Chapter I General Principles
Article 1 In order to further implement the new development concept of "innovation, coordination, green, openness and sharing", accelerate the promotion of new-type industrialization, develop new-quality productive forces, guide the resource intensification, innovation agglomeration, fusion integration and benefit collection, and promote the acceleration of the construction of a modernized industrial system in Suzhou Industrial Park Industrial system, according to the "Provincial Government General Office issued a notice on the guidance of carrying out comprehensive evaluation of resource intensive utilization of industrial enterprises" (Su Zhengban Fa [2017] No. 143) and other relevant documents, combined with the actual situation of the park, the development of these rules.
Second Article This rule applies to the setting of the comprehensive evaluation index system, scoring and rating, organization and implementation as well as the application of the results of the industrial enterprises and industrial plots in Suzhou Industrial Park in terms of intensive utilization of resources, scientific and technological innovation, green development, informatization and intelligence, and integrated development.
Article 3 The evaluation targets are divided into three categories based on land holdings:
(I) Category I: enterprise corporations holding industrial land plots in the park and using them for their own purposes;
(II) Category II: enterprise corporations holding industrial land plots in the park, which are used in whole or in part for leasing;
(III) Category III: industrial enterprise corporations leasing land and factory buildings.
Chapter II Evaluation Indicators
Article 4 The evaluation index system adheres to the scientific, normative and authenticity, and is oriented to the improvement of total factor productivity according to the new requirements of the new situation of development.
(I) Scientific. Through the scientific setting of the evaluation index system and index weights as well as comprehensive quality points, enterprises are guided to set up the "acreage on heroes", "innovation on heroes", "green on heroes", "intelligence on heroes" and "intelligence on heroes". The company's development concept of "intelligence is hero".
(ii) Normative. The comprehensive evaluation indexes are interpreted in accordance with the normative definitions of the state and relevant provincial and municipal departments.
(iii) Authenticity. Comprehensive evaluation indicators are statistically and verifiably, to ensure that the evaluation of the indicators of data original authenticity.
Article 5 Evaluation indicators and weight settings: 60 points for intensive indicators, 20 points for innovative indicators, 10 points for green indicators, 5 points for intelligent indicators and 15 points for integration indicators.
Article 6: Intensification indicators: 60 points. It mainly evaluates the level of intensive resource utilization of enterprises, of which mu average tax benchmark score of 30 points, mu average value added benchmark score of 15 points, mu average sales benchmark score of 10 points, and full labor productivity benchmark score of 5 points.
Article 7 Innovative indicators 20 points. Mainly evaluates the level of scientific and technological innovation and development of enterprises, the same matter of additional points according to the principle of high and not repeated.
(A) the main body of innovation construction: national high-tech enterprises 1 point, the year effectively declared national high-tech enterprises 0.5 points.
(ii) the proportion of R & D expenditure on sales: enterprise R & D expenditure accounted for 5% of the corresponding annual sales (including) or more 5 points, 0-5% of the proportional score.
(C) the increase in R & D spending: enterprise R & D spending increase of 20% and above 3 points, 0-20% increase in proportion to the score.
(D) R & D institution construction: the establishment of provincial R & D institutions 3 points, municipal 2 points, park-level 1 point, 2 points post-doctoral workstations.
(E) science and technology projects: enterprises newly undertake provincial and above science and technology projects 2 points.
(F) Science and technology awards: enterprises newly won the national science and technology awards 3 points, newly won the provincial science and technology awards 2 points.
(VII) Patents: new invention patent authorization of 1 point each, a maximum of 3 points.
Article VIII Greening Indicators 10 points. The main evaluation of enterprises related to green development, the same matter of extra points according to the principle of high and not repeated points.
(a) unit value-added energy consumption: a decline of 2.5% or more than 4 points compared to the previous year, a decline of 0-2.5% of the proportional score. There is no electricity data and no decline in zero points.
(ii) unit of value-added pollutant emissions benchmark score of 2 points (no corresponding data on the average score).
(C) green manufacturing: national green manufacturing system honors, "near-zero carbon" factory 3 points; provincial green factory 2 points; municipal 3A green factory 1 point.
(D) photovoltaic and energy storage construction: the enterprise has built distributed photovoltaic or energy storage projects 1 point.
Article IX Intellectualization indicators 5 points. The main evaluation of the enterprise wisdom to change the number of network connection level, the same matter of extra points according to the principle of high and not repeated points.
(a) Intelligent Manufacturing Capability Maturity: Intelligent Manufacturing Capability Maturity offline certification to reach the fifth level of 3 points, two points for the fourth level, the third level of 1.5 points, the second level of 1 point; online self-assessment to reach the level of 2 and above 1 point.
