(d) Encourage the fight for major special projects. Encourage low-altitude economic enterprises to declare the central budget funds to support major special projects, after the selection, the declaration of successful enterprises to give the highest 50% of the amount of financial grants received by the subsidy, the same project incentive amount of not more than 10 million yuan. Support low-altitude economic enterprises to declare strategic emerging industries at all levels, the transformation of scientific and technological achievements, "specialization, specialization and newness" "intelligent factory", "intelligent workshop" " Headquarters enterprises" and other key projects and honors. (E) support the promotion of high-end equipment. Support for low-altitude economic enterprises to achieve major technical equipment or core components of the first (set) breakthroughs, the park and above identified by the first (set) equipment and key components, in accordance with the price of a single product (set), the annual sales, R & D investment and other factors, a comprehensive assessment of the grades to give the maximum of 10 million yuan of support for each enterprise. Upon identification, those leading the formulation and revision of such standards will be granted a maximum subsidy of RMB 1 million yuan, RMB 500,000 yuan, RMB 200,000 yuan and RMB 200,000 yuan respectively, and those participating in the formulation and revision of such standards will be granted a maximum subsidy of RMB 600,000 yuan, RMB 300,000 yuan, RMB 120,000 yuan and RMB 120,000 yuan respectively. (H) Increase airworthiness certification incentives. Rewards will be given to low-altitude economic enterprises in the region that have newly obtained eVTOL aircraft and unmanned aerial vehicle type qualification certificates (TCs), production licenses (PCs), and airworthiness certificates (ACs) issued by the Civil Aviation Administration of China (CAAC). Among them, 3 million yuan, 3 million yuan and 1.5 million yuan will be rewarded for eVTOL aircraft, 1 million yuan, 1 million yuan and 500,000 yuan will be rewarded for large unmanned aerial vehicles, and 600,000 yuan, 600,000 yuan and 300,000 yuan will be rewarded for medium-sized unmanned aerial vehicles, respectively. Equal incentives will be given to low-altitude economic enterprises in the region that have newly obtained international airworthiness certificates of the same type. Each enterprise shall not exceed 15 million yuan per year, and each certification of the same model shall be rewarded only once, and the rewards for domestic and international certifications can be enjoyed in a stacked manner. Three, to expand the application of low-altitude flight scenes
(ix) to cultivate low-altitude manned services. To open in the park to obtain the approval of the competent authorities and in the public channel ticketing of the navigation short-haul transport routes, eVTOL commercial operation routes (starting point or end point at least one in the park, the route distance of not less than 20 kilometers and the annual implementation of a certain number of flights) and the normalization of the operation of the low altitude economic enterprises to give incentives. 1. Intra-city routes: a one-time award of 150,000 RMB for each new intra-city route; 10,000 RMB for each additional 50 flights flown by the enterprise. The annual reward for each enterprise is not more than 2 million yuan.

(J) Support the development of low-altitude logistics. Rewards will be given to low-altitude economic enterprises that open new routes for low-altitude logistics and distribution in the park (with at least one starting or ending point in the park and annual execution reaching a certain number of sorties). Among them:
1. Light and small unmanned aerial vehicles obtaining approval from the competent industry authorities and normalizing the operation of the routes will be given a one-time award of 200,000 yuan for each new route. The first year of the enterprise annual operation of each additional 2,500 flights to give 50,000 yuan reward. Starting from the following year, for the new routes opened by the enterprises, the incremental part of the total number of flights compared with that of the previous year will be rewarded according to the same standard. Each enterprise will not be rewarded more than 3 million yuan per year.
