Recently, the three-day “Nanjing Precision Investment Promotion Forum”—a specialized training session on practical aspects of precision investment promotion along industrial chains—successfully concluded.
Domestic investment promotion experts, renowned professors, and industry leaders gathered in Nanjing to deliver a series of lectures on targeted investment promotion along industrial chains. They guided participants in delving into the core principles of industrial chain-based investment promotion, broadening their perspectives on targeted investment strategies, and further enhancing their practical skills and operational capabilities in attracting investment.
The training attracted nearly 120 participants from relevant investment promotion units in Nanjing. Attendees included Cheng Mingdi, Deputy Director of the Nanjing Municipal Investment Promotion Bureau, and Zhang Qing, Director of the Investment Promotion Training Division, among other relevant leaders. Guchuan Alliance was invited to participate in the training, with Song Lingfei, Executive Dean of the Guchuan Industry Research Institute and Senior Lecturer at Guchuan University, delivering a course on the creation of industrial chain investment promotion maps and key points for evaluating investment projects.
01 Industrial Chain Investment Promotion Map: The First Step Toward Targeted Investment Promotion
During her presentation, Song Lingfei began by analyzing the structure and presentation of industrial chain maps, providing methodological support across three key areas: theoretical models, action plans, and implementation measures. She noted that in the post-pandemic era, the importance of industrial chain development has become increasingly evident. Key challenges for future investment promotion efforts will include improving self-reliant supply chains, addressing production clustering issues across the industrial chain, and enhancing regional and industrial competitiveness.
In recent years, with the rapid development of Nanjing’s industrial clusters, targeted investment promotion based on industrial chain maps has become a key focus of investment attraction efforts. This session by Kuchikawa University deconstructed and reconstructed the concept of industrial chain investment promotion from the ground up, reshaping the core logic and principles for the attendees and laying a solid foundation for their future practical implementation of industrial chain investment promotion.
02 Key Points for Project Evaluation: Securing the High Ground in Investment Promotion
In the session on project evaluation, Song Lingfei used specific case studies to break down the entire evaluation process into five stages: project identification, establishing contact, scheduling meetings, assessment and approval, and project settlement. Drawing on her years of professional experience, she has developed a set of efficient questioning techniques. Through a systematic process of verification, she can efficiently and accurately determine the authenticity and quality of a project.
She emphasized that a comprehensive evaluation of projects across five dimensions—industrial sector, technological level, corporate background, project team, and financial performance—is essential to ensure the accuracy of project assessment. This approach guarantees the sustained and stable progression of subsequent cooperation and fosters a win-win situation for both the government and enterprises.
On November 18, the three-day specialized training program concluded successfully. Cheng Mingdi, Deputy Director of the Nanjing Investment Promotion Bureau, delivered a closing address. He highly commended the professional capabilities of the attendees and the course content, expressing hope that participants would promptly apply what they learned to conduct targeted investment promotion along industrial chains upon returning to their posts, thereby continuing to contribute to Nanjing’s economic development.
As a key hub city at the intersection of the “Belt and Road” initiative and a vital node in the Yangtze River Economic Belt, Nanjing is building an industrial development system led by advanced manufacturing, modern services, and future industries. The city is prioritizing the development of landmark industries such as new energy vehicles, integrated circuits, artificial intelligence, software and information services, and biopharmaceuticals. Today, Nanjing’s industrial agglomeration effect is becoming increasingly prominent, and the innovative “Chain Leader System” is gradually demonstrating its new competitive advantages for future-oriented industries.Moving forward, Nanjing will expand industrial development centered on industrial chains, continue to adhere to the “Chain Leader System,” and use “strengthening and complementing industrial chains” as a key strategy to build a modern industrial system. This will contribute new momentum to Jiangsu Province’s high-quality development as an “Innovative City and Beautiful Ancient Capital.”
As the nation’s first training institution with official qualifications to conduct investment promotion activities, GuChuan University will continuously refine and distill practical experience in investment promotion, strengthen knowledge exchange with industry peers, and dedicate itself to developing practical investment promotion courses with real-world value. In the future, GuChuan University will engage with more government-run industrial parks to share advanced investment promotion concepts and practical techniques with professionals in the field, helping local investment promotion efforts reach new heights.
