Several Policies of Wuxi City to Promote the Development of the New Energy Industry

To thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 20th National Congress of the Communist Party of China, accelerate the development of a clean, low-carbon, safe, and efficient new energy industrial cluster, support the solid implementation of carbon peaking and carbon neutrality initiatives, promote the high-quality development of Wuxi’s new energy industry in the new era, and underpin the high-level development of the city’s “465” modern industrial cluster, the following policy guidelines have been formulated.

I. Key Areas of Support

This policy coordinates relevant special funds to increase support for the new energy industry. The key sectors of the new energy industry to be supported primarily include solar photovoltaics, wind power, hydrogen energy, energy storage, nuclear energy, and biomass energy. This policy applies to enterprises, as well as other public institutions, social organizations, and private non-enterprise entities, that are duly registered, possess independent legal person status, and are engaged in research and development, production, and services within the new energy industry.

II. Promoting Industrial Expansion and Strengthening

1. Support for Core Technology R&D. Support enterprises and research institutes in conducting technological innovation within the new energy sector. For eligible new R&D institutions, enterprise projects targeting key core technologies, and academician workstations,In accordance with the "Notice of the Wuxi Municipal Committee of the Communist Party of China and the Wuxi Municipal People’s Government on Issuing the ‘Policy Opinions on Accelerating the Construction of an Industrial Science and Technology Innovation Hub with International Influence’" (Xiwei Fa [2022] No. 86), support will be provided through methods such as "case-by-case review," construction subsidies, R&D grants, operational funding subsidies, and performance-based rewards.Relevant lists of core technologies and key processes for the new energy industry will be formulated to carry out technological R&D efforts, striving to produce a batch of original and leading-edge innovative achievements. Through competitive selection and “challenge-based” project selection mechanisms, strong support will be provided for major scientific and technological achievement transformation and industrialization projects. Projects with high technological content, strong industrial driving force, and significant economic and social benefits will be granted up to 5 million yuan in funding.Funding for particularly significant projects may be appropriately increased to 10 million yuan, with funding for core technology research and development projects prioritized for new energy-related fields. 2. Support the construction of high-level innovation platforms. Encourage leading new energy enterprises, research institutes, universities, and their consortia to establish R&D and industrialization innovation platforms. Provide full support for the creation of national-level major innovation platforms, with funding allocated on a case-by-case basis. Newly recognized national-level and provincial-level new energy technology innovation centers, industrial innovation centers, and manufacturing innovation centers will receive rewards of up to 50 million yuan and 10 million yuan, respectively.Newly recognized national-level new energy engineering research centers will be supported on a case-by-case basis. Relevant municipal and district-level special funds will provide selective support to eligible capacity-building projects for national, provincial, and municipal new energy innovation platforms. 3. Support the iterative upgrading of new energy industry production lines. Further enhance the process capabilities of new energy enterprises by tracking the evolution and development paths of international manufacturing technologies. Implement intelligent upgrades and renovations of production facilities, process conditions, and production services to drive process innovation, equipment upgrades, and business process reengineering. For smart manufacturing demonstration projects with technology and equipment investments of 3 million yuan or more, subsidies of up to 10% of the technology and equipment investment amount—capped at 10 million yuan—will be provided on a competitive basis.Encourage new energy enterprises to renovate and upgrade existing production lines. For industrial investment projects included in the municipal key industrial investment plan and the “Thousand Enterprises Technological Transformation” plan, with technical and equipment investments of 10 million yuan (or equivalent in USD) or more in the previous year, subsidies will be provided based on three tiers: 10 million yuan (inclusive) to 30 million yuan, 30 million yuan (inclusive) to 100 million yuan, and 100 million yuan (inclusive) or more.and based on their contribution to the local economy, subsidies of up to 5%, 6%, or 7% of the actual investment in technology and equipment will be provided, respectively. The maximum annual subsidy per enterprise is 10 million yuan, and the same project may receive support for up to three consecutive years. 4. Support the Attraction and Construction of Major Projects. All regions are encouraged to intensify efforts to attract investment in the new energy sector. 