(ii) the effectiveness of the smart change number to network connection: the Jiangsu Province smart workshop 2 points, Jiangsu Province five-star on the cloud, Suzhou City smart factory, Suzhou City 5G factory 1.5 points, Jiangsu Province four-star on the cloud, Suzhou City smart workshop, the first set of the provincial recognized 1 point, Jiangsu Province three-star on the cloud, the park smart workshop 0.5 points (the provincial level and above smart factories, 5G factories and the global) (Provincial and above intelligent factories, 5G factories and global "lighthouse factories" enterprises have been included in the reasons for the transfer).
Article X Integration index 15 points. Mainly evaluating the integration and development of enterprise quality, standards, safety, talent, credit, etc., the same matter of extra points according to the principle of as high as not repeated.
(A) unicorns, gazelles, listed enterprises: national and provincial unicorns (including potential) or gazelles 2 points, municipal unicorn cultivation or gazelles, listed enterprises (including domestic and foreign capital market listing) 1 point.
(2) Headquarters enterprises: 2 points for provincial-level headquarters enterprises and 1 point for municipal and district-level headquarters enterprises.
(3) "Specialized, Specialized and New": 2 points for provincial-level specialized, specialized and new enterprises, and 1 point for district-level specialized, specialized and new enterprises (national-level specialized, specialized and new enterprises have been included in the transfer of the subject matter).
(d) industrial input: evaluation of the annual industrial equipment investment of 10 million yuan of enterprises 2 points (based on statistical data, the input of more than 30 million yuan has been included in the transfer of the cause).
(E) credit management: 2 points for customs advanced certification enterprises, 1 point for A-class tax credit, 1 point for green enterprises with environmental credit, and 0.5 points for blue enterprises.
(F) Talent Support: 1 point for national talents, China Skill Award or National Technical Master, 0.7 points for Jiangsu Province Shuangchuang Talents and Provincial Shuangchuang High-skilled Innovative Talents, 0.5 points for Suzhou Gusu Leading Talents and Gusu High-skilled Leading Talents, 0.3 points for Park Leading Talents and Park Jinji Lake Craftsmen, 0.3 points for the enterprises of record for the recognition of vocational skills level. Calculated by multiplying the number of talents owned by the enterprise by the corresponding talent level score, with a maximum of 1 point.
(VII) quality, standards: Jiangsu Provincial Governor's Quality Award, Jiangsu Provincial Quality Management Excellence Award 1.5 points, Suzhou Mayor's Quality Award 1 point, Suzhou Quality Management Excellence Award, Suzhou Quality Award 0.5 points; as the first drafter of the development of international and national standards 1.5 points, the industry standard 1 point, to participate in the development of international and national standards 1 point, the industry standard 0.5 points.
(viii) production safety standardization: 1.5 points through the first level of evaluation, 1 point through the second level of evaluation, 0.5 points through the third level of evaluation.
(ix) water conservation: 1 point for being selected as the national water efficiency leader, 0.5 points for being selected as the provincial water efficiency leader; 0.5 points for declaring municipal and above water efficiency leader; 0.5 points for the provincial water conservation technology reform project; 1 point for the provincial water conservation carrier, 0.5 points for the municipal water conservation carrier; 0.5 points for carrying out contract water conservation; 0.5 points for carrying out water balance test; 0.5 points for deduction of water consumption in excess of the annual plan; major products Unit water intake exceeds the quota deduction of 0.5 points.
Article XI of the comprehensive evaluation of the enterprise score is the sum of the evaluation index score.
Chapter III Evaluation Methods
Article XII of the "land enterprises + landless enterprises" separate evaluation mechanism. I, II land enterprises and III landless enterprises were evaluated separately; the two sets of evaluation results were combined to form the evaluation results of intensive utilization of resources by industrial enterprises in the park in the current year.
The participating enterprises of category I and III will calculate the comprehensive evaluation scores as independent accounting enterprises, and the participating enterprises of category II will combine the data of all industrial enterprises on the land parcels, as well as the data of productive service enterprises other than those in the financial industry, education industry, wholesale industry, business service industry, residential service repair and other service industries, and the above-scale construction enterprises, with those of land parcels as the land parcel, and calculate the evaluation scores of the land parcels. calculation.
Article 13 Group-type enterprises may participate in the evaluation on the basis of the group as a whole upon application; enterprises that have newly supplied land for less than three years may, in principle, be evaluated by deducting the data of newly supplied land.
Chapter IV Classification of Evaluation
Article 14 According to the comprehensive evaluation scores of enterprises in descending order, they shall be divided into four categories of A, B, C, and D according to a certain range of ratios.
Category A (Priority Development Category). Comprehensive evaluation scores ranked in the top 20%.