2. Medium- and large-sized unmanned aerial vehicles (UAVs) that have obtained approval from the competent industry authorities and are in regular operation will be given a one-time award of 400,000 RMB for each new route. In the first year, enterprises will be rewarded 200,000 RMB for each additional 1,000 flights in annual operation. Starting from the following year, for the new routes opened by the enterprises, the incremental part of the total number of flights compared with that of the previous year will be rewarded according to the same standard. Each enterprise will be rewarded no more than 3 million yuan per year. (xi) Expanding the application of low-altitude scenarios. Support the relevant departments, enterprises, industry associations, professional organizations for the public to carry out flight training, flight performance, aerial tours, aerial photography, flight experience, drone racing and other scenarios, after the selection of the park included in the annual excellent case of the market service category of the scenario project, in accordance with no more than 30% of the total investment in the project, to give the project implementer a maximum of up to 3 million yuan reward. Encourage the relevant departments of the park to purchase low altitude flight services in the field of emergency rescue, medical rescue, urban management and other public services to enrich the low altitude economy. Four, strengthen the development of low-altitude economy to ensure

Equity investment enterprises actually invested in the park non-listed low-altitude economic enterprises of the cumulative investment amounted to more than 30 million yuan, according to the amount of its actual investment in the park project amounted to 1% that year, to give its equity investment management enterprise new investment incentives; cumulative investment amounted to more than 100 million yuan, according to the amount of its actual investment in the park project amounted to 2% to give the incentive, the amount of reward for a single management enterprise does not exceed 20 million yuan. Equity investment enterprises actually invested in the park's seed stage, start-up technology-based low-altitude economic enterprises of the cumulative investment amount of 20 million yuan or more, according to its actual investment in the park that year, 2% of the amount of the project, to give its equity investment management enterprises to new investment incentives, a single management enterprise incentive amount of not more than 20 million yuan. Supporting insurance organizations in the park to innovate and launch relevant insurance products applicable to low-altitude flight scenarios, establishing a green channel for low-altitude insurance fast claim service, encouraging enterprises to take out liability insurance (non-compulsory insurance) in accordance with the law, and granting enterprises a one-time subsidy of 20% of the total annual premium amount, up to a maximum of 2 million yuan. Support low-altitude economic enterprises to purchase aircraft or related equipment by means of financial leasing, and subsidize the financing interest at a maximum rate not exceeding 50% of the quoted interest rate of loans in the same period, with the maximum amount of interest subsidy for a single enterprise not exceeding RMB 500,000 yuan per year and the subsidy period not exceeding 3 years. (xiv) Strengthen the exhibition support. Encourage the holding of low-altitude economy industry summits in the park, high-end forums and other thematic activities to enhance the influence of the low-altitude economy industry, for activities that meet the relevant conditions, in accordance with 30% of the cost of organizing the activity to give the host enterprise or organization a one-time incentive of no more than 500,000 yuan. For enterprises to participate in important exhibitions and activities in the field of low-altitude economy, upon selection, a single exhibition will be given a subsidy of up to 50% of the exhibition expenses, not exceeding RMB 200,000 yuan, with a maximum of RMB 1 million yuan per year for each enterprise. (xv) Optimize the ecology of industrial elements. Low-altitude economy jobs will be included in the shortage of talent catalog, and will be supported in the "Jinji Lake Talent" program. For key enterprises in the low-altitude economy, priority counseling and policy inclination will be given to enterprise innovation, land use, finance and tax, energy, data, listing, "going out" development, and headquarters application. The low altitude economic enterprises referred to in this measure refers to the low-altitude economic enterprises with independent legal personality, the main business of general aviation, unmanned aerial vehicle R & D and manufacture of low altitude flights, operation and protection of the low-altitude economic chain enterprises. enterprises in the economic chain. The concepts of micro, light, small, medium and large unmanned aerial vehicles are consistent with the Interim Regulations on the Administration of Unmanned Aerial Vehicle Flights.
This measure applies to enterprises or organizations whose place of registration and tax collection and management is within SIP and its entrusted and subordinate areas, which have a sound financial system, independent legal personality (a branch office that is separately incorporated into the unified system is regarded as an independent legal personality), and independent accounting, and which comply with the relevant provisions on credit management.
In line with the provisions of this measure, the same project, the same matter at the same time in line with the park's other supportive policies, in accordance with the principle of the highest not repeated to be supported, unless otherwise specified. Enterprises are responsible for the truthfulness, accuracy and completeness of the project declaration materials, and once the fraudulent behavior is found, it will be rejected by one vote and reported to the credit platform at this level as a breach of trust, and will not be allowed to declare this policy within three years.
