To the People’s Governments of all cities (counties) and districts, all municipal commissions, offices, and bureaus, and all municipal-level units:

In accordance with the strategic plans of the central and provincial governments to advance new industrialization, and in line with Wuxi’s requirements to accelerate the development of the “465” modern industrial cluster, these Implementation Guidelines are formulated to further drive the renewal and upgrading of the city’s traditional industries. The aim is to support and guide enterprises in these sectors to scale new heights in technology and craftsmanship, advance toward the high end of the value chain, expand into upstream and downstream segments of the industrial chain, and establish a global presence overseas. This initiative seeks to comprehensively enhance the core competitiveness of Wuxi’s traditional industries and accelerate the achievement of high-quality development.

I. Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, earnestly carry out the decisions and arrangements of the Central Committee of the Party, the State Council, and the Provincial Party Committee and Provincial Government, balance development and security, adhere to the general principle of seeking progress while maintaining stability,we will fully, accurately, and comprehensively implement the new development philosophy, actively serve and integrate into the new development paradigm. With the theme of “advancing new industrialization and accelerating the construction of a manufacturing powerhouse,” and guided by the directions of “high-end products, intelligent equipment, advanced processes, green efficiency, and digital production,”adhering to a problem-oriented approach and implementing sector-specific measures, focusing on key industries and sectors, and launching seven major initiatives: “phasing out outdated capacity, upgrading old facilities, enhancing digital capabilities, promoting green transformation, upgrading product quality, optimizing industrial layout, and expanding overseas development.” We will vigorously promote the renewal and upgrading of traditional industries, continuously consolidate our city’s leading position in traditional industries, drive traditional industries toward higher quality, greater efficiency, and more sustainable development, and build even greater competitive advantages for Wuxi’s traditional industries.

II. Basic Principles

(1) High-End Product Development. Strengthen the driving force of market demand and application scenarios, increase the supply of high-end products, accelerate product iteration and upgrades, promote product quality improvement and brand building, and continuously enhance the core competitiveness of traditional industries. Promote the upgrading of product standards in traditional manufacturing, using advanced standard systems to drive quality improvement and product upgrades.

(2) Intelligent Equipment. Accelerate the deployment and application of new intelligent equipment; advance the intelligent transformation and upgrading of equipment in key production stages; and significantly enhance the capabilities for sensing, decision-making, and execution in production processes. Increase the adoption of industrial software such as process simulation, manufacturing simulation, and fundamental material property databases; and accelerate the software-driven transformation of industrial technologies.

(3) Advancement of Processes. Focus on weak areas such as basic components, basic parts, basic materials, and basic equipment; accelerate research into advanced processes and breakthroughs in key technologies; and expedite the industrial application of advanced process technologies. Encourage research into key generic technologies and industrial application demonstrations targeting key sectors of traditional industries.

(4) Green Efficiency. Promote advanced clean production technologies, improve resource utilization efficiency, reduce pollutant emission intensity, advance energy-saving and carbon-reduction technological upgrades, and accelerate the green transformation of enterprises. Implement carbon peaking action plans for key sectors of traditional industries, establish and improve carbon emission accounting systems, strengthen capacity building in carbon management—including carbon monitoring, verification, and trading services—and establish a product carbon footprint management system.

(5) Digital Production. Strengthen enterprise digitalization efforts, accelerate the construction and deployment of computing infrastructure and model algorithms, standardize data interfaces and structures, enhance data collection capabilities across all stages, and strengthen the integration, aggregation, storage management, and application of data throughout the entire supply chain. Encourage enterprises to explore pilot applications of artificial intelligence in R&D and design, manufacturing, operations management, and market services.

III. Main Objectives

Focusing on sectors such as light industry, textiles, chemicals, metallurgy, building materials, and machinery manufacturing, implement the Traditional Industry Revitalization Project. Starting in 2024, organize and implement more than 600 traditional industry revitalization projects annually, including 200 key projects for the replacement of outdated facilities, 200 intelligent transformation projects, and 100 green transformation projects, while selecting more than 100 key innovative products.By 2027, traditional industries will have largely completed a new round of transformation and upgrading; outdated production processes and equipment will have been largely phased out; the level of intelligent and green production equipment in enterprises will have significantly improved;energy and resource utilization efficiency and the level of industrial clustering and intensive development will be markedly improved; a cumulative total of 1,000 smart benchmarks and 500 green benchmarks will be established; energy efficiency in key sectors of the city’s high-energy-consuming industries will reach 100% of the benchmark level or higher (with over 30% of production capacity reaching the benchmark level); and more than 10 provincial-level traditional industry revitalization parks will be established, fully revitalizing traditional industries with new vitality and dynamism.

