According to the "Work Safety Law", "Regulations on the Safety Management of Dangerous Chemicals", "National Overall Emergency Response Plan for Sudden Public Events", "Regulations on Emergency Response to Manufacturing Safety Accidents", "Measures for the Management of Emergency Response Plans for Manufacturing Safety Accidents", "Zhenjiang City, Emergency Response and Rescue Plans for Dangerous Chemical Manufacturing Safety Accidents" and other relevant laws and regulations, combined with the actual situation of the district, Zhenjiang New District Comprehensive Emergency Response and Rescue Plan for Safety Production Accidents" and other relevant laws, regulations and provisions, combined with the actual situation in the district, the development of this plan.
1.2 Scope of application
The hazardous chemical accidents referred to in this plan refers to accidents that may result in significant casualties and property losses in the production, operation, storage, use and transfer of hazardous chemicals within the scope of the Zhenjiang New Area, as well as accidents that may cause significant social and economic impacts. Accidents, as well as hazardous chemical safety accidents that can have a significant social impact, divided into four levels:
Special major accidents (Level I): causing more than 30 deaths, or more than 100 serious injuries (including acute industrial poisoning, the same hereinafter), or evacuation and transfer of 100,000 people, or direct economic losses of 100 million yuan or more. Economic losses of more than 100 million yuan, or cause particularly significant social impact of the accident.
Major accidents (Class II): causing more than 10 people, less than 30 deaths, or more than 50 people, less than 100 people seriously injured, or evacuation of more than 50,000 people, less than 100,000 people, or direct economic losses of more than 50 million yuan of less than 100 million yuan, or cause a major social impact of the accident.
Larger accidents (Level III): accidents causing more than three deaths and less than 10 deaths, or more than 10 people and less than 50 serious injuries, or evacuation and transfer of more than 20,000 people and less than 50,000 people, or direct economic losses of more than 10 million yuan and less than 50 million yuan, or cause a greater impact on society.
General accidents (Level IV): accidents resulting in less than three deaths, or less than 10 serious injuries, or the evacuation of less than 20,000 people, or direct economic losses of less than 10 million yuan, or cause a certain degree of social impact.
The management committee of the new area is responsible for the Ⅳ response level of emergency rescue work of hazardous chemical accidents. Level Ⅰ, Ⅱ, Ⅲ response level of the accident, the new area management committee in addition to the first time to take countermeasures, the organization of emergency response team, the first to arrive at the scene of the accident of hazardous chemicals to effectively deal with, make every effort to control the development of the situation, to cut off the accident disaster chain, to prevent secondary, derivative accidents occurring outside. 1.3 Rescue and disposal principles

2 Determination of Hazardous Targets and Hazardous Assessments 2.1 Hazardous targets
There are 54 hazardous chemicals involved in the enterprises under the jurisdiction (3 types of highly toxic products): chlorine, sodium cyanide, acryl alcohol, phosphorus trichloride, acrylonitrile, chloroacetic acid, ammonia, benzene, hydrofluoric acid, formaldehyde, butadiene, hydrogen, methanol, acetone, triethylamine, toluene, Xylene, Styrene, Phenol, Sodium Hypochlorite, Hydrogen Chloride, Sulfur Dioxide, Chloromethane, Nitrogen Trifluoride, Methylal, Isobutene, Nitrogen [Liquefied], Carbon Dioxide, Isopropyl Ether, Isopropylamine, Ethanol, Methyl Acrylate, Methyl Isobutylenoate, Epoxy Resin, 1,2,4 Trimethyl Toluene, Diethyl Benzene, o-(m-)Chloro Toluene, N-Butyl Alcohol, Butyl Acrylate, Ethyl Acetate, Sulphur, Methylene Carbamide, Peroxide Sulfuric acid, hydrochloric acid, acetic acid, sodium hydroxide, potassium hydroxide, diethylzinc, triethylaluminum, diethylaluminum chloride, gasoline, diesel fuel, and ethylene. 2.2 Hazardous target update declaration
If there is any change in the hazardous targets of the relevant enterprises, they should be updated and reported to the office of the New District Work Safety Committee at the same time.
3 Organizational System 3.1 Emergency Rescue Command (hereinafter referred to as the Command)
The main leader of the management committee as the commander-in-chief, the management committee's leaders in charge of public security, public security bureau, ecological Emergency Response Bureau as deputy commander-in-chief, the implementation of the field commanders system, the commander-in-chief of the situation by the appointment of an on-site director; members of the Party and Government Office, the Propaganda and Unification Warfare Department, the Economic Development Bureau, the Ecological Emergency Response Bureau, and the Party and Government Office. 4 Emergency Disposal
In the early stage of the accident, the accident unit or on-site personnel should actively take emergency self-help measures to prevent the expansion of the accident. The first arrival of the emergency rescue team must quickly and effectively implement the first rescue, rescue personnel and property, control the spread of the situation, to prevent secondary, derivative and coupled accidents.

4.1 Answer the police

4.4 Determine the on-site rescue program

5 Conducting Emergency Operations
According to the above plan, the emergency rescue professional groups and related member units, combined with their respective responsibilities in accordance with the formulated plan of action to carry out emergency operations.
5.1 Personnel safety protection (command lead)
5.1.1 Emergency rescue personnel protection

5.1.2 Rescue of persons in distress

5.2 Alert evacuation (Public Security Bureau lead)

5.2.2 On-site disposal.

5.3 On-site rescue (fire brigade lead)

5.3.2.3 Disposal of hazardous chemicals fire

② disposal of liquid fire.

f, fighting flammable liquid pipeline or tank leakage fire, cut off the direction of fire spread and limit the fire to a certain range at the same time, the pipeline managed to find and close the import and export valves, if the pipeline valves have been damaged or the tank leakage, it is quickly prepared to plug the leakage material, with foam, dry powder, Carbon dioxide or fog water, etc. to extinguish the flow of flame on the ground, clear the obstacles to plugging, and then finally extinguish the flame of the leak, and quickly take measures to plug the leak.
5.3.2.4 Emergency evacuation.
