Original Title: Implementation Opinions of the General Office of the Municipal Government on Strengthening the Cultivation of "Top-Tier" Enterprises
To the People’s Governments of All Districts, the Administrative Committee of Jiangbei New Area, All Municipal Commissions, Offices, and Bureaus, and All Municipal Directly Affiliated Units:
To establish a long-term mechanism for fostering “Four-Above” enterprises and to steadily advance the initiatives of “individual businesses transitioning to enterprises,” “small businesses scaling up to meet statistical criteria,” and “statistically qualified enterprises being included in the statistical system,” in accordance with the “Statistics Law of the People’s Republic of China” and other relevant laws, regulations, and national and provincial policies, and with the approval of the Municipal Government, the following implementation opinions are hereby issued:
I. Significance of Cultivation
“Four-Above” enterprises refer collectively to industrial enterprises above a certain scale, wholesale, retail, accommodation, and catering enterprises above a certain threshold, service enterprises above a certain scale, qualified construction enterprises, and real estate development and operation enterprises engaged in development and business activities. “Four-Above” enterprises are the main force and vanguard of regional economic development; their number, scale, and structure serve as important indicators of a region’s economic development level.Our city adheres to a combination of policy guidance and enterprise-led development. Using the “Prospective Top-4” Enterprise Cultivation Pool as a platform, we will further guide and encourage individual businesses to grow larger and stronger, promote the accelerated upgrading of small and micro enterprises, and achieve an increase in the number of “Top-4” enterprises, enhanced vitality, and improved quality, thereby driving industrial restructuring and high-quality development.
II. Scope of Application
These Implementation Guidelines apply to enterprises registered in our city that have sound financial and management systems, stable production and operation conditions, and good social credit. Enterprises applying for incentive policies shall cooperate with the professional guidance of relevant industry authorities and statistical departments, submit corresponding reports in accordance with laws and regulations, and ensure that the reported data is comprehensive, timely, and accurate.
III. Cultivation Mechanism
(1) Improve the data-sharing mechanism and establish a "near-top-tier" enterprise cultivation database
By integrating data from market regulation, tax, and investment promotion departments, the municipal statistics department will conduct a comparison every six months to identify enterprises meeting certain scale criteria, thereby establishing and dynamically updating the “near-top-tier” enterprise cultivation pool. Relevant industry authorities shall provide service support to enterprises included in the cultivation pool and implement dynamic monitoring.
(2) Expand Policy Incentive Mechanisms to Guide Enterprises in “Reaching and Maintaining Scale”
We will coordinate existing policies for “small-to-scale” enterprise upgrades, high-tech enterprise incentives, and sector-specific support for high-quality enterprises. New “inclusion in statistical reporting” incentive policies will be introduced for the wholesale, retail, accommodation, and catering sectors, as well as for the service, construction, and real estate development industries. By focusing on industrial clustering, sector development, and enterprise growth, we will implement targeted measures, improve the service systems of relevant industry authorities, further empower enterprises to expand and strengthen their operations, and create a first-class business environment.
1. Support Expansion and Scaling Up to Strengthen the Development Base of “Statistically Reported” Enterprises
Industrial enterprises and high-tech enterprises that meet statistical reporting criteria will be eligible for the “Small-to-Medium Enterprise Upgrade” incentive policy; enterprises in the wholesale, retail, accommodation, and catering sectors, as well as the service sector, will receive a monthly incentive of 50,000 yuan per enterprise for newly added statistical reporting and an annual incentive of 30,000 yuan per enterprise; construction and real estate development enterprises that maintain statistical reporting status for three years will receive an incentive of 50,000 yuan per enterprise. The required fiscal funds will be shared in accordance with the current municipal and district fiscal management system.
2. Adhere to Categorized Benchmarking to Strengthen High-Quality Enterprises as Growth Hubs
Industry: Enterprises recognized as national-level “Single-Champion” manufacturing enterprises will receive a reward of 3 million yuan; national-level “Specialized, Refined, Unique, and Innovative” (SRUI) “Little Giant” enterprises will receive 1 million yuan; and provincial-level SRUI small and medium-sized enterprises will receive 500,000 yuan.
