To further enhance the appeal and feasibility of investment projects, and to improve the quality and standards of investment promotion citywide, the following policy measures have been formulated in accordance with relevant national and provincial policies and regulations, drawing on advanced experiences from other regions, and adhering to the principles of “prioritizing tax revenue, strengthening investment, expanding growth, ensuring sustainability, and ensuring feasibility”:
I. Support for Industrial Chain and Supply Chain Investment Promotion. Support chain-based investment promotion by leading enterprises. For projects that attract five or more enterprises from outside the city to invest in Loudi within two years, or for cluster projects involving industrial chain enterprises (enterprises with close industrial ties), with a total actual investment of 1 billion yuan or more and到位 funds of 500 million yuan or more, the municipal and lower-level beneficiary fiscal authorities shall provide a one-time reward of 2 million yuan to the lead enterprise from the beneficiary revenue (for multi-level beneficiaries, the reward shall be borne according to the revenue-sharing ratio).Support investment promotion for industrial supporting enterprises. For supporting enterprises that attract host enterprises (commonly referred to in the industry as vehicle or equipment manufacturers) to establish operations in Loudi, with actual fixed-asset investment of 200 million yuan or more, the municipal and lower-level beneficiary fiscal authorities shall award the supporting enterprise a one-time incentive of 5‰ of the actual investment from their respective shares of the revenue, with the award not exceeding 1 million yuan.Continue to implement preferential policies such as building a "dual-engine" model centered on new steel materials and construction machinery to create a strong city in advanced manufacturing, and accelerating the development of the headquarters economy in Loudi’s central urban area. II. Support for Attracting Major and Strong Enterprises. For projects with actual fixed-asset investments of 500 million yuan or more by manufacturing enterprises listed in the Fortune Global 500, China’s Top 500, or China’s Top 500 Private Enterprises; for projects with actual fixed-asset investments of 300 million yuan or more by enterprises holding “China Famous Brand” or “China Well-Known Trademark” designations;projects by national or provincial-level leading agricultural industrialization enterprises with actual fixed-asset investments of 100 million yuan or more; and projects by national-level “Single Champion” manufacturing enterprises or national-level “Specialized, Refined, Unique, and Innovative” (“Little Giant”) enterprises with actual fixed-asset investments of 50 million yuan or more, support will be provided on a case-by-case basis. III. Support for Attracting High-Quality Listed Companies and Financial Institutions. For listed companies that relocate their registered office and primary place of business to our city, align with our city’s industrial structure, possess a large industrial scale, strong comprehensive strength, and good growth potential, demonstrate strong core competitiveness and high contribution levels, and contribute to achieving the goal of “breaking the zero mark and doubling the number” of local enterprises going public, support will be provided on a case-by-case basis.For newly established or relocated financial institutions—including banks, insurance companies, securities firms, equity investment firms, private equity funds, and public funds—that establish regional headquarters, functional headquarters, back-office centers, or specialized branches in Lou, a one-time reward of 1 million yuan will be granted by the beneficiary government from its revenue if the actual investment reaches 50 million yuan or more within two years from the date of registration. IV. Support for the Introduction of Foreign-Invested and Foreign Trade Enterprises. For foreign-invested projects with direct investment of 5 million USD or more, the beneficiary government shall provide a one-time reward of 1% of the actual capital received (as determined by statistics from the State Administration of Foreign Exchange) from its revenue. For foreign-invested projects exceeding 30 million USD, support shall be provided on a case-by-case basis.For newly introduced foreign trade entities with annual import and export performance of US$10 million or more, the beneficiary local government shall provide a one-time reward of 1 million yuan from its revenue. For every additional US$10 million in import and export performance, the reward shall increase by 200,000 yuan, with the maximum reward not exceeding 2 million yuan. V. Support for the Introduction of E-commerce Enterprises and Port Platform Projects. Support will be provided for leading e-commerce and platform enterprises from outside the city to establish operations here. For e-commerce enterprises with actual annual online sales of 50 million yuan or more, and platform enterprises with annual transaction volumes exceeding 500 million yuan, the beneficiary government will provide 60% of the funding required for project construction from its revenue during the enterprise’s first year of operation.For the construction of e-commerce warehousing, distribution centers, and port platforms with actual investment exceeding 100 million yuan, the beneficiary local government shall provide a one-time reward of up to 2 million yuan, calculated at 1% of the actual investment from the beneficiary’s revenue. For recognized e-commerce enterprises that establish operations in the city, the beneficiary local government shall provide subsidies from its revenue for leased or purchased office space, based on the enterprise’s operational scale. VI. Support for Attracting Cold Chain Logistics Enterprises. For the introduction of enterprises ranked among the top 100 national cold chain logistics companies to establish operations in Loudi or set up regional headquarters in Loudi, support will be provided on a case-by-case basis. For enterprises registered in Loudi that are newly rated as national five-star cold chain logistics enterprises or ranked among the top 100 national cold chain logistics companies, the