To thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, as well as the work requirements of the provincial and municipal Party committees and governments; to seize the critical window of opportunity for economic recovery; to better serve market entities; to vigorously boost market confidence; to effectively enhance development vitality; and to promote steady yet accelerating economic progress,the following policy measures are hereby formulated.

I. Strengthening Financing Support

(1) Expand the issuance of new loans. In 2023, the county’s total new loan volume shall reach 4 billion yuan, of which new inclusive loans for small and micro enterprises shall exceed 500 million yuan. (2) For banking financial institutions, for first-time loans newly issued to small, medium, and micro enterprises (including individual businesses) in 2023, apply to the County Finance Bureau for incentive funds equivalent to 0.5‰ of the actual loan amount disbursed. (3) Provide a 2% interest subsidy for loans issued by financial institutions to “first-time borrowers” among SMEs and micro-enterprises (including individual businesses), ensuring that the actual interest rate borne by such borrowers after the subsidy does not exceed 2.35%. (4) Provide phased rewards totaling 4 million yuan for enterprises’ initial public offerings (IPOs). Specifically, for IPOs on the Shanghai or Shenzhen Stock Exchanges, rewards of 1 million yuan, 1.5 million yuan, and 1.5 million yuan will be granted at the three milestones of filing for guidance, acceptance of application materials, and successful issuance and listing, respectively;For initial public offerings on the Beijing Stock Exchange, rewards of 1 million yuan, 250,000 yuan, 250,000 yuan, 1 million yuan, and 1.5 million yuan will be granted at the five milestones of listing on the Basic Tier of the National Equities Exchange and Quotations (NEEQ), listing on the Innovation Tier of the NEEQ, filing for tutoring, acceptance of application materials, and successful issuance and listing (the first two milestones may be combined);Enterprises that operate and pay taxes in our county, successfully list on overseas markets, and invest more than 70% of their raised funds in our county will receive a one-time reward of 3.5 million yuan. II. Strengthening Support to Help Small, Medium, and Micro Enterprises Overcome Difficulties

(5) The County Finance Bureau and the County State-owned Investment Company will each contribute 250 million yuan, totaling 500 million yuan, to establish the Baokang Guoyuan Green Development Investment Partnership (Limited Partnership) to provide short-term working capital for enterprises and inject capital into high-quality enterprises. A Baokang County SME Emergency Bridge Working Capital Fund will be established, specifically to provide short-term loan renewal working capital for SMEs facing temporary cash flow difficulties that are unable to repay working capital loans but whose lending banks guarantee full loan renewal.(Responsible Units: County Finance Bureau, County State-owned Investment Company, Bureau of Science and Economy)

(6) Encourage SMEs to participate in government procurement activities. In principle, all goods and services projects under 2 million yuan and engineering projects under 4 million yuan shall be reserved exclusively for SMEs. For procurement projects exceeding these amounts, where the services or goods are suitable for provision by SMEs, at least 50% of the total project budget shall be reserved for SMEs, with no less than 60% of that reserved for micro and small enterprises.The specific allocation method shall be specified in the procurement project plan filing form or the bidding plan, and shall be listed in the bidding and procurement documents and announcements. III. Strengthening Land Supply Guarantees

(8) For eligible industrial projects, the minimum transfer price may be set at 70% of the standard corresponding to the local land grade, provided it is not lower than the land acquisition cost. For eligible industrial enterprises, provided that the land use is not altered and the project complies with territorial spatial planning and work safety requirements, industrial enterprises may increase factory buildings and supporting facilities within the original land use area through methods such as “zero-land technical renovation” and develop and utilize underground space. There shall be no upper limit on the floor area ratio, and no additional land transfer fees shall be levied.(Responsible Unit: County Bureau of Natural Resources and Planning)

(9) Conduct a comprehensive survey of the quantity and types of new industrial land. Deepen the reform of “standard land” concessions for new industrial land. For eligible industrial projects (those that have completed regional unified evaluations), implement a parallel approval process for the “four permits”—the Construction Land Planning Permit, Real Estate Ownership Certificate, Construction Engineering Planning Permit, and Construction Engineering Construction Permit—across relevant departments.Accelerate the application of completed regional unified evaluation results. For newly established investment projects, except for those with special technical requirements or “NIMBY” concerns, sites must, in principle, be selected within the coverage area of the regional unified evaluation results. IV. Supporting Job Retention, Employment, and Entrepreneurship