IV. Key Tasks

(1) Light Industry Sector

Addressing issues such as “outdated production processes, low product value-added, and weak brand influence” in parts of the light industry sector, we will focus on daily consumer goods. Aligning with trends in consumption upgrading and low-carbon environmental protection requirements, we will accelerate the modernization of production processes and equipment, as well as product R&D and innovation. We will steadily enhance product supply capacity and market responsiveness, continuously improving product variety, quality satisfaction, and brand recognition.

1. Lead the high-end development of electric vehicles. Leveraging the national-level SME specialty industrial cluster for electric vehicles and components in Xishan District, we will pursue development in the directions of low-carbonization, intelligentization, quality standardization, and product differentiation. We will strive to promote vertical iteration and horizontal integration within the electric vehicle industry, establishing Wuxi as a national core hub, innovation source, and high-end manufacturing zone for the electric vehicle sector.Support leading vehicle manufacturers such as Yadea, Xinri, Tai Ling, and Xiaodao in developing their headquarters economies. Leverage the technological leadership and demonstration effects of these industry leaders to deepen collaboration and innovation across the electric vehicle supply chain, thereby driving the overall upgrading of the sector.We will improve the industrial support chain and enhance the level of specialized local collaboration within the electric vehicle industry. 2. Strengthen the modern food industry. Focus on upgrading traditional foods, strengthening the health food sector, and positioning for future food trends. Promote the deep integration of technological innovation with the food industry and urban development, build specialized food industrial parks, accelerate the formation of a food industry system with core competitiveness, and foster the emergence of a new 100-billion-yuan-level industry.In the traditional food sector, establish a development path of “technological upgrading + business model innovation + brand building” to enhance product value through technological means, innovate business models, strengthen local brands, and transform and upgrade the traditional food industry. In the health food sector, establish a development path of “product R&D + accelerated review and approval + market expansion,” adhere to innovation-driven development, encourage increased R&D investment, expedite review, inspection, and licensing processes, explore the expansion of the medical food market, and accelerate the growth of the health food industry.In the future food sector, we will establish a development path centered on “strengthening core capabilities, attracting talent, and prioritizing commercialization.” Relying on science and technology innovation platforms such as Jiangnan University, we will gather domestic and international talent teams to tackle core technological challenges, advance the application and commercialization of scientific achievements, and establish a core technology system with independent intellectual property rights, thereby proactively laying the groundwork for the future food industry. 3. Enhance the Competitiveness of the Consumer Electronics Industry. Closely aligning with trends in consumption upgrading and seizing opportunities in the consumer electronics sector, we will focus on consumer electronics and smart home terminal products. By leveraging intelligent technologies to shape a new industrial ecosystem, we will achieve the integrated development of the home appliance and consumer electronics industries.Led by the industry leader Little Swan and supported by a matrix of companies such as Ruilan Intelligent, Xiaojing Shared, and Hejing Technology, we will strengthen research into foundational, common, and cutting-edge technologies, with a focus on tackling technical challenges related to energy and water conservation, vibration and noise reduction, green manufacturing, and the control of hazardous substances.We will strengthen the integration of the home appliance industry with advanced technologies such as artificial intelligence, the Internet of Things, big data, 5G, and cloud computing. By leveraging digital technologies to empower innovation in home appliances, we will build a competitive advantage for the industry. Guided by the goal of enhancing consumers’ smart and healthy lifestyles, we will achieve breakthroughs in making home appliances smarter, healthier, and more premium.Promote the convergence and integration of generative AI with core end-user products, enhance the intelligence of core smart home products, and build high-end smart home brands that integrate “design—R&D—manufacturing—sales.” Prioritize user experience, improve service standards, and continuously meet the needs of new-era consumers for diversified and personalized home appliance products and services that support a better quality of life. (2) Textile Industry

Addressing issues such as “low product value-added, weak brand influence, and limited application of new business models and formats” in parts of the textile industry, we will align with trends in consumption upgrading and the needs of emerging industries to accelerate the development of high-performance textiles and promote the industry’s specialized, high-end, and branded development. We will actively promote new business models and formats such as service-oriented manufacturing and “Internet Plus Manufacturing” to accelerate the transformation of the textile industry’s operational models.

