For local development, attracting investment and recruiting talent are like the two wings of a bird or the two wheels of a cart; they are crucial steps toward achieving industrial restructuring and development.

Located at the heart of the Yangtze River Delta, the Wujiang Economic Development Zone focuses on "integrating industry and talent," adhering to a "two-way interaction" between project and talent recruitment to inject new vitality into industrial development.

As an investment promotion partner of the Wujiang Economic Development Zone, Guchuan United leverages its professional expertise and high-end resources to introduce 10 major “science and technology talent projects” to the zone. Currently, five companies have been shortlisted, three have already settled in, and the remaining projects are in the application process.

To accelerate the aggregation of innovation elements and promote collaborative innovation, Guchuan United not only attracts projects based on actual industrial development needs but also continuously explores new approaches to technology-driven investment promotion under current conditions. By focusing on the “introduction of technology and talent projects,” the firm drives the deep integration of talent chains, industrial chains, and innovation chains, enhances the commercialization of scientific and technological innovations, and facilitates the “synergistic alignment” of high-end talent aggregation with key industrial development.

Previously, MicroPort Medical, a Chinese medical device unicorn, invested in the construction of a medical sterilization project base. Introduced by Guchuan United to the Wujiang Economic Development Zone, the project has now commenced operations and achieved full efficiency. Led by this industry leader, over 100 biopharmaceutical and healthcare-related enterprises have established operations across the entire Wujiang district.

With the responsibility and capabilities of a “pioneer,” Guchuan United leverages its insights into industry trends and investment dynamics to adopt a results-oriented approach. By utilizing technology to empower targeted investment promotion, the firm assists government-led industrial parks in attracting top-tier talent, accelerating the commercialization of innovation, and injecting new momentum into regional economic development.

Combined Efforts in Investment and Talent Attraction

Integrating Industry and Talent

As the strategy for high-quality development continues to advance, regions across the country are prioritizing the attraction of top-tier talent and the commercialization of scientific and technological achievements in their industrial development. This marks a shift from the previous broad-brush approach to investment promotion toward a model of bundled “talent + project” recruitment.

By attracting talent through projects and promoting projects through talent, we achieve the optimal allocation and combination of various elements in "dual recruitment and dual attraction."

Talent is the primary resource underpinning innovative development. Wujiang Economic Development Zone has consistently aligned with national strategies, focused on technological innovation, enhanced the quality and efficiency of talent recruitment, and pursued the goal of building a “new hub” for talent aggregation.

GuChuan United closely aligns with the development zone’s urgent needs, identifying technology projects with a talent-centric approach. It treats the recruitment of high-caliber talent teams as both the starting point and the ultimate goal for introducing high-tech enterprises, successfully bringing a specialized hydrogen fuel cell project to the development zone.

Specifically, centered on the Wujiang Economic Development Zone’s leading industries and guided by the principle of “supplementing and strengthening industrial chains,” the firm rigorously screened science and technology innovation projects with core technologies. Through project evaluation and analysis, it has contributed to enhancing the quality and scale of the Development Zone’s “dual recruitment and dual attraction” initiatives.

The project leader specializes in research within the fields of power electronics and power transmission, possessing over a decade of experience in power supply R&D and design. He has mentored numerous professionals and produced multiple research outcomes that have filled technological gaps.

The main product is a high-density converter, which is applied in backup power supplies, distributed power generation, and vehicle power supply systems. It has already secured multiple utility model patents and software copyright patents.

In addition, a technology innovation project in the biopharmaceutical sector has been successfully established in the Wujiang Economic Development Zone through the precise referral of Guchuan Lianxing.

This project focuses on the industrialization of a film-forming drug delivery system technology platform, aiming to cover over 100 hospitals within five years and meet the market demand for more than 160,000 cases.

The above “talent + project” initiatives in the Wujiang Economic Development Zone are merely a snapshot of GuChuan United’s precise talent and project introduction efforts. Over the years, by deeply understanding the multi-level needs of government, industrial parks, and enterprises, and leveraging a resource pool of 930,000 projects, the firm has established stable, high-quality channels for attracting technology talent and projects. It has introduced outstanding scientific and technological talent, entrepreneurial teams, and innovative enterprises, achieving a win-win situation for both government and enterprises through high-level project collaboration.

For the Wujiang Economic Development Zone, a mature industrial layout serves as the “magnolia tree where the golden phoenix alights,” while “innovation-driven development and ascending to the high end of the industrial chain” are the key solutions for attracting high-quality projects and talent.

So why the shift from “investment promotion” to “dual recruitment and dual attraction”?

