Chapter I General

Article 2 The headquarters of the enterprise referred to in these measures, refers to the Suzhou enterprises to carry out business activities in accordance with the law, in line with the city's industrial development policy, to invest or authorize the management of the form of fulfillment of the regional scope of cross-prefecture-level cities to exercise investment holding, operational decision-making, financial settlement, centralized sales, research and development, supply chain configuration and other management services, the total body.

Article 3 In accordance with the "encouragement of incremental, the development of stock" idea, the introduction, cultivation and growth of a number of headquarters enterprises, taking into account the business income, economic and social contributions and other factors, focusing on support for the development of headquarters enterprises engaged in modern agriculture, advanced manufacturing, modern services and other areas.

Article 4 The city headquarters economic development leading group is responsible for guiding, managing and supervising the development of the city's headquarters economy, and considering the support measures for headquarters enterprises. Leading group leader by the deputy mayor in charge of the leading group office located in the Municipal Development and Reform Commission, is responsible for the daily work of the leading group, the organization and implementation of the headquarters of the enterprise recognition and incentives audit, coordination and supervision of the implementation of various policy measures. The leading group member units in accordance with their responsibilities to do a good job in promoting the development of the headquarters economy.

Chapter II Determination of conditions

Article 6 In line with the provisions of Article 2 of these Measures on the basis of one of the following conditions can be directly recognized as the headquarters of the enterprise:

(a) A-share listed companies within the territory, and the average market value of not less than 10 billion yuan in the previous year;

(b) the state and the central sector to determine the second headquarters of the major enterprises (groups) or Regional headquarters, and the previous year in the city's total tax revenue of more than 50 million yuan;

(C) China Enterprise Confederation, China Entrepreneurs Association, the All-China Federation of Industry and Commerce, as well as recognized foreign authoritative institutions announced the "world's largest 500 companies" "China's top 500 enterprises "" China's top 500 private enterprises "enterprises set up in the city's headquarters or regional headquarters, and the previous year in the city's total tax revenue of 50 million yuan or more.

Article 7 Enterprises that do not meet the provisions of Article 6, on the basis of meeting the definition of Article 2 of these Measures, can apply for the recognition of headquarters enterprises in accordance with the following classifications:

(a) Scale headquarters.

1. Agriculture: the previous year's operating income of 100 million yuan or more, the total tax paid in the city of 5 million yuan or more.

2. Manufacturing: last year's operating income of more than 2 billion yuan, the city's total tax revenue of more than 80 million yuan.

3. Service industry: wholesale and retail enterprises in the previous year's operating income of more than 2 billion yuan, in the city's total tax revenue of more than 50 million yuan; other services (except real estate enterprises) in the previous year's operating income of more than 300 million yuan, in the city's total tax revenue of more than 30 million yuan.

4. Construction: last year's operating income of more than 2 billion yuan, in the city's total tax revenue of more than 100 million yuan.

(B) innovative headquarters.

1. Strategic emerging industries and pioneering industries: the previous year's operating income of 800 million yuan or more, in the city's total tax revenue of more than 30 million yuan.

2. Information technology, science and technology research and development, business services, modern logistics, energy conservation and environmental protection services, human resources, sports and health, cultural and creative services: the previous year's operating income of 200 million yuan or more, in the city's tax revenue totaling 20 million yuan or more.

(C) Newly registered or newly introduced headquarters.

Newly registered or newly introduced in Suzhou, but less than 1 year of operation, paid registered capital of not less than 100 million yuan, according to the relevant cooperation agreement, the commitment to the second year, the third year of the annual operating income of 500 million yuan or more, and the total annual tax revenue of 50 million yuan or more in the city.

(d) The incentives and recognition policies for financial industry headquarters enterprises are implemented in accordance with Several Measures on Promoting the High-Quality Development of Suzhou's Financial Industry (Su Fu [2021] No. 53). The incentives and recognition policies for regional headquarters and functional institutions of multinational corporations will be implemented in accordance with Several Policies and Measures on Encouraging Multinational Corporations to Set up Regional Headquarters and Functional Institutions in Suzhou (Trial Implementation) (Su Fu Ban [2021] No. 149).