1. Promote the development of branded products. Support enterprises in participating in events such as “Jiangsu Premium Products: Global Reach,” the Canton Fair, and the Australia International Textile and Apparel Exhibition. Utilize national-level brand promotion platforms, such as the China Textile and Apparel Brand Conference and the International Textile and Apparel Expo, to strengthen the promotion of high-end independent textile and apparel brands.Relying on the Jiangsu Garment Brand Collaborative Innovation Center, organize targeted matchmaking between international and domestic garment brands, renowned designers, and textile and apparel enterprises to promote creative design, brand management, and technological capabilities, thereby enhancing brand awareness and reputation. 2. Promote the advancement of smart manufacturing. Guide enterprises to adopt technologies such as radio frequency identification (RFID), QR codes, and visual recognition, as well as intelligent equipment including smart hanging systems, automatic winding machines, and smart spinning machinery. Carry out smart upgrades to streamline logistics and data flows, thereby enhancing labor productivity, quality assurance capabilities, and intrinsic safety levels.Taking Hailan, Red Bean, and Yimian as exemplary models, support enterprises such as Simaian, Hengtian, Haflin, and Wans to accelerate their smart upgrades and further enhance the industry’s influence. Organize matchmaking sessions between textile enterprises seeking smart upgrades and smart manufacturing service providers such as Glory, guiding textile enterprises to intensify their smart transformation efforts and elevate the industry’s smart manufacturing standards. 3. Explore new marketing models. Accelerate the development of new business formats and models such as personalized mass customization and flexible production. Support enterprises like Hailan and Hongdou in using information technology to connect with consumers, leveraging digital marketing networks and data mining and analysis to build user profiles and demand forecasting models. This will foster a development model based on digital decision-making, achieve efficient supply-demand matching and precise delivery, and drive enterprises to upgrade from providing products to offering “products + services.”Deepen cooperation with e-commerce platforms to expand sales channels and build online brands through marketing methods such as content-driven e-commerce and social commerce. Encourage Haitai Apparel to further develop the specialty hand-knitting platform app “Jiataihui” and establish a knitting exchange portal. Encourage enterprises to expand online promotion and sales channels through methods such as live streaming, Douyin, and Xiaohongshu. 4. Accelerate the development of dyeing and printing industrial clusters. Fully implement the requirements of the “Implementation Opinions on Promoting High-Quality Development in the Dyeing and Printing Industry” and the “Standard Conditions for the Dyeing and Printing Industry (2023 Edition),” driving dyeing and printing enterprises to accelerate their green transformation, develop green products, build green factories, and establish green supply chains. Accelerate the construction of dyeing and printing industrial parks, equip them with state-of-the-art pollution control infrastructure, and guide dyeing and printing enterprises to relocate to industrial clusters in a phased manner.Accelerate the development of six printing and dyeing industrial clusters—including Huashi, Zhouzhuang, and Changjing in Jiangyin City; Qiting in Yixing City; and Shitangwan and Qianzhou in Huishan District—to ensure the full completion of all tasks outlined in the printing and dyeing industry rectification plan within three years.In accordance with the national and provincial industrial restructuring guidance catalogs and the requirements of the “Jiangsu Province Taihu Lake Water Pollution Prevention and Control Regulations,” routinely conduct inspections and phase out outdated processes and equipment in the printing and dyeing industry to promote the city-wide transition of the sector toward green and high-end development. (3) Chemical Industry Sector

Addressing issues in the chemical industry such as “outdated production facilities, slow R&D of specialized and functional materials, and insufficient levels of green and low-carbon development,” support chemical enterprises in actively adopting advanced, safe, green, efficient, and intelligent production equipment. Promote intelligent upgrades and digital transformation of enterprises, accelerate the replacement and upgrading of outdated equipment, and enhance the inherent safety and environmental protection standards of the traditional chemical industry.

