To further support industrial enterprises in strengthening their core competitiveness, building a supply chain system characterized by the aggregation of production factors, vertical integration, mutual complementarity, and stability and security, enhancing the sophistication of the industrial foundation and the modernization of industrial chains, and promoting high-quality development of the industrial economy, these measures are formulated in accordance with the principle of “market-driven, enterprise-led, and government-guided,” taking into account the actual conditions of our city.
I. Enhancing the Smart Manufacturing Capabilities of Industrial Enterprises. New projects are encouraged to be constructed in accordance with smart factory standards. For industrial projects that are completed and put into operation within three years and have actual fixed-asset investments of 100 million yuan or more (excluding land acquisition costs; the same applies below), a subsidy of 5% of the project’s software (included in fixed asset management) and equipment investment will be provided, with a maximum subsidy of 50 million yuan.Existing enterprises are encouraged to accelerate their intelligent transformation. For those meeting the standards for digital production lines, digital workshops, or smart factories, a subsidy of 10% of the project’s investment in software (included in fixed asset management) and equipment will be provided, with a maximum of 10 million yuan.Encourage leading enterprises to build industry-level industrial internet platforms and promote vertical applications within industrial and supply chains. For projects included in national or provincial industrial internet platform pilot demonstrations with actual equipment and software investments of 5 million yuan or more in the same year, a subsidy of 20% of the actual investment amount will be provided, not exceeding 2 million yuan. II. Encouraging Enterprises to Implement Quality Improvement Initiatives. Strengthen quality awareness, promote the spirit of entrepreneurship and craftsmanship, adopt advanced quality management methods, and enhance total quality management. For enterprises that win the China Quality Award, China Quality Award Nomination, Yangtze River Quality Award, or Yangtze River Quality Award Nomination, a matching reward equal to 50% of the award amount granted by the organizing body shall be provided;Enterprises that win the Xiangyang Quality Award or the Xiangyang Quality Award Nomination Award shall be granted rewards of 1 million yuan and 200,000 yuan, respectively; enterprises that win the National Quality Benchmark or the Provincial Industrial Quality Benchmark shall be granted rewards of 300,000 yuan and 200,000 yuan, respectively. III. Encouraging Enterprises to Implement Standard Enhancement Initiatives. For the introduction, cultivation, and construction of testing and inspection platforms, international and domestic renowned testing and inspection institutions serving the industrial sector that establish testing and inspection platforms with legal person status in Xiangyang, with actual fixed-asset investment reaching 20 million yuan (inclusive) or more, shall be granted a reward equivalent to 10% of the fixed-asset investment, not exceeding 10 million yuan.Industrial enterprises whose in-house laboratories newly obtain CNAS accreditation will receive a one-time reward of 200,000 yuan. For entities serving the industrial sector that are approved to establish new national-level testing and inspection centers, an initial subsidy of 4 million yuan will be provided, followed by an additional 6 million yuan upon successful acceptance; for those approved to establish new provincial-level testing and inspection centers, an initial subsidy of 800,000 yuan will be provided, followed by an additional 1.2 million yuan upon successful acceptance.Enterprises are encouraged to participate in the formulation (or revision) of various standards within their industries. Industrial enterprises undertaking the formulation (or revision) of international standards, national (or industry) standards, or Hubei provincial local standards will receive one-time rewards of 500,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. IV. Encouraging Enterprises to Implement Brand Cultivation Initiatives. Enterprises newly recognized at the national level as “Single-Champion Demonstration Enterprises” in manufacturing, “Single-Champion Product Enterprises,” or “Specialized, Refined, Unique, and Innovative ‘Little Giant’ Enterprises” shall each receive a one-time reward of 2 million yuan, 1 million yuan, and 800,000 yuan, respectively; enterprises newly recognized at the provincial level as “Hidden Champion Demonstration Enterprises” in niche sectors of pillar industries shall each receive a one-time reward of 500,000 yuan.For newly recognized China Well-Known Trademarks of industrial enterprises, a one-time reward of 1 million yuan will be granted per trademark. For newly registered and recognized geographical indication trademarks and protected geographical indication products of industrial enterprises, a one-time reward of 200,000 yuan will be granted per item. V. Vigorously Support Enterprise Listings. A