(10) For enterprises that hire individuals facing employment difficulties, and for small and micro enterprises that hire college graduates in their graduation year or within two years of leaving school, provided they sign labor contracts of one year or longer and pay social insurance premiums for them, subsidies will be provided based on the basic old-age insurance, basic medical insurance, and unemployment insurance premiums actually paid by the enterprise for eligible individuals, excluding the portion payable by the individual.The duration of social insurance subsidies for individuals facing employment difficulties shall not exceed three years (extendable until retirement for those less than five years away from the statutory retirement age); the duration for college graduates shall not exceed one year. (11) Full-time students at regular higher education institutions and college graduates within five years of graduation who establish a business for the first time in Baokang, obtain a business license, and serve as the legal representative of the enterprise may apply for a monthly entrepreneurship living subsidy of 1,000 yuan per person starting one year after obtaining the business license. The subsidy is disbursed annually, with a maximum duration not exceeding three years.College graduates, returning entrepreneurs, and individuals facing employment difficulties who establish small and micro enterprises, individual businesses, private non-enterprise units, or farmers’ professional cooperatives in Baokang for the first time, complete registration, operate normally for at least six months, create employment for at least two people, and have not previously received this subsidy within the province may be granted a one-time startup subsidy of 5,000 yuan in accordance with regulations. (14) Increase interest subsidies for entrepreneurs and micro and small enterprises under the entrepreneurship loan policy. In coordination with designated banks, reduce the interest rate borne by individuals on new entrepreneurship guarantee loans issued in 2023 from 2.35% to 1.5%, thereby lowering financing costs for individual entrepreneurs and micro and small enterprises. Assist enterprises in accessing new technologies and achievements in industrial development, encourage technology transfer, promote the application and commercialization of research outcomes, and support enterprise growth. VI. Empowering Market Entities for Digital Development

(17) Enterprises designated as provincial-level pilot or demonstration enterprises for smart manufacturing, service-oriented manufacturing, or the integration of informatization and industrialization, as well as those recognized as “Internet+Industry” or other provincial-level demonstration enterprises, shall each receive a reward of 100,000 yuan; enterprises designated as Xiangyang municipal-level smart manufacturing factories, digital production workshops, digital production lines, pilot or demonstration enterprises for “replacing humans with machines,” or recipients of other Xiangyang municipal-level honors shall each receive a one-time reward of 50,000 yuan;For new industrial projects constructed to smart factory standards that are completed and put into operation within three years with actual fixed-asset investment reaching 100 million yuan or more, a subsidy of 5% of the project’s software (included in fixed-asset management) and equipment investment will be provided, not exceeding 5 million yuan; for projects meeting the standards of digital production lines, digital production workshops, or smart factories, a subsidy of 10% of the project’s software (included in fixed-asset management) and equipment investment will be provided, not exceeding 5 million yuan;For projects included in national or provincial industrial internet platform pilot demonstrations with actual equipment and software investments of 5 million yuan or more in the current year, a subsidy of 20% of the project’s actual investment will be provided, not exceeding 1 million yuan. VII. Maintaining the Intensity of Government Investment

(19) Align with central and provincial investment policies, seize opportunities arising from policy adjustments, strengthen the planning of major projects and the construction of new infrastructure, and strive to secure more than 150 million yuan in central infrastructure investment funds and issue more than 450 million yuan in new local government bonds in 2023. VIII. Encouraging SMEs to Increase Investment

(20) A reward of 100,000 yuan will be granted to enterprises designated as provincial-level pilot demonstration enterprises for smart manufacturing, service-oriented manufacturing, and the integration of informatization and industrialization, as well as to “Internet Plus Industry” and other provincial-level pilot demonstration enterprises. A one-time reward of 50,000 yuan will be granted to enterprises designated as Xiangyang municipal-level pilot demonstration enterprises for smart manufacturing, smart factories, digital production workshops, digital production lines, and “replacing humans with machines,” as well as to those receiving other Xiangyang municipal-level honors.Guide existing enterprises to accelerate the pace of intelligent transformation. For those meeting the standards for digital production lines, digital production workshops, or smart factories, a subsidy of 10% of the project’s software (included in fixed asset management) and equipment investment will be provided, with a maximum of 5 million yuan.Enterprises newly recognized at the provincial level as “Hidden Champions” in niche sectors of pillar industries, “Science and Technology Little Giants,” or “Specialized, Refined, Unique, and Innovative” (“Little Giants”) enterprises will each receive a one-time reward of 250,000 yuan, 150,000 yuan, and 100,000 yuan, respectively. (21) Guide enterprises to advance clean production technology upgrades. For industrial projects involving air pollution control, water pollution prevention, energy and water conservation, and clean production technology upgrades with actual investments of 1 million yuan or more in the current year, a subsidy of 5% of the actual equipment investment will be provided upon completion and commencement of operations, with a maximum of 1 million yuan. IX. Stimulating Market Consumption