5. Support the Development of New Energy Market Entities.Key new energy enterprises are encouraged to continue expanding their investments, growing larger, better, and stronger, and evolving into “chain-leading” enterprises in the new energy sector. Municipal and district-level authorities will develop targeted “whitelists” for new energy enterprises and implement “one-policy-per-enterprise” measures to provide support. Efforts will be made to help more enterprises enter the China Top 500 and Fortune Global 500 lists. Regions are encouraged to increase support for the cultivation of high-tech enterprises and “Top 500” enterprises in the new energy sector, with municipal-level support provided through transfer payments.For eligible small, medium, and micro enterprises in the new energy sector, we encourage partner financial institutions to provide financing support in accordance with the Wuxi Municipal Credit Guarantee Fund Management Measures for Small, Medium, and Micro Enterprises. New energy enterprises and their products that are first recognized as national-level “Manufacturing Single Champions” will receive one-time rewards of up to 800,000 yuan and 500,000 yuan, respectively; new energy enterprises first recognized as national- or provincial-level “Specialized, Refined, Unique, and Innovative” enterprises will receive one-time rewards of up to 500,000 yuan and 300,000 yuan, respectively.In accordance with the “Implementation Opinions of the Municipal Government on Further Promoting the High-Quality Development of Listed Companies” (Xizhengfa [2023] No. 13), support Wuxi-based listed companies in the new energy sector to focus on their core businesses, standardize corporate governance, and enhance their competitiveness to achieve high-quality development. 6. Support the Development of New Energy Headquarters. Encourage new energy enterprises in Wuxi to develop into headquarters, thereby aggregating industrial resources. For enterprises recognized as headquarters by the city, starting from the year of initial recognition, tiered rewards will be granted for three consecutive years based on their contribution to the local economy and society, with a maximum of 20 million yuan per enterprise per year. The reward funds will be shared between the city and districts according to the established system.For enterprises newly registered or newly introduced in our city that are recognized as headquarters enterprises, rewards will be granted based on the paid-in registered capital for the fiscal year. For paid-in registered capital ranging from 10 million yuan (inclusive) to 100 million yuan, a settlement reward of no more than 1% of the paid-in registered capital will be granted; for paid-in registered capital ranging from 100 million yuan (inclusive) to 500 million yuan, a settlement reward of no more than 2% of the paid-in registered capital will be granted;for paid-in registered capital of 500 million yuan or more, a settlement incentive of up to 3% of the paid-in registered capital will be granted, with a maximum of 60 million yuan per enterprise. The incentive funds will be shared between the municipal and district governments in accordance with established mechanisms. 7. Support the development of industrial parks. Coordinate the planning of the new energy industry layout and plan and construct a number of new energy industry clusters. Coordinate the allocation of new and existing land resources to prioritize meeting the reasonable land use needs of new energy industry projects. Encourage and support major domestic enterprises and large investment funds to invest in and build specialized new energy industrial parks in Wuxi, providing comprehensive support on a case-by-case basis.Encourage all regions to develop a number of specialized parks in specific new energy sub-sectors in conjunction with their own leading industries. Establish green channels for project approval, registration, and licensing procedures, and innovate operational models for these specialized parks. Support all regions in increasing investment in the construction of specialized parks; relevant municipal departments shall give priority to these parks in enterprise recruitment and project development. For new energy specialized parks recognized at the national or provincial level, the municipal government will provide appropriate support through the “grant-to-transfer” mechanism.For park renovation projects within specialized parks—such as factory renovations and industrial restructuring funded by private capital—selective incentives of up to 5 million yuan will be awarded based on the scale of investment. These incentives will be disbursed through the “grant-to-transfer” mechanism.Increase support for industrial premises in the new energy sector. Local governments shall provide rent reductions or exemptions to new energy enterprises that move into innovative industrial premises they have invested in and constructed. 8. Support the recruitment and cultivation of high-end talent. Eligible high-end and scarce talent in the new energy sector from overseas (including Hong Kong, Macao, and Taiwan) working in Wuxi will be supported in accordance with the “Taihu Talent Plan” policies.For other high-end and in-demand new energy talent, all regions are encouraged to provide support in accordance with relevant policies. Newly recruited high-level talent will be eligible for a first-home purchase subsidy under the “Taihu Talent Plan” policy, and their children will be provided with access to high-quality public educational resources in their local communities. III. Promoting Demonstration Applications of New Energy

