Chapter I General Principles

Chapter II: Cultivation of National High-tech Enterprises
The cultivation of National High-tech Enterprises carries out the mechanism of linkage between the district and the board, and establishes the gradient cultivation system of the enterprises with the orientation of "strengthening the stock, enlarging the incremental quantity, and optimizing the standardization", and actively guides the small and medium-sized scientific and technological enterprises in the region to implement the "Small and High" and "High" programs. Small and medium-sized science and technology enterprises in the region are actively guided to implement the action of "small and high" and "high and strong" to accelerate the growth of national high-tech enterprises.
Article 3 Strengthen the recruitment and cultivation of science and technology enterprises, relying on major platforms, leading enterprises, brand activities, incubation carriers, to create a new mode of science recruitment by linking double recruitment and incubation. Combined with the regional industrial advantages, efforts to promote precision investment, promote large projects, good projects to land, enhance regional scientific and technological innovation and industrial development support capacity.
Article 4 Accelerate the upgrading of science and technology entrepreneurship parks and other incubation carriers, and further create a scientific and technological entrepreneurial atmosphere, improve the entrepreneurial environment, for the incubator enterprises to provide a high level of high-level, high-quality professional incubation services, as well as the formation of space carriers conducive to the rapid growth of science and technology entrepreneurial enterprises to accelerate the cultivation of the development of start-up science and technology-based enterprises.
Article 5 Gathering of scientific and technological resources, giving full play to the guiding role of the government, stimulating the subjective initiative of enterprises to innovate, joining hands with departments of science and technology, finance, taxation and other departments, as well as intermediaries such as intellectual property rights and accounting firms, to carry out full-process, specialized services for science and technology enterprises in key areas such as emerging industries and high-tech industries in the region, and to enable them to grow up as soon as possible to become qualified national hi-tech enterprises through cultivation. national high-tech enterprises.
Chapter III: Declaration of National High-tech Enterprises
Article 6: To further enhance the status of enterprises as the mainstay of technological innovation, to increase the publicity of science and technology policies and their implementation, to promote the accelerated transformation of the achievements of the science and technology enterprises in the region, and to cultivate and promote the development of a number of high-tech enterprises in the region that master the core technologies to become national high-tech enterprises that own independent intellectual property rights and possess core competitiveness, and to promote the adjustment of the industrial structure of the region.
Article VII to further clarify the responsibilities of the work, and conscientiously fulfill the corresponding duties of the national high-tech enterprises recognized management. According to the principle of territorial management, Hushuguan Advanced Manufacturing Functional Area, Taihu Lake Science City Functional Area, Shishan Business Innovation Functional Area is responsible for the jurisdiction of the national high-tech enterprises in the excavation, initiation, counseling, auditing and on-site verification of the declared enterprises. The District Science and Innovation Bureau is responsible for strengthening the policy propaganda, training and counseling of science and technology enterprises as well as the business guidance of the board, according to the Administrative Measures for the Recognition of High and New Technology Enterprises (No. 32 of the State Science and Technology Development and Fire [2016], hereinafter referred to as the Recognition Measures) and the Guidelines for the Recognition and Management of High and New Technology Enterprises (No. 195 of the State Science and Technology Development and Fire [2016]), and at the same time, in conjunction with the District Bureau of Finance, the Tax Bureau, the Market Supervision Bureau, the Emergency Management Bureau, Ecological Environment Bureau and other functional departments to review the reported materials of national high-tech enterprises and issue opinions on reporting.
Chapter IV Reward Conditions and Procedures
Article VIII Reward Measures
(1) For the year recognized by the provincial private science and technology enterprises will be given a reward of 5,000 yuan. For the year to participate in the national science and technology-based small and medium-sized enterprises for the record included in the public announcement of the enterprise to give 2000 yuan reward.
(2) improve the innovative enterprise cultivation library, for the year successfully participated in the national high enterprise evaluation but did not pass the high enterprise recognition of the enterprise directly into the district-level cultivation library, for the year into the library of high-tech cultivation of district-level enterprises to give a maximum of 20,000 yuan reward.
(3) Encourage enterprises to actively declare the national high-tech enterprises, for the year to declare the national high-tech enterprises and successfully recommended to the provincial department of the enterprise to give a maximum of 30,000 yuan reward, each enterprise can cumulatively enjoy two rewards.
(4) for the year the newly recognized national high-tech enterprises to give the maximum reward of 200,000 yuan. For new high-quality science and technology enterprises recruited by each board in the district, recognized by the district-level filing, and participating in the declaration of national high-tech enterprises and passing the recognition within three years of landing, a maximum of 100,000 yuan will be given as incentives. Newly introduced national high-tech enterprises and high-quality science and technology enterprises recognized as national high-tech enterprises for the first time in Suzhou Hi-Tech Zone shall be subject to the incentive policy for newly recognized national high-tech enterprises as stated in Article 8(4) of the Reward Policy for Newly Recognized National High-Tech Enterprises. For the science and technology service organizations that play a key role in the introduction of the above enterprises and have been recognized by the district-level record, they will be rewarded with a maximum of RMB 50,000 yuan for each introduced enterprise after the introduced enterprise has been recognized as a national high-tech enterprise on schedule.

Article X. The above incentives shall be granted in the form of ex post facto subsidies without declaration, and the specific time of payment shall be subject to the following notice.
Chapter V Supervision and Management
Article 11 The incentive funds in these implementation measures shall be borne by the district and the functional area in the ratio of 7:3, and the district incentive funds shall be co-ordinated and arranged from the annual high-tech zone science and technology innovation funds.
Article XII of the enterprises and service organizations to obtain the incentive funds of these measures, must provide real materials, such as the discovery of falsehoods and fraudulent incentive funds, once verified, in accordance with the "Regulations on Penalties and Sanctions for Fiscal Violations" relevant provisions of the treatment, the funded costs must be returned in full as a whole and included in the list of dishonest, and at the same time three years shall not be declared for all types of government financial subsidies and incentives to qualify. Chapter VI Supplementary Provisions
Article 13 These implementation measures shall come into force on the date of issuance and shall be valid until December 31, 2027. The original "Suzhou High-tech Zone to accelerate the cultivation and development of national high-tech enterprise implementation measures" (Suzhou High-tech Management [2023] No. 58) shall be repealed by itself.
Article 14 The Implementation Measures shall be interpreted by the Bureau of Science and Technology Innovation of Suzhou New District (Huqiu District).