beneficiary government will provide a reward of 500,000 yuan from its revenue.For enterprises registered in Loudi that are newly designated or successfully re-certified as national three-star or four-star cold chain logistics enterprises, the relevant fiscal authority shall award a bonus of 100,000 yuan or 200,000 yuan, respectively, from the revenue it receives.Support national three-star and above cold chain logistics enterprises, as well as provincial-level or higher leading agricultural industrialization enterprises engaged in cold chain operations, to participate in food supply procurement for government agencies, public institutions, and school canteens in accordance with relevant regulations. Actively seek provincial-level allocation of new construction land plan quotas and ensure timely land supply. VII. Support the Introduction of Renowned Domestic and International Universities and Research Institutions. For domestic and international universities, research institutions, Fortune 500 companies, China’s Top 100 enterprises, academicians, and high-level talent teams that establish new R&D institutions or technology transfer and commercialization centers in our city—provided these entities possess independent legal person status, introduce key core technologies, and deploy core R&D teams—a start-up subsidy of 5 million yuan will be granted. Upon formal operation, an annual subsidy of 2 million yuan will be provided based on their contributions, for a cumulative period of three years.For newly established or fully relocated research institutes, as well as branch campuses (schools or colleges) established in our city by domestic and international universities and research institutions, where the actual investment in fixed assets exceeds 50 million yuan, support will be provided on a case-by-case basis.For off-site incubation platform projects settling in Loudi with actual investments of 50 million yuan or more, financial support will be provided starting from the year of production commencement. This support will be based on 100% of the municipal government’s net fiscal revenue from the project’s contributions for the first three years, and 50% for the following two years, to be used for project construction. VIII. Support for Leasing or Purchasing Standard Factory Buildings in Industrial Parks. For manufacturing projects with equipment investment of 50 million yuan (or 10 million USD in foreign investment) or more that lease standard factory buildings for three years or longer, the beneficiary local government shall allocate special funds from its fiscal revenue to provide support. In the first year, a subsidy equal to 100% of the rent paid shall be provided; in the second and third years, subsidies of 60% and 40% of the rent paid, respectively, shall be provided, provided that the maximum subsidy amount does not exceed the local government’s fiscal revenue from the project for that year.For the purchase of 5,000 square meters or more of standard factory space, assistance shall be provided in accordance with the standards for the construction of standard factory space. IX. Supporting Established Enterprises to Grow and Strengthen. Support will be provided for enterprises to increase capital and expand production. For established enterprises (including local enterprises) that make additional investments, undergo transformation and upgrading, or grow and strengthen their operations, a reward of 1% of the actual annual investment in new equipment will be granted for investments of 20 million yuan or more. The reward will be disbursed by the beneficiary fiscal authority from its revenue, following the principle of the shortest processing time, with a maximum reward of 2 million yuan per enterprise.(Responsible Units: Municipal Bureau of Commerce and Grain, Municipal Bureau of Industry and Information Technology, Municipal Finance Bureau)
X. Increase Incentives for Contributions to the Local Economy. For newly introduced industrial enterprises (projects) in national-level industrial parks generating tax revenue of 250,000 yuan per mu or more, or in provincial-level industrial parks generating tax revenue of 150,000 yuan per mu or more with an annual tax payment of 3 million yuan or more, financial support will be provided starting from the date of tax payment: 100% of the actual fiscal revenue generated over the first three years and 50% of the actual fiscal revenue generated over the following two years, to be used for project construction;Newly introduced logistics enterprises with annual tax payments of 1 million yuan or more shall receive financial support equivalent to 50% of the actual fiscal benefits derived from the project, provided over a period of five years starting from the date of tax payment and based on the project’s implementation progress, to support project construction. XI. Strengthen Land Use Guarantees. For newly introduced industrial projects, the beneficiary local government shall allocate special funds from its fiscal revenue to subsidize the project’s initial infrastructure investment. In accordance with the flexible industrial land supply policy, enterprises may independently choose among the land supply methods of “flexible-term land grants,” “lease-to-own,” and “combined lease and grant” when submitting land use applications. XII. Enhance Water, Electricity, and Gas Supply. Priority shall be given to ensuring the supply of production factors such as water, electricity, and gas for investment promotion projects. Services for connecting to water, electricity, and gas networks shall be optimized, energy usage guidance strengthened, and energy efficiency improved. Relevant policies of the State Grid Loudi Power Supply Branch supporting investment promotion shall be implemented. Enterprises are encouraged to participate in electricity market transactions, negotiate and sign direct power purchase agreements with power generation companies, or negotiate and sign retail contracts with power sales companies, thereby reducing electricity costs through market-based measures.Coordinate with gas companies to supply gas directly to large users; gas prices shall be determined through mutual negotiation. Gas transmission pipelines may be constructed independently or jointly, and the layout of gas