1. Promote the development of specialized chemical products. Focusing on industrial transformation and consumption upgrades, we will address weaknesses, build on strengths, and strengthen foundations to enhance the supply capacity of fine chemical materials and specialty chemicals. We will improve the supply system’s responsiveness to demand and expand application fields and domestic and international markets. Aiming for high-end industrial chain development, we will focus on competitive product categories such as functional coatings, synthetic resins, composite materials, and functional membrane materials to build a fine chemical industry chain that leads domestically and features distinct regional characteristics.Promote the concentration of key resources—including projects, capital, technology, and talent—within chemical industrial parks. Continue to advance the upgrading of the city’s three chemical industrial parks, leverage the parks’ brand influence, strengthen investment promotion targeting industrial chains, promote self-reliance in core segments, and accelerate the formation of an integrated chemical new materials industrial chain spanning upstream, midstream, and downstream sectors. Focus on advanced basic materials and high-end applications that complement the integrated circuit, new energy, and high-end equipment industries to achieve the clustered development of key products.Make full use of policies for key chemical industry monitoring points to support backbone enterprises and leading companies in niche sectors. Plan and develop projects featuring high value-added, green processes, and high-end products to significantly enhance efficiency while maintaining control over overall scale and volume. 2. Strengthen research and development of advanced manufacturing processes. Adhere to a technology innovation system centered on enterprises to enhance the industry’s innovation capacity and continuously promote the green and safe development of the chemical industry.Encourage enterprises to conduct research on key core technologies—such as manufacturing process optimization, stable quality control, and safety upgrades for high-risk processes—tailored to the characteristics of chemical production. Accelerate breakthroughs in novel catalysis, green synthesis, and the manufacturing of polymer materials integrating function and structure. Consolidate and enhance process intensification technologies such as micro-reaction continuous flow, reaction-separation coupling, and high-efficiency purification and concentration. Accelerate the promotion of safety technologies including online rapid trace gas leak detection, tubular continuous reaction,full-process automated control, and accelerate the safety retrofitting and replacement of high-risk processes. Efforts will focus on developing sensing technologies such as online monitoring of process parameters and rapid online identification and assessment of physical properties and structures, as well as industrial software for process control, fault diagnosis, and predictive maintenance. Elevate process control standards by building smart factories, and establish benchmark projects for digital quality control in the fine chemicals sector to serve as models for promotion.Implement collaborative supply chain quality management. Encourage upstream and downstream enterprises in the fine chemical materials industry chain to jointly build and share supply chain management systems and platforms to achieve interoperability of supply chain quality information. Taking the renovation and upgrading of outdated chemical facilities as a breakthrough point, actively promote the demonstration and application of advanced IoT products and solutions in the safety sector. Enhance capabilities in safety production perception, monitoring, early warning, response, and assessment, and take the lead in the province in creating typical scenarios where the chemical industry improves its inherent safety level through digital transformation.Accelerate the application of technical products such as online analytical instruments and smart sensors, as well as safety and emergency response equipment like inspection and firefighting robots. Improve rapid detection capabilities for production processes, equipment, facilities, and storage tank areas involving flammable, explosive, toxic, and hazardous materials. Explore the construction of a digital safety control platform, establish a risk characteristic database, a failure database, and fault prediction and analysis models to enhance risk early warning and prevention capabilities. (IV) Metallurgical Industry Sector

Addressing issues in the metallurgical industry such as “high energy consumption, substantial carbon emissions, insufficient supply of high-end products, and low levels of self-reliance in core technologies for key materials,” we will focus on the special steel sector. We will strictly control production capacity, optimize existing capacity, strengthen technological upgrades for energy conservation and emissions reduction, intensify the development of special materials, and accelerate the research, development, and promotion of new technologies and processes such as low-carbon metallurgy and near-net-shape manufacturing to further enhance the industry’s overall competitiveness and level of low-carbon, green development.

1. Deepen innovation in key smelting technologies. Encourage leading enterprises to increase investment in innovation resources, strengthen integrated innovation in industrial chain processes, equipment, and technologies, explore the application of next-generation information technologies across all stages of production and sales, and continuously improve production management efficiency.Leveraging innovation institutions such as the Xingcheng Special Steel Research Institute and the CR Steel Special Steel R&D Center under the Iron and Steel Research Institute, we will concentrate efforts on achieving breakthroughs in a number of key generic technologies. We will prioritize R&D in areas such as high-efficiency clean steel smelting in converters, high-efficiency slab and billet continuous casting, continuous casting and rolling of bars and wire rods, high-efficiency rolling of martensitic steel, and special surface treatments for processed products, while advancing major technology integration and engineering demonstrations.Support CITIC Pacific Special Steel Group in developing forward-looking technologies, with a focus on R&D in areas such as composite oxygen-enriching material injection in blast furnaces, microwave sintering, pollution-free deoxidation in converters, and controlled rolling and cooling processes for seamless steel pipes, thereby building a technological reserve. 2. Deepen the green development of special steel.Actively address “carbon tariffs” by establishing and improving a carbon emissions accounting system, accelerating the development of a carbon footprint management system, and conducting pilot demonstrations for synergistic innovation in pollution reduction and carbon reduction, as well as for carbon capture, storage, and comprehensive utilization. In the special steel materials sector, take the lead in supporting Xingcheng Special Steel in building a carbon emissions control platform and a foundational database for the carbon footprint of key products. Comprehensive use of technologies such as the Internet of Things (IoT), artificial intelligence (AI), and industrial internet identification and resolution will be employed to conduct carbon emissions calculations and carbon footprint tracing, thereby promoting low-carbon development.Support CITIC Pacific Special Steel Group in conducting R&D on technologies such as oxygen-enriched blast furnaces, high-scrap-ratio smelting, carbon capture, storage, and utilization (CCS), and hydrogen direct reduction ironmaking, in accordance with the development requirements for future urban steel mills and with a focus on low-carbon smelting processes. 3. Significantly enhance standardization service capabilities. Support leading enterprises in establishing brand alliances centered on industrial and supply chains, formulating brand development strategies that cover the entire process—from R&D and innovation to design, manufacturing, quality management, and marketing services—to lead the development of China’s special steel industry.Enhance standardization support capabilities in the special steel sector. Relying on the National Demonstration Base for New Industrialization of the Special Steel Industry and the National Technical Standards Innovation Base for Metal Wire and Wire Products, establish and improve a comprehensive standard system covering the entire product lifecycle and industrial chain for leading special steel products. (5) Building Materials Sector

