In order to further strengthen the supervision and management of production safety of enterprises in the park, and effectively implement the grading and classification management of enterprises, according to the "Measures for Safety Risk Assessment and Classification of Chemical (Hazardous Chemicals) Enterprises in Jiangsu Province" (Su'an Supervision 〔2017〕 No. 77), "The Notice on the Supervision and Management of Production Safety Classification of Hazardous Chemicals Enterprises in Zhenjiang City (for Trial Implementation)" (Zhen Emergency Response [2022〕 No.34 ) and "on the implementation of production safety management of the region's production and operation units of color-coded management notice" (Zhen Xinan [2017] No. 9) and other documents, combined with the actual situation in the park, hereby formulate this approach.
I. Objectives and tasks
The production and operation units in the park are divided into red, orange, yellow and blue according to the different degree of danger and size of the enterprise, so as to achieve differentiated and targeted management of different types of enterprise safety, and to highlight the high-risk and heavy-related enterprise safety supervision.
Two, color management object and cycle
(a) color object
All chemical (hazardous chemicals) enterprises and general industry and trade enterprises in the park, divided into four categories: major sources of danger enterprises, general chemical (hazardous chemicals) enterprises, general industry and trade enterprises, and electroplating enterprises.
(ii) Color Separation Cycle
Color separation management will be carried out once a year, and dynamically adjusted according to the enterprises' work safety in the previous year as well as changes in risk.
Three, the working method
(a) color rating benchmark
The color rating benchmark for production and business units is divided according to the degree of risk and scale of the enterprise and other factors, the production and business units are divided into four colors: red, orange, yellow and blue. Specifically:
1. Red Enterprises:
(1) chemical (hazardous chemicals) enterprises involved in major sources of hazardous chemicals of the first or second level;
(2) general industrial and trade enterprises involved in Class A plants or major sources of hazardous chemicals.
2. Orange Enterprises:
(1) Chemical (hazardous chemicals) enterprises involving Class III or Class IV but not involving Class I or Class II major sources of danger;
(2) Chemical (hazardous chemicals) enterprises whose production process involves a key regulated chemical process or a key regulated hazardous chemical (except for petrol filling stations);
(3) Chemical (hazardous chemicals) enterprises involved in ammonia refrigeration, dust and explosion prevention, and The existence of water (sewage) treatment facilities for the limited space of the general industry and trade enterprises;
(4) the production process involves key regulatory chemical processes or key regulatory hazardous chemicals but does not involve Class A plant or hazardous chemicals major sources of danger of the general industry and trade enterprises;
(5) electroplating enterprises.
3. Yellow Enterprises:
(1) chemical (hazardous chemicals) enterprises whose production processes do not involve key regulatory chemical processes, key regulatory hazardous chemicals, or major sources of danger of hazardous chemicals;
(2) general industrial and trade enterprises whose production processes do not involve key regulatory chemical processes, key regulatory hazardous chemicals, or major sources of danger of hazardous chemicals.
4. Blue enterprises:
Suspended production, under construction and other enterprises.
(ii) the principle of color-coded adjustment
Involving the following five situations, the corresponding adjustment.
1. Large and above production safety accidents occurred in the previous year, directly recognized as red;
2. General production safety accidents occurred in the previous year killed or had a certain impact on the increase of two grades of color;
3. Production safety accidents occurred in the previous year with no casualties; violation of safety and related laws and regulations subject to 50,000 yuan and above the administrative penalty There are major accidents and hidden dangers, and the rectification is not effective; the park's annual points ranking interviews with enterprises; annual production safety target assessment or "a statement of four assessment" and other evaluation results for the failure of enterprises; involving poor production safety control, safety hidden dangers long delayed and not corrected and other circumstances or by the comprehensive assessment of the need to raise the level of management, increase the color of one grade;
4. Three consecutive years without production safety accidents, incidents and production safety standardization to reach the second level; park points ranked in the top 10% of each category; the previous year's production safety target assessment, "a statement of the four assessment" and other results for the excellence or by the comprehensive assessment found that can be downgraded to the management of the lower 1 grade color;
5. Enterprises that have reached the first level of production safety standardization are directly recognized as blue and are not bound by the split-color correction.
(C) color correction
1. The minimum color separation for enterprises with major sources of hazardous chemicals is orange;
2. The minimum color separation for electroplating enterprises is orange;
3. The minimum color separation for non-hazardous chemicals with major sources of hazardous chemicals is yellow for chemical enterprises;
4. The minimum color separation for general industrial and trade enterprises is yellow.
Four, work requirements
Each enterprise should attach great importance to the park's color-coded management approach, seriously do a good job in production safety management, color-coded management approach as a tool to reduce safety risks, improve safety management level, to ensure that the production safety situation is stable and orderly.
These measures shall be implemented from July 1, 2024 onwards.
