Several Measures to Accelerate the High-Quality Development of Bamboo Industry in Yongzhou City

To thoroughly implement General Secretary Xi Jinping’s important directives on the development of the bamboo industry, firmly establish and put into practice the concept that “lucid waters and lush mountains are invaluable assets,” earnestly carry out the decisions and plans of the central, provincial, and municipal governments regarding the development of the bamboo industry, actively respond to the “Replacing Plastic with Bamboo” initiative, leverage Yongzhou’s abundant bamboo forest resources and industrial processing infrastructure, comprehensively enhance the ecological functions of bamboo forests and the value of bamboo products, and accelerate the high-quality development of the bamboo industry,In accordance with the “Notice of the National Development and Reform Commission and Other Departments on Issuing the ‘Three-Year Action Plan for Accelerating the Development of “Replacing Plastic with Bamboo”’” (Fa Gai Huan Zi [2023] No. 1375),the “Opinions of the General Office of the People’s Government of Hunan Province on Accelerating the High-Quality Development of the Bamboo Industry” (Xiang Zheng Ban Fa [2023] No. 47), and other relevant documents, and centered on the overall goal of “stabilizing the city’s bamboo forest area at over 2 million mu by 2028 and achieving a total output value of the bamboo industry of over 10 billion yuan,” the following measures are hereby formulated in accordance with the actual conditions of our city.

I. Strengthen Base Construction and Optimize Resource Cultivation

(1) Strengthen the Cultivation of Bamboo Forest Resources. Encourage the transfer and management of bamboo forests, guide bamboo farmers to adopt various methods for transferring bamboo mountain land use rights, and cultivate more than 30 new types of bamboo forest management entities. Support the establishment of specialized production organizations (cooperatives) organized by administrative villages, adopting an operational model of “unified management, shared benefits, and shared risks,” to promote financing of bamboo forest management rights and develop diverse cooperative models.Promote the development of high-quality, high-yield bamboo forests to enhance management efficiency. The city plans to add more than 100,000 mu of high-yield bamboo forest bases annually, with the goal of stabilizing the total bamboo forest area at over 2 million mu by 2028. (2) Improve the Quality and Efficiency of Bamboo Plantation Bases. Fully implement classified management of various types of bamboo plantations. Include the cultivation of eligible bamboo plantations in the scope of afforestation subsidies and forest tending subsidies. Incorporate the restoration of degraded and low-yield, low-efficiency bamboo plantations into the Precision Forest Quality Improvement Project. For bamboo plantation bases included in the improvement project, provide subsidies according to the same standards as afforestation or forest tending subsidies.Utilize bamboo forest land resources to vigorously develop under-bamboo economic industries such as the cultivation of woody medicinal herbs, edible fungi, and animal husbandry. Provide priority support in project approval and industrial subsidy funding to provincial-level or higher under-bamboo economic demonstration bases and leading enterprises.Accelerate the construction of national reserve bamboo forest projects, actively explore and develop emerging industries such as bamboo carbon sinks, and continuously improve the quality and scale of base development. By 2028, the proportion of classified and cultivated bamboo stands across the city will reach over 60%, the area of large-diameter bamboo will exceed 20%, the area of high-yield bamboo forests will reach 1 million mu, and the average annual revenue per mu will exceed 1,500 yuan. (3) Improve supporting infrastructure for bamboo forests. Coordinate the planning of tourism roads, industrial roads, resource access roads, and firebreak trails, and expand the scale of bamboo trail construction. The city will support the construction of more than 50 kilometers of bamboo trails annually, providing subsidies at a rate of 30,000 to 50,000 yuan per kilometer.Support key bamboo industry development zones such as Shuangpai County, Lanshan County, and Xintian County in further improving bamboo mountain infrastructure, enhancing production conditions, and reducing production costs. For bamboo forests with convenient transportation and favorable natural conditions, actively promote technologies such as bamboo forest sprinkler irrigation and water-fertilizer integration to build large-scale, standardized, and eco-friendly high-yield bamboo forest bases. (4) Strengthen Land Use Guarantees. For the construction of bamboo shoot and bamboo primary processing facilities that occupy forest land, the process shall be handled in accordance with the scale indicators for forest land occupation by timber storage facilities as stipulated by relevant national authorities. Approval shall be granted by the forestry authorities of people’s governments at or above the county level, and no construction land approval procedures are required. If the land occupation exceeds the standard, relevant approval procedures shall be completed in accordance with laws and regulations.Land used for primary processing activities directly related to bamboo forest production—such as drying, sorting, packaging, and preservation storage—shall be managed as agricultural facility land. Provided that such use does not occupy permanent basic farmland or cross ecological protection red lines, local township people’s governments shall file a record of the agricultural facility land use with the county-level natural resources authorities. After the land is mapped and entered into the database, it shall be managed as agricultural facility land.Implement land use support policies for the integrated development of rural primary, secondary, and tertiary industries to ensure land availability for the bamboo industry. Land used for bamboo shoot and bamboo primary processing, as well as supporting facilities for industrial development, must comply with the “Three Zones and Three Lines” control requirements and environmental protection standards; relevant departments shall strengthen supervision. II. Promote the Upgrading of the Bamboo Industry and Strengthen Leading Enterprises

