Wuxi City’s 2024 Measures to Kick Off the New Year, Support Businesses, and Benefit Residents

To support orderly production at local enterprises before and after the Spring Festival, stabilize the employment situation, expand the range of holiday consumer offerings, implement and refine measures to assist businesses and benefit the public, create a warm and welcoming atmosphere for citizens to celebrate the New Year, and ensure a strong start to the city’s economic performance, the following policy measures have been formulated.

I. Encouraging Orderly Production

(1) Supporting Continuous Production. For large-scale industrial enterprises that maintain continuous production during the Spring Festival period, if both their industrial output value and invoiced revenue for January–February 2024 show year-on-year growth exceeding 10%, the local government will provide a one-time reward of up to 800,000 yuan based on tiered criteria. Local governments are encouraged to formulate additional targeted subsidy policies tailored to local conditions.Increase credit support for enterprises that stabilize employment and retain workers, as well as for major industrial projects. (2) Ensure Major Projects “Start Construction Early.” Local governments are encouraged to provide subsidies to provincial and municipal major industrial projects that continue construction during the Spring Festival period. (3) Assisting foreign trade enterprises in securing orders. Before and after the Spring Festival, organize delegations of local foreign trade enterprises to “go global” and secure orders. Streamline procedures, simplify formalities, and enhance the convenience of international travel to facilitate enterprise personnel in conducting business negotiations abroad, visiting local chambers of commerce and associations, and conducting on-site product demonstrations and promotions to help enterprises expand their market share. Support foreign trade enterprises in participating in key domestic and international exhibitions, and provide subsidies for booth fees incurred by enterprises participating in overseas exhibitions.During the Spring Festival period, provide standard exhibition support services—including airport transfers, logistics coordination for exhibits, and assistance with air tickets and visas—to enterprises participating in seven international exhibitions, such as the New York International Apparel Fabric Fair. Additionally, assign dedicated personnel to address enterprises’ needs and resolve difficulties encountered during their participation in overseas exhibitions. II. Supporting Enterprises in Stabilizing Employment

(4) Actively Promote Labor Matching. Leveraging cooperation mechanisms such as East-West Collaboration, paired assistance, and labor cooperation bases, organize key enterprises and leading human resources firms to conduct labor matching activities abroad. For human resources service agencies that recruit 10 or more individuals to work in Wuxi for the first time in February or March and sign labor contracts with them, the local government will provide a subsidy of 800 yuan per person based on the number of recruited employees, with a maximum subsidy of 100,000 yuan.[Responsible Units: Municipal Human Resources and Social Security Bureau, relevant functional departments, people’s governments of all cities (counties) and districts, and Wuxi Economic and Technological Development Zone Management Committee]

(5) Ensuring Enterprises’ Labor and Talent Recruitment Needs.During the Spring Festival period, organize 100 on-site job fairs under the “Spring Breeze Action” series, host a “Large-Scale Spring Job Fair for College Graduates,” establish an online recruitment zone, and conduct activities such as “Wuxi Cloud Recruitment” live-streamed job fairs. Provide public employment services—including online and offline job registration, career guidance, and policy consultation—to offer job-seeking platforms for migrant workers and college graduates, thereby meeting enterprises’ post-holiday labor needs. (6) Encouraging enterprises to expand employment and recruit workers. For chartered bus expenses incurred by enterprises in February of this year to transport employees from concentrated areas outside the city—including through shared charter arrangements—the local government will provide a 50% subsidy, with a maximum of 100,000 yuan per enterprise.For enterprises that hire individuals seeking employment in Wuxi for the first time in February or March, and who sign labor contracts and pay social insurance premiums for three months or more, the local government will provide an employment absorption subsidy to the enterprise on a “no-application-required” basis at a standard of no more than 500 yuan per person. (7) Extend the implementation of unemployment insurance policies to support enterprises and stabilize jobs. Continue the phased reduction of the unemployment insurance contribution rate, with both employers and employees contributing 0.5% each. Continue the unemployment insurance job stabilization rebate policy, providing rebates to enterprises that do not lay off employees or minimize layoffs; individual businesses insured under an employer’s account shall be treated similarly. III. Strengthen Convenience, Benefit, and Welfare Measures for the Spring Festival