Addressing issues such as “low deep-processing ratios, a shortage of mid-to-high-end products, and insufficient levels of green and low-carbon development” in parts of the building materials industry, we will focus on the non-metallic mineral products sector—including cement and cement products, industrial ceramics, and refractory materials—to jointly control new capacity and optimize existing capacity. We will accelerate product iteration and upgrading, strive to increase the proportion of deep-processed building materials and product value-added, and promote high-end, green industrial development.

1. Accelerate the optimization of building materials varieties. Promote the upgrading of building materials products by accelerating the low-carbon and processed development of basic raw materials such as cement and glass; the composite and lightweight development of building materials products such as wall materials and thermal insulation materials; and the functional and modular development of decorative and finishing materials such as ceiling, wall, and floor materials and decorative panels.In response to urban renewal and renovation needs, develop modular, functional, and green building materials suitable for various application scenarios, including prefabricated interior finishing, sponge cities, “zero-waste cities,” underground utility tunnels, and ecological restoration.Support the development of Yixing City’s distinctive products, such as honeycomb ceramics and refractory materials for dry coking furnaces. Promote collaboration with universities including Tsinghua University, Shanghai Jiao Tong University, and Harbin University of Science and Technology to jointly tackle major common technical challenges in the preparation of advanced ceramic refractories. 2. Accelerate the greening of production processes. Strengthen comprehensive measures such as process upgrades, energy substitution, energy conservation and consumption reduction, and resource recycling to achieve dual reductions in pollutant and carbon emissions. Promote the extension of products toward service-oriented models and high-value directions, elevate the value chain, and forge core competitiveness. Encourage leading enterprises to efficiently integrate innovative elements and public service resources, extend industrial chains through links such as brands, technology, and capital, and foster the collaborative development of production-oriented services to become industry leaders.Leveraging the application needs of our city’s advantageous industries—such as energy conservation and environmental protection, new energy, and high-end equipment—we will guide high-quality ceramic refractory enterprises to engage in joint ventures and cooperation with internationally renowned ceramic refractory firms and leading trading enterprises. By capitalizing on various ceramic refractory industry events, we will foster industrial exchange, expand the influence of Wuxi’s ceramic refractory brands, and attract top-tier enterprises and major research institutions to establish R&D centers, production bases, and sales centers in our city. (6) Mechanical Processing Industry

Addressing issues such as “outdated production equipment, insufficient supply of high-end products, and relatively high energy consumption in certain process stages” within the mechanical processing industry, we will prioritize both strengthening foundational process innovation and developing high-end products, vigorously promoting high-precision, high-performance, and high-value-added products. We will actively advance the R&D, innovation, and industrial application of advanced processes such as integrated die-casting and high-speed precision multi-station forging to provide support and assurance for the innovative development of high-end equipment and host machine products.