(e) Other enterprises that play a significant role in the city's industrial development.

Article 8 In addition to national restrictions and prohibited industries, the headquarters of the enterprise's main body of investment, economic nature is not limited. Newly established enterprises and the city's existing enterprises can apply for headquarters enterprises recognized.

Chapter III Support Measures

Article IX meets the conditions set out in Article 7, paragraph 3 of these Measures, and in the commitment period to achieve its commitment to business income and total tax in the city's newly registered or newly introduced headquarters enterprises, respectively, in the completion of the second year, the third year of the commitment to give incentives, the maximum amount of incentives per year does not exceed 10 million yuan.

Article 10 After August 1, 2019 in the city registered or introduced and recognized as headquarters enterprises, by the local community in accordance with the industry leading effect, industry influence and expected comprehensive social contribution and other factors for a comprehensive assessment, to give settlement incentives, the maximum amount of incentives does not exceed 60 million yuan.

Recognized local existing headquarters enterprises to upgrade or expand the scale, according to the incremental part of the reference to the provisions of the previous paragraph to enjoy the settlement incentives.

Article 11 After August 1, 2019 in the city registered or introduced and recognized as headquarters enterprises, by the comprehensive assessment of the localities, the headquarters of the rental of self-use office space (excluding ancillary and supporting housing, the same below), by the localities of the annual rent of up to 30% of the subsidies, since the identification of the next year for three consecutive years of subsidies; the headquarters of the first time to purchase and build their own office real estate, according to the purchase of the house price of the construction of housing The first purchase of office property for self-use by its headquarters shall be subsidized within 10% of the price of the purchased building. The maximum subsidy for office building shall not exceed 10 million yuan. The same enterprise can not enjoy the above two office space subsidies at the same time.

Recognized local existing headquarters enterprises to upgrade or expand the scale of the new office space required with reference to the provisions of the previous paragraph to enjoy the office space subsidy policy.

Article 12 of the recognized existing headquarters enterprises, according to the previous year's development of the overall situation of the award, the amount of the award is generally not more than 10 million yuan, with a special contribution to the headquarters of the enterprise awards not exceeding 20 million yuan.

Article XIII support headquarters enterprises to continue to expand effective input. Actively encourage headquarters enterprises to increase industrial investment, and accurately promote a number of major industrial projects, emerging industry projects. Article 14 encourages headquarters enterprises to introduce and cultivate high-end and shortage talents. The qualified talents of headquarters enterprises will be rewarded in accordance with the relevant provisions of the "CPC Suzhou Municipal Committee Suzhou Municipal People's Government on the opening up of a number of policies and opinions of the policy" (Su Wei Fa [2020] No. 1).

Chapter IV Optimization of Services

Article 19 focuses on trade facilitation, innovates the customs supervision system and supervision mode, and improves the efficiency of customs clearance for headquartered enterprises. Support multinational corporations to centralize the operation and management of cross-border funds under the business of centralized operation and management of the domestic and foreign funds of the company's member enterprises. Supporting regional headquarters of multinational corporations to carry out cross-border collection and payment of local and foreign currencies under the cross-border capital pooling business model, centralizing the handling of current account receipts and expenditures on behalf of domestic member enterprises, and centralizing the accounting of funds receivable and payable under the current account. Take the initiative to replicate and popularize the experience of the FTZ in reforming "management of services", and provide support for the application of the early and pilot domestic and foreign capital access policies for headquartered enterprises in the FTZ. Article 20 Accelerate the headquarters of enterprises and their high-quality enterprises listed on the pace of financing, the use of domestic and foreign capital markets stronger and better; support the headquarters of enterprises through the issuance of corporate bonds, corporate bonds and medium-term notes and other forms of financing. Encourage headquarters enterprises to carry out overseas mergers and acquisitions, through overseas investment in high-tech projects to realize the "purchase, introduction, absorption, digestion and re-innovation". Guiding financial institutions to increase credit support for headquarters enterprises, encouraging financial institutions to carry out product and service innovation, and exploring the implementation of intellectual property rights, commodity warehouse receipts and other pledge financing for headquarters enterprises.