Category B (support development category). Comprehensive evaluation scores ranked between the top 20% and 60%.
C (Enhanced Development Category). Comprehensive evaluation scores ranked between the top 60%-90% (where scores ranked between 80%-90% are C- category, warning level enterprises).
Category D (transformation and elimination category). Comprehensive evaluation scores ranked in the bottom 10%.
Article 15: The enterprises participating in the evaluation under the following circumstances may be transferred to another file:
(1) It is recognized that the enterprises included in the comprehensive evaluation of industrial enterprises in Suzhou City, "white list", "directly recognized as Class A enterprises" and "temporarily excluded from Class D enterprises" are not included in the "White List". "temporarily excluded from the D class enterprises", with reference to the City of Suzhou identified for the transfer of files.
(2) The evaluation of national-level specialized and new enterprises, provincial-level and above smart factories and 5G factories, provincial industrial Internet benchmark factories, global "lighthouse factories", China Quality Award, China Quality Award Nominee Award, and evaluation of the annual investment in industrial equipment exceeding 30 million yuan (based on the statistical data) to be adjusted upward by one level.
(3) Enterprises with evaluation scores ranked within the ratio of category A, but with tax revenues per mu lower than the average, are downgraded to category B. Enterprises with evaluation scores ranked within the ratio of category B, but with tax revenues per mu lower than 50,000 yuan are downgraded to category C.
(d) Enterprises with three (or more) administrative penalties for environmental protection, production safety, and fire safety violations in the evaluation year are downgraded one level; enterprises with one general environmental emergency, general fire, labor mass incident, and one (or more) major production safety administrative penalty in the evaluation year are downgraded one level.
Enterprises with various positive reasons for downgrading cannot be superimposed, and downgrading is in principle based on the reasons for which the enterprise has obtained the best rating; enterprises directly recognized as Class A do not occupy the quota for Class A enterprises. Enterprises that have been downgraded due to various types of penalties and violations cannot, in principle, be upgraded due to positive transfer reasons, and cannot apply for deferred evaluation.
Article 16 Enterprises with the following circumstances shall be directly recognized as Class D enterprises:
(1) There are licensed land use and no business income and paid taxes for two consecutive years.
(2) Not in line with the actual industrial development of the park and the need for structural adjustment, was included in the special rectification, shut down and eliminated.
(C) the evaluation of the year in the occurrence of one (including) or more production safety general accidents, the occurrence of two (including) or more general environmental emergencies, general fires or labor mass incidents, or evaluation of the year in the occurrence of major, major or especially major environmental emergencies, production safety accidents, fires.
(d) Being included in the "blacklist" issued by the state and the province in various industrial fields, and having a serious record of breach of trust in the credit information platform of the province, the city and the park without repair.
(E) refused to accept the guidance of the functional area, do not cooperate, not on time, do not truthfully complete the evaluation work, the functional area has been fully informed of the requirements and consequences, and put forward proposals on its policy treatment, the park industrial enterprises resource intensive utilization of the work of the leading group to verify the determination.
The above enterprises will not participate in the rank ordering and will not take up the quota of D class enterprises.
Article 17 Enterprises with one of the following circumstances, verified as correct by the functional area and reported to the leading group of the intensive utilization of resources by industrial enterprises in the park for consideration and approval, may be included in the "deferred category of enterprises", and do not carry out the relevant differentiated policies:
(a) Business registration is less than two years;
(b) Land supply is less than two years; (c) The land supply is less than two years, and the land supply is less than two years.
(ii) land supply for less than three years;
(iii) engaged in the four types of public utilities, namely, power supply, water supply, gas supply and heat supply;
(iv) actively carrying out industrial land renewal, and the evaluation of the year the parcel of land is in the process of renewal;
(v) industry-leading or for the improvement of the industrial ecology of great significance, but due to the growth cycle of the longer reasons such as the functional area, The industrial supervisor or investment promotion department determines that it is not appropriate to participate in the evaluation.
Chapter V Division of Responsibility
Article 18 The evaluation work is under the overall responsibility of the Leading Group of Intensive Utilization of Resources by Industrial Enterprises in the Park, and is specifically led by the Office of the Leading Group (Economic Development Commission), which, together with the functional zones and the relevant departments, organizes and implements the work, coordinates the advancement of the comprehensive evaluation of the intensive utilization of resources by industrial enterprises in the Park, and coordinates the relevant departments to implement the division of labor, and promotes the synergies. Complete the work of summarizing, evaluating and reporting the data of various indicators.
The Economic Development Commission is responsible for providing the list of enterprises, the data on energy consumption of enterprises in the evaluation year, investment in equipment, informationization and intelligence, the list of "specialized, special and new" enterprises, headquarters enterprises, etc., and the data related to credit in the evaluation year, as well as other data required for the evaluation.
