I. General Requirements

(1) Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and carry out General Secretary Xi Jinping’s important instructions on achieving both “higher” and “newer” levels of development in the High-Tech Zone. We will firmly uphold the new development philosophy,adhere to the principles of self-reliance and strength in science and technology and the direction of “developing high-tech industries and achieving industrialization.” We will focus on developing high-tech industries and enhancing corporate innovation capabilities, open up new fields and avenues for development, continuously foster new drivers and advantages for development, and promote innovation-driven, reform-and-opening-up, and green and coordinated development. We will facilitate the cluster-based development of strategic emerging industries, cultivate innovative industrial clusters, and build the Nanjing High-Tech Zone into a demonstration zone for innovation-driven development and a pioneer zone for high-quality development. This will provide strong support for building a leading national innovative city,and to build a leading national innovative city,

(2) Basic Principles

Adhere to innovation-driven development to lead progress. Take innovation-driven development as the fundamental path, optimize the innovation ecosystem, aggregate innovation resources, enhance independent innovation capabilities, and lead high-quality development.

Adhere to the high-tech positioning and build a hub. Firmly uphold the development positioning of “high-tech” and “innovation,” seize the strategic high ground in future science, technology, and industrial development, and construct a growth pole characterized by open innovation, high-end industrial agglomeration, and an environment conducive to innovation, business, and living.

Adhere to deepening reform to stimulate vitality. With transformation and upgrading as the goal, we will improve competitive mechanisms, strengthen institutional innovation, and foster a development environment that is open, fair, transparent, and conducive to promoting the survival of the fittest, thereby fully unleashing the vitality of various innovation entities.

Adhere to rational planning and distinctive development. Strengthen top-level design, optimize overall layout, and reinforce categorized guidance. Encourage each park to explore distinctive models of high-quality development and foster competitive, innovative industrial clusters.

(3) Development Goals

By 2025, R&D investment by enterprises in the High-Tech Zone will account for 4.5% of revenue;with high-tech enterprises and science and technology-based small and medium-sized enterprises each accounting for over 85% of the city’s total; the proportion of high-tech enterprises among industrial enterprises above designated size will exceed 50%; the number of listed companies will reach 130; the number of high-value invention patents per 10,000 people will reach 50; the output value of high-tech manufacturing in the park will exceed 550 billion yuan; the operating revenue of high-tech service industries will surpass 300 billion yuan; and the operating revenue of Torch enterprises will approach 1.8 trillion yuan.

Nanjing High-Tech Zone has continued to deepen institutional and systemic reforms, optimized its layout, and attracted a cluster of high-end innovation resources. Its capacity for independent innovation has been significantly enhanced, and the innovation level of key core technologies and cutting-edge technologies has markedly improved, forming innovative enterprises and industrial clusters with international competitiveness. A coordinated development mechanism featuring “one zone, multiple parks” and a modern governance system have taken initial shape, while a market-oriented innovation and entrepreneurship ecosystem is maturing. Efforts are underway to build a high-tech park with global influence.

II. Continuously Deepening Institutional and Mechanism Reforms

(4) Deepen institutional and systemic reforms in the High-Tech Zone. Continuously improve the “one zone, multiple parks” management model, highlight the High-Tech Zone’s role as an innovation leader and model, and establish a new integrated development framework centered on the Jiangbei New Area, with the Xingang National High-Tech Park and Jiangning National High-Tech Park serving as two wings, and all high-tech parks working in concert.Leverage the role of the Office of the Nanjing High-Tech Zone Development Leading Group to comprehensively advance the high-quality development of the High-Tech Zone. Continuously optimize operational mechanisms, improve working mechanisms, and refine functional responsibilities to stimulate innovative vitality and enhance endogenous momentum. Strengthen the leadership role of management bodies in each high-tech park regarding major decisions, important matters, and key tasks, and focus efforts on coordinated planning, development planning, industrial guidance, and the business environment.Each high-tech park should focus on its core responsibilities and main business, reasonably divest social functions, clarify the boundaries of its duties, and optimize job positions in accordance with the principles of synergy and efficiency and the direction of flattening and intensification. We will increase the proportion of specialized positions in areas such as investment promotion, development and construction, and enterprise services, strengthen workforce development, standardize personnel management, and establish a personnel selection and appointment mechanism that allows for the promotion or demotion of cadres and the hiring or dismissal of staff.We will enhance the level of specialized and refined management in all high-tech parks, appropriately delegate functions such as development and operations to park platforms, and promote market-oriented operations for park platform companies. (5) Deepen the “Delegation of Powers, Streamlining Administration, and Improving Services” Reform.All districts and departments shall, in accordance with the principle of “delegating as much as possible,” lawfully and in accordance with regulations grant high-tech parks corresponding authorities in areas such as scientific and technological innovation, industrial promotion, talent recruitment, market access, project approval, and fiscal and financial affairs. High-tech parks assuming these powers shall accelerate reforms in investment project approval, implement a commitment-based system and a “tolerance for missing documents” acceptance system for enterprise investment projects, reduce administrative intervention and approval/filing requirements, and leverage the municipal integrated government service platform to enhance the parks’ public service capabilities.We will build service brands and encourage all high-tech parks to establish joint innovation incubation systems. By regularly organizing economic forums, industry seminars, and financial roadshows for market entities such as new R&D institutions and high-growth enterprises within the parks, we will establish the Nanjing High-Tech Zone as a vibrant hub. III. Accelerating the Enhancement of Original Innovation Capabilities

