Chapter I: General Provisions
Article 1 In order to implement the relevant requirements of the higher-level departments, further promote and guide the high-quality development of science and technology business incubators, support the rapid growth of small, medium and micro-enterprises in science and technology, and build a good science and technology entrepreneurship ecosystem, we have formulated the present Management Measures in light of the actual situation of Suzhou High-Tech Industrial Park.
Second, science and technology business incubator (hereinafter referred to as "incubator") is a science and technology entrepreneurship service organization that provides physical space, shared facilities and professional services for the purpose of promoting the transformation of scientific and technological achievements and cultivating scientific and technological enterprises and entrepreneurship, and it is a cultivation base of innovative and entrepreneurial talents and a support platform for public innovation and entrepreneurship. It is an important part of the regional innovation system.
Article 3 The main function of an incubator is to focus on the growth needs of scientific and technological enterprises, gather all kinds of elemental resources, promote scientific and technological innovation and entrepreneurship, and provide services such as entrepreneurial space, shared facilities, technical services, consulting services, investment and financing, entrepreneurial counseling, and resource docking, so as to reduce the cost of entrepreneurship, increase the survival rate of entrepreneurship, promote the growth of enterprises, promote the employment of entrepreneurship, and stimulate the innovation and entrepreneurship vitality of the society as a whole. Vitality. Suzhou New District encourages the construction of district-level incubators, whose goal is to incubate a number of high-tech enterprises and entrepreneurs, and to foster a number of national and provincial-level incubators.
Article 4 The Bureau of Science and Technology Innovation of Suzhou New District (hereinafter referred to as "Bureau of Science and Technology Innovation") is responsible for providing specific services and guidance to the incubators, as well as recognizing, managing and evaluating the performance of the incubators. Suzhou Hi-tech Zone Incubator adopts the post-subsidy support method to subsidize the construction and operation performance of the incubator in Hi-tech Zone. The funds come from the high-tech zone science and technology innovation funds, and the total amount is controlled.
Chapter 2: Incubators in Hi-tech Zone
Article 5 The application for the recognition of district-level incubators shall have the following conditions:
1. It has an independent legal personality, a clear direction of development, a perfect operation and management system and incubation service mechanism, and has been actually registered and operated for one year in the district.
2. The incubation site is centralized, and the area of the incubation site at its disposal is not less than 10,000 square meters, of which the area used by the incubatees (including the area of public services) accounts for more than 75%. If it is a leased site, it should have a valid lease period of more than 3 years.
3. It has a professional incubation management team, with no less than 3 professional incubation service personnel (referring to full-time incubator staff with experience in entrepreneurship, investment and financing, business management, etc., or after entrepreneurial services related training), and at least 2 full-time and part-time mentors (referring to those who are appointed by the science and technology department, industry association or incubator, and who are able to provide professional and practical counseling services to the start-up enterprises and entrepreneurs). entrepreneurs, investment experts, management consulting experts).
4. Within the site at its own disposal, there are no less than 20 incubatees, and the proportion of incubatees that have applied for patents to the total number of incubatees is no less than 30% or no less than 20% of those that have effective intellectual property rights, and the cumulative number of graduated enterprises is no less than 3.
5. It has a venture capital fund or has set up an equity investment fund in cooperation with angel investment and venture capital organizations to provide investment and financing services in the field of entrepreneurship and financial support services for technological innovation, with a capital scale of not less than 1 million yuan. Access to investment and financing in the incubation enterprises accounted for no less than 10%, and no less than 1 case of capital utilization.
6. Enterprises engaged in R&D and production in the same industrial field account for more than 75% of the total number of incubatees, and provide precise incubation services for niche industries, have public service platforms at their disposal, and can provide professional and technical services, such as research and development, testing and inspection, and pilot testing, etc. They can apply for accreditation according to the professional incubator. The professional incubator has no less than 10 incubated enterprises and no less than 2 cumulative graduated enterprises.
Article 6 Incubated enterprises shall meet the following conditions:
1. mainly engaged in the research and development, production and service of new technologies and products, and shall meet the relevant requirements of science and technology-based small and medium-sized enterprises in the field of high and new technologies which are the key areas of support by the state;
2. the place of registration of the enterprise and the main research and development and office space shall be in the premises of the incubator, and the time of its establishment at the time of its entry shall not be more than 24 months;
3. the number of graduated enterprises shall not be less than 10.
3. The incubation time limit shall not exceed 48 months in principle. For enterprises whose technology field is biomedicine and integrated circuits, the incubation time limit shall not exceed 60 months.
Article 7 Enterprises graduating from the incubator shall meet at least one of the following conditions:
1. High-tech enterprises passed by the state record;
2. Receiving more than 5 million yuan of angel investment or venture capital investment in the aggregate;
3. Receiving more than 10 million yuan of business revenue in the aggregate in the consecutive 2 years;
4. Being merged, acquired or Listed or listed in domestic and foreign capital markets.
Chapter III Declaration and Management
Article 8 The District Science and Technology Innovation Bureau is responsible for issuing a declaration notice every year, and the declaring organization shall submit the declaration materials according to the notice and be examined and recommended by the science and technology departments of each functional area. The District Science and Technology Innovation Bureau shall confirm the qualified and approved organizations as district-level incubators by documents.