9. Accelerate the adoption of photovoltaic systems in public institutions. Enhance the level of photovoltaic application and the exemplary role of public institutions citywide. By 2025, the photovoltaic coverage rate for installable rooftop areas on existing public institution buildings will strive to reach 50%, and the photovoltaic coverage rate for installable rooftop areas on new public institution buildings will reach 100%.In accordance with the “Implementation Opinions of the Municipal Government Office on Vigorously Promoting the Large-Scale Development and Application of Photovoltaic Power Generation” (Xizhengbanfa [2022] No. 83), during the 14th Five-Year Plan period, the municipal government will provide annual subsidies starting in 2022 to regions that meet new grid-connection targets, allocate photovoltaic power generation subsidy funds, and ensure the implementation of such subsidies.For regions included in the national pilot program for county-wide (city, district) rooftop distributed PV development, subsidies will be provided at 30% of the total annual special PV power generation subsidies actually disbursed; for other regions, subsidies will be provided at a maximum of 15%; and for regions that have established national county-wide rooftop distributed PV pilot demonstration projects, rewards will be granted as appropriate. 10. Strengthen the promotion of new energy vehicles in the public sector and the demonstration application of hydrogen fuel cell vehicles and vessels. Increase the procurement of new energy vehicles by government agencies. For all Party and government organs, state-owned enterprises, and public institutions at all levels across the city, the proportion of new energy passenger vehicles in newly added or replaced vehicles shall, in principle, be no less than 50%. The proportion of fuel cell vehicles in use shall increase annually and reach no less than 20% by 2025. All newly added and replaced public buses in urban built-up areas shall be new energy models.Encourage the use of new energy vehicles in the taxi industry; in principle, the proportion of new energy or clean energy vehicles among newly added and replaced vehicles should be no less than 30%. Continuously increase the proportion of new energy vehicles in the fleets of sanitation vehicles, construction waste transport vehicles, and similar vehicles; the proportion of new energy models among newly procured light-duty sanitation vehicles should be no less than 80%. Encourage government-invested projects to take the lead in using new energy construction waste transport vehicles, with the proportion of fuel cell vehicles in the total fleet of construction waste transport vehicles increasing annually accordingly.Except for bridges and tunnels subject to traffic restrictions, fuel cell box trucks with a length not exceeding 6 meters and a gross vehicle weight not exceeding 8 tons shall not be subject to current truck traffic restrictions regarding routes or time periods when operating within the city. Comprehensive policy measures shall be employed to promote the clean retrofitting and upgrading of vessels, and ship and offshore engineering equipment enterprises shall be encouraged to participate in the demonstration application of hydrogen-powered vessels.Subsidies of up to 50% of the purchase or retrofitting costs per vehicle (or vessel) will be provided for hydrogen fuel cell vehicles and ships participating in demonstration projects. 11. Promote the large-scale application of energy storage. Support the demonstration and application of long-duration energy storage technologies and equipment. Fully leverage the role of new energy storage technologies and encourage market-based photovoltaic grid-connected projects to install energy storage devices with a duration of 4 hours or more in accordance with specified ratios. In the distribution sector, plan for the integration of long-duration energy storage devices in centralized electric vehicle charging stations, and support enterprises in building the country’s first demonstration project for long-duration energy storage at electric vehicle charging stations.Support the integrated development of new energy sources such as photovoltaic power and energy storage facilities. For new energy storage power stations with an installed capacity of 1 megawatt or more funded by private capital, the investment entity will receive a reward of no more than 0.3 yuan per kilowatt-hour based on the amount of electricity discharged, starting from the month following the grid connection and commissioning. 12. Encourage the planning and construction of hydrogen refueling stations. Fully implement the Interim Provisions on Safety Management for Hydrogen Energy Enterprises in Wuxi. In accordance with the principle of moderate foresight, formulate construction plans for hydrogen refueling stations and accelerate their development. Establish an administrative approval “green channel” for hydrogen refueling station construction projects; the procedures for obtaining business licenses and permits for such projects shall be handled in the same manner as for natural gas refueling stations.Existing gasoline and natural gas stations are encouraged to retrofit or expand their facilities to include hydrogen refueling capabilities, and pilot hydrogen refueling stations should be established at locations serving vehicles in the domestic market. For standalone hydrogen refueling stations (including those for hydrogen-powered vessels) included in local hydrogen refueling station layout plans, priority shall be given in the allocation of land use quotas.For existing gasoline (or natural gas) stations that retrofit or expand hydrogen refueling facilities within their existing property boundaries without constructing new buildings or structures, and where land use and construction planning permits for the gasoline (or natural gas) station have already been obtained, relevant documents issued by the natural resources planning and housing and urban-rural development departments shall apply.Support the participation of state-owned capital (collective capital), mixed-ownership capital, or private capital in hydrogen refueling station construction, and provide subsidies for newly built, renovated, or expanded hydrogen refueling stations. Provide subsidies to the operators of hydrogen refueling stations that have obtained relevant operating permits based on their actual annual hydrogen sales volume. 13. Support the application of hydrogen energy in the industrial and power generation sectors. Support demonstration applications of hydrogen energy across diverse sectors and promote its integrated development in industrial fields such as metallurgy, building materials, and chemicals. IV. Deepening the Reform of Streamlining Administration, Delegating Powers, and Improving Services

