Original Title: Notice Issued by the Office of the Huanggang Municipal People’s Government on Several Measures to Promote the Innovative Development of the High-Tech Industry
To thoroughly implement the spirit of General Secretary Xi Jinping’s important speech delivered during his inspection tour of Hubei, fulfill the requirements of the 12th Provincial Party Congress and the Provincial Science and Technology Innovation Conference, accelerate integration into the construction of the Wuhan Science and Technology Innovation Center, and drive Huanggang’s high-quality development through scientific and technological innovation, the following policy measures are formulated in light of our city’s actual conditions.
I. Implementation of Development Progress Incentives for Enterprises Included in High-Tech Industry Statistics.For enterprises across the city included in high-tech industry statistics with an annual output value exceeding 100 million yuan, the top five enterprises in terms of annual output value growth rate or increase will be awarded an output value progress incentive, with each enterprise receiving 300,000 yuan. If the recipients overlap with those eligible for the industrial enterprise output value progress incentive under the “Notice of the Office of the Huanggang Municipal People’s Government on Issuing Several Measures to Promote High-Quality Development of the Industrial Economy” (Huang Zheng Ban Fa [2021] No. 40), the vacancies will be automatically filled in order of priority.
II. Encouraging Enterprises to Engage in Technological Innovation. For major national or provincial science and technology projects, key R&D programs, and “challenge-based” projects undertaken independently or as the lead by an enterprise, a reward equal to 50% of the annual funds received will be granted, with a maximum of 1 million yuan per project.Enterprises that develop the first set of major technical equipment, the first batch of new materials, or the first version of software that fills domestic gaps shall be granted a one-time reward through a “case-by-case” approach, with a maximum of 5 million yuan.
III. Strengthen the cultivation of technology-based enterprises. Enterprises are encouraged to apply for National High-Tech Enterprise certification; those successfully certified will receive a one-time reward of 200,000 yuan. Enterprises selected for the first time as provincial-level “Gazelle,” “Potential Unicorn,” “Unicorn,” or “Moose”—categories of innovative “new species”—will receive one-time rewards of 300,000 yuan, 500,000 yuan, 800,000 yuan, and 1 million yuan, respectively.
IV. Encourage Enterprises to Increase R&D Investment. For enterprises whose R&D expenses, as recognized by tax authorities for additional tax deductions in the current year, total 5 million yuan or more, a reward of 1% of the total amount will be granted, with a maximum of 1 million yuan per enterprise.
V. Encouraging Enterprises to Appoint Science and Technology Statistics Officers. Enterprises are encouraged to designate a dedicated staff member to report R&D expenditures and high-tech industrial output value in accordance with statistical requirements. For science and technology statistics officers registered with the science and technology department who pass the year-end evaluation, a work subsidy of 3,000 yuan per person per year will be provided.
VI. Support for the Development of Enterprise Incubation Platforms. Support will be provided to specialized industrial real estate companies for the construction and operation of technology enterprise incubators, accelerators, and technology parks within our city. Operators are encouraged to attract technology-based enterprises with growth potential from outside Huanggang to establish operations in our city. Operators that successfully attract one such enterprise to settle in a local incubator, accelerator, or technology park will receive a one-time reward of 200,000 yuan, 300,000 yuan, or 500,000 yuan, respectively.
VII. Strengthen Investment and Financing Support for Technology-Based Enterprises. Establish the Huanggang High-Tech Industry Development Fund to attract social capital and financial institutions to invest in high-tech projects through market-oriented operations.Financial institutions are encouraged to expand the scope of collateral and pledge acceptance, supporting technology-based enterprises in using assets such as intellectual property, accounts receivable, product orders, and equipment for collateralized or pledged financing. The “whitelist” system for credit risk compensation funds will be implemented to support more technology-based enterprises—those with insufficient collateral or unable to provide adequate counter-guarantees—in applying for the “whitelist” and obtaining government credit enhancement support.
VIII. Supporting the Development of Enterprise Science and Technology Talent Teams. For enterprises in our city that flexibly recruit science and technology talent from universities and research institutes—including those holding master’s degrees or higher, or holding associate senior professional titles such as associate professor or associate researcher—to serve as deputy general managers, chief engineers, technical directors, or technical advisors, a subsidy of up to 50% of the remuneration paid by the enterprise to these experts and professors will be provided on a merit-based basis following an annual performance evaluation, with a maximum of 200,000 yuan.For scientific and technological talent recruited by enterprises who are selected as Huanggang City High-Level Talent, a reward equal to 100% of the local portion of their personal income tax paid in the previous year will be granted, with the reward continuing for three consecutive years.
