Chapter I: General Provisions

Chapter II Cultivation of High-tech Enterprises

Chapter III Declaration of High-tech Enterprises

Chapter IV Reward Conditions and Procedures
Article IX Incentives
(1) For the year recognized by the provincial private science and technology enterprises will be awarded 10,000 yuan. For the year to participate in the national science and technology-based small and medium-sized enterprise record included in the publicity of the enterprise to give 2,000 yuan of incentives.
(ii) for the year the newly recognized national high-tech enterprises to give a one-time award of 250,000 yuan. For re-identification (since 2008 had been recognized as a high-tech enterprises) of the national high-tech enterprises to give a one-time award of 150,000 yuan. Recognized national high-tech enterprises, can also enjoy the higher financial incentives and support.
(3) For the national high-tech enterprises that have moved into Suzhou Hi-Tech Zone as a whole, a one-time reward of RMB 500,000 will be given to those that have passed the national high-tech enterprise certification on schedule after completing the procedures for the overall relocation of high-tech enterprises. For the newly attracted enterprises in each plate in the zone, a one-time reward of 500,000 RMB will be given to the enterprises that have been recognized as national high-tech enterprises within two years after they have landed in the zone. For science and technology service organizations that play a key role in the introduction of the above enterprises, a one-time reward of 200,000 yuan will be given to each of them after the enterprises are recognized as national high-tech enterprises on schedule.
(4) Enterprises enjoying the municipal R&D investment incentive policy will be rewarded with 6% of the growth in R&D expenses for enterprises that have independently declared to enjoy the policy of pre-tax deduction for R&D expenses for two consecutive years and the annual growth in R&D expenses is 200,000 yuan (inclusive) or more, and the annual growth in R&D expenses for a single enterprise shall not be more than 3 million yuan.

Any enterprise or institution registered in the High-Tech Zone and with tax relations in the High-Tech Zone can apply for incentives according to these implementation measures. Any enterprise that has been recognized as a high-tech enterprise in the same year can apply for the award.
Article 11 The above incentives are all in the form of ex post facto subsidies, which do not need to be declared. Hi-tech Zone Science and Innovation Bureau, Finance Bureau unified review of the information applied for, and finally reported to the district talent science and technology work leading group of science and technology work office for approval and approval of the unified award funds, the specific allocation of the time of the following notice shall prevail.
Chapter V Supervision and Management
Article XII of the implementation of the incentive funds from the annual high-tech zone science and technology innovation funds for co-ordinated arrangements.
Article 13 Enterprises are required to undertake not to move out of Suzhou Hi-Tech Zone when they receive the incentive funds under these measures.
Article XIV The enterprises applying for the award must provide true materials, if found to be fraudulent, fraudulent award funds, once verified, in accordance with the "Regulations on Penalties and Punishments for Fiscal Violations" relevant provisions of the treatment, has been funded must be returned in full and included in the list of dishonest, the enterprise shall not declare the qualification of all kinds of governmental financial subsidies and awards within three years. Chapter VI Supplementary Provisions
Article 15 These implementation measures shall come into force on the date of issuance, and shall be valid until December 31, 2026. The original "Suzhou High-tech Zone to accelerate the cultivation and development of high-tech enterprise implementation measures" (Suzhou High-tech Management [2020] No. 52) shall be repealed by itself.
Article 16 The Implementation Measures shall be interpreted by the Bureau of Science and Technology Innovation of Suzhou New Hi-tech Zone (Huqiu District).