(6) Strengthen basic and applied basic research. Relying on the Purple Mountain Laboratory, build the Purple Mountain Science and Technology City to integrate global scientific resources and attract leading scientists. Conduct interdisciplinary, large-scale collaborative applied basic research with significant leading roles, and establish a landmark major science and technology innovation base.Promote the construction of innovation platforms such as the comprehensive testing infrastructure for high-speed information networks and the open-source software supply chain. By pooling high-end innovation resources from the Chinese Academy of Sciences, we will build the Qilin Science and Technology City to create a core hub for strategic scientific and technological capabilities and establish a high ground for scientific and technological innovation. Seizing the opportunity presented by the restructuring of national key laboratories, we will support the Nanjing Modern Comprehensive Transportation Laboratory in its bid to become a national key laboratory and encourage the establishment of a number of national key laboratories within the park to build national strategic scientific and technological capabilities.High-quality development of major innovation centers such as the Nanjing Brain Science and Brain-Inspired Intelligence Innovation Center, the National Health and Medical Big Data (Eastern) Center, and the Nanjing Innovation Center of the National Engineering Center for Next-Generation Internet will be prioritized. Efforts will be accelerated to produce major original achievements and achieve breakthroughs in key core technologies, with a focus on enhancing the capacity to transform original innovation outcomes, thereby promoting the development of the Jiangbei New Area as a pioneer zone for independent innovation.Support leading enterprises within high-tech zones—particularly those at the provincial level or above—to actively undertake or participate in major projects under the “Science and Technology Innovation 2030” initiative, as well as national and provincial key R&D programs. Municipal-level major science and technology projects should be prioritized for high-tech zones, with a focus on basic research, applied basic research, and breakthroughs in core technologies. (7) Accelerate the Aggregation of High-End Innovation Resources. Accelerate the construction of major innovation platforms, aggregate high-end innovation resources, and stimulate new momentum for high-quality development. Continue to advance the construction of the EDA Technology Innovation Center, focusing on systemic challenges constraining the development of China’s integrated circuit industry, and establish it as the birthplace of technology, a demonstration hub, and a talent magnet for China’s EDA industry.Vigorously build the Nanjing Optoelectronics Technology Innovation Center, integrate optoelectronics chip technology resources, and create a high-level platform for scientific and technological innovation and engineering transformation in the optoelectronics field. Accelerate the construction of the National Third-Generation Semiconductor Technology Innovation Center (Nanjing), make every effort to overcome bottlenecks in third-generation semiconductor technology, help achieve self-reliance and control over China’s semiconductor technology, support the advancement of the industrial foundation and the modernization of the industrial chain, and support efforts to establish national-level industrial innovation centers, technology innovation centers, and manufacturing innovation centers.Addressing the major strategic needs for high-quality development and ecological civilization construction in the Yangtze River Economic Belt, with a focus on pollution prevention and ecological restoration, we will encourage efforts to establish the National Technology Innovation Center for Water Ecological Safety and Health, building a high-level science and technology innovation platform that integrates government, industry, academia, research, application, and finance. (8) Accelerate the transformation of scientific and technological achievements. Optimize and improve the annual performance evaluation mechanism for new R&D institutions, emphasizing development quality and efficiency, accelerating “two-way expansion” toward both technology sources and industrial applications, and enhancing the capacity for innovation generation and the transformation of innovation outcomes. Collaborate with enterprises, research institutions, universities, and other entities to jointly build a number of public technology service platforms, such as new generic technology platforms, increase the openness and sharing of scientific and technological resources, alleviate the R&D burden on market-based innovation entities, and improve the industrial innovation ecosystem.Guide the supply and transformation of scientific research outcomes based on market demand. Explore new project management approaches such as “open challenges” and “competitive selection,” support the localization and transformation of major innovation achievements within high-tech zones to achieve productization and industrialization, and utilize various measures to help innovative products from high-tech zones expand into the market. IV. Accelerate the Cultivation of a "Goose Formation" Enterprise Matrix