(5) Vigorously Cultivate Market Entities. Focusing on advantageous sectors such as bamboo shoots, bamboo materials and products, and bamboo daily necessities, cultivate 15 leading enterprises in the bamboo industry with an annual output value of 20 million yuan or more.Guide leading enterprises in the bamboo industry at the provincial level or above to enhance their levels of scale, standardization, and industrialization; introduce and upgrade mechanized and intelligent production lines; and promote the research, development, and application of new technologies, processes, and products. Provide interest subsidies for loans taken out by leading enterprises for projects aimed at extending, supplementing, and strengthening the bamboo industry chain—such as bamboo forest land transfers, deep processing, research and development of by-product goods, the establishment of innovation or financing platforms, and the expansion of marketing channels.Accelerate the development of a group of family farms, specialized cooperatives, new rural collective economic organizations, or professional managers—tailored to local conditions—that specialize in targeted bamboo forest cultivation, ecological farming and aquaculture under bamboo canopies, primary processing or specialized production of bamboo products, and bamboo product marketing. (6) Strengthen the development of industrial parks. Leveraging Yongzhou’s abundant bamboo resources, we will conduct scientific planning and rationally layout the entire industrial chain, improve and enhance the functions of existing bamboo industrial parks, and establish 1–2 high-quality bamboo industrial parks with an annual output value of over 1.5 billion yuan. We will encourage bamboo industrial development zones to explore new models for bringing bamboo down from the mountains and support the scientific layout and construction of bamboo shoot and bamboo primary processing sites (including drying, sorting, preservation, and simple processing).Construct bamboo and bamboo shoot physical decomposition sites near bamboo-producing areas; include these within the scope of land designated for forestry production, operation, and service facilities, subject to approval by the forestry authorities of county-level people’s governments. Establish more than 30 new bamboo mountain decomposition sites annually. Advance the development of the bamboo industry processing system; encourage industrial parks to use land intensively and efficiently by constructing standard and custom-built factory buildings to accelerate industrial concentration and clustering.Strengthen infrastructure development in bamboo industrial parks, enhance safety standards, improve living support facilities, and support small and micro-parks in exploring the full-cycle utilization of bamboo to promote the integrated development of industry and urban areas. Eligible small and micro-enterprises and individuals may apply for startup guarantee loans and fiscal interest subsidies. III. Intensify Scientific Research and Promote Industrial Technological Innovation

