Original Title: Notice from the Office of the District People’s Government on Issuing the “Measures for Incentives to Accelerate the Development of the E-commerce Industry in Xiangzhou District”

Chapter 1 General Provisions

Article 1  These Measures are formulated to further optimize the development environment for e-commerce in Xiangzhou District, accelerate the pace of e-commerce development, and promote high-quality development throughout the district.

Article 2: These Measures apply to enterprises registered, operating, and paying taxes in Xiangzhou District that conduct e-commerce activities using modern information technology and computer networks (including the Internet, mobile networks, or other information networks).

Article 3: The district finance department shall allocate 6 million yuan annually from the budget as special funds to support and reward the development of e-commerce in the district.

Chapter II: Reward Measures

Article 4 Support for the Development of E-commerce Parks

(1) For sites with a land area exceeding 50 mu or a building area exceeding 20,000 square meters, enterprises are permitted to utilize existing resources to construct e-commerce parks in accordance with the law, provided that the land use designation remains unchanged.

(2) For e-commerce parks with a floor area of 3,000 square meters or more that have been recognized by the District Commerce Bureau, where the overall occupancy rate of e-commerce enterprises exceeds 80%, the park operator shall be granted a monthly subsidy of 8 yuan per square meter based on the floor area, not exceeding 500,000 yuan per park annually, for a consecutive period of three years.

(3) E-commerce parks designated as national, provincial, or municipal demonstration zones will receive rewards of 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively;

(4) For e-commerce enterprises that leased or purchased premises (office and warehouse space) in an e-commerce park during the previous year, a subsidy of 30% of the annual lease amount will be provided for three consecutive years.

(5) For e-commerce parks whose sales revenue first exceeds 50 million yuan, 100 million yuan, or 200 million yuan and above, one-time rewards of 50,000 yuan, 100,000 yuan, and 200,000 yuan, respectively, will be granted to the park.

 Article 5: Support for the Development of Sales-Oriented E-commerce Enterprises

(1) Once an e-commerce enterprise grows into a large-scale commercial enterprise, it shall be subject to the reward policies for large-scale commercial enterprises in Xiangzhou District.

(2) Enterprises designated as national, provincial, or municipal e-commerce demonstration enterprises shall receive rewards of 300,000 yuan, 200,000 yuan, and 50,000 yuan, respectively.

(3) Enterprises that establish a “Specialty Xiangzhou Pavilion” on e-commerce platforms such as Tmall, JD.com, Pinduoduo, or Youle.com shall receive a one-time reward of 30% of the total setup costs in the first year, with a maximum reward of 100,000 yuan. Starting from the second year, if the transaction volume of the Specialty Xiangzhou Pavilion reaches 3 million yuan or more and the customer satisfaction rating reaches 90% or higher, the enterprise shall receive an annual operational reward of 50,000 yuan for a period of three years.

(4) Enterprises that open official flagship stores on Tmall, JD.com, Pinduoduo, or Youle.com and maintain normal operations for over one year will receive support for basic platform service fees. When annual sales reach 1 million yuan or more, a reward of 10,000 yuan will be granted for every 1 million yuan in sales, with a maximum reward of 100,000 yuan per official flagship store. This reward is valid for three years.

(5) Applied e-commerce enterprises whose online sales in the previous year (as verified by platform data) reach 2 million, 5 million, 10 million, 20 million, or more for the first time will be granted one-time cash rewards of 50,000, 100,000, 200,000, or 300,000 yuan, respectively.

(6) Support for e-commerce enterprises participating in trade fairs. E-commerce enterprises registered with the District Commerce Bureau that participate in provincial-level or higher trade fairs, matchmaking events, expos, and other exhibition activities organized by the District Government, the District Commerce Bureau, the District Agriculture and Rural Affairs Bureau, the District Rural Revitalization Bureau, the District Culture, Tourism, and Innovation Bureau, the District Science and Technology Bureau, or the District Supply and Marketing Cooperative will receive a subsidy of 5,000 yuan per event.