Article 9 The District Science and Innovation Bureau shall standardize the statistics of incubators, which shall provide true and complete statistics on time as required. For those incubators that do not report statistical data or report false information, they will be disqualified from the district level and will not be recommended to declare higher honorary titles.
Article X. If the name of the district incubator is changed or the conditions of recognition such as the main body of operation, area scope and location of the site are changed, it is necessary to submit an application for change to the District Science and Innovation Bureau within 3 months. After review and field verification by the District Science and Innovation Bureau, if it meets the requirements of these Measures, it will agree to the change, and if it doesn't meet the requirements of these Measures, it will cancel its qualification at district level.
Article 11 The District Science and Innovation Bureau implements dynamic management of incubators, and gives priority to the district-level incubators with efficient operation and good development in recommending them for declaration of municipal, provincial and national-level incubators. If the incubator does not meet the requirements of these Measures due to the change of the operating body, site, etc., it shall be canceled as a district-level incubator by the science and technology department of the functional area where it is located after submitting a recommendation to the District Science and Innovation Bureau.
Article 12 shall cancel the qualification of district-level incubator for incubators that have occurred major safety accidents, major quality accidents, serious environmental violations, or have a serious breach of trust and other behaviors.
Chapter IV Rewards and Performance Evaluation
Article 13 Guiding and supporting the construction of incubators in the district. The newly recognized national, provincial and district-level incubators will be rewarded with a maximum of 2 million yuan, 1.5 million yuan and 1 million yuan of construction funds respectively.
Article XIV District Science and Innovation Bureau carries out performance evaluation of recognized district-level incubators every year. According to the evaluation results to give different levels of performance incentives. Newly recognized district-level incubators can participate in the performance evaluation after one year of operation from the date of recognition.
Article 15 The incubator shall submit performance evaluation materials as required, and the District Science and Innovation Bureau shall organize experts to carry out evaluation and field verification, and evaluate the grade in accordance with the evaluation indexes of "Implementation Rules for Performance Evaluation of Hi-tech Zone Incubators", and the results of the evaluation shall be divided into five grades, namely, A, B, C, D and E. The evaluation results shall be awarded to the incubators with different grades according to the results of the evaluation.
Article 16 For incubators recognized as A, B, C, D grade in the performance evaluation of district incubators, the maximum performance incentive not exceeding 2 million yuan will be given. Incubators recognized as grade E in the district performance evaluation shall be notified, and if the performance evaluation grade is E for two consecutive years, the eligibility to participate in the district performance evaluation shall be suspended for two times.
Article 17 The funds for incentives and performance subsidies involved in these measures shall be borne by the Hi-tech Zone and each functional area in accordance with 1:1.
Chapter V Promotion and Development
Article 18 Incubators shall strengthen the service capacity construction, and those in a position to do so shall form the mechanism of "Crowd Creation-Incubation-Acceleration", provide full-cycle entrepreneurial services, and create the ecology of science and technology innovation and entrepreneurship. Specialized incubators should focus on improving public technological innovation and entrepreneurship. Specialized incubators should focus on improving the function of public technical services, providing low-cost and high-quality value-added services for incubatees, and forming distinctive professional characteristics.
Article 19 The incubator shall strengthen the training of practitioners, create a specialized team of entrepreneurial mentors, provide precise and high-quality entrepreneurial services for the incubated enterprises, continuously broaden employment channels, and promote the entrepreneurship and employment of overseas Chinese students, researchers and college students.
Article 20 The incubator shall improve its market-oriented operation capability, encourage entrepreneurial operation, build a sustainable operation mode and enhance its brand influence. The incubator shall actively integrate into the global innovation and entrepreneurship network, carry out international technology transfer, introduce overseas high-quality projects, technological achievements and talents and other resources, and help entrepreneurs dock into domestic and international markets.
Article 21 gives full play to the role of the District Incubator Association, implements the work of the counterpart higher-level incubator associations, organizes exchanges and cooperation among incubators, promotes the sharing of resources, and enhances the overall development level of incubators in the district.
Chapter VI Supplementary Provisions
Article 22 The declaring unit shall be responsible for the authenticity, legality and validity of the submitted materials. In case of falsification, the declaration qualification will be canceled once it is found out and will not be recommended for declaration of higher honorary titles.
Article 23 These measures shall be effective for three years from the date of issuance and shall be interpreted by the Bureau of Science and Innovation. The original "Suzhou New District Science and Technology Business Incubator Recognition and Management Measures" (Suzhou High-tech Management [2020] No. 51) shall be repealed at the same time.