The Science and Technology Innovation Committee is responsible for providing the evaluation of the list of enterprises related to the recognition of innovation subjects, the construction of R&D institutions in the park, invention patents, talents, science and technology projects, scientific and technological awards, and the recognition of science and innovation enterprises.
The Planning and Construction Committee is responsible for providing evaluation-related land data such as land area, time, address, parcel number, etc. for the land registration of enterprises.
The Bureau of Human Resources and Social Security is responsible for providing records of actual labor group incidents, number of employees, highly skilled personnel and post-doctoral workstations in the evaluation year.
The Bureau of Financial Development and Risk Prevention is responsible for providing the list of listed companies.
The Market Supervision Bureau is responsible for providing information on quality and standard setting.
The Bureau of Ecology and Environment is responsible for providing data on relevant pollutants, environmental protection credit, environmental emergencies and environmental protection penalties in the evaluation year.
The Emergency Management Bureau is responsible for providing information on the assessment of production safety standardization and data on production accidents and penalties for enterprises in the park in the evaluation year.
The Taxation Bureau is responsible for providing data on enterprise employment, taxation and financial statements required for the evaluation of the evaluation year, and is also responsible for providing information on honest tax payment and tax penalties in the park in the evaluation year.
The Fire Brigade is responsible for providing data on fire penalties and fires in the park in the evaluation year.
The functional zones are responsible for carrying out the mapping work, contacting and urging enterprises to fill in the report, and assisting enterprises in verifying the data related to the physical examination form of the enterprises and answering the relevant questions of the enterprises. In addition to being responsible for providing the data and relevant records required for the evaluation, each relevant department shall arrange for a person to be responsible for the interpretation of the caliber of their respective data and data verification, and designate a liaison officer to be responsible for the day-to-day communication and coordination of the leading group of the work on intensive utilization of resources by industrial enterprises in the park.
Chapter VI Organization and Implementation
Article 19 The comprehensive evaluation work is carried out once a year, and the evaluation results are dynamically managed, and the grading of enterprises is adjusted every year.
Article 20 The comprehensive evaluation work consists of data collection, data verification, evaluation grading and results notification and other steps. Data collection, data verification and classification rating rely on the comprehensive evaluation system for intensive utilization of resources by industrial enterprises in the park, and all relevant units shall actively cooperate to strengthen platform docking and data sharing.
Article 21 establishes and improves the system of object and result objections, complaint handling and error correction of comprehensive evaluation according to law. If there is any error or omission in the comprehensive evaluation results due to objective reasons, the enterprise shall apply for the application, be audited by its functional area, and report to the Leading Group Office of Intensive Utilization of Resources by Industrial Enterprises in the Park for approval, and the comprehensive evaluation results shall be adjusted or added.
Article 22 No fee shall be charged to the enterprises for carrying out the evaluation work. Any individual or organization may report unfairness, injustice and falsification in the evaluation work, or object to the comprehensive evaluation results.
Article 23 Enhance the sense of responsibility of departments and personnel related to the evaluation work. All personnel are required to fulfill the responsibility of confidentiality, and the evaluation results will only be notified to the enterprise and shall not be released to the public. Relevant departments and individuals shall not use the comprehensive evaluation data or release related information without permission. The departments and personnel who violate the disciplinary provisions in the work shall be held responsible in accordance with the law.
Chapter VII Application of Evaluation Results
Article 24 The Office of the Leading Group for Intensive Utilization of Resources by Industrial Enterprises in the Park shall, based on the comprehensive evaluation work, establish a sound organizational mechanism, actively lead the research on the evaluation results, and continuously strengthen the application of the evaluation results. Based on the comprehensive evaluation work, functional zones, ministries, commissions and bureaus coordinate with each other to deepen the comprehensive business mechanism of classified guidance and precise service centered on differentiated urban land use tax, price policy, land use mechanism, sewage disposal mechanism, credit mechanism and administrative supervision, etc., to rationally allocate resources and elements, to promote enterprises to enhance their quality and increase their efficiency, and to promote the transformation and upgrading of the industrial economy.
Chapter VIII Supplementary Provisions
Article 25 These rules by the park industrial enterprise resource intensive utilization of the leading group office to undertake specific interpretation.
Article 26 These rules shall be revised and improved in due course according to the new circumstances arising from the implementation.
Article 27 These rules shall be implemented on September 3, 2024, and shall be valid until September 2, 2029, and the Implementing Rules for Comprehensive Evaluation of Resource Intensive Utilization by Industrial Enterprises in Suzhou Industrial Park issued by the Administrative Committee of the Park on June 18, 2021 shall be repealed at the same time.