distribution networks for direct supply to large users must comply with the city’s gas planning. XIII. Strengthen Talent Support.Comprehensively upgrade Loudi’s talent policies and issue the “Several Measures of Loudi City on Building a Provincial Talent Sub-Center City.” Upgrade the talent supply-demand matching mechanism and regularly compile and publish a directory of urgently needed and scarce talents. Implement the “open challenge” system to intensify efforts in attracting high-level talents for key industrial projects. Promote “industry-talent integration” by collaborating with universities and vocational colleges to cultivate skilled talents through specialized disciplines and “order-based classes.”Launch the “Central Hunan Talent Card” green service initiative to streamline access to services such as children’s school enrollment, spousal relocation, and healthcare. Construct talent apartments to create a favorable environment for talent development. XIV. Strengthen the Management of Major Investment Promotion Projects. Incorporate investment promotion project development into the city-wide assessment of open economy work. Strengthen tracking and coordination regarding project fulfillment and capital disbursement. Award the top three counties, districts, and cities in annual rankings 500,000 yuan, 300,000 yuan, and 200,000 yuan, respectively. Increase efforts to develop and build a project pipeline, and encourage the use of market-oriented models to develop, package, and publicize investment promotion projects. Establish a city-wide database of major investment promotion projects, implementing rolling development and dynamic management.Encourage the use of various market-oriented investment promotion methods, including commissioned promotion, agency-based promotion, intermediary-led promotion, and business-to-business promotion. Establish a coordination and advancement mechanism for municipal-level major investment projects and key signed projects. Commend and reward Loudi business associations based outside the city and Loudi business associations based elsewhere that have made significant contributions to the city’s investment promotion efforts and the fulfillment and implementation of projects. XV. Providing Green Card Services. For entrepreneurs of enterprises that contributed actual tax revenue of 10 million yuan or more to the municipal treasury in the previous year, as well as principal responsible persons and high-end scientific and technological talents of newly introduced projects with investments of 3 billion yuan or more, relevant departments such as the Organization Department and the Finance Bureau shall provide a list of eligible individuals annually. These individuals shall be given priority for nomination in selections for Model Workers, the “May 1st” Labor Medal, the “May 4th” Youth Medal, and “Outstanding Private Entrepreneurs,” and shall be issued a personalized “Service Green Card” to receive the following high-quality services:Establish a green channel for medical and health services, allowing entrepreneurs to enjoy services such as medical guidance, expert appointments, priority consultation, priority testing, and priority treatment. A high-standard health checkup will be provided free of charge once a year; the costs will be reimbursed by the beneficiary’s local government based on actual expenses submitted by the examining hospital. The hospital will establish a health record for the individual and provide follow-up health services, as well as distribute a first-aid kit stocked with commonly used and emergency medications. Children will be given priority in kindergarten enrollment, school admission, and school transfers in accordance with enrollment policies;Streamlined fast-track channels for professional title evaluations, implementing more flexible policies and simplifying application procedures; free public transportation within Loudi City; priority access to VIP waiting rooms and expedited security screening at high-speed rail stations and bus terminals within the jurisdiction; dedicated fast-track channels for government services, offering “assistance and proxy” services with priority processing; free admission to A-level tourist attractions within the jurisdiction;When administrative law enforcement departments conduct inspections at enterprises within the park, they will implement a “one matter, one code” and “one enterprise, one code” system to achieve “one code to protect businesses”; the Loudi Daily and Loudi Television will establish dedicated columns and special features for publicity. XVI. Ensuring Policy Implementation. All introduced projects must meet the provincially established standards of 2.5 million yuan per mu in fixed-asset investment for national-level parks and 2 million yuan per mu for provincial-level parks, as well as 250,000 yuan per mu in tax revenue for national-level parks and 150,000 yuan per mu for provincial-level parks.In February of each year, the Department of Commerce and Grain, in conjunction with relevant departments such as Development and Reform and Finance, shall conduct an assessment of project introduction, contract fulfillment, and fund disbursement. Based on this assessment, they shall propose recommendations for policy implementation. After approval by the government at the same level, the beneficiary fiscal authority shall allocate special funds from the revenue generated by the project to fulfill the policy commitments.For the same project and the same matter, provincial and municipal policies may be enjoyed cumulatively. Where a project meets the criteria for multiple incentive provisions and beneficiary categories under this policy, support shall be provided according to the “higher-value, non-duplicative” principle, unless otherwise specified. Where the municipal portion of local fiscal contributions has been fully returned to the park, the park in question shall disburse the incentives in accordance with this policy. These policy measures do not apply to real estate projects. Where existing regulations conflict with these policy measures, these policy measures shall prevail. Each lead agency shall formulate implementation rules in accordance with these policy measures.
These policy measures shall take effect on the date of issuance.