(9) Emphasize the central role of enterprises in innovation. Focusing on the city’s “2+2+2+X” innovative industrial system layout, we will continuously improve the tiered enterprise cultivation system to build clusters of innovative enterprises. We will increase support for innovation among science and technology-based small and medium-sized enterprises (SMEs), expand their scale, and strengthen the reserve force of high-tech enterprises.Accelerate the implementation of the “Laying the Foundation, Strengthening the Foundation, Linking the Foundation, and Consolidating the Foundation” project for cultivating high-tech enterprises, driving technological iteration and upgrading, and enhancing corporate R&D and innovation capabilities. Fully leverage the pivotal role of large enterprises in innovation, guide the concentration of advantageous resources toward leading enterprises, and foster and expand a group of innovative leading enterprises that possess autonomy over key core technologies and control over industrial chains.Establish a service system for preparing enterprises for public listing and facilitate the listing of eligible enterprises. Focusing on the High-Tech Zone’s dominant and competitive industries, identify and nurture a cohort of enterprises with strong technological attributes and significant growth potential, including unicorns, gazelles, Nezha-type enterprises, and “specialized, refined, distinctive, and innovative” enterprises. Support various entities within high-tech zones—particularly leading enterprises in their respective industries—to build specialized co-working spaces, technology business incubators, accelerators, and specialty industrial parks, thereby establishing a full-chain incubation service system to accelerate enterprise growth. Encourage eligible provincial-level university science and technology parks to upgrade to national-level university science and technology parks.Encourage Xuanwu Park, Qinhuai Park, Gulou Park, Jianye Park, and Yuhuatai Park to develop urban industrial parks (buildings). Encourage enterprises affiliated with universities and research institutions in Xuanwu, Qinhuai, and Gulou districts to utilize idle campuses and factory sites to build “urban Silicon Alleys,” improve supporting facilities such as talent apartments and commercial amenities, and vigorously develop and attract service providers in R&D, technology transfer, testing and inspection, startup incubation, intellectual property, and technology consulting to create high-quality Silicon Alleys.Support the joint construction of Innovation Hubs by Jiangning Park, Liuhe Park, and other parks in collaboration with relevant universities to promote the deep integration of key university disciplines with park industries. V. Cultivating and Expanding High-Tech Industrial Clusters