phased incentive program will be implemented for enterprises registered in our city that make their initial public offering (IPO). Enterprises that complete shareholding system reforms and file for guidance registration with the Hubei Securities Regulatory Bureau will receive a 2 million yuan reward; those whose application materials are formally accepted by the China Securities Regulatory Commission (or the Shanghai and Shenzhen Stock Exchanges) will receive a 3 million yuan reward; and those approved by the China Securities Regulatory Commission and successfully listed on the Shanghai or Shenzhen Stock Exchanges will receive a 3 million yuan reward.Enterprises registered in our city that go public through “shell acquisition” or “backdoor listing” in another location in accordance with regulations, and subsequently relocate the registered address of the “shell” company to our city while maintaining their primary production and business operations here, will be granted a one-time reward of 7 million yuan.For listed companies in our city that expand their refinancing scale through mergers and acquisitions, additional share issuances, rights offerings, convertible bond issuances, or corporate bond issuances, a reward of 1‰ of the refinancing amount or the merger and acquisition funding amount (excluding any provincial, municipal, or county-level government investment funds based on their respective weightings) shall be granted, with a maximum of 1 million yuan. VI. Encourage and guide enterprises to establish supply chain systems featuring multi-point support and diversified markets. For industrial enterprises in our city that expand their customer base to include companies outside the city listed on the Fortune Global 500, China’s Top 500, China’s Top 500 Private Enterprises, or China’s Top 500 Manufacturing Enterprises, subsidies will be provided at 1.5% and 1% of the new sales revenue for the year, respectively, with a maximum of 10 million yuan and 5 million yuan.For enterprises in Xiangyang that are subsidiaries of Fortune Global 500, China’s Top 500, China’s Top 500 Private Enterprises, or China’s Top 500 Manufacturing Enterprises, and that purchase products from our city’s industrial enterprises (excluding bulk raw materials such as coal, ore, cotton, grain, cement, and steel), subsidies will be provided at 1.5% and 1% of the new annual procurement value, respectively, with a maximum of 10 million yuan and 5 million yuan.[Responsible Units: Municipal Bureau of Economy and Information Technology; People’s Governments of all counties (cities, districts); Development Zone Management Committees]
VII. Vigorously Promote Targeted Investment Promotion for Industrial Chains, Supply Chains, and Industrial Clusters.By publishing the city’s key investment priorities for industrial chains and supply chains on platforms such as the government website and investment promotion websites, units (including individuals, enterprises, social intermediary organizations, and chambers of commerce and associations; hereinafter the same) that successfully introduce enterprises or projects to fill gaps or strengthen weak links in industrial chains, and whose actual fixed-asset investment reaches 50 million yuan or more, shall be granted a reward of 0.2% of the actual fixed-asset investment amount to the referring unit (as jointly determined by the host locality and the introduced enterprise; hereinafter the same),with a maximum of 2 million yuan per project. We will vigorously attract enterprises and innovative R&D institutions in the fields of strategic emerging industries and high-tech industries. For projects that are completed and put into operation within two years and have an actual fixed-asset investment of 20 million yuan or more, a reward of 2‰ of the actual fixed-asset investment will be granted to the recommending entity, with a maximum of 2 million yuan per project.For units that successfully introduce industrial cluster projects—including those supporting industrial chains, product-focused clusters, or “secondary-tertiary industry integration” clusters—where the total actual fixed-asset investment of enterprises within the cluster reaches 200 million yuan (inclusive) or more, a reward of 2‰ of the actual fixed-asset investment will be granted to the referring unit, with a maximum of 2 million yuan. VIII. Establish a citywide public service platform for industrial enterprise supply chains. Create an enterprise information database, promptly release supply and demand information, establish a routine mechanism for production-sales matching, resolve information asymmetry between production and sales, eliminate bottlenecks in production and sales demand, and promote local industrial circulation and support. IX. Intensify Efforts to Expand Domestic and International Markets. Encourage enterprises to participate in domestic and international exhibitions and trade fairs. For enterprises participating in such events organized by the national, provincial, or municipal governments and relevant departments, a subsidy of 50% of booth fees and expenses for participating personnel will be provided for overseas events (limited to a maximum of three personnel); for domestic