1. Accelerate breakthroughs in core technologies. Encourage enterprises in the machinery industry to deepen cooperation with renowned domestic and international universities and research institutions, such as Jiangnan University, the Wuxi Research Institute of Nanjing University of Aeronautics and Astronautics, and the Wuxi Research Institute of Huazhong University of Science and Technology. Focus on weak links in the industry—including basic materials, components, parts, and processes—increase R&D investment, strengthen innovation in foundational processes, and accelerate technological breakthroughs and industrial applications of advanced processes, equipment, and key basic materials.Encourage small and medium-sized enterprises (SMEs) to actively participate in various technical research projects in the machinery sector led by universities, research institutes, and leading enterprises. Accelerate the production of innovative outcomes with independent intellectual property rights and promising application prospects to drive the overall strength and competitiveness of the machinery industry. Relying on the city-wide enterprise digitalization and green transformation diagnostic initiative, accelerate the advancement of enterprises toward high-end, intelligent, and green development.Support enterprises in accelerating the intelligent transformation of core equipment in key production processes, and guide them to implement intelligent upgrades, digital transformation, and network connectivity across product design, production, logistics, sales, and service. Cultivate a cohort of smart scenarios, smart workshops, smart factories, and 5G fully connected factories within the machinery industry.Fully leverage the exemplary role of benchmark enterprises such as Shuangliang Energy Saving and Jicui Huake to promote the application of successful experiences among small and medium-sized enterprises (SMEs) in the machinery sector. Guide machinery and equipment enterprises to actively seek recognition for provincial-level and Suzhou-Wuxi-Changzhou “first-of-its-kind” major equipment projects, and intensify market-oriented promotion and application of high-end mechanical products.Promote the upgrading of enterprise standards, using advanced standard systems to drive quality improvements and product upgrades. Accelerate technological reserves in the automotive parts manufacturing sector; support enterprises such as Xinan Casting and Shenchong Forging to expedite the development of equipment including self-hardening sand recycling molding and core-making systems and CNC shearing machines;Accelerate the implementation of projects led by anchor enterprises in the national key medical equipment industrial chain, as well as provincial-level engineering research projects on key core technologies (equipment) such as those undertaken by Shuangyou Intelligent. Use these projects to drive innovation and facilitate the shift of enterprise products toward the high-end of the supply chain and the core segments of the value chain. 4. Accelerate the leap forward of the automotive parts industry. Encourage automotive parts enterprises to benchmark against internationally leading humanoid robot products, focusing on core components such as servo drives, hollow-cup motors, harmonic reducers, ball screws, radial-thrust bearings, and six-axis torque sensors, to conduct R&D and engineering for complete humanoid robot systems and key components. Aiming for small-batch production and application of humanoid robots, break through key technologies such as general-purpose prototype robots and general artificial intelligence.Encourage companies such as Tianqi Co., Ltd. and Weihan Intelligence to leverage their automotive manufacturing expertise to accelerate the development of their humanoid robot businesses, transitioning toward intelligent flexibility, unmanned operations, and smart manufacturing. Relying on the humanoid robot industry alliance formed by enterprises such as Weifu High-Tech and Wandi Power, target fields including intelligent cloud systems, chips, and smart sensors to carry out collaborative efforts across R&D, manufacturing, and marketing, thereby securing a leading position in the intelligent robotics industry.Focus on key sectors such as cleaning, healthcare, delivery, and daily living to accelerate the large-scale application of intelligent robots, cultivate system integrators, and promote the “service leasing + system integration” business model. V. Work Measures

Centered on the seven major initiatives—"Eliminating Outdated Capacities, Upgrading Old Equipment, Digital Transformation, Green Transition, Product Upgrading, Layout Optimization, and Overseas Expansion"—seven corresponding project databases will be established to systematically advance the implementation of tasks for the revitalization and upgrading of traditional industries.

(1) Action on Eliminating Outdated Practices. Continue to conduct inspections of outdated production processes and equipment in key industries; list those classified as “to be phased out” in the *Guidance Catalog for Industrial Structure Adjustment (2024 Edition)*; and promote the phasing out of outdated processes and equipment in accordance with laws and regulations. Actively utilize the results of comprehensive evaluations on the intensive use of resources by industrial enterprises to achieve effective resource allocation through market mechanisms and policy guidance.Priority support will be provided to enterprises in sectors such as light industry, textiles, metallurgy, chemicals, building materials, and machinery manufacturing to phase out outdated processes and equipment, voluntarily exit low-end and inefficient production capacity (production lines), and adopt advanced, safe, green, and efficient intelligent production equipment. Existing production lines will undergo equipment upgrades or process flow renovations to enhance intrinsic safety, environmental protection, and energy efficiency.Projects that meet the requirements of the province’s policies on phasing out outdated equipment and upgrading production will be eligible for subsidies of up to 10% of the total project investment, with a maximum of 10 million yuan.