(11) Accelerate the development of leading industries. In accordance with the “one zone, one leading industry” principle, leverage Yuhuatai Park, Jiangbei New Area, Jiangning National High-Tech Park, and Xingang National High-Tech Park to enhance the competitiveness of the digital economy in fields such as foundational software, cloud computing, big data, and artificial intelligence.Focusing on the Jiangbei New Area, Qixia Park, Jiangning Park, Gaochun Park, Gulou Park, and Xuanwu Park, we will carry out collaborative innovation and product promotion in fields such as innovative drugs, high-end medical devices, translational medicine, and smart healthcare to promote the cluster-based development of the biopharmaceutical industry. We will also drive the creation of national-level innovative industrial clusters, such as the gene and cell technology industrial cluster in the Jiangbei New Area.Leveraging the industrial strengths of parks such as the Jiangning National High-Tech Industrial Development Zone, Lishui Park, Pukou Park, and Liuhe Park, we will prioritize the development of high-tech manufacturing industries including new energy vehicles, integrated circuits, and smart manufacturing equipment (environmental protection), thereby solidifying industrial clusters rooted in the real economy.Fully leverage the clustering advantages of universities, research institutes, and new R&D institutions in the field of artificial intelligence. Strengthen the research and development of foundational and core technologies such as AI chips, intelligent software, and open-source frameworks. Advance the construction of the National AI Innovation and Application Pilot Zone, build an open and collaborative AI ecosystem, and strive to become a National Pilot Zone for the Innovative Development of Next-Generation Artificial Intelligence. (12) Actively cultivate future industries. Establish a “new technologies–new tracks–future industries” cultivation mechanism to foster more new technologies and industries, develop new fields and tracks, and shape new growth drivers and competitive advantages.Focusing on cutting-edge fields such as next-generation artificial intelligence, gene technology, brain-inspired intelligence, blockchain, the metaverse, future networks, aerospace, energy storage, and hydrogen energy, we will explore new market segments, aggregate resources in these areas, and build brands. We will proactively plan for a range of future industries and continue to develop digital applications for “intelligent transformation and digital transition,” urban governance, and public services.Encourage parks such as the Jiangbei New Area, Jiangning National High-Tech Park, Xuanwu Park, Gulou Park, Qixia Park, Jiangning Park, and Pukou Park to use disruptive technological innovation as a breakthrough point for deepening cooperation with university science and technology parks, thereby establishing future industry science and technology parks. (13) Promote green and safe development in industrial parks. Organize and carry out the National High-Tech Zone Green Development Special Campaign to advance the green, low-carbon, and circular transformation of high-tech zones, facilitate the green transition of traditional industries, strictly control the entry of high-pollution, high-energy-consumption, and high-emission enterprises, and support parks with strong foundational conditions—such as the Jiangbei New Area, Qilin Park, Gulou Park, and Yuhuatai Park—in establishing low-carbon demonstration zones.Guide all parks to establish Jiangsu Provincial Carbon Peaking and Carbon Neutrality Technology Achievement Transformation Bases and national (provincial) level green development demonstration parks. Support leading enterprises, universities, research institutes, and new-type R&D institutions in conducting R&D breakthroughs in key areas such as energy conservation and environmental protection, new energy vehicles, and smart grids, and promote the implementation and transformation of cutting-edge technologies in fields such as water treatment, air pollution control, and solid waste treatment within high-tech parks.Improve the environmental monitoring and safety production early warning systems in the parks to ensure a 100% completion rate for safety risk assessments in all high-tech parks and a 100% completion rate for the construction of centralized, visualized safety supervision information sharing platforms, thereby advancing the modernization of the safety production governance system and capacity in our city’s high-tech parks. VI. Intensify Collaborative and Open Innovation Efforts

(14) Support the high-quality development of the Nanjing Metropolitan Area. Based on the new development paradigm of dual circulation—domestic and international—we will resolutely expand opening-up and accelerate the process of integrated science and technology cooperation among Nanjing, Zhenjiang, and Yangzhou. Under the guidance of relevant metropolitan area specialized committees, we will focus on areas such as scientific and technological innovation and industrial development to establish a high-level regional division of labor and collaboration system. We will explore the establishment of industrial cooperation and development mechanisms featuring joint investment promotion, collaborative development, and shared benefits, and establish a mechanism for allocating economic indicators among industrial transfer destinations in accordance with relevant regulations.Explore the joint establishment of the Nanjing Metropolitan Area High-Tech Zone Development Alliance by national and provincial-level high-tech zones within the metropolitan area. Establish a joint conference system to study major issues encountered by metropolitan area high-tech zones in collaborative development and to consult on and address major challenges during the development process. (15) Promote the coordinated development of parks. Further clarify the functional positioning of each high-tech park, guide the establishment of a pattern where parks in the central urban area focus primarily on high-tech services and those in suburban areas focus primarily on high-tech manufacturing, and promote the integration of industry and urban development between relevant parks and adjacent towns and sub-districts.Explore development models for “enclave parks” and “partner parks” that leverage complementary strengths. Encourage the opening and sharing of various science and technology resources within high-tech zones to cities and parks in the Yangtze River Delta and the Yangtze River Basin. Actively promote the transfer and commercialization of scientific and technological achievements from universities and research institutes to high-tech zones, and actively integrate into science and technology innovation communities such as the Yangtze River Delta and Yangtze River Basin Park Alliances.Promote the coordinated development of the Nanjing High-Tech Zone with the Southern Jiangsu National Independent Innovation Demonstration Zone and the Nanjing Area of the China (Jiangsu) Pilot Free Trade Zone. Leverage the synergistic advantages of overlapping policies to facilitate the replication and promotion of innovation policies within high-tech zones, and foster the multidimensional integration of open innovation, institutional innovation, and technological innovation. (16) Promote high-quality cooperation in open innovation. Encourage high-tech zones to collaborate with leading enterprises and specialized institutions to establish international (country-specific) cooperation parks, overseas offshore incubators, overseas collaborative innovation centers, and overseas talent offshore innovation and entrepreneurship bases, thereby actively integrating into global innovation networks.Accelerate the introduction and aggregation of high-end international innovation resources, deeply integrate with international industrial, supply, and value chains, and support renowned domestic and international R&D institutions, “Fortune 500” companies, and internationally renowned universities in establishing operations or R&D facilities within high-tech zones. VII. Fostering an Environment for High-Quality Development

