Three key tasks

Four, the formation of conditions

Advanced Technology Research Institute construction reporting body should meet the following conditions:

(a) leading enterprises to lead. V. Process Management

(1) Define the formation process. The construction of the Advanced Technology Research Institute follows the principles of openness, fairness and impartiality, and adopts the workflow of enterprise declaration, local recommendation, expert argumentation, on-site verification, external publicity, and municipal government recognition. Those that pass the annual assessment and evaluation will be subsidized in accordance with the regulations; those that do not pass the annual assessment and evaluation will not be subsidized in the current year. The advanced technology research institutes which have failed in the assessment for two consecutive years will be adjusted.

(4) Implementation of supervision and management. With reference to the "Suzhou Municipal Financial Special Funds Management Measures" (Su Fu Ji Zi [2021] No. 9), the municipal financial departments and the Municipal Bureau of Industry and Information Technology to strengthen the performance assessment, performance objectives, performance operation monitoring, performance evaluation and application of the results of the performance management of the whole process of budget performance management.

VII. Appendix

(1) The implementation of this opinion shall come into force on October 1, 2024, and shall be valid until December 31, 2029, and the implementation of the "Suzhou Encouraging Large Enterprises of Independent Brands" shall be effective. The Implementation Opinions of Suzhou Encouraging Large Enterprises and Leading Enterprises of Independent Brands to Set Up Advanced Technology Research Institutes (Su Fu [2017] No. 56) shall be repealed as of the date of implementation of these implementation opinions.

(2) In order to ensure policy consistency, for the 55 large enterprises and advanced technology institutes of leading enterprises that have been recognized in accordance with the "Implementation Opinions of Suzhou Encouraging Large Enterprises of Independent Brands and Leading Enterprises to Set Up Advanced Technology Research Institutes", the management assessment and financial subsidies will still be carried out in accordance with the "Implementation Opinions of Suzhou Encouraging Large Enterprises of Independent Brands and Leading Enterprises to Set Up Advanced Technology Research Institutes" and other provisions. The advanced technology research institutes of Suzhou's leading innovation enterprises will no longer participate in the identification of the advanced technology research institutes of Suzhou's leading innovation enterprises. For the first and second batch of advanced technology research institute construction, the municipal finance in accordance with the county-level city (district) government of the actual amount of incentives to bear 30%; for the third to the fifth batch of advanced technology research institute construction, the municipal finance in accordance with the actual amount of incentives to the county-level city, district government, respectively, to bear 10% and 30%.
