Original Title: Several Policy Measures to Intensify Efforts to Assist Enterprises in Overcoming Difficulties and Promote Stable and Healthy Economic Operation

To further assist market entities in overcoming difficulties, boost confidence, stabilize expectations, and focus on stabilizing economic operations, in accordance with the “Notice of the National Development and Reform Commission and Other Departments on Issuing the ‘Several Policies on Promoting the Recovery and Development of Troubled Industries in the Service Sector’” (Fagai Caijin [2022] No. 271),the "Notice on Issuing Several Policies to Promote Steady Growth of the Industrial Economy" (Fagui Chanyan [2022] No. 273) issued by the National Development and Reform Commission and other departments, and the "Notice of the Provincial Government on Issuing Several Policy Measures to Further Assist Market Entities in Overcoming Difficulties and Focus on Stabilizing Economic Growth" (Suzhengfa [2022] No. 1), among other requirements, and in light of the actual conditions of our city, these policy measures are hereby formulated.

I. Strengthening Fiscal and Tax Support

1. Relevant municipal departments shall coordinate existing special funds to provide financial support to small, medium, and micro enterprises (SMEs) that are temporarily facing operational difficulties but have marketable products, promising projects, and competitive technologies, as well as labor-intensive, service-oriented SMEs in the public welfare sector with high social benefits. Municipalities (counties) and districts are encouraged to establish or coordinate relief funds for SMEs to strengthen support for SMEs in the manufacturing sector.(Responsible Departments: Municipal Bureau of Industry and Information Technology, Municipal Finance Bureau, and other relevant departments; People’s Governments of all cities (counties) and districts; Wuxi Economic and Technological Development Zone Administrative Committee. All subsequent policy measures must be implemented by all cities (counties) and districts and will not be listed separately.)

2. Extend the temporary tax and fee deferral policy: Extend the policy implemented in the fourth quarter of 2021 allowing small, medium, and micro enterprises in the manufacturing sector to defer payment of certain taxes and fees for an additional six months; continue to implement preferential policies such as purchase subsidies for new energy vehicles, incentives for charging infrastructure, and reductions or exemptions from vehicle and vessel tax. 3. Continue implementing policies such as VAT exemption for small-scale VAT taxpayers, income tax incentives for small and micro enterprises and individual businesses, inclusive tax reductions for small and micro enterprises, and additional tax deductions for R&D expenses. Expand the scope of entities eligible for local “six taxes and two fees” reduction policies and increase the intensity of income tax reductions for small and micro enterprises. 4. Exempt agricultural product wholesale markets and farmers’ markets from property tax and urban land use tax. Exempt operational land used for urban bus depots and similar facilities from urban land use tax. Exempt enterprises undertaking policy-based commodity reserve operations from property tax and urban land use tax on their self-used properties and land.For taxpayers in industries severely affected by the pandemic—including accommodation and catering, culture, sports, and entertainment, transportation, tourism, retail, and warehousing—as well as small-scale VAT taxpayers, property tax and urban land use tax for 2022 will be temporarily exempted. Taxpayers in other industries facing genuine difficulties in production and operations may apply for reductions or exemptions from property tax and urban land use tax. 5. Eligible enterprises facing difficulties may, upon approval, continue to defer payment of pension, unemployment, and work-related injury insurance premiums for up to six months. In coordinated regions where the accumulated surplus of the unemployment insurance fund from the previous year is sufficient to cover more than one year of payments, tourism enterprises significantly affected by the pandemic may temporarily defer payment of unemployment and work-related injury insurance premiums for a period not exceeding one year. During the deferral period, no late payment penalties will be imposed, and this will not affect the enterprise’s credit rating or the individual rights records of employees.In accordance with national directives, the national policy of temporarily reducing unemployment and work-related injury insurance contribution rates will continue to be implemented. Vocational skills training will be conducted, and training subsidy policies will be implemented as prescribed. Small, medium, and micro enterprises severely affected by the pandemic may apply to reduce their housing provident fund contribution ratios or defer payments in accordance with regulations. 6. Implement the “Escort Action” for unemployment insurance to support enterprises and stabilize jobs. For eligible participating enterprises in coordinated regions where the rollover balance of the previous year’s unemployment insurance fund has a reserve period of more than one year, continue to implement the unemployment insurance job stabilization rebate policy in accordance with regulations. Specifically, the rebate ratio for small, medium, and micro enterprises in 2022 will be increased from 60% to a maximum of 90%. 7. Continue implementing the phased reduction in employee medical insurance contribution rates. The employer contribution rate for the city’s basic employee medical insurance will be temporarily reduced to 7%, and the employer contribution rate for supplementary employee medical insurance will be temporarily reduced to 0.6%. 8. Accelerate the disbursement of funds, strengthen efforts to secure and utilize various special funds at the provincial level and above, and strive to allocate more than 70% of enterprise-related funding projects by the first half of 2022. Speed up the processing of export tax rebates, reducing the average processing time for standard export tax rebates to within 3 working days. 9. Comprehensive policies, such as performance bond insurance and a 10% deduction on bids from micro and small enterprises, will be implemented to support the participation of small, medium, and micro enterprises in government procurement. The entire government procurement process will be digitized; bid bonds will be fully abolished; the advance payment system will be improved; and the time required to sign government procurement contracts will be shortened. Efforts will be made to expand the coverage and volume of “Government Procurement Loans,” fully implement online financing for such loans, and provide unsecured, unguaranteed credit financing to winning bidders and successful suppliers.(Responsible Units: Municipal Finance Bureau, Municipal Bureau of Industry and Information Technology)