Wholesale, Retail, Accommodation, and Catering: Wholesale and retail enterprises will receive tiered rewards based on the incremental sales exceeding the average growth rate.Wholesale enterprises will receive a reward of 100,000 yuan for every 500 million yuan of sales exceeding the average growth rate, up to a maximum of 500,000 yuan. Retail enterprises will receive a reward of 50,000 yuan for every 100 million yuan of sales exceeding the average growth rate, up to a maximum of 500,000 yuan. Newly rated “Golden Leaf” and “Silver Leaf” hotels will be rewarded, with “Golden Leaf” hotels receiving 300,000 yuan per establishment and “Silver Leaf” hotels receiving 150,000 yuan per establishment.
Service Industry: Rewards will be granted to newly rated star-rated travel agencies, with 100,000 yuan per agency for five-star agencies and 50,000 yuan per agency for four-star agencies. Rewards will also be granted to newly designated pilot units and benchmark units for the integrated development of “advanced manufacturing and modern services,” with 2 million yuan per unit for national-level pilot units and 500,000 yuan per unit for provincial-level benchmark units.
Construction Industry: In accordance with our city’s policies on promoting high-quality development in the construction industry, rewards will be provided for construction enterprises that upgrade their qualifications or scale, as well as for the cultivation of construction industry clusters.
3. Strengthen Leadership and Drive, Expand the Influence of Leading Enterprises
For newly recognized municipal-level comprehensive, regional, and functional headquarters enterprises, those meeting the relevant standards in accordance with our city’s policies on headquarters economic development may enjoy support policies such as headquarters establishment incentives, R&D headquarters incentives, and operational contribution incentives.
4. Strengthen Resource Support and Implement Multiple Measures to Assist Enterprises
We will adhere to comprehensive support for all production factors and full-cycle services, concentrate on industry support and growth assistance, continuously improve the policy framework for enterprise development, and refine measures to assist and support enterprises in a comprehensive and multidimensional manner.
(1) Enhance financial support. Support banking institutions in increasing bill financing support for “top-tier” enterprises, simplifying and optimizing discounting procedures, and lowering discount rates. Support banking and payment institutions in introducing distinctive fee reduction and concession measures, improve the special working mechanism for payment service fee reductions and concessions, and promote a stable yet declining trend in the comprehensive financing costs of “top-tier” enterprises.
(2) Ensure enterprise labor needs are met. Assist enterprises with labor needs in connecting with labor cooperation bases outside the city. Adopt a combination of online and offline approaches, establish “Labor Cooperation Service Stations,” and intensify the promotion of remote recruitment and live-streamed job fairs. Based on actual conditions, organize “four-above” enterprises facing labor shortages to conduct recruitment activities outside the city, and guide migrant workers to come to Nanjing for employment in a safe and orderly manner.
(3) Adopt a tolerant and prudent approach to regulatory enforcement. For corporate violations that meet the criteria specified in the Administrative Penalties Law of the People’s Republic of China, penalties shall be waived or reduced in accordance with the law. Support enterprises with poor credit records in credit rehabilitation, and provide guidance and assistance to help them rebuild their creditworthiness. Enterprises that have been fined but face genuine financial difficulties may apply for a deferral or installment payment plan in accordance with the law.
(4) Creating a First-Class Business Environment. Implement the city’s “Implementation Opinions on Continuously Optimizing the Business Environment” and introduce more application scenarios conducive to the development of “top-tier” enterprises. Support platform enterprises in expanding their operations and fully leverage their positive roles in driving development and creating jobs. Relying on the “Ningqi Tong” comprehensive business support service platform, promote the “one-stop” delivery of business support policies, enabling businesses to access benefits without the need to apply.Enhance the functionality of the 12345 “One-Stop Enterprise Service” hotline to promptly address and respond to business-related requests. Continue to carry out the “Enterprise Service · Face-to-Face” initiative to establish a regular communication platform between government departments, market entities, and industry associations and chambers of commerce.
(5) Strengthen project construction safeguards. Deepen the routine joint review and promotion mechanism for major provincial and municipal projects, as well as the coordination mechanism for key investment projects. Establish a green channel for approval services for “Four-Above” enterprises, provide assistance and agency services, and implement measures such as “construction upon land acquisition,” credit-based commitments, and acceptance with missing documents. For particularly high-quality projects, adopt a “case-by-case” approach.