(7) Strengthen R&D for innovative bamboo technologies. Encourage research institutions and universities to conduct identification, evaluation, and development of bamboo germplasm resources; support the diversified construction of bamboo germplasm repositories and high-quality seedling bases; and strengthen quality supervision of bamboo varieties and seedlings.Promote cooperation between leading enterprises and universities and research institutes. Leveraging the strengths of key bamboo-producing regions and relevant institutions, advance the mechanization and intelligent transformation of production, transportation, and processing operations; improve the recycling and utilization of by-products; accelerate applied research on new materials and products; further extend the industrial chain; enhance product value-added; develop a series of products such as “bamboo-based alternatives to plastic”; and promote the industrial application of R&D outcomes. Establish a special fund for the industrial transformation of scientific and technological achievements, build and improve innovation platforms for the bamboo industry, and cultivate and attract scientific and technological talent.(Responsible Units: Municipal Forestry Bureau, Municipal Science and Technology Bureau, Municipal Market Regulation Bureau, Municipal Industry and Information Technology Bureau, Municipal Finance Bureau)

(8) Deepen Industry-Academia-Research Collaboration. Encourage scientific and technological workers to actively apply for and innovate projects, and promote extensive industry-academia-research collaboration. Provide appropriate rewards to individuals, groups, or entities that successfully secure funding for scientific and technological projects. Encourage enterprises to engage in in-depth cooperation with research institutes to apply for technological innovation projects and accelerate the in-depth development of bamboo and bamboo shoot food products. Organize new product evaluation and exhibition events to support the development of outstanding R&D institutions and enterprises.In accordance with the relevant provisions of the Enterprise Income Tax Law and its implementing regulations, research and development expenses incurred by enterprises for the development of new technologies, new products, and new processes—whether expensed as current period losses without being capitalized as intangible assets or capitalized as intangible assets—shall be subject to an additional deduction of 50% of the R&D expenses on top of the actual deduction allowed by regulations; for expenses capitalized as intangible assets, they shall be amortized at 150% of the intangible asset cost. (9) Promote the Standardization of the Bamboo Industry. Regions with advantages in bamboo industry development—including Shuangpai County, Lanshan County, Lingling District, Dong’an County, Xintian County, Jianghua Yao Autonomous County, and Jindong Administrative District—shall explore and advance the construction of a local standard system for the bamboo industry, formulate local and industry standards, and establish a comprehensive standard system covering the entire bamboo industry chain. Establish a trading market for standardized bamboo materials, encourage enterprises to actively produce such materials, promote their large-scale application, and advance the standardization of the bamboo industry.By 2028, the city will add at least two new large-scale bamboo standard material processing enterprises. IV. Actively Promote and Publicize to Boost Consumption of Bamboo Products

(10) Promote the Application of Bamboo Products. Fully tap into the potential of bamboo products to “replace plastic” and “replace wood,” and promote the use of bamboo crafts and daily necessities to substitute plastic and wooden consumer goods in industries such as hotels, catering, and home furnishings. Include “bamboo-for-plastic” products within the scope of government procurement support and increase the scale of government procurement.Encourage public institutions and other entities to actively procure relevant “bamboo-for-plastic” products, such as bamboo furniture and bamboo flooring; promote the widespread use of bamboo shoots, bamboo shoot-based foods, and pre-packaged bamboo shoot products in staff canteens. Encourage and promote the production and use of bamboo structures such as bamboo houses, pavilions, and boardwalks. Advocate for government officials and employees to become leaders and promoters of bamboo products, bamboo culture, and bamboo landscapes.Provided that it does not compromise engineering quality, encourage the use of bamboo-based products—such as bamboo-wrapped materials and bamboo-based composites—that serve as substitutes for wood, plastic, and steel in government-funded projects. Construct low-carbon, eco-friendly bamboo exhibition halls to enhance the promotional and display impact of bamboo products and bamboo culture. (11) Promote the deep integration of bamboo, culture, and tourism. Accelerate the development of bamboo industry zones, leverage bamboo forest resources to develop all-for-one tourism, and construct bamboo-themed projects such as forest tourism and wellness bases, bamboo culture and technology museums, theme parks, characteristic towns, creative industry parks, and film and television production bases. By 2028, establish 3–5 bamboo forest ecological tourism routes, 1 bamboo theme park, and 2 provincial-level or higher bamboo forest wellness bases.Bamboo ecological tourism projects that meet the specified criteria will be included in the scope of tourism industry subsidies. We will encourage the protection and inheritance of bamboo-related intangible cultural heritage, support the design and production of bamboo cultural and creative products, standardize the construction of bamboo cultural exhibition halls, cultural and creative bases, science popularization and education bases, and themed homestays, create bamboo-themed tourist attractions and resort areas, and establish pilot zones for the clustering of bamboo cultural tourism homestays.Leveraging bamboo forest resources, we will establish bamboo forest wellness and slow-living experience zones that integrate functions such as recuperation, health preservation, rehabilitation, and leisure. (12) Promote the development of brand and market systems. Increase support for business entities such as bamboo enterprises and cooperatives in brand building, intellectual property protection, and certification. Actively promote the integration of the city’s bamboo industry into the “Xiaoxiang Bamboo Products” provincial public brand initiative, and fully utilize available resources to develop products that leverage geographical advantages. Provide rewards in accordance with relevant regulations to enterprises or units newly recognized with a national registered geographical indication.Support enterprises in participating in festivals and exhibitions such as the Bamboo Culture Festival. For bamboo product enterprises participating in key national, provincial, and international exhibitions, provide subsidies to the participating entities in accordance with relevant policy regulations. Utilize domestic and cross-border e-commerce platforms to enhance supply capacity, improve services, and expand sales of bamboo products.Actively leverage the role of the Bamboo Industry Association, fully utilize the locational advantages and functions of the Yongzhou Land Port, and establish a bamboo product exhibition, trading, and operations center as well as an industrial logistics center. Strengthen publicity, promotion, and product marketing to further enhance the brand awareness and market influence of Yongzhou’s bamboo industry. V. Strengthen Policy Support and Increase Assistance