(22) Issue the “2023 County-wide Consumption Promotion Activity Plan” and formulate promotional plans covering holidays throughout the year and key current consumption sectors to foster a consumption atmosphere characterized by “a different theme each season and highlights every month.”During key holiday consumption periods, guide the wholesale, retail, accommodation, and catering sectors to comprehensively launch promotional activities across all product categories, including apparel, food, home appliances, home furnishings, and automobiles; attract consumers and pass on benefits through holiday discounts on over a thousand products, the distribution of promotional coupons, spend-and-get-free offers, and package deals;Encourage the catering industry to launch group-buying activities to promote consumption upgrades; simultaneously, leverage the favorable policy of distributing Hubei consumption vouchers on March 16 to guide commerce enterprises in vigorously promoting store-wide voucher stacking campaigns, allowing consumers to enjoy “discounts on top of discounts” for greater savings, thereby increasing product sales and stimulating economic growth in the commerce sector. (23) Issue the “Several Reward Measures of Baokang County to Support High-Quality Economic Development,” providing financial incentives to enterprises newly classified as “above-scale” to support their expansion and strengthening, thereby promoting enterprise development. (24) For auto shows approved by the county government or filed with the County Bureau of Commerce, where the event is held in our county for at least two days (excluding setup and dismantling time), a subsidy of 30,000 yuan will be provided for each show with 10 to 19 participating enterprises, and a subsidy of 50,000 yuan for each show with 20 or more participating enterprises. (25) Continue to implement the city-wide special policies to promote automobile consumption. Actively support local automobile dealers in participating in city-wide automobile exhibitions and sales events. A subsidy of 30% of the actual booth fees incurred by the enterprise will be provided, with the cumulative annual subsidy for a single enterprise not exceeding 100,000 yuan. (26) Implement multiple measures, such as the transfer of second-hand housing with existing mortgages and intergenerational mutual aid in the use of housing provident funds, to stimulate housing consumption, support basic and upgrade housing needs, and promote the healthy and stable development of the real estate industry. (27) Issue the “Several Measures of Baokang County on the Development of the Culture and Tourism Industry.” Travel agencies that organize and host day-trip tourists visiting one or more commercial A-level scenic spots in Baokang will receive annual rewards based on total volume;For tourists who stay overnight in Baokang and visit at least one commercial A-level scenic spot, or for tour groups organized in a single trip comprising 150 people on a tour bus or 100 people or more via high-speed rail, who stay overnight in Baokang and visit at least two commercial A-level scenic spots, rewards will be granted according to the standards for large tour groups. (29) Guide enterprises to actively participate in initiatives such as the China International Fair for Trade in Services (CIFTIS), the Canton Fair, and the China International Import Expo (CIIE) under the “Thousand Enterprises, Hundred Exhibitions, Going Global to Expand Markets” campaign, helping enterprises promote their products, understand international market conditions, seek partners, and explore new international markets.Issue the “Several Measures of Baokang County on Rewards for Export Earnings,” using policy guidance to cultivate foreign trade entities, guide foreign trade enterprises to stabilize volumes and increase production, and expand exports, while encouraging domestic trade enterprises to transform and upgrade into foreign trade export enterprises. Fully leverage the professional role of the Foreign Trade Comprehensive Service Center to promote products and expand markets for the county’s foreign trade enterprises through platforms such as Chumaitong and Huijietong. XI. Supporting the Development of the Transportation and Logistics Industry

(32) Strengthen policy outreach to all logistics and express delivery enterprises within the county. Provide one-time subsidies of 50,000 yuan and 100,000 yuan, respectively, to logistics enterprises newly certified as national 1A and 2A grade.For newly certified national 3A, 4A, and 5A-level logistics enterprises, in accordance with the spirit of the document “Notice of the Municipal People’s Government on Issuing Several Policy Measures to Better Serve Market Entities and Promote Steady Economic Development” (Xiang Zheng Ban Fa [2023] No. 4), actively assist enterprises in securing one-time subsidies of 200,000 yuan, 400,000 yuan, and 500,000 yuan, respectively.For projects successfully established as national or provincial multimodal transport demonstration projects, in accordance with the spirit of the "Notice of the Municipal People’s Government on Issuing Several Policy Measures to Better Serve Market Entities and Promote Steady Economic Development" (Xiang Zheng Ban Fa [2023] No. 4), the county will actively assist enterprises in securing one-time subsidies of 500,000 yuan and 200,000 yuan, respectively. (33) For newly established low-temperature warehousing and distribution centers with an investment of 30 million yuan or more, where the operational area for cold-chain logistics accounts for 60% or more of the total land area, a one-time subsidy of 3% of the investment amount, up to a maximum of 1 million yuan, shall be provided.For the purchase of cold chain transportation equipment—including new energy-efficient and environmentally friendly cold chain vehicles, refrigerated containers, end-to-end temperature and humidity monitoring equipment, and low-temperature insulation equipment—with a total investment of 1 million yuan or more, a one-time incentive of 5% of the investment amount, up to a maximum of 500,000 yuan, shall be provided. XII. Fully Implement Tax Incentive Policies