II. Strengthen Financial Support

10. Guide the financial sector to pass on benefits to the real economy, promote a steady yet gradual decline in financial institutions’ lending rates, and ensure that the comprehensive financing costs for micro and small enterprises remain stable at a low level. Strengthen the assessment and evaluation of banks’ services to the real economy, guide financial resources toward manufacturing enterprises, and promote continued rapid growth in medium- and long-term loans for the manufacturing sector.Encourage banking financial institutions to provide unsecured loans to municipal-level and above “Specialized, Refined, Unique, and Innovative” (“Little Giant”) enterprises, and implement a risk-sharing mechanism for loan losses that meet the criteria of the Credit Guarantee Fund. Support the issuance of credit enhancement pooled bonds for small and micro enterprises. 11. Ensure a smooth transition and continuity for the two monetary policy tools directly targeting the real economy: convert the Loan Deferral Support Tool for Inclusive Micro and Small Enterprises into the Inclusive Micro and Small Enterprise Loan Support Tool, and integrate the Credit Loan Support Plan for Inclusive Micro and Small Enterprises into the management of re-lending for agriculture and small businesses. The original credit loan support tool quota will be rolled over for continued use. 12. Make effective use of the carbon emission reduction support tool to encourage financial institutions to accelerate the pace of credit disbursement, guide credit resources toward facilitating the accelerated low-carbon transformation and development of real economy enterprises, and support major carbon emission reduction projects. 13. Leverage the role of the Municipal Credit Guarantee Fund for Small, Medium, and Micro Enterprises. Continue implementing the policy of reducing loan interest rates under the Credit Guarantee Fund during the pandemic prevention and control period, and prioritize supporting enterprises in the commerce and service sectors in enhancing their creditworthiness through the Fund. Encourage and guide financial institutions to tailor financing solutions—such as accounts receivable, order, warehouse receipt, and inventory pledges—to the specific characteristics of enterprises in offline retail, accommodation, and catering sectors. 14. Ensure a smooth transition from the policy on deferring principal and interest payments. For loans due from small and micro enterprises engaged in normal operations that meet the criteria for loan renewal, continued support shall be provided. Improve mechanisms for principal-free loan renewals and emergency bridging loans, and support banking institutions in extending revolving credit lines and on-demand loans to small, medium, and micro enterprises. III. Intensify Efforts to Streamline Fees and Reduce Burdens