(2) Old Equipment Renewal Initiative.Vigorously promote the application of new technologies, equipment, and processes to effectively phase out a batch of outdated facilities characterized by high safety risks, low automation levels, and low-end, inefficient operations. Focusing on the chemical industry, continuously advance the renewal and retrofitting of outdated facilities by formulating “one-company-one-plan” renewal schemes. For projects that completely phase out outdated facilities at their original sites using advanced technologies, if risk analysis and assessment indicate that such measures will enhance intrinsic safety levels, approval may be granted based on the standards and specifications applicable at the time of the original construction.When enterprises are processing procedures for outdated facility renovation and upgrading projects that require coordination with relevant municipal-level departments, the local government may request the municipal government to conduct a joint review using a “case-by-case” approach. Optimize the criteria for designating key monitoring points in the chemical industry and encourage enterprises with such needs to enhance their safety and environmental management as well as technological innovation capabilities under existing policies to qualify as key monitoring points, thereby advancing the renovation and upgrading of outdated facilities in conjunction with product structure adjustments.

(3) Digital Enhancement Initiative. Based on the characteristics and diverse needs of different industries, accelerate the establishment of digital transformation capability centers for small and medium-sized enterprises in key sectors of traditional industries.Organize service providers to conduct in-depth digital diagnostics in key sectors, identify the challenges and bottlenecks in enterprises’ digital transformation, and support the digital retrofitting of production equipment. Strengthen the deep application of technologies and products such as artificial intelligence, industrial internet, intelligent inspection equipment, and intelligent robots in manufacturing processes including assembly, inspection, and maintenance, and accelerate the replacement of equipment and software with intelligent alternatives. Promote the construction of digital workshops and smart factories through scenario-based approaches, and explore new models of smart manufacturing.Encourage enterprises to intensify their efforts in intelligent upgrades. For eligible smart manufacturing demonstration projects, provide subsidies of up to 8% of the investment in technology and equipment, with a maximum of 10 million yuan; for enterprises that have received national or provincial honors in the fields of smart manufacturing and industrial internet, provide one-time rewards of up to 1 million yuan based on tiered selection; for enterprises designated as “Lighthouse Factories,” provide a one-time reward of up to 2 million yuan.

(IV) Green Transition Initiative. Establish a foundational database for carbon emissions of key industrial products and a technical service platform for industrial product carbon footprints, and expand the application scenarios for carbon footprints.Encourage eligible industrial parks and factories to take the lead in exploring demonstration projects for “zero-carbon parks (factories).” In accordance with energy efficiency benchmark and model levels for key sectors in energy-intensive industries, organize specialized energy conservation inspections and diagnostic services, launch energy efficiency leadership initiatives, and select energy efficiency “leaders” in key industries.Accelerate the development of a green manufacturing system. Entities awarded provincial-level or higher designations as “Green Factories,” “Green Supply Chain Enterprises,” “Green Design Product Enterprises,” or “Green Industrial Parks” will receive tiered, merit-based one-time rewards of up to 1 million yuan to encourage enterprises to accelerate the upgrading of green processes and enhance the level of green manufacturing. Promote green transformation in traditional industries—including energy conservation, carbon reduction, clean production, and comprehensive resource utilization—with rewards of up to 10% of the total project investment, capped at 2 million yuan.

(5) Product Upgrading Initiative.Focusing on the demands of consumption upgrading and areas of weakness, we will vigorously develop mid-to-high-end consumer goods characterized by high added value, exquisite design, meticulous craftsmanship, and superior performance. We will promote a virtuous cycle between supply and demand, increase the supply of high-end products, and accelerate product iteration and upgrading. We will drive the upgrading of standards in traditional manufacturing, improve advanced quality management systems, enhance quality management capabilities, and comprehensively elevate product quality. Organizations receiving the “Wuxi Mayor’s Quality Award” for the first time will be awarded 1 million yuan.Accelerate the development of corporate, industrial, and regional brands, and actively participate in the “Jiangsu Quality Products” certification. Promote the transformation of corporate supply models and vigorously advance service-oriented manufacturing. Encourage traditional enterprises to optimize, upgrade, and engage in collaborative innovation regarding production organization, operational management, and business development models. For enterprises (projects, platforms) designated as provincial-level or higher service-oriented manufacturing demonstration entities, a reward of 10% of the investment in service projects will be granted, up to a maximum of 1 million yuan.