On the one hand, by focusing on leading industries such as biomedicine, electronic information, and new energy, we will intensify efforts to attract high-end talent and projects, effectively integrating top-tier talent with technology commercialization initiatives to enhance core competitiveness.

On the other hand, by gathering industry leaders to catalyze the growth of emerging industries—through methods such as establishing R&D platforms, providing incubation spaces, and offering support via industrial guidance funds—we aim to achieve the simultaneous establishment of “talent and projects.”

A New Model for Technology-Driven Investment Promotion

Comprehensive Approach with Comprehensive Support

Technology-driven investment promotion, simply put, refers to the approach of attracting investment in emerging industries and technology-driven sectors, encompassing the recruitment of various innovation elements such as talent, enterprises, and research institutions.

When selecting projects, the focus is not merely on investment scale and intensity. More importantly, indicators such as the enterprise’s technological content, innovation capacity, and growth potential are prioritized.

This implies that government-led industrial parks must adopt a forward-thinking approach regarding industrial positioning, infrastructure development, and the allocation of industrial and technological resources.

At the same time, identifying and opening up application scenarios to create demand and expand development opportunities for startups is a true reflection of applying market logic to decision-making.

Investment opportunities lie at key nodes in industrial and supply chains, particularly at bottlenecks and choke points. By identifying these nodes and facilitating supply-demand matching across the industrial chain, we can not only fill gaps, extend, consolidate, and strengthen the chain but also achieve twice the result with half the effort in investment promotion.

The integration of industry and talent is a vital pathway for attracting talent. It facilitates the successful implementation of “talent-plus-project” initiatives, which are favored by the capital market, enabling capital and projects to engage in a mutually beneficial “dialogue.”

Adhering to the principle of “government support, enterprise leadership, and market-driven operations,” the Wujiang Economic Development Zone has independently nurtured nine companies—including Saiwu Technology, Haichen Co., Ltd., and Shihua Technology—to go public over the past four years. Last month, Mingyang Technology (Suzhou) Co., Ltd. successfully listed on the Beijing Stock Exchange, establishing the “Wujiang板块” in the capital market.

In recent years, the Wujiang Economic Development Zone has intensified its efforts to attract technology projects. Through the implementation of the “Chongben” Talent Program, more than 100 talent projects have settled in the zone annually.

To elevate living standards from merely “having a place to live” to “enjoying a comfortable living environment” and to establish the “Meimei Zhiyu” talent apartment brand, the Development Zone has upgraded the project to meet the standards of top-tier domestic talent apartments. It has also hired a professional management team to provide personalized “concierge-style” services, offering a solid foundation for attracting more outstanding and international talent.

A Full Range of Advantages

Industrial Clustering to Attract Top Talent

In recent years, the Wujiang Economic Development Zone, grounded in its industrial positioning within the Yangtze River Delta integration strategy, has keenly recognized the weight of the task of transforming growth drivers while also seeing the immense potential for innovative development.

Previously, with the strong promotion of Guchuan United, MicroPort Medical—a Chinese medical device unicorn—settled in the Wujiang Economic Development Zone to invest in and build a medical sterilization project base.

Wujiang’s biopharmaceutical industry got off to an early start compared to other, more mature industrial clusters. In recent years, a favorable policy environment, unique geographical advantages, a robust industrial foundation, strong innovation capabilities, and a business environment that respects and values enterprises have collectively created fertile ground for the development of the biopharmaceutical industry.

When MicroPort planned to establish a medical sterilization facility in the Yangtze River Delta region, GuChuan United quickly assembled a localized service team to thoroughly assess the project’s facility requirements.

Given that sterilization production equipment involves frequent back-and-forth transportation, the GuChuan United team engaged with large-scale development zones in Qingpu, Kunshan, and nearby areas in Zhejiang. Throughout the process, they presented over 70 industrial parks and coordinated visits by approximately 20 government representatives to inspect potential sites.

They conducted research on key indicators such as the industrial environment, preferential policies, available facilities, and labor costs across various regions of the Yangtze River Delta, screening for feasible solutions that closely matched the company’s needs.

Following negotiations, the company ultimately selected the Wujiang Economic Development Zone, valuing the availability of upstream and downstream medical enterprises, the maturity of the industrial cluster, and the site’s proximity to Shanghai Hongqiao—just a 45-minute drive—which facilitates equipment transportation.

As a government-designated park partner, Guchuan United leverages its proprietary big data platform—which contains 930,000 project resources—to provide the park with industrial and technology projects. While strengthening the industrial foundation, the firm introduces more high-quality projects to regions with suitable development conditions, thereby injecting new momentum into the sustainable development of the regional economy.
