Original Title: Work Guidelines on Strengthening Mechanisms to Promote the Development of Industrial Innovation Clusters and Sub-sectors of Emerging Service Industries

To earnestly implement the spirit of the series of documents on promoting the high-quality development of industrial innovation clusters and emerging service sectors in Suzhou, and in accordance with the relevant work arrangements of the Municipal Party Committee and Municipal Government, the following work opinions are hereby formulated:

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will earnestly implement the overall deployment of the Municipal Party Committee and Municipal Government regarding the development of industrial innovation clusters and emerging service sectors, continuously enhancing the innovative vitality and sustainable development capabilities of industrial clusters. We will focus on the advantageous sub-sectors within industrial innovation clusters, identify key priorities, build on strengths while addressing weaknesses, consolidate development advantages, improve weak links, and enhance the core competitiveness of industrial clusters. We will target the “new tracks” and “main tracks” of the digital economy, using digitalization to lead industrial transformation and upgrading.We will concentrate on key sub-sectors of emerging service industries to elevate the level of the service-oriented economy, promote structural adjustments and optimization within the service sector, and build a service industry system commensurate with the level of manufacturing. We will foster the integration of capital, talent, innovation, and industrial chains to achieve a new pattern of two-way integration, mutual support, and coordinated development between advanced manufacturing and emerging service industries.

II. Key Areas

16 Key Sub-sectors of Industrial Innovation Clusters: Photonics, integrated circuits, next-generation displays, artificial intelligence, industrial software, automotive electronics and auto parts, aerospace, intelligent vehicle-to-everything (V2X) networks, robotics and CNC machine tools, new energy, elevators, innovative pharmaceuticals, high-end medical devices, new nanomaterials, advanced metallic materials, and high-performance functional fiber materials.

10 Key Sub-sectors of Emerging Service Industries: Digital finance, intelligent connected vehicles, modern logistics services, design services, intellectual property, inspection, testing, and certification services, accounting, auditing, and valuation services, legal services, human resources services, modern commerce, and cultural creativity and tourism.

III. Implementation Mechanism

Relevant municipal government leaders will spearhead the advancement of industrial innovation clusters and key sub-sectors of emerging service industries. They will promptly monitor and grasp industry development trends, major investments, the progress of key enterprises and research institutions, and related demands. They will encourage, support, and guide enterprises and research institutions within these clusters and sub-sectors to strengthen independent innovation and enhance their competitiveness. Concurrently, the “Eight Ones” initiative will be implemented to ensure the high-quality development of the city’s industrial innovation clusters and emerging service industries is carried out in detail and effectively.

(1) Designate a Municipal Government Leader to Take the Lead. Relevant municipal government leaders will spearhead the advancement of several industrial innovation clusters and key sub-sectors of emerging service industries. In principle, they will conduct on-site visits to enterprises or research institutions in the relevant sub-sectors at least once every two months to hear about industry developments, jointly plan major matters such as project attraction and construction advancement, and coordinate efforts at the municipal level to resolve bottlenecks and challenges encountered in the development of the industry ecosystem.

(2) Designate a lead agency. The lead agency shall be responsible for formulating schedules for on-site visits and research by relevant municipal leaders, as well as specific liaison work plans. Regarding matters raised by enterprises and research institutions, the lead agency and supporting agencies shall jointly carry out promotion, coordination, and service support work. The Office of the Suzhou Municipal Leading Group for Promoting the Development of Industrial Innovation Clusters in the Digital Economy Era shall regularly summarize the progress of all tasks and report to the Municipal Party Committee and Municipal Government.

(3) Develop an Action Plan. In accordance with the deployment requirements of municipal leaders, each lead unit shall formulate an action plan for key sub-sectors and an annual task list, clearly defining the industry’s development philosophy, direction, primary tasks, and supporting measures. Each supporting unit shall advance all tasks in an orderly manner in accordance with its respective responsibilities.

(4) Compile a Directory of Key Enterprises and Institutions. In each sub-sector, identify a group of enterprises and research institutions that are large in scale, demonstrate strong growth potential, possess robust innovation capabilities, and—most importantly—play a vital role in ensuring the security and stability of the city’s industrial and supply chains, and compile a directory of these entities. By tracking the development of key enterprises and research institutions, promptly monitor industry trends.

(5) Finalize a list of key projects. Lead and supporting units shall compile a list of key projects for their respective industries based on the investment plans of key enterprises and research institutions. They shall proactively provide frontline services, particularly by guiding efforts to enhance the foresight of project reserves, intensifying efforts to secure funding from higher-level authorities, and actively expanding effective investment to support stable economic growth. The project list shall be dynamically adjusted according to actual conditions and evolving work requirements.

(6) Establish an industry association. Collaborate with key enterprises, universities, research institutions, key industrial bases, and investment and financing institutions to establish an industry association or federation. This body will facilitate industry-academia-research collaboration, provide support for technology R&D, foster the development of industrial talent, connect with more advantageous resources, and generate greater synergy and influence. Existing industry associations or federations should be further strengthened and optimized.

(7) Conduct a thematic research study once a month. Each lead unit shall organize at least one thematic research activity per month. Through methods such as online solicitation, individual interviews, and roundtable discussions, conduct thorough research to widely solicit opinions and suggestions from enterprises and institutions, understand the actual situation, carefully sort and analyze the data, identify existing issues within the respective sub-sector, and propose targeted solutions.

(8) Organize an annual industry conference (event). Each lead unit shall organize at least one conference (event) annually focused on its respective sub-sector. At the beginning of each year, lead units shall establish a conference (event) schedule and submit it to the Office of the Suzhou Leading Group for Promoting the Development of Industrial Innovation Clusters in the Digital Economy Era for consolidation. Lead units, supporting units, and relevant sectors shall actively cooperate in preparatory work, organizing industry experts, industrial associations, key enterprises, and institutions to participate jointly, thereby further pooling resources and driving development.

IV. Support Measures

(1) Establish a Collaborative Working Mechanism. The Office of the Suzhou Leading Group for Promoting the Development of Industrial Innovation Clusters in the Digital Economy Era is responsible for the overall coordination and advancement of relevant work. Leading and supporting units shall collaborate to advance tasks within their respective sub-sectors. All member units of the Leading Group shall, in accordance with their respective responsibilities, coordinate, cooperate, and support one another to implement all work measures and continuously promote the high-quality development of the city’s industrial innovation clusters and emerging service industries.

(2) Strengthen Policy Support. Effectively utilize various funding channels, focusing on industrial innovation clusters and emerging service industries, and provide support through diversified measures such as government procurement and special funds. Ensure the full implementation of existing industrial development support policies to attract more resources and achieve tangible results.

(3) Foster a favorable development environment. Conduct policy briefings and capacity-building training for officials regarding industrial innovation clusters and emerging service industries. Strengthen coordination between government departments and industry associations. Organize press conferences and project signing ceremonies at key milestones—such as the implementation of industrial innovation cluster policies and the launch of projects—to create a favorable environment for the development of industrial innovation clusters and emerging service industries.