14. Optimize energy consumption management. In accordance with relevant national and provincial directives, adjust the method for calculating the proportion of renewable energy electricity consumption within total energy consumption, and clarify that the total volume of new renewable energy consumption shall not be included in regional energy consumption assessment metrics.Regions that effectively promote distributed photovoltaic (PV) systems will be given appropriate preferential treatment in their annual total energy consumption quotas. For enterprises that install distributed PV systems on industrial and commercial rooftops, the management level for electricity load control will be reduced by one tier based on the enterprise’s annual energy “dual-control” targets, and requests for increased electricity capacity required for transformation and upgrading will be prioritized for approval.Electricity generated by distributed photovoltaic systems of industrial and commercial enterprises shall be counted toward the enterprise’s energy savings, deducted from annual energy conservation targets, and considered as a factor in the selection of “Green Enterprises.” [Responsible Units: Municipal Development and Reform Commission, Wuxi Power Supply Company, governments of all cities (counties) and districts, Wuxi Economic and Technological Development Zone Management Committee]

15. Promote green electricity consumption. Encourage leading enterprises in various industries, high-tech enterprises, and large state-owned enterprises to consume green electricity, play a leading and exemplary role, and gradually increase the proportion of green electricity consumption. 16. Strengthen the Guarantee of Resource Factors. Adhere to the principle of “allocating resources to projects,” providing priority services to projects listed on the major project list. Strengthen the guarantee of resource factors—including fiscal, land, energy consumption, and environmental capacity—in accordance with laws and regulations. Optimize approval processes and procedures, handle all approval formalities in a timely and efficient manner, assist in resolving difficulties encountered during project implementation, and ensure the smooth execution of projects.With the primary goal of supporting major project construction, we will fully tap into existing potential. Through refined management, industrial upgrading, and pollution control, we will explore emission reduction potential through multiple channels to free up as many pollutant emission quotas as possible for new energy industry projects.We will actively seek to secure ecological and environmental capacity quotas at higher levels. Major new energy industry projects in provinces and cities with significant total emission quotas for key pollutants will be included in the scope of priority support for emission quotas. Through coordinated efforts at the municipal (county), district, and regional levels, we will facilitate the implementation of major projects. 17. Improve the safety supervision system. Promote the establishment of a sound safety production supervision system in the new energy sector. Covering all upstream and downstream stages—including project approval, production and quality control, design consultation, construction acceptance, grid connection and dispatch, operation and maintenance, decommissioning management, emergency management, and accident response—we will clarify the entities responsible for safety, strengthen the implementation of safety responsibilities, and form a new energy safety production supervision system with clear boundaries and integrated coordination. In response to new developments in the new energy sector, we will refine a regulatory approach that is both inclusive and prudent, suitable for innovation and creation.For projects involving hydrogen-related activities (excluding hydrogen production projects) that are carried out by leasing factory facilities, the lessee shall be permitted to conduct safety assessments. 