(7) Support for "E-commerce Festival" sales promotion activities. Enterprises participating in the "618" and "Double 11" e-commerce festivals that achieve sales of 200,000 yuan or more during the event period will be awarded a 5,000 yuan incentive.

Article 6: Support for the Development of Service-Oriented E-commerce Enterprises  

(1) For logistics and express delivery enterprises that construct or lease district-level integrated warehousing and distribution centers with a floor area of 2,000 square meters or more, and whose projects provide direct delivery to all administrative villages, a one-time reward of up to 1 million yuan—equivalent to 20% of the actual investment—shall be granted upon successful inspection and acceptance.

(2) To support the development of a three-tier logistics system, enterprises that establish 180 or more e-commerce service stations in towns and e-commerce service outlets in administrative villages, and provide public convenience services such as parcel collection and delivery, online purchasing and sales, and bill payment and top-up services for at least one year, shall, upon assessment and confirmation by the District Commerce Bureau, receive a one-time subsidy of 20,000 yuan per town-level e-commerce service station and 5,000 yuan per village-level e-commerce service outlet.

(3) For enterprises and designated training institutions undertaking e-commerce training tasks, upon conducting e-commerce training in accordance with the training plan approved by the District Commerce Bureau, individuals who complete the nationally prescribed course hours and obtain certifications as Junior, Intermediate, or Senior E-commerce Practitioners shall be granted skill enhancement subsidies of 1,000 yuan, 1,500 yuan, and 2,000 yuan, respectively.

Article 7: Support the development of specialized e-commerce villages. Encourage the creation of specialized e-commerce villages to help increase farmers’ income. A one-time reward of 500,000 yuan shall be granted to Taobao Towns and Taobao Villages certified by Alibaba.

Article 8: Support the development of cross-border e-commerce. Implementation shall be in accordance with the Xiangyang Municipal Government’s policy documents supporting cross-border e-commerce.

Article 9: Support the development of e-commerce industry associations. District-level e-commerce industry associations that conduct regular activities shall receive an annual subsidy of 50,000 yuan; those rated as 2A-level or higher social organizations shall receive an annual subsidy of 100,000 yuan.

Article 10: For e-commerce enterprises with high domestic and international recognition and credibility, as well as strong growth potential, that establish national or regional headquarters in our district or invest in major projects, and for infrastructure construction projects that have a significant impact on the development of e-commerce in our district, a case-by-case award and subsidy approach shall be adopted.

Chapter III: Supplementary Provisions

Article 11: The District Commerce Bureau shall be responsible for the implementation of these Measures. Applications shall be accepted during the first quarter of each year, and rewards for the previous year shall be disbursed during the second quarter.

Article 12: After the District Commerce Bureau issues the notice for reward applications, e-commerce enterprises shall submit their applications. The District Commerce Bureau and the District Finance Bureau shall organize the review and verification; after the review, consolidation, and public notice with no objections, the matter shall be submitted to the District People’s Government for approval and disbursement.

Article 13: For the same project of a single enterprise or projects evaluated under the same incentive assessment criteria, no duplicate benefits shall be granted under any district-level support measures.

Article 14: Enterprises that experience major work safety accidents involving liability during the project implementation year, or that engage in illegal activities such as tax violations, infringement, or the production of counterfeit or substandard goods and are subject to investigation and punishment, shall not be eligible for financial support. Enterprises that fraudulently obtain incentive funds through false means shall be subject to recovery of funds in accordance with the law, and the relevant personnel shall be held legally liable.

Article 15. The Special Fund for E-commerce Support and Incentives shall be used exclusively for enterprises engaged in e-commerce development within the district. The District Commerce Bureau, District Finance Bureau, and District Audit Bureau shall supervise and inspect the use of the incentive funds in accordance with relevant regulations.

Article 16. These Measures shall take effect from the date of promulgation and remain valid for three years.

Article 17. The District Commerce Bureau shall be responsible for interpreting these Measures.