(6) Encourage enterprises to list on stock exchanges. Deepen the implementation of the “Ninghang Action” plan for enterprise listings, improve the new mechanism for targeted listing services, and, taking the full implementation of the registration-based IPO system and the Science and Technology Innovation Financial Reform Pilot Zone as opportunities, promote and encourage “four-above” enterprises that meet listing criteria to leverage the multi-tiered capital market to grow and strengthen their operations.
5. Support the Enhancement of Grassroots Statistical Capabilities
Statistical departments shall organize professional training to further enhance the statistical capabilities of grassroots personnel. Non-administrative and non-public institution staff at the sub-district and township levels who demonstrate outstanding performance and make significant contributions in serving and supporting “four-above” enterprises and in new business development shall be granted appropriate material and spiritual rewards by the Jiangbei New Area and respective districts.
(3) Improve the Work Coordination Mechanism to Serve High-Quality Development
All units should attach great importance to the identification, cultivation, and inclusion of “near-top-tier” enterprises in the statistical system. They must treat the cultivation and inclusion of these enterprises as a top priority for stabilizing growth and optimizing economic structure. Key measures should be implemented to not only focus on fostering their inclusion but also on helping them grow and strengthen their operations; to not only pursue quantitative breakthroughs but also promote qualitative improvements; and to strive to make “top-tier” enterprises a powerful pillar for achieving economic development and advancing in rankings.At the same time, the status of newly added “Top 4” enterprises will be incorporated into the municipal performance evaluation system for high-quality development in districts, fully leveraging the initiative of “enterprise inclusion and departmental potential tapping” to ensure that all eligible enterprises are included in the statistics.
IV. Support Measures
(1) Strengthen Organizational Leadership. All units shall attach great importance to the cultivation of “Four-Above” enterprises, closely focus on the cultivation objectives, strengthen organizational leadership, and ensure the implementation of responsibilities. We will enhance the coordination of “Four-Above” enterprise cultivation policies with national tax policies, the “Ningchuang Loan” inclusive finance program, and government investment funds; strengthen talent recruitment, cultivation, and employment support; improve tax services for enterprises; and provide guarantees for factors such as land and energy, thereby forming a closed-loop system of full-process enterprise services.
(2) Strengthen Fund Management. Industry-specific competent authorities shall, in conjunction with finance departments, compile annual budgets for support and incentive funds. Based on aggregated data on newly added “Top 4” enterprises, they shall formulate allocation plans for these funds and disburse them accordingly. All units shall reinforce the implementation of various support policies, establish corresponding fund usage management measures, and ensure the efficient use of funds. Finance departments shall supervise the utilization of support and incentive funds.
(3) Strengthen professional training. Industry-specific competent authorities should enhance management services and professional training in areas such as corporate finance, taxation, and statistics; carefully study issues raised by enterprises; identify key areas for improvement; and target efforts precisely to help enterprises address weaknesses, strengthen their unique strengths, and promote their compliance and upgrading. Statistical departments at all levels should provide professional guidance and declaration services for the inclusion of “four-above” enterprises in statistical reporting.
(4) Intensify publicity efforts.All units shall make full use of media such as television, radio, and the internet to vigorously publicize policies and measures aimed at expanding and strengthening the real economy and supporting the development of small and medium-sized enterprises. They shall actively engage with enterprises to “deliver policies,” conduct on-site publicity and service activities, boost enterprises’ confidence in growth and expansion, and guide enterprises to establish a sense of responsibility regarding lawful inclusion in the statistical system and acceptance of statistical supervision. All units shall promptly summarize and publicize successful practices and exemplary cases in fostering “four-above” enterprises, actively creating a favorable environment for their development.
These Implementation Guidelines shall be implemented in accordance with the city’s current fiscal management system. During implementation, where there are reward policies with the same criteria, rewards shall be granted based on the principle of “the higher amount, but without duplication.” “Four-Above” enterprises that engage in fraud, late reporting, or refusal to report in the online direct reporting system shall not receive rewards. Those who fraudulently obtain rewards through false declarations shall be dealt with in accordance with the law, funds shall be recovered promptly, and such cases shall be included in the public credit information management system in accordance with the law.
These Implementation Guidelines shall take effect on the date of publication and remain valid until December 31, 2024. The municipal departments of statistics, development and reform, science and technology, industry and information technology, finance, construction, housing, transportation, commerce, culture and tourism, market regulation, and sports shall, in accordance with their respective responsibilities, be responsible for the specific interpretation of matters related to the application of these Implementation Guidelines.