18. Further streamline the grid connection process. Power grid enterprises shall ensure that supporting grid infrastructure is completed and put into operation simultaneously with photovoltaic projects. The final grid connection voltage level shall be determined through comparative analysis and evaluation based on the principles of safety, flexibility, and economy, minimizing the grid connection costs for photovoltaic projects to the greatest extent possible. 19. Continuously optimize approval services. Reform the administrative approval mechanism for new energy projects, streamline approval processes, and simplify required documentation. Assign dedicated personnel to coordinate and facilitate services for key new energy projects. Explore reforms and innovations in areas such as on-site hydrogen production outside chemical industrial parks, integrated hydrogen production, storage, and refueling stations, and the construction of non-fixed hydrogen refueling stations to further accelerate the development of the new energy industry. V. Fostering a Market-Oriented Industrial Ecosystem

20. Prioritize investment fund-driven investment promotion. Extensively implement the shift from “grant-based to investment-based” funding in the new energy sector. Establish the Wuxi New Energy Industry Investment Fund with a total scale of 5 billion yuan. The fund will focus on investing in major projects along the new energy industry chain, as well as corporate mergers and reorganizations and capacity expansion projects, and will be operated on a market-oriented basis with professional management.Encourage relevant industrial guidance funds established with contributions from various regions to prioritize investment in the new energy industry. Guide social capital to participate in the city’s new energy industrialization, development, and demonstration and promotion through industrial funds. For industrial funds exceeding 100 million yuan in scale with demonstrable performance, provide support in accordance with relevant policies to the entrusted fund management institutions during the fund’s term. 21. Promote the application of corporate innovation outcomes. Government-invested projects that meet the necessary conditions shall utilize new energy products such as solar energy, and the departments responsible for approval shall review their utilization of new energy. Accelerate the promotion and application of new technologies and products from local enterprises, and provide preferential support based on application scenarios in areas such as urban construction, improvement of people’s livelihoods, and digital empowerment.Enterprises are encouraged to strengthen the development and application of major equipment sets (or units) featuring world-leading technologies. For newly recognized Jiangsu Provincial “First-of-its-Kind” major equipment projects in the new energy sector, a reward of up to 30% of the sales price per unit (or set) will be provided, with a cumulative maximum of 1 million yuan. VI. Supplementary Provisions

This policy applies to the urban area of Wuxi; Jiangyin and Yixing may implement it by reference. The Municipal Government is responsible for interpreting this policy, with the Municipal Development and Reform Commission and the Municipal Finance Bureau undertaking specific interpretation tasks. Funds involved in promoting new energy demonstration application projects under this policy shall be shared between the municipal and district levels; for the same support item, funding shall be provided according to the principle of “choosing the higher amount without duplication.”

This policy shall take effect on the date of issuance and remain valid until December 31, 2025.