Article 21 Strengthen the protection of intellectual property rights, carry out special actions to combat infringement, and create a fair and just environment under the rule of law. Improve the social credit system to create an honest market environment.

Chapter V Management and Supervision

Article 22 The Office of the Leading Group is responsible for accepting applications for the recognition of headquarter enterprises, incentives and subsidies. Apply for headquarters recognition of enterprises, need to be located in the county (city) district headquarters of the economic authorities to submit materials, by the headquarters of the local economic authorities of the initial review, the city headquarters of the economic development of the leading group members of the review and publicity, reported to the municipal government after the approval of the award.

Article 23 The headquarters enterprises enjoying the support of these measures, since the initial enjoyment of the implementation of these measures to support the policy, the operating period in the city shall not be less than 10 years. Recognized headquarters enterprises should conscientiously fulfill the obligations of enterprises, and actively cooperate with government departments to perform surveys, statistics, performance evaluation of financial funds and other legal obligations. For the recognized headquarters enterprises, each year should be required to the counties (cities) and districts in charge of headquarters economy and the city headquarters economy development leading group office to submit the enterprise review information for annual review. The materials required to be submitted for the review shall be separately stipulated by the Office of the Municipal Headquarters Economic Development Leading Group. If the company passes the review, it will continue to enjoy the incentive policies for headquarters enterprises. If the company fails to pass the review, or if it has been penalized administratively or criminally for tax-related and other major violations in the previous year, it shall cancel its qualification as a headquartered enterprise and stop enjoying the relevant incentive policies. If the company has already enjoyed the incentive policies, it shall be ordered to return the incentive income for the year. After the newly established headquarters enterprise is disqualified, it will reapply for recognition as an existing enterprise.

Article 24 The recognized headquarters enterprises in the city's administrative regions, such as separation, reorganization, conversion, name change, etc., shall not apply for the establishment of new headquarters enterprises recognized. Recognized headquarters enterprises in the enjoyment of incentives during the capital reduction and company mergers, splits, dissolution, liquidation, transfer of equity, move in and out of major events, should be timely to the counties (municipalities) and districts of the headquarters of the Leading Group Office of the Economic Development and Suzhou Headquarters of the leading group of economic development to declare, and reassessment. No longer eligible, cancel the headquarters enterprise qualification, stop enjoying the relevant policies; still eligible, re-accounting for settlement subsidies and office space subsidies.

Article 25 Enterprises that make false statements and adopt deceptive means, upon verification, shall not be recognized and shall not apply for the recognition of headquarters enterprises within three years. The units and individuals who have violated the law or acted illegally by cheating, misappropriating or withholding the reward and subsidy funds for headquarter enterprises shall be dealt with by the relevant departments in accordance with the "Regulations on Penalties and Sanctions for Fiscal Violations" (Decree of the State Council No. 427), and the funds shall be canceled or withdrawn in accordance with the regulations.

Chapter VI Supplementary Provisions

Article 26 The people's governments of counties (cities) and districts (management committees) may, according to the actual development of the region, introduce corresponding supporting measures, implementation measures or operational guidelines, etc. after the release of these measures to ensure that the policy support and quality services provided for in these measures are implemented.

Article 27 For specific types of headquarters, new types of business, or the city's industrial development has a significant role in driving the contribution of local economic growth of the branch (organization), in terms of policy support and services by the Office of the Leading Group to the city headquarters of the leading group of economic development to consider the decision.

Article 28 The various types of incentives provided for in this approach to the county (city) district-level finance for the policy to cash the main body of the municipal finance in accordance with the corresponding policy to support the development of headquarters enterprises to confirm the city, the district share the principle of the subsidies issued in the following year.