events, a subsidy of 5,000 yuan per booth will be provided. If an enterprise’s actual expenditures do not reach the aforementioned standards, the subsidy will be based on the actual amount incurred.Support industrial enterprises in conducting online product sales through virtual trade fairs and online platforms. For enterprises with annual online sales reaching 20 million yuan (inclusive) or 30 million yuan (inclusive) in domestic or international markets, a reward of 1% of the sales amount will be granted, with a maximum of 5 million yuan.Efforts to promote the export of local products will be intensified. Identify and publish a list of bottlenecks and weak links in industrial supply chains, as well as R&D needs for key equipment and core components to replace imports. Implement a “challenge-based” system for major projects, providing a subsidy of 50% of the R&D investment for each project, up to a maximum of 3 million yuan. Promote the commercialization of scientific and technological achievements; universities and research institutes undertaking R&D projects commissioned by local enterprises will receive a subsidy of 10% of the actual funds received for the project, up to a maximum of 300,000 yuan.Strengthen the development of innovation platforms. Newly designated National Key Laboratories, National Manufacturing Innovation Centers, National Technology Innovation Centers, National Enterprise Technology Centers, and National Technology Innovation Demonstration Enterprises will receive one-time rewards of 10 million yuan, 10 million yuan, 5 million yuan, 3 million yuan, and 1 million yuan, respectively;For newly recognized Provincial Manufacturing Innovation Centers, Provincial Key Laboratories, Provincial Technology Innovation Centers, Provincial Industrial Innovation Centers, Provincial Technology Innovation Demonstration Enterprises, Provincial Enterprise Technology Centers, and Provincial Engineering Research Centers, one-time rewards of 5 million yuan, 500,000 yuan, 500,000 yuan, 500,000 yuan, 500,000 yuan, 300,000 yuan, and 300,000 yuan, respectively, will be granted;To achieve full coverage of R&D institutions among industrial enterprises above a certain scale, a one-time reward of 50,000 yuan will be granted to such enterprises that establish or co-establish an R&D institution for the first time. XI. Vigorously Develop Warehousing and Logistics for Industrial and Supply Chains.Support the development of specialized “warehousing + logistics,” “warehousing + logistics + processing services,” and “logistics information service platform + logistics” enterprises that cater to the needs of industrial chains and supply chains. For “warehousing + logistics” and “warehousing + logistics + processing services” enterprises that provide services to industrial enterprises and have annual business revenue of 8 million yuan or more, a subsidy of 2% of the current year’s warehousing and logistics business revenue will be provided, with a maximum of 1 million yuan;For “logistics information service platform + logistics” enterprises providing services to industrial enterprises with an annual platform transaction volume of 50 million yuan or more, a subsidy of 2‰ of the current year’s transaction volume will be provided, up to a maximum of 500,000 yuan.Guide industrial enterprises to adopt “road-to-rail” and “road-to-water” transport shifts and multimodal transport. For enterprises implementing “road-to-rail” and “road-to-water” shifts, subsidies will be provided based on the previous year’s rail and water transport logistics costs, at rates of 2% and 1% of the increased costs, respectively. XII. Strengthen Financial Support. Intensify efforts to promote industrial chain collaboration and innovate supply chain financial products. For banks providing industrial enterprises with credit facilities such as accounts receivable financing, order financing, prepayment financing, and inventory or warehouse receipt pledges, a reward of 0.5‰ of the total loan principal will be granted, with a maximum of 2 million yuan.For banks providing unsecured loans to industrial enterprises, a reward of 1‰ of the loan principal will be granted; for banks providing “credit plus collateral” loans to industrial enterprises, a reward of 0.5‰ of the loan principal will be granted. XIII. Support the development of design, credit, and customs brokerage intermediary services. For entities registered in our city with legal person status that provide services to industrial enterprises and generate annual operating tax revenue of 100,000 yuan (inclusive) or more, a reward equal to the local fiscal revenue generated from the portion of operating tax revenue attributable to industrial enterprises in our city shall be granted for three consecutive years; for the portion of operating tax revenue attributable to industrial enterprises outside our city, a reward equal to 50% of the local fiscal revenue generated shall be granted for three consecutive years.[Responsible Units: Municipal Development and Reform Commission, Municipal Taxation Bureau, People’s Governments of all counties (cities, districts), and Development Zone Management Committees]
XIV. Strengthen Organizational Guarantees. Establish a municipal