(13) Increase fiscal and financial support. From 2024 to 2028, the municipal government will consolidate funds such as the Forest Vegetation Restoration Fee to allocate 5 million yuan annually for a special fund dedicated to the high-quality development of the bamboo industry. This fund will primarily support projects in key areas such as technological innovation, the application and promotion of “bamboo-for-plastic” initiatives, and brand building, as well as projects in counties designated as key areas for bamboo industry development.All counties, districts, and cities shall establish special funds for bamboo industry development based on local conditions, prioritizing support for high-yield bamboo forest bases, deep processing of bamboo shoots and bamboo products, and bases for the promotion and application of technological innovation. Efforts to support the bamboo industry shall be intensified by effectively coordinating national and provincial forestry special funds, guiding the concentration of social capital and industrial resources toward the bamboo sector, and fostering the development of bamboo industry clusters and leading enterprises.Explore models for mortgage loans secured by bamboo forest rights, encourage the development of financial products such as “Bamboo Loans,” implement financial policies such as interest subsidies for forestry loans, and guide policy-based banks and commercial banks to support financing for the bamboo industry. In accordance with regulations, include machinery used for bamboo forest tending, bamboo shoot harvesting, bamboo harvesting and transportation, and primary processing of bamboo shoots and shoots within the scope of agricultural machinery purchase and application subsidies.(Responsible Units: Municipal Finance Bureau, Municipal Forestry Bureau, Municipal Development and Reform Commission, Municipal Agriculture and Rural Affairs Bureau, Yongzhou Regulatory Branch of the National Financial Regulatory Administration)

(14) Strengthen Organizational Leadership. All counties, districts, and cities shall attach great importance to the development of the bamboo industry and establish and improve working mechanisms to promote high-quality development of the bamboo industry. Relevant departments shall closely cooperate, refine and implement measures, and jointly promote the high-quality development of the bamboo industry. The high-quality development of the bamboo industry shall be incorporated as a key component of the Forest Chief System assessment; the application of assessment results shall be strengthened to ensure the effectiveness of all measures. Policies, measures, and exemplary cases regarding the high-quality development of the bamboo industry shall be widely publicized to guide consumption of bamboo products, foster a favorable atmosphere, and jointly promote the high-quality development of the bamboo industry.(Responsible Units: Municipal Forestry Bureau, Municipal Development and Reform Commission, Municipal Finance Bureau)