(6) Layout Optimization Initiative. Accelerate the optimization and adjustment of industrial spatial layout, advance the concentrated and contiguous renovation of industrial enterprises and the improvement of township industrial clusters, and unlock new space for industrial development. Focusing on key foundational processes (such as printing and dyeing, casting, and electroplating) and distinctive products with market competitive advantages (such as food, apparel, and electric vehicles), establish a number of traditional industry revitalization parks.Accelerate the upgrading of environmental management infrastructure in industrial parks to enhance the capacity of traditional industry revitalization parks and their resident enterprises in areas such as rainwater-sewage separation, initial stormwater management, and differentiated treatment of industrial wastewater. Recognize and reward traditional industry revitalization parks that demonstrate significant upgrading achievements; support the inclusion of traditional industry projects entering these revitalization parks in the provincial list of major industrial projects, and provide preferential treatment in land use and energy consumption quotas.Implement the "Jiangsu Province Chemical Industrial Park Management Measures" to support eligible regions in establishing new chemical industrial parks or expanding existing ones; guide chemical enterprises unable to undergo on-site transformation to relocate into these parks, providing support through park admission policies. Develop high-standard textile printing and dyeing clusters to accelerate the achievement of the goal of halving total emissions of key water pollutants (total nitrogen and total phosphorus) and significantly improving the industry’s pollution control standards.

(7) Overseas Development Initiative. Deepen international capacity cooperation and support high-quality enterprises in traditional industries to “go global.” For international capacity cooperation projects with overseas investments exceeding US$2 million, provide incentives of up to 5% of the actual overseas investment amount, with a maximum of 2 million yuan per project. Prioritize enhancing the influence of Wuxi’s competitive industries—such as textiles, automotive parts, and energy and power equipment manufacturing—in regions including Africa, Southeast Asia, and Latin America.Fully leverage the role of export credit insurance and establish a unified export credit insurance platform for small and medium-sized enterprises (SMEs) with annual export volumes of less than $30 million. Establish a mechanism for insurance-backed loans and financing, providing fee subsidies to enterprises for self-funded export credit insurance, as well as for credit insurance financing and credit management, with a maximum of 1 million yuan per enterprise.Encourage Wuxi-based enterprises in sectors such as construction machinery and energy equipment to actively participate in infrastructure construction along the “Belt and Road” route. Actively seek “Belt and Road” special loans and funds from higher authorities, with a focus on promoting the integrated development of industry and urban areas in the Sihanoukville Special Economic Zone in Cambodia, and enhancing the carrying capacity of infrastructure and supporting service facilities.Encourage eligible enterprises to engage in overseas mergers and acquisitions, focusing on overseas investment directions encouraged by the state, integrating high-quality international resources, and enhancing core competitiveness and transnational operational capabilities. For enterprises that win bids for procurement by foreign governments or international organizations using products with independent intellectual property rights, or that undertake and win bids for customized, integrated major projects overseas, thereby driving the comprehensive export of products, technologies, services, and standards, a reward of up to 5% of the contract value will be granted, with a maximum of 2 million yuan per project.

VI. Organizational Guarantees

(1) Strengthen Organizational Leadership. Establish a coordination and promotion mechanism for the revitalization and upgrading of traditional industries, enhance inter-departmental collaboration, and coordinate the supervision and implementation, project advancement, and evaluation of outcomes for revitalization and upgrading efforts.All cities (counties) and districts shall, based on local industrial realities, develop detailed work plans (action plans) for the revitalization and upgrading of traditional industries. These plans shall identify key sectors and annual objectives, compile lists of key enterprises, projects, and industrial parks involved in the revitalization and upgrading efforts, and introduce supporting policies to assist enterprises in implementing revitalization initiatives, thereby vigorously promoting the transformation and upgrading of traditional industries. (2) Strengthen fiscal and tax support. Fully and strictly implement preferential policies such as duty-free imports of equipment for technical renovation projects of encouraged enterprises, preferential corporate income tax rates for high-tech enterprises, additional VAT deductions for advanced manufacturing, and additional deductions for R&D expenses related to intelligent renovation and digital transformation; support the demonstration and application of first-of-a-kind equipment, first-batch new materials, and first-version software to boost the confidence of traditional industry enterprises in transformation and upgrading.Promote the accelerated market-oriented operation of government funds, guide various industrial development funds to increase their participation in the transformation and upgrading of traditional enterprises, fully leverage the guiding role of capital, and encourage enterprises to increase investment in transformation and upgrading. Implement all national financial support policies and make full use of existing relevant re-lending facilities to provide preferential interest rate funding for key renewal and upgrading projects in eligible traditional industries; guide banking institutions to increase credit support for the transformation and upgrading of traditional industries in accordance with market-oriented and rule-of-law principles, and optimize relevant financial products and services.Leverage the role of multi-tiered capital markets to support eligible traditional manufacturing enterprises in conducting technological upgrades or increasing R&D investment through various financing methods such as stocks and bonds, and in achieving transformation and upgrading through mergers and acquisitions.
