Second, the construction objectives
Centered on the major common needs of innovation and development of key industrial fields such as emerging industries and future industries, the construction of a number of advanced technology research institutes of leading innovation enterprises (hereinafter referred to as the "Institute of Advanced Technology"). Through the establishment of industry-university-research collaborative innovation mechanism, to carry out key common technology research, accelerate the continuous output of innovative achievements, strengthen intellectual property rights and standards leadership, to build a high-level talent team and carry out industry cooperation and exchange, optimize the ecological environment of the manufacturing industry, and significantly enhance the city's manufacturing enterprises independent innovation capability.
Three key tasks
(a) the establishment of industry-university-research collaborative innovation mechanism. Integration of various types of innovative resources, relying on the existing or newly formed industrial technology innovation alliance, to play the leading role of industry backbone enterprises, small and medium-sized enterprises to play a coordinating role in supporting the role of universities and research institutes to play a fundamental role in technological support, industry intermediary organizations to protect the role of service, the formation of joint development, complementary strengths, sharing of results, risk-sharing, industry, academia and research mechanism of collaborative innovation.
(2) Strengthen the common key technology research and development. (3) Accelerating the continuous output of innovative achievements. Four, the formation of conditions
Advanced Technology Research Institute construction reporting body should meet the following conditions:
(a) leading enterprises to lead. The declaring body should have an independent legal personality, and belong to the top 500 Chinese private enterprises, the top 500 manufacturing private enterprises, global unicorn enterprises, provincial and above the lead unit of the innovation consortium, the key software enterprises encouraged by the state, the provincial and municipal new industrialized industrial system chain of the main enterprises, the provincial and municipal industrial system of new industrialization of the backbone of the enterprise (to meet the one of them).
The declaring body has not been included in the list of serious violations of law and breach of trust in the past 2 years.
(ii) clear objectives and tasks. The research direction of the Advanced Technology Research Institute is in line with the development direction of the key areas of the provincial and municipal new industrialization industrial system, or the key direction of the provincial and municipal future industries. There is a clear and explicit construction program. Develop a clear R & D tasks and technology roadmap, and in accordance with the technology roadmap organization and implementation.
(C) complete organizational structure. Advanced Technology Research Institute for the reporting body to set up a separate internal institutions, exclusive office, R & D space, the establishment of scientific and technological R & D management, incentive mechanisms, financial implementation of special accounting.
(D) strong innovation capacity. Advanced Technology Research Institute by the field of R & D leader at the provincial level or above as director, with a fixed R & D team, with relatively perfect research, development, testing conditions, and sustained and stable R & D investment. Independent control of original core technologies and achievements, with the ability to implement major key core technology research projects. (R&D investment refers to the actual R&D expenses incurred by the enterprise in carrying out R&D activities, in accordance with the Circular of the Ministry of Finance, State Administration of Taxation, Ministry of Science and Technology on Improving the Policy of Adding Deduction of Research and Development Expenses before Tax (CaiShui [2015] No. 119) and the Circular of the Ministry of Finance, State Administration of Taxation, Ministry of Science and Technology on the Issues Concerning the Relevant Policies of Adding and Deducting the Expenses of Research and Development Costs Commissioned by Enterprises Overseas before Tax (CaiShui [2018] No. 64 ) and other relevant provisions of the documents are implemented.)
(v) Lead industrial exchanges. The Advanced Technology Research Institute has the basis for technical exchanges or cooperation with well-known universities, research institutions or enterprises at home and abroad. It is able to take the lead in organizing high-level technical exchanges, industry-university-research cooperation, and transformation of achievements.
V. Process Management
(1) Define the formation process. The construction of the Advanced Technology Research Institute follows the principles of openness, fairness and impartiality, and adopts the workflow of enterprise declaration, local recommendation, expert argumentation, on-site verification, external publicity, and municipal government recognition. The declaring body is responsible for the authenticity, legitimacy and validity of the application content. (ii) Strengthen the tracking and guidance. The construction cycle of the Advanced Technology Research Institute is three years in principle. During the construction period, the advanced technology research institute should carry out regular self-examination every six months and report its work to the Municipal Bureau of Industry and Information Technology in the form of briefings. (3) Assessment and evaluation. During the construction period, the Municipal Bureau of Industry and Information Technology, in conjunction with the competent departments of each county-level city (district), will, in principle, organize an assessment and evaluation of the Advanced Technology Research Institute once a year and form the evaluation results. Those that pass the annual assessment and evaluation will be subsidized in accordance with the regulations; those that do not pass the annual assessment and evaluation will not be subsidized in the current year. The advanced technology research institutes which have failed in the assessment for two consecutive years will be adjusted.
(4) Implementation of supervision and management. With reference to the "Suzhou Municipal Financial Special Funds Management Measures" (Su Fu Ji Zi [2021] No. 9), the municipal financial departments and the Municipal Bureau of Industry and Information Technology to strengthen the performance assessment, performance objectives, performance operation monitoring, performance evaluation and application of the results of the performance management of the whole process of budget performance management.
Sixth, safeguard measures
(a) improve organizational leadership. (4) Explore financing channels. Encourage all kinds of industrial funds to give full play to their guiding role, and guide more social capital to participate in the construction of advanced technology research institutes by way of equity investment and project investment. Banks are encouraged to explore financial products that support the construction of advanced technology research institutes.
VII. Appendix
(1) The implementation of this opinion shall come into force on October 1, 2024, and shall be valid until December 31, 2029, and the implementation of the "Suzhou Encouraging Large Enterprises of Independent Brands" shall be effective. The Implementation Opinions of Suzhou Encouraging Large Enterprises and Leading Enterprises of Independent Brands to Set Up Advanced Technology Research Institutes (Su Fu [2017] No. 56) shall be repealed as of the date of implementation of these implementation opinions.
(2) In order to ensure policy consistency, for the 55 large enterprises and advanced technology institutes of leading enterprises that have been recognized in accordance with the "Implementation Opinions of Suzhou Encouraging Large Enterprises of Independent Brands and Leading Enterprises to Set Up Advanced Technology Research Institutes", the management assessment and financial subsidies will still be carried out in accordance with the "Implementation Opinions of Suzhou Encouraging Large Enterprises of Independent Brands and Leading Enterprises to Set Up Advanced Technology Research Institutes" and other provisions. The advanced technology research institutes of Suzhou's leading innovation enterprises will no longer participate in the identification of the advanced technology research institutes of Suzhou's leading innovation enterprises. For the first and second batch of advanced technology research institute construction, the municipal finance in accordance with the county-level city (district) government of the actual amount of incentives to bear 30%; for the third to the fifth batch of advanced technology research institute construction, the municipal finance in accordance with the actual amount of incentives to the county-level city, district government, respectively, to bear 10% and 30%.
