Article 1  In order to strengthen the closed-loop management of energy conservation review, standardize the procedures and standards for energy-saving acceptance of fixed asset investment projects, and strengthen the main responsibility of energy conservation of construction units, according to the "Measures for the Energy Conservation Review of Fixed Asset Investment Projects" (Order 44 of the National Development and Reform Commission), "Measures for Implementing the Energy Conservation Review of Jiangsu Province's Fixed Asset Investment Projects" (Suha Development and Reform Commission 〔2017〕 No. 1), "Zhenjiang City Fixed Asset Investment Project Energy Conservation Review Implementation Measures" (Zhen Development and Reform Resource and Environment Development [2018] No. 119) of the relevant requirements, combined with the reform of the administrative approval system and the spirit of the "release of services" reform, the development of this approach.

Second  This approach applies to fixed asset investment projects that submit project energy-saving reports and obtain energy-saving review opinions and submit the "energy-saving commitment form for fixed asset investment projects".

Article 3  Energy-saving acceptance refers to the project construction unit in accordance with the "energy-saving review of the implementation of the measures" and other relevant provisions of the fixed asset investment projects put into production and use of energy-saving acceptance of the work carried out before the inspection, verification of the energy-saving review and energy-saving measures to implement the implementation of the relevant work.

Article 4  The project construction unit is the responsibility of the main body of the energy-saving acceptance of fixed asset investment projects, should be in accordance with the procedures and standards set out in this approach, the organization of the energy-saving review of the implementation of energy-saving measures to implement the acceptance of the opinions and commitments to ensure that the construction project supporting energy-saving measures and the project should be synchronized with the commissioning or use.

Article 5  Energy-saving acceptance mainly includes the following work:

(a) the project's main energy-consuming processes, energy-saving technology programs, the main energy-using equipment to implement the energy-saving review, energy-saving commitment to the requirements of the situation;

(b) the project to implement the national and municipal energy-saving laws, regulations, regulations, standards and mandatory requirements of the situation.

Article VI  Fixed asset investment projects in production, before use, the project should be carried out energy-saving acceptance. Organization before acceptance, the construction unit shall be prepared with the following materials:

(a) energy acceptance of self-examination report, including the basic construction, energy equipment procurement, energy conservation measures to implement the situation, energy measuring instruments equipped with facilities and equipment commissioning effect (energy efficiency level and energy consumption), self-check the conclusions and follow-up requirements, etc., the conclusion of the self-check should be clear that the energy-saving acceptance of the self-check whether it is qualified.

(ii) proof of implementation of energy-saving review comments, energy-saving commitment to the implementation of energy-saving measures in the relevant documents, such as project design, equipment procurement contracts and invoices, equipment testing reports, as-built drawings, energy-saving management system, energy metering appliances equipped with a list.

Article VII  Reporting "energy-saving commitment to fixed asset investment projects," the fixed asset investment projects, by the construction unit against the commitment to fulfill their own acceptance of self-organization and truthfully reflected in the energy-saving acceptance of the self-inspection report.

Article VIII  Submit the project energy-saving report and obtain energy-saving review of fixed asset investment projects, the construction unit should be organized to set up an acceptance of the working group to take the acceptance of the meeting held by the way through the information access, on-site verification to carry out acceptance of the work. Acceptance of the working group should be composed of design units, construction (installation) units, energy-saving report preparation organizations, energy-saving review and assessment agencies and professional and technical experts.

Information access is mainly to compare the acceptance materials submitted by the construction unit and the project energy-saving review opinions, and check their consistency with the project energy-saving review opinions and energy-saving commitments.

On-site verification is mainly based on the results of the document inspection of the mandatory requirements in the energy-saving review opinions to carry out on-site inspection. Through on-site equipment inspection, nameplate verification, etc., to further verify the implementation of energy-saving review opinions, energy-saving commitment.

The acceptance inspection working group shall do a good job in the process of data access and on-site verification of the relevant acceptance records, records include the acceptance of the work process, acceptance of the content of the interview, acceptance of the discovery as well as on-site photographic information, evidence and so on.

For the project construction process is not installed, debugging in place and other circumstances caused by the acceptance of the acceptance unit can not accept the energy-using equipment or energy-using systems, the acceptance of the working group can be re-examined.

Article IX  There are one of the following circumstances, shall not pass the energy-saving acceptance:

(a) with the national and provincial energy-saving laws and regulations, regulations and standards of the mandatory requirements are inconsistent with the energy-saving review of the mandatory requirements of energy-saving measures;

(b) energy-saving measures can not be put into operation at the same time as the main project or the use of the project;

(C) the use of backward energy technology, equipment, expressly prohibited and eliminated;

(D) the project's general layout, production processes, energy processes, equipment and energy varieties and other major changes in the construction content leading to the total annual energy consumption exceeds the total energy consumption of energy-saving review of the total energy consumption of 15% or more, not to re-program the energy-saving report and energy-saving review of the views;

(E) the construction unit to provide false acceptance information, there is intentional concealment, data falsification, etc.;

(F) other energy conservation laws and regulations and other provisions shall not be passed.

Article 10  For energy-saving acceptance does not pass the project, the construction unit shall promptly rectify the completion of the rectification should be re-organized after the energy-saving acceptance.

Article XI  After passing the energy-saving acceptance, the acceptance working group shall, in accordance with the "Guidelines for the Preparation of Energy Conservation Acceptance Reports for Fixed Asset Investment Projects" prepare an energy-saving acceptance report and acceptance of the content of the content, the conclusion of the authenticity of the true nature of the conclusions and is responsible for the accuracy and completeness of the report.

Article XII  The construction unit shall file the energy-saving acceptance self-inspection report, energy-saving acceptance report and other archives for inspection, within fifteen working days after the formation of the archives of the above files to the energy-saving assessment and review authorities for the record, in the energy-saving authorities in charge of the implementation of supervisory inspections, and take the initiative to cooperate with the provision of the above materials.

To obtain energy-saving review of fixed asset investment projects, through the energy-saving acceptance and completion of the record, according to the acceptance of the group of experts in the review of 800 yuan / person - day, a maximum of 3,000 yuan of financial incentives and subsidies. Scholarship funds are included in the energy-saving assessment and review of the departmental budget of the authority, the end of each year unified payment.

Article XIII  The energy-saving authorities of the new district commissioned the energy-saving monitoring organization in accordance with the spirit of "double random and one open" supervision and management of the incident afterwards, the energy-saving violations found in the process of supervision and management of the incident afterwards, the energy-saving authorities of the new district to report to the competent authorities in charge of energy conservation of the higher level in accordance with the law, and the relevant energy-saving information will be promptly pushed to credit. The relevant energy-saving illegal information will be pushed to the credit management platform in a timely manner and disclosed to the society.

Article XIV  The units involved in the acceptance work should adhere to the principle of objectivity and fairness, seeking truth from facts, favoritism and fraud in the acceptance process will be dealt with in accordance with the law and given credit discipline.

Article XV  Municipal and above energy-saving assessment and approval authorities for approval of fixed asset investment projects with reference to the implementation of these measures, except as otherwise provided by the higher authorities.

Article 16  These Measures shall be interpreted by the Administrative Approval Bureau of Zhenjiang New District and shall come into force from January 1, 2019 onwards.