(34) Extensively publicize policies regarding the exemption of vehicle purchase tax for new energy vehicles. Value-added tax (VAT) shall be exempted for small-scale VAT taxpayers with monthly sales of 100,000 yuan or less (inclusive). (Responsible Unit: County Tax Bureau)

(35) Extend the repayment period for temporarily deferred social insurance contributions. After the expiration of the temporary deferral policies for basic old-age insurance, unemployment insurance, and work-related injury insurance for enterprise employees, insured entities are permitted to make repayments in installments or on a monthly basis by December 31, 2023, with no late payment penalties during the repayment period. (36) Provide rewards of 250,000 yuan, 100,000 yuan, and 50,000 yuan, respectively, to entities newly designated as national, provincial, or Xiangyang municipal-level demonstration bases for entrepreneurship and innovation among small and micro enterprises. Issue the “Notice on Implementing Rent Reduction, Exemption, and Deferral Measures for Administrative and Public Institutions and State-Owned Enterprises in 2023.”Rent for enterprises located in the Baokang Branch of the Xiangyang Human Resources Industrial Park and the Returnee Industrial Park shall be fully waived; rent for storefronts on the Employment Street managed by the Employment Bureau shall be reduced by one month; and rent for micro and small enterprises and individual businesses engaged in production and business operations that comply with relevant national regulations—and which lease premises from administrative and public institutions, state-owned enterprises, or entrepreneurship and innovation bases, public service platforms, and incubators within the county that receive fiscal subsidies—shall be reduced by one month.(Responsible Units: County Finance Bureau, County Science and Technology Bureau, County Human Resources and Social Security Bureau)

(37) For micro and small enterprises and individual businesses that have been unable to pay their utility bills on time due to the impact of the pandemic, water, electricity, and natural gas services will not be suspended for unpaid bills until the end of March 2023, and late payment penalties will be waived. This policy shall take effect from the date of issuance. Unless otherwise specified, the relevant measures shall remain in effect until December 31, 2023.

To thoroughly implement the important instructions and directives of General Secretary Xi Jinping on economic work, fully implement the spirit of the 20th National Congress of the Communist Party of China, and in accordance with the requirements of the Central Economic Work Conference and the Provincial Party Committee Economic Work Conference, we will adhere to the principle of prioritizing stability while seeking progress amidst stability,maintain policy continuity and precision, and use proactive policy measures to stabilize expectations, boost confidence, and promote development, thereby achieving effective qualitative improvement and reasonable quantitative growth, the following follow-up policies are formulated in accordance with the “Notice of the General Office of the Provincial Government on Issuing Follow-up Policies to Better Serve Market Entities and Promote Steady Economic Development” (E Zheng Ban Fa [2023] No. 6).

I. Targeted Expansion of Effective Investment

(1) Promoting Quality Improvement and Efficiency Enhancement in Enterprises. Further leverage the positive role of technological transformation in stabilizing growth, expanding investment, and promoting transformation; accelerate the transformation and upgrading of traditional industries;consolidate the momentum of emerging industries, and focus on industrial projects in key sectors that “stabilize the present and build long-term momentum”—such as advanced manufacturing, agricultural product processing, industrial digital transformation, and energy-saving and carbon-reduction upgrades in priority areas. Aligned with the county’s central tasks, we will strengthen communication and collaboration among government, banks, and enterprises; advance financial support for key industrial chains and the “financial chain leader” system; enhance industrial integration; and actively meet enterprises’ reasonable credit needs.A one-time reward of 500,000 yuan, 300,000 yuan, and 200,000 yuan will be granted to each enterprise newly recognized by the state as a "Single-Champion Demonstration Enterprise" in manufacturing, a "Single-Champion Product Enterprise," or a "Specialized, Refined, Distinctive, and Innovative (SRDI) 'Little Giant' Enterprise," respectively.For enterprises newly recognized at the provincial level as "Hidden Champions" in niche sectors of pillar industries, "Science and Technology Little Giants," or "Specialized, Refined, Unique, and Innovative 'Little Giants,'" one-time rewards of 250,000 yuan, 150,000 yuan, and 100,000 yuan will be granted to each, respectively. For entities newly designated as national, provincial, or Xiangyang municipal-level demonstration bases for entrepreneurship and innovation among small and micro enterprises, rewards of 250,000 yuan, 100,000 yuan, and 50,000 yuan will be granted, respectively.(Responsible Units: County Development and Reform Bureau, County Science and Technology Bureau, County Finance Bureau, People’s Bank of China Baokang Branch)

(2) Accelerate investment in technological transformation and upgrading.For technical renovation projects of industrial enterprises above designated size, those with new equipment investments of 2 million yuan or more in the current year and a year-on-year increase in taxable income will receive a subsidy equivalent to 5% of the new equipment investment, up to a maximum of 1 million yuan.