(8) Launch holiday consumption promotion activities. During the Spring Festival, the city will distribute 80 million yuan worth of “Enjoy the New Year” consumer vouchers for department stores, retail, dining, automobiles, and home appliances. Through measures such as “instant discounts for spending over a certain amount” and “trade-in incentives,” we will provide local residents and out-of-town visitors with convenient and discounted shopping opportunities, fostering a vibrant festive atmosphere.Financial institutions are encouraged to issue various types of consumption vouchers in the form of digital yuan during the Spring Festival and to organize various New Year shopping festivals. (9) Launch a concentrated series of festive public welfare and community-oriented services. In collaboration with all tourist resorts, scenic spots, key cultural districts, and cultural venues across the city, organize a series of ten major cultural and tourism Spring Festival events, including cultural public welfare activities, folk games, artistic performances, and culinary and shopping festivals.From February 9 to February 17, all city-rated tourist attractions will offer ticket discounts (50% off) or free admission. Attractions such as Lingshan and the Three Kingdoms City will distribute a limited number of free tickets daily. Utilizing online platforms such as Wuxi Culture Cloud and Cloud Theater, various cultural activities will be available for free online viewing, and residents can participate free of charge in the Spring Festival series of events at municipal cultural and museum venues, further enriching the cultural life during the holiday.From February 9 to February 17, residents and visitors in Wuxi can ride buses and subways for free. During the same period, 284 new parking areas with 27,370 parking spaces will be made available for free parking citywide. Support will be provided for popular tourist spots, with dedicated staff assigned to guide visitors and ensure a smooth parking experience.Twelve New Year’s fireworks display sites will be established in non-restricted zones within the city, with fireworks sales points located nearby to facilitate the public’s purchase of a wide variety of fireworks products. (10) Carry out “Warmth for Frontline Workers” initiatives. Organize festive activities such as “Wuxi City with Love, Trade Unions with Courtesy,” advocating for enterprises to provide holiday benefits to employees. Procure New Year’s provisions for non-local workers staying in Wuxi, conduct visits and consolation activities to deliver warmth, and provide “heartwarming New Year’s Eve dinners” and “New Year gift packages” to sanitation workers, frontline workers on key construction projects, and personnel ensuring holiday supply.Provide “Winter Warmth ‘New’ Gift Packages” to workers in new employment forms, such as couriers, food delivery personnel, and logistics drivers.Encourage telecom operators (China Telecom, China Mobile, and China Unicom) to provide data packages and other services to those staying in Wuxi. Encourage enterprises to adopt measures such as staggered Spring Festival holidays and shift rotations to coordinate production and operations, ensuring workers’ rights to rest, vacation, and lawful remuneration. IV. Strengthening Holiday Service Guarantees

(11) Continue to provide enterprise services. Deepen the integrated operation of “dedicated hotlines and task forces.” Relying on the “12345” hotline, provide personalized, professional, and targeted services addressing the concerns of enterprises in Wuxi, continuously improving service effectiveness.During the Spring Festival, international commercial law and intellectual property service consultations will be available as usual. Remote verification of certificates of origin will continue, with applications submitted and processed on the same day. Approved certificates may be printed by enterprises on their own. (12) Strengthen urban operational support. Continue to implement monitoring and early warning systems for the supply of production factors, conduct in-depth inspections to identify potential risks, and ensure the stable and orderly supply of production factors such as water, electricity, coal, oil, gas, telecommunications, and transportation. Implement expedited power connection services for enterprises requiring increased electricity capacity due to expanded production, and uphold the commitment to maintain power supply even during special periods when payments are overdue. Effectively strengthen transportation service guarantees, focusing on maintaining the smooth flow of logistics for critical industrial chains, supply chains, and daily necessities.Strengthen the production, sales, and supply of essential consumer goods such as grain, oil, meat, eggs, dairy, fruits, vegetables, and mushrooms to ensure adequate quantities, diverse varieties, reliable quality, and stable prices. Enhance safety supervision in key industries and sectors, strictly implement safety precautions in key areas such as venues involving “two types of flammable materials, one explosive substance, one high-risk area, and one new facility,” and strictly prevent all types of production safety accidents.
