstream and downstream segments of the industrial chain, and fosters collaboration among large, medium, and small enterprises. We aim to achieve new breakthroughs in marine science and technology innovation to provide strong support for high-quality industrial development.

1. Promote the development of marine science and technology innovation platforms and facilities.Focus on upgrading science and technology innovation platforms in the marine and maritime sectors. Enhance the innovative capabilities of national-level enterprise technology centers—such as those at COSCO Shipping Kawasaki, COSCO Shipping Engineering, China Merchants Heavy Industry, and Zhongtian Submarine Cable—as well as provincial-level key laboratories in marine engineering equipment, marine energy, and information transmission. Establish the Provincial Shipbuilding and Marine Engineering Equipment Technology Innovation Center to high standards, and actively apply for the establishment of the National Shipbuilding and Marine Engineering Intelligent Manufacturing Metrology and Testing Center.Support leading marine enterprises in spearheading the formation of marine innovation consortia. Fully leverage the role of provincial-level industrial technology innovation strategic alliances in marine engineering, shipbuilding and supporting industries, salt-tolerant plants, marine bioproducts, laver, and seawater shellfish to accelerate the aggregation of industrial technology innovation resources. Relying on universities, research institutes, and key enterprises, strengthen cooperation with renowned domestic and international marine institutions, and prioritize attracting high-level innovation platforms—particularly those with “national” status—to establish operations in Tongling.Formulate and implement a special plan for the innovative development of the marine industry. By 2025, strive to establish more than 10 high-end innovation platforms with strong innovative capabilities and influence. 2. Strengthen research and commercialization of key marine technologies. Deepen the implementation of the “open challenge” approach for key projects. Focusing on technical needs in key areas such as the design of core modules for offshore engineering equipment, segmented blades, and marine communications, we will continuously update the list of key core technologies to be tackled, with a focus on resolving “bottleneck” issues.Accelerate the advancement of five approved projects, including “Ultra-low-temperature, obstruction-free ice pellet jet technology for surface treatment of ships and marine engineering structures; new multi-degree-of-freedom dynamic high-pressure, high-reliability hydraulic pumps and low-speed, high-torque hydraulic motors for ships and marine engineering equipment; key technologies for 5G mobile base stations and indoor distribution coverage for maritime broadband communications; and technical research and validation of TLP-type tension leg platform components for floating wind turbines,”and launch a new batch of key research projects in the marine sector.We will accelerate the establishment of a mechanism for the incubation and commercialization of marine science and technology achievements, building a full-chain industrial innovation system spanning from technological R&D and achievement commercialization to industrial incubation. We will actively seek to establish a Nantong branch of the Provincial Technology and Intellectual Property Exchange Market, build an online platform for marine intellectual property operations, encourage university technology transfer centers to engage in marine technology transfer, and significantly improve the efficiency of patent commercialization in the marine industry. Relying on relevant provincial talent development programs, our city’s “Jianghai Talents” program, and talent initiatives across various sectors, we will prioritize the cultivation and recruitment of a group of marine basic research talents, marine science and technology leaders, entrepreneurial talents, and multidisciplinary teams.Support Nantong University in establishing new colleges (or research institutes) in microelectronics (integrated circuits), artificial intelligence, and marine sciences, intensify efforts to attract talent, strengthen the research layout for future industries, and promote the integrated development of “famous cities and prestigious universities.”Support universities in Nantong to add marine-related majors and apply for provincial-level key disciplines, and actively seek to attract universities such as Southeast University to establish marine colleges in Nantong. Strengthen the development of talent training platforms and provide customized training for highly skilled and vocational technical talents in short supply within the marine industry sector. (3) Continuously Enhance the Level of Green and Digital Development

Adhere to the principle of balancing development and protection, synergistically promoting industrial development and ecological conservation to solidify the foundation of a green and ecological marine environment. Strengthen pilot demonstrations for digital and green development, and explore the formation of replicable and scalable development models.

1. Promote the green and low-carbon development of the industry. Explore and implement demonstration projects for energy conservation and carbon reduction in the marine industry, and cultivate a group of green industrial parks and green factories. Continue to strengthen the governance of the ecological environment in nearshore waters, enhance marine ecological environment monitoring, accelerate ecological protection and restoration projects as well as biodiversity conservation initiatives, explore the establishment of ecological island pilot zones, and support the Yuandao Cape and Xiaoyangkou sections in their efforts to become national-level “Beautiful Bay” exemplary cases.Continuously improve the level of comprehensive marine law enforcement, leverage the functions of the Tongzhou Bay integrated maritime traffic command and control system, and ensure the safe and efficient development of coastal ports. Fully leverage the synergistic advantages of multiple overlapping national strategies to deepen integration with Shanghai across multiple dimensions—including marine cities, ports, and industries—with a focus on building iconic, high-level platforms for openness and cooperation. This will comprehensively elevate the level and capacity of marine openness and cooperation, thereby contributing to the integrated development of the Yangtze River Delta’s marine economy.

1. Deepen cross-regional marine development cooperation. Actively integrate into the overall national and provincial marine economic layout, proactively support the construction of Shanghai’s modern marine city, and forge distinctive competitive advantages for Nantong’s marine economy.Thoroughly implement Nantong’s “Five Major Initiatives” for integration into the Yangtze River Delta’s integrated development (the Yangtze River Delta Industrial and Supply Chain Synergy Initiative, the Nantong Port International Freight Development Initiative, the Nantong Airport Air Freight Development Initiative, the Daily Necessities Supply System Construction Initiative, and the Corporate Headquarters Attraction and Establishment Initiative in Nantong). Following the “port-first, industry-middle, city-last” model, continuously enhance port capacity, optimize industrial layout, and improve urban functions to accelerate the creation of a high-quality bay area that is livable, business-friendly, and tourist-friendly. Comprehensively advance the construction of the new Tongzhou Bay seaport, establish an efficient port logistics system, and build an industrial port that serves the development of port-adjacent industries as well as the Yangtze River Delta and the middle and upper reaches of the Yangtze River.Focus on the “One Core, Two Clusters” development strategy, highlighting the core status of Tongzhou Bay (including Haimen Port), and establish an overall framework of “Five Parks, One City, and One Base” to create a coastal business and industrial hub, thereby accelerating the construction of the marine city sub-center in all dimensions. First, develop a heat map for marine industry investment promotion.Identify the primary directions for marine industry investment promotion, focus on key links in the industrial chain and priority sectors, target global marine hub cities such as Singapore and Hamburg, Germany, as well as regions with developed marine economies including the Yangtze River Delta (Shanghai), the Pearl River Delta (Guangzhou, Shenzhen), and the Bohai Rim (Qingdao). Centered on Fortune Global 500 companies, China’s Top 500 enterprises, and leading marine-related enterprises, organize a series of investment promotion activities to sustain a surge in marine industry investment.Formulate and implement a special plan for marine industry investment promotion, aiming to attract 100 new marine industry projects with a total investment of over 500 million yuan and 200 high-growth marine science and technology innovation projects annually.