(17) Attracting Top-Tier Innovation Talent. Support high-tech zones in attracting high-end talent by implementing the “Purple Mountain Talent Program” and establishing “one-stop” service platforms for overseas talent and comprehensive service platforms for returnees. Support overseas returnees and foreign nationals in seeking employment and starting businesses within high-tech zones. For foreign talent working in enterprises within high-tech zones, the age limit for applying for a work permit may be extended to 65 years old, subject to approval by municipal-level or higher science and technology administrative departments and provided they meet the eligibility criteria;Foreign high-end talent in urgent and critical demand may, upon presentation of a confirmation letter issued by science and technology administrative departments, directly apply to Chinese visa authorities abroad for an R visa with a maximum validity of 10 years and a maximum stay of 180 days per visit. (18) Strengthen financial services. Seizing the opportunity presented by the establishment of the Science and Technology Innovation Financial Reform Pilot Zone, promote the creation of a diversified financial mechanism—including technology loans, innovation venture capital, and innovation bonds—to empower high-tech zones, thereby fostering deep integration between science and technology and finance. Thoroughly implement the Ministry of Science and Technology’s special initiatives such as the “Ten-Hundred-Thousand” and “One Body, Two Wings” programs, guide management bodies of high-tech zones to engage in strategic cooperation with relevant financial institutions, and develop customized financial innovation products and services to empower the development of each high-tech zone.Promote financial innovation and guide financial institutions to better apply the results of the enterprise innovation credit scoring system, launching distinctive technology-focused financial products tailored to technology-based enterprises in high-tech zones. Improve the technology-focused financial service system in high-tech zones by providing multi-tiered financial services through a combination of online platforms and offline “Technology Finance Zone Tours.”Partner banks of the “Ningke Loan” program, municipal and district-level science and technology innovation funds, and private re-lending funds should increase their financing support for technology-based enterprises in high-tech zones. Encourage eligible development and construction entities in high-tech zones to issue bonds and raise capital through public listings. (19) Improve land use policies. Implement the “Nanjing Spatial Resource Guarantee Innovation Plan,” enforce green approval procedures, increase the supply of land for rental housing, improve the management of industrial land supply, and strengthen the guarantee of land use needs for major projects in the parks. Allow enterprises and institutions within high-tech parks to utilize their own underutilized industrial and research land to construct or renovate dormitory-style rental housing, provided they meet planning, environmental protection, and fire safety requirements, with priority given to housing security for talent.For existing industrial land that complies with planning requirements and does not change land use, allow for an increase in floor area ratio in accordance with laws and regulations, without imposing additional land premiums. For innovative projects such as major science and technology innovation platforms and high-tech enterprises within high-tech zones, ensure the allocation of new construction land quotas in accordance with relevant regulations. VIII. Support Measures

(20) Strengthen Organizational Leadership. Uphold the Party’s unified leadership over the work of the High-Tech Zone. Under the leadership of the Municipal Party Committee and Municipal Government, optimize and improve the organizational structure of the Nanjing High-Tech Zone Development Leading Group to play a role in high-level coordination; establish an Office of the Leading Group under the Municipal Science and Technology Bureau, strengthen the workforce, enhance operational capabilities, and play a role in coordinated advancement.Regularly convene meetings of the Nanjing High-Tech Zone Development Leading Group and the Nanjing High-Tech Zone Joint Conference to implement the decisions and deployments of the Municipal Party Committee and Municipal Government, study matters related to the High-Tech Zone, and advance its high-quality development. At least 20% of municipal science and technology special funds shall be allocated to support the development of high-tech zones.Actively engage with venture capital institutions to attract private capital to participate in the construction of major projects in high-tech parks.