15. For micro and small enterprises that meet the criteria set forth in the “Regulations on the Classification Standards for Small and Medium-Sized Enterprises” (MIIT Joint Enterprise [2011] No. 300), continue to fully refund trade union dues. 16. Government departments and their affiliated units, as well as state-owned enterprises, must pay all due amounts on time and in full in accordance with contractual agreements and shall not delay payments to small and medium-sized enterprises under any pretext. Government agencies and public institutions purchasing goods, construction projects, or services from small and medium-sized enterprises shall make payment within 30 days of the delivery of goods, completion of projects, or provision of services, with a maximum delay of 60 days.It is strictly prohibited to evade the obligation of timely payment by refusing to sign contracts or by failing to specify specific payment deadlines and methods in contracts. Private enterprises are encouraged to honor contracts and maintain credibility; large enterprises are guided to set a good example by strictly fulfilling contracts and promptly paying accounts owed to SMEs, thereby jointly helping SMEs overcome difficulties. 17. Continuously investigate and address instances where government agencies, public institutions, and large enterprises refuse or delay payment to SMEs. Accelerate the acceptance process for construction projects that have exceeded their construction period but have not yet been accepted. For projects that have reached individual completion and are ready for delivery, ensure timely final acceptance and handover for use. 18. Advance the regulation of enterprise-related fees, strengthen supervision and enforcement regarding the fee practices of intermediary agencies, industry associations and chambers of commerce, transportation and logistics providers, utilities (water, electricity, gas, and heating), and commercial banks, ensure that preferential pricing and fee policies are fully implemented, and promote cost reduction and efficiency gains for market entities. IV. Supporting Industrial Transformation and Upgrading

19. Provide loan interest subsidies and grants for effective investments in “intelligent transformation and digital upgrading” projects for industrial enterprises. Offer free diagnostic services for “intelligent transformation and digital upgrading” to small and medium-sized enterprises (SMEs) and provide free training for personnel involved in such projects. Launch an initiative to establish smart manufacturing benchmarks, accelerate the development of key industrial internet platforms, smart factories, and industrial internet benchmark factories, and award incentives to enterprises recognized as national or provincial smart manufacturing benchmarks.(Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Finance Bureau)

20. Implement tiered cultivation of leading enterprises. Prioritize support through government-guided equity investment funds and angel investment funds for enterprises selected as our city’s “ChuYing” (Early-Stage), “DengLing” (High-Growth), and “Pre-Unicorn” enterprises; promote the transformation and upgrading of small and micro enterprises into enterprises above the designated scale (or above the threshold), and provide rewards to enterprises that first meet the criteria for enterprises above the designated scale (or above the threshold).Increase support for the cultivation of specialized, refined, distinctive, and innovative (SRDI) enterprises; formulate a list of practical measures for SRDI “Little Giant” enterprises; and promote the listing of SRDI Little Giant enterprises on multi-tiered capital markets such as the Beijing Stock Exchange. V. Supporting the Recovery and Development of the Service Industry

21. While maintaining routine epidemic prevention and control measures, strengthen refined, tiered management by region to promote the recovery and development of the catering industry. In low-risk areas, restrictions on dine-in services shall generally not be imposed; in medium-risk areas where dine-in services in dining halls are suspended due to epidemic control needs, actively promote takeout, delivery, and contactless delivery methods. Encourage localities to assist catering businesses in purchasing business interruption insurance.Support catering enterprises in establishing or renovating central kitchens. Support catering businesses in effectively extending operating hours and improving nighttime transportation routes. Following assessment by public security, urban management, and other relevant departments, permit on-street parking during non-peak nighttime hours to create a vibrant consumer atmosphere. 22. Encourage hotels, scenic spots, homestays, travel agencies, and cultural and entertainment enterprises to launch various promotional activities, and extend the validity period of annual park passes.For industries such as commerce and services that have been significantly affected by the pandemic, when enterprises apply for support funding projects in 2022, local economic contributions will be temporarily disregarded, and the application thresholds for certain performance-based projects will be appropriately adjusted. 23. 24. Micro and small service enterprises and individual business operators located in county-level administrative areas designated as medium- or high-risk areas for COVID-19 in 2022, which lease state-owned properties (including wholly-owned, majority-owned, or effectively controlled enterprises) or properties owned by administrative and public institutions, shall be granted a six-month rent reduction for 2022; those in other areas shall be granted a three-month rent reduction.For service industry venues—such as urban complexes, commercial districts, trading markets, tourist attractions, and freight and passenger transport terminals—that were closed for one month or longer due to mandatory epidemic prevention and control requirements or temporary restrictions, as well as hotels leasing non-state-owned assets as business premises, local governments are encouraged to provide appropriate subsidies. 25. For activities included in the “Taihu Shopping Festival” key consumption promotion initiatives, support will be provided through the allocation of business development funds. By encouraging merchants, platforms, and enterprises to issue consumption vouchers and offer free access to venues and facilities, we will guide the release of consumer demand and expand sales for commerce and catering enterprises.Support the application of digital consumption scenarios such as digital distribution and smart retail in commercial districts. Allocate funds from the Commerce Development Fund to support digital consumption innovations by enterprises—including chain retailers, direct-to-consumer delivery services, and fresh food e-commerce platforms—in developing online-offline integration, investing in new outlet construction, and building smart shopping scenarios in key commercial districts and streets.Support key commerce enterprises in optimizing and upgrading shopping environments and creating premium consumption scenarios, and encourage local regions to provide appropriate subsidies. Support local regions in promoting the "New Energy Vehicles to the Countryside" initiative and encourage local authorities to implement the "Green and Smart Home Appliances to the Countryside" initiative. Promote rural residents’ consumption through measures such as corporate price concessions and reduced down payment ratios. 26. Promote the recovery of the culture and tourism industry. For performance venues, cinemas, and bookstores that were closed due to mandatory epidemic prevention and control requirements or temporary restrictions, encourage local regions to provide appropriate support. For internet cafes that were closed due to mandatory epidemic prevention and control requirements or temporary restrictions in 2022, waive or reduce internet service fees for the duration of the closure.For star-rated hotels whose guest traffic has been affected by epidemic prevention and control measures, local governments are encouraged to provide appropriate subsidies based on the amount invested in hotel upgrades, renovations, and maintenance during 2021. For tourism enterprises such as scenic spots, star-rated hotels, and travel agencies, local governments are encouraged to provide appropriate support for advertisements promoting Wuxi tourism products and itineraries placed in various media in 2021, as well as for various tourism marketing activities conducted during that year.(Responsible Units: Municipal Publicity Department, Municipal Bureau of Culture, Radio, Television, and Tourism, China Telecom Wuxi Branch)

