Digital trade serves as the primary vehicle for developing an internationalized and open digital economy, an effective pathway for promoting high-quality trade development, and a strategic opportunity for Suzhou to deeply integrate into the global economic and trade market against the backdrop of the digital economy. The report of the 20th National Congress of the Communist Party of China states: “We must accelerate the development of the digital economy, promote the deep integration of the digital economy and the real economy, and build internationally competitive digital industrial clusters”; “We must innovate mechanisms for the development of trade in services, develop digital trade, and accelerate the building of a trade powerhouse.”To thoroughly implement the central government’s directives and fulfill the requirements of the “Notice of the General Office of the Provincial Government on Issuing Several Measures to Promote the Accelerated Development of Digital Trade in Jiangsu Province,” this document outlines the following measures to advance the construction of industrial innovation clusters in the digital economy era across the city, explore distinctive development pathways for digital trade, and promote the high-quality development of digital trade in Suzhou.
I. General Approach
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th CPC National Congress, anchor our efforts in the new stage of development, adhere to the concepts of innovative and open development, seize the opportunities presented by the new generation of technological revolution led by digital technology, leverage Suzhou’s advantages in open-type economic development, actively seize the significant opportunities for building industrial innovation clusters in the digital economy era, set high standards, and build a digital trade innovation cluster with international competitiveness and global influence to advance the high-quality development of digital trade across the city.
II. Development Goals
By 2025, the level of digital trade development across the city will have significantly improved, the scale of digital trade will have further expanded, and the effects of building the digital trade innovation cluster will have been further strengthened. A number of digital trade innovation and development clusters—characterized by industrial agglomeration, technological leadership, trade facilitation, strong competitiveness, and a prominent radiating and driving effect—will have been established, and a new pattern of digital trade development will have basically taken shape.
— Further expansion of digital trade scale. By 2025, the city’s digital trade volume will remain the largest in the province, and the proportion of digital trade within the service trade sector will continue to rise.
— Market entities in digital trade will be further strengthened. By 2025, the city will cultivate 20 key digital trade enterprises with innovation-driven capabilities and the ability to drive regional development, each with an annual trade volume exceeding US$100 million, as well as 200 backbone digital trade enterprises with an annual trade volume exceeding US$10 million.
— Digital trade innovation platforms will be further consolidated. By 2025, a number of provincial-level and higher-level specialized digital trade bases will be established to high standards, along with a number of provincial-level and higher-level public service platforms for digital trade that feature broad coverage, significant influence, and strong service capabilities.
— The digital trade development landscape will be further enhanced. We will accelerate pilot reforms and policy innovation, actively explore the establishment of mechanisms for the flow of digital trade factors, and build an efficient, transparent, convenient, and secure cross-border data flow system aligned with international standards, thereby forming a high-level open digital trade landscape.

(1) Deepen Integration and Improve the Diversified Industrial Chain of Digital Trade.
Fully leverage Suzhou’s leading advantage as a strong manufacturing city to promote the deep integration of trade formats with digital technologies, and vigorously advance the rapid development of digital technology trade, digital product trade, digital service trade, and data trade.
1. Accelerate the digital and high-end development of service outsourcing. Promote the organic integration of service outsourcing with information technologies such as the Internet, the Internet of Things (IoT), big data, artificial intelligence (AI), and blockchain, and strive to achieve breakthroughs in the development of next-generation information technology service outsourcing. Encourage service trade enterprises in fields such as R&D, design, maintenance, consulting, and inspection and testing to transform into “one-stop solution providers” and enhance the digital service capabilities of outsourcing enterprises. Cultivate a group of digital service demonstration enterprises with strong export capabilities and a high degree of integration with manufacturing.Encourage manufacturing enterprises to strengthen cooperation with service outsourcing firms, applying key service-oriented manufacturing models such as total integration and turnkey contracting, customized services, and shared manufacturing to broaden development prospects and forge new competitive advantages. 1. Strengthen the Attraction of Leading Digital Trade Enterprises. Focusing on key sectors of the digital trade industry, compile an industrial investment promotion map, strengthen investment promotion along industrial chains, and establish city-wide recruitment targets. Enhance the attraction and certification of foreign-invested headquarters enterprises in digital trade, and attract multinational corporations to establish their headquarters and functional units—such as R&D centers, back-office service centers, and financial settlement centers—in Suzhou.Support leading digital trade enterprises in expanding and strengthening their operations through new establishment, mergers and acquisitions, and cooperation. Accelerate the development of Suzhou as a pilot city for the comprehensive deepening of service trade innovation and a demonstration city for service outsourcing. Strengthen the development of next-generation information and communications infrastructure centered on 5G networks, achieve citywide coverage of 5G base stations, and promote the in-depth application of technologies such as 5G and IPv6 in the industrial internet sector. Simultaneously, accelerate the application process for a national-level backbone interconnection point to elevate Suzhou’s status in the network architecture. Build a city-wide comprehensive sensing network based on mainstream communication technologies such as NB-IoT to enhance the city’s “tactile sensing” and “communication sensing” capabilities.Support the construction of international dedicated internet lines, accelerate the construction and upgrading of storage and computing facilities such as data centers, and help enterprises reduce the costs of digital transformation. (3) Improve Statistical Monitoring.
In collaboration with relevant departments such as statistics, foreign exchange management, and customs, actively explore the implementation of statistical monitoring for digital trade. Establish a database of key digital trade enterprises, improve systems for data verification, rejection, and notification, and enhance the quality of reported data.
