To accelerate the city’s digital transformation, vigorously develop the digital economy, and enhance the competitiveness of our city’s next-generation information technology industry led by the Internet of Things (IoT), in accordance with the “Policy Opinions on Supporting the High-Quality Development of Modern Industries” (Xi Wei Fa [2021] No. 59)the “Several Policy Opinions of the Wuxi Municipal Government on Accelerating the Development of an Internationally Influential Landmark Industry in Integrated Circuits” (Xizhengui [2023] No. 5), and the “Implementation Rules for the Management of the Wuxi Modern Industrial Development Fund” (Xicaigongmao [2021] No. 9),we hereby issue the 2024 Wuxi Digital Economy and Digital Transformation Development Fund Project Application Guidelines (hereinafter referred to as the “Application Guidelines”) and notify relevant matters regarding the organization of the application process as follows.
I. Key Support Areas
In accordance with national, provincial, and municipal industrial policies, as well as the overall requirements of the Municipal Party Committee and Municipal Government regarding the development of the digital economy and digital transformation, arrangements will be made to focus on the development of next-generation information technology industries led by the Internet of Things (IoT). The scope of support for the special fund is as follows:
(1) Support for Industry Application Promotion (Category A). Encourage the development of integrated and innovative applications in the Internet of Things (IoT), integrated circuits, 5G (including narrowband IoT), and other fields; guide enterprises to actively expand the application market for next-generation information technologies, innovate business models, enhance application effectiveness, and explore new avenues for development.
(2) Support for Industry Cultivation and Strengthening (Category B). Accelerate the cultivation of leading and backbone enterprises, guide high-quality enterprises to establish operations in Wuxi, focus on “strengthening and complementing industrial chains,” encourage the industrialization of local next-generation information technology products, and enhance industrial support capabilities.
(3) Support for Enhancing Qualifications and Capabilities (Category C). Vigorously promote the enhancement of enterprise capabilities; support enterprises in participating in various national and provincial qualification or capability assessments; and encourage enterprises to apply for awards in fields related to next-generation information technology.
(4) Support for Industrial Infrastructure Development (Category D). Encourage operators of new-generation information technology parks to build model parks, establish public service platforms, strengthen the development of industrial cluster promotion agencies, and optimize the industrial development environment.
II. Application Guidelines
(1) Basic Eligibility Criteria for Applicants
1. The applicant must be an enterprise (or entity) registered in the urban area of Wuxi.
2. The applicant must possess the capabilities and necessary conditions required to complete the project tasks.
3. The applicant must have standardized financial management and a sound accounting system, with no serious acts of dishonesty in the past three years (the rating in the “Wuxi City Social Legal Entity Public Credit Evaluation Report” issued by the Wuxi City Public Credit Information Center must not be C+ or lower).
4. Industrial enterprises whose most recent resource utilization performance evaluation was classified as Category D are ineligible to apply.
(2) Basic Eligibility Criteria for Projects
1. The project must align with the fields and target recipients supported by the relevant “Project Guidelines.”
2. Projects that have already received funding support from higher-level authorities or similar municipal special fiscal funds may not be resubmitted.Project applications are subject to quota and limit management. For projects under the review system, the total number of projects supported per enterprise or unit per year shall not exceed two (for projects approved in a single year but funded in installments, each funding year is considered a separate instance of support); for projects under the approval system, the total number of projects supported per enterprise (or unit) per year shall not exceed five, and the total funding amount shall not exceed 5 million yuan. Enterprises that have received support through major expenditures or major decision-making processes will not be accepted for other municipal-level support applications during the support period.
3. Eligible projects must have met the criteria as of January 1, 2023. Where specific provisions apply to sub-categories of the application, such provisions shall prevail.
4. In addition to meeting the basic eligibility criteria above, project applications must also satisfy the specific requirements of the relevant sub-category to which the project belongs. Please refer to the attachment for details.
(III) Application Requirements
1. Projects must be submitted according to the principle of territorial jurisdiction.
(1) Projects must be submitted online. Eligible enterprises shall access the application portal at http://58.215.18.150:51368 via the Municipal Modern Industrial Development Fund Application and Service Platform. After registering and logging in, they must complete an online preliminary application (enterprises that have already registered do not need to re-register, but must update their 2023 financial data). They must submit accurate, truthful, complete, and valid application materials, and the enterprise must pledge the authenticity of the submitted materials.Local departments of industry and information technology shall accept and verify project applications submitted by enterprises within their jurisdictions via the online system. For projects that pass online acceptance and verification, the applicant entities must log in to the online application system to download the application form PDF and prepare relevant supporting documents, print them on A4-sized paper, bind them into a single volume in the order specified for each project category, affix the official company seal, and submit two hard copies to the local department of industry and information technology for review.Local departments of industry and information technology shall designate a specific department to handle this matter. In collaboration with the finance department, they shall issue a formal document containing their review opinion (including the category of the applicant’s most recent resource utilization performance evaluation) and submit it, together with the project application materials, to the Municipal Bureau of Industry and Information Technology.
2. For details on application materials and specific procedures, please refer to the “Guidelines” for each sub-item in the attachments.
(IV) Notes on Online Application
1. All applying entities or individuals must carefully and accurately fill in their organizational and personal information during registration to ensure that reviewers can promptly contact them;

(5) Application Submission Period
Project applicants must complete online submissions by 24:00 on August 22, 2024. Local industrial and information technology departments must submit official reports and deliver hard copies by 17:00 on September 2, 2024. Applications received after these deadlines will not be accepted.
III. Specific Work Requirements
(1) Strengthen Project Organization. Local authorities must intensify efforts to organize and recommend outstanding enterprises and projects within their jurisdictions that meet the eligibility criteria.
(2) Strictly Standardize Procedures. All regions must strictly enforce the project recommendation procedures, organizing the submission and recommendation of local projects in a scientific and impartial manner to ensure the fairness and impartiality of the recommendation process and the standardization of operational procedures.
(3) Strictly Prohibit Fraudulent Practices. All localities must assume full responsibility and exercise strict oversight. Enterprises and projects that do not meet the eligibility criteria must not be recommended. Any acts of fraud, impersonation, or other means of obtaining public funds will be subject to severe disciplinary action once verified.