IX. Support for the Construction of Industrial Innovation Platforms. Industrial innovation platforms, such as industrial technology research institutes, industrial innovation consortia, specialized research institutes (companies), key laboratories, and industrial pilot production bases, shall be established through a “government-led, market-driven” approach.Departments including Science and Technology, Finance, Development and Reform, Natural Resources and Planning, Emergency Management, Ecology and Environment, and Government Services and Big Data, as well as park management committees and state-owned investment companies, shall provide priority support in terms of resource allocation and approval procedures. Industrial innovation platforms approved at the national or provincial level shall receive one-time rewards of 5 million yuan and 2 million yuan, respectively. Industrial innovation platforms that demonstrate significant achievements in leveraging technology to empower traditional industries shall be rewarded on a case-by-case basis.
X. Supporting Technological Innovation in Traditional Industries. Focusing on common key core technologies for traditional specialty agricultural industries—such as rice, rapeseed, Chinese medicinal herbs, Qi-Ai (Artemisia argyi), chrysanthemums,tea, livestock and poultry, and aquaculture, as well as traditional specialty industrial sectors such as stone, steel structures, and chemicals, we will adopt a "industry-driven, market-oriented" mechanism for selecting key technological challenges within the industrial chain and a "enterprise-led, industry-academia-research-application collaboration" mechanism for tackling these challenges. We encourage joint technology R&D efforts between enterprises and universities, and will provide project approval support under science and technology programs for such R&D projects, with a maximum support amount of 1 million yuan per project.For enterprises that purchase and apply the results of these technical research projects in accordance with the standards for the transformation of scientific and technological achievements, a subsidy of 20% of the actual transaction amount will be provided, with a maximum of 1 million yuan.
XI. Support the development of technology transfer service agencies. For technology transfer service agencies established in Huangyang that facilitate the conversion of no fewer than five scientific and technological achievements between universities and enterprises and achieve an annual technology contract value of 5 million yuan or more, a working subsidy of 5% of the total technology contract value will be provided on a merit basis following an annual performance evaluation, with a maximum of 1 million yuan.
XII. Implementation of Science and Technology Innovation Work Incentives. Counties (cities, districts) ranking in the top three in the comprehensive assessment of annual high-tech industrial value-added, R&D expenditure, and high-tech enterprise certification will be awarded 500,000 yuan, 300,000 yuan, and 200,000 yuan, respectively.
XIII. Prioritize Land Allocation for Science and Technology Innovation Projects. For high-tech industrial projects attracted through investment promotion, priority will be given to meeting their land requirements, and flexible land supply methods such as long-term leases, lease-to-own arrangements, and flexible lease terms will be explored. Science and technology enterprises that utilize existing land and real estate to develop science and technology innovation industries supported by the state may enjoy a transitional policy allowing them to continue using the land for its original purpose and under the original land rights type for a period of five years.For science and technology innovation projects where the use of arable land cannot be avoided, priority will be given to securing land through the use of arable land compensation and balancing quotas or land-use adjustment quotas.
XIV. Encouraging Innovative Development in High-Tech Zones. For national-level and provincial-level high-tech zones where the following indicators exceed the provincial average for national-level and provincial-level high-tech zones: the proportion of high-tech industrial value-added in GDP; the proportion of internal R&D expenditure in operating revenue; the proportion of newly recognized high-tech enterprises in the current year relative to the total number of industrial enterprises above designated size; the proportion of newly added technology-based small and medium-sized enterprises in the current year relative to the total number of industrial enterprises above designated size; and the number of equivalent R&D institutions at the provincial level or above relative to the total number of industrial enterprises above designated size,National-level high-tech zones that rank within the top 100 in the national performance evaluation and have improved their ranking compared to the previous year shall receive a reward of 100,000 yuan for each position gained, with a maximum of 1,000,000 yuan; provincial-level high-tech zones that rank within the top 50% in the provincial performance evaluation and have improved their ranking compared to the previous year shall receive a reward of 100,000 yuan for each position gained, with a maximum of 500,000 yuan.
This policy shall take effect from the date of issuance and remain valid for three years. The responsible implementing entities shall be determined in accordance with the principle of “who benefits, who pays.” The county (city, district) portion shall be the responsibility of the respective county (city, district) governments; the municipal and urban district portions shall be borne by the municipal government, Huangzhou District, and Huanggang High-Tech Zone (and various urban district parks), respectively, in accordance with the current fiscal system.
Where previous policies regarding support for scientific and technological innovation conflict with this document, this document shall prevail.