27. For ETC-equipped intercity passenger buses with 30 or more trips per month, a 15% discount on tolls will be provided. 28. Improve the urban delivery system by establishing a “6+1+200” three-tier delivery network. 30. Intensify efforts to promote the use of insurance and performance bonds as alternatives to cash deposits for security deposits. While fully respecting enterprises’ right to choose, promote full coverage of performance bonds for security deposits in sectors such as construction. Innovate methods for travel agencies to pay tourism service quality security deposits, and explore pilot programs to replace cash or bank guarantees with insurance for security deposit payments. VI. Supporting Foreign Trade Enterprises in Expanding Markets

31. Support foreign trade enterprises in utilizing digital methods and internet tools to secure orders and expand channels. Guide foreign trade enterprises to accelerate the establishment of marketing systems that integrate online and offline channels and coordinate domestic and international operations. For enterprises that conduct targeted overseas marketing through digital means and enhance their foreign trade capabilities, provide support through the allocation of business development funds.Organize and host five Wuxi-specific online matchmaking sessions in the first half of the year. Strengthen coordination among government, foreign exchange, and banking sectors to effectively reduce enterprises’ foreign exchange hedging costs, and guide small, medium, and micro foreign trade enterprises to utilize exchange rate hedging tools to enhance their ability to manage exchange rate risks. 32. Allocate municipal-level commerce development funds to subsidize export credit insurance premiums. Continue to optimize the municipal-level unified insurance policy for small and medium-sized foreign trade enterprises, and encourage and support export credit insurance institutions to increase their underwriting coverage for foreign trade enterprises. Under the premise of compliance with laws and regulations and controllable risks, optimize the underwriting and claims settlement conditions for export credit insurance, and strengthen coverage for small, medium, and micro foreign trade enterprises, as well as risks such as order cancellations prior to shipment and domestic trade risks.For enterprises facing genuine cash flow difficulties, implement convenient measures allowing for installment payments of premiums. 33. Establish a green channel for export credit insurance to accelerate the processing, loss assessment, and claims settlement for enterprises suffering foreign exchange losses due to the Russia-Ukraine situation, ensuring that all eligible claims are paid and that payments are made as quickly as possible; for enterprises with verified losses, the premium subsidy ratio shall be appropriately increased.For export enterprises facing extended payment terms and delayed collections due to the Russia-Ukraine situation, financial institutions are encouraged to offer loan extensions, deferrals, and rollovers without principal repayment. Where eligible, all possible extensions shall be granted, and institutions must not arbitrarily withdraw, suspend, or reduce loans. 34.
