According to the spirit of the "Three-year Action Program for the Reform and Upgrading of Old Industrial Areas in Suzhou (2024-2026)" and other documents, the implementation of the "Action Program for Promoting a New Round of Industrial Land Renewal in Suzhou Industrial Park (2024-2026)" is requested to connect the three-year action plan for the renewal of industrial land (2021-2023), and this measure is hereby formulated to further optimize and enhance the mechanism for guiding the revitalization of inefficient industrial land.

I. Applicable Objects

This policy applies to projects that have been considered and approved for inclusion in the industrial land renewal plan of the park since 2021.

II. Promotional Measures

(I) Support for Renewal and Reconstruction

1. Encouragement of Increasing Floor Area Ratio. Support for renewal projects through the "industrial building", demolition of short and high, demolition of the old and new, full use and configuration of underground space and other means to build high-quality plant, improve the plot floor area ratio, the new industrial land (excluding industrial R & D land) capacity area without paying the land price. After the project is completed and accepted and included in the industrial investment statistics, a one-time subsidy will be given to update the main body of the volume rate according to the actual new floor area (the difference between the floor area of the old and new certificates of production): for the updating of the overall floor area rate of the land plot to be raised to 1.5 (inclusive) ~ 2.0 (exclusive), the subsidy standard is 100 yuan / square meter, and the subsidy for each project is not more than 2.5 million yuan; for the updating of the overall volume rate of the land plot to be raised to 2.0 (inclusive), the subsidy standard is 100 yuan / square meter. If the overall floor area ratio of the renewed plot is raised to 2.0 (inclusive) or above, the subsidy standard is RMB 200/square meter, and the maximum subsidy for each project shall not exceed RMB 5 million yuan. For projects with new underground parking after renewal, the subsidy standard will be increased by RMB 100/square meter, and the maximum project subsidy will be increased by RMB 1 million yuan; for projects that meet the standard of "industrial building" in Suzhou after renewal, the subsidy standard will be increased by RMB 200/square meter, and the maximum project subsidy will be increased by RMB 4 million yuan (for both underground parking and "industrial building"). (underground parking and "industrial building" subsidies can be enjoyed at the same time). For the remaining land use life of less than 10 years, after paying the corresponding land premium can be 20 years to recalculate the land use life.

2. Reward mergers and acquisitions. Encourage state-owned enterprises, "chain master enterprises", industry leading enterprises, etc. through mergers and acquisitions to revitalize inefficient land, plant, the introduction of high-end industrial projects, involving land transactions, the land transaction costs incurred, up to 50,000 yuan / acre on the transfer of the party to be rewarded, the maximum reward for each project does not exceed 5 million yuan.

3. Giving support for upgrading evaluation results. To carry out alteration, expansion, reconstruction of the renewal project, from obtaining the construction permit within two years from the following year, the main body of the renewal of the comprehensive evaluation results of the intensive use of resources in industrial enterprises temporarily classified as B, urban land use tax applies to the 3 yuan / square meter grade.

4. Appropriately relax the indicators of comprehensive supporting facilities. For the approved renewal of the industrial park and the real demand, after a comprehensive study and judgment in line with the relevant planning requirements, allowed in the building area of 15% of the administrative office and living services supporting facilities within the scope of the building area, not more than 4% of the capacitated floor area of the internal services of the business supporting housing.

For contiguous renewal projects involving two or more adjacent parcels, a one-time bonus of 50,000 yuan per mu of contiguous renewal will be given to the original land use right holder, with a maximum bonus of no more than 10 million yuan per contiguous renewal project (this item is not duplicated by the bonus for mergers and acquisitions in Article 2); the use period can be determined according to the longest remaining period of the parcels, on the condition of the payment of the land premiums. The maximum remaining period of use shall be determined in accordance with the maximum remaining period of each land plot, subject to the payment of land premium.

(3) Rewarding the Effectiveness of Renewal

7. Encouraging the Introduction of Quality Projects. For newly introduced or newly cultivated listed enterprises, state-level high-tech enterprises, industrial enterprises, provincial-level and above specialized and new enterprises, "unicorn" and "gazelle" enterprises, headquarters enterprises, and projects of leading talents and bi-inventive talents, each one-time bonus will be awarded to the land use right owner. Each project will be rewarded with a one-time bonus of 50,000 RMB for the land use right owner, and the maximum annual bonus for each renewal project will be 1 million RMB. Encourage the land use right owner and import project investors or management in-depth docking, through industrial investment funds or the establishment of joint ventures and other ways to actively enrich the content and scope of cooperation, the formation of a more flexible and sustainable renewal of the benefit distribution mechanism.

8. Rewarding output contribution. Within 3 years from the starting date of the tax cycle, for the single renewal project that is not lower than the tax standard agreed in the regulatory agreement, the average tax revenue of mu reaches 50 (inclusive) ~ 1 million yuan, and is rewarded at an annual rate of not higher than 50,000 yuan per mu, the average tax revenue of mu reaches 1 (inclusive) ~ 1.5 million yuan, and is rewarded at an annual rate of not higher than 100,000 yuan per mu, and for the tax revenue of mu exceeding 1.5 million yuan per mu, and is rewarded at an annual rate of not higher than 150,000 yuan per mu. For the average tax revenue exceeding 1.5 million yuan (inclusive), the award shall be no higher than 150,000 yuan per mu per year, and the maximum award for a single project shall be 10 million yuan per year. For the continuous renewal projects not lower than the tax payment standard agreed in the supervisory agreement, for the projects with an area of 100 acres (inclusive) or more and the average tax revenue of 50 million yuan (inclusive) to 1 million yuan (inclusive), the award shall be no higher than 60,000 yuan per acre per year; for the projects with average tax revenue of more than 1 million yuan (inclusive), the award shall be no higher than 150,000 yuan per acre per year The maximum annual reward for a single project is 15 million yuan. 9. Reward rating upgrade. For autonomous renewal projects, according to the results of the comprehensive evaluation of the intensive utilization of resources in industrial enterprises, the land use right owner of the first time to upgrade to class A after the update of the evaluation results of 500,000 yuan of upgrading and development incentives, and 200,000 yuan of upgrading and development incentives for the first time to upgrade to class B of the land use right owner. This incentive fund is not duplicated with Article 3 "Support for upgrading evaluation results" and Article 8 "Reward for output contribution".

10. Guarantee the supply of resource elements for high-quality enterprises. According to the results of the comprehensive evaluation of the intensive utilization of resources by industrial enterprises, enterprises with evaluation results of A and B categories will be given positive incentives in electricity, gas, sewage and other aspects, and priority will be given to guaranteeing the supply of enterprises.

(IV) Optimization of Renewal Services

11. Provide investment support. For projects updated as industrial parks, investment promotion departments intervene in advance, strengthen investment linkage, information sharing, state-owned enterprises to take the initiative to docking, provide specialized operational services, will be in line with the park's industrial policy, high technological content, drive the effect of good, leading the ability of the high-quality projects are prioritized to be imported into the stock of renewed land.

12. Provide "green channel" for approval and acceptance. 13. Strengthen financial support. Encourage financial institutions to increase product innovation, and give preferential loan support to industrial land renewal projects with high capital amount, low interest rate and long term. Explore giving financing support to the main body of development through the establishment of industrial real estate funds, industrial equity funds, financial leasing, income right trust, asset securitization, mortgage of construction in progress and the balance of the mortgage, etc., so as to provide financial security for various means of renewal such as capacity building and renovation of enterprises, carrier construction, and acquisitions.

Third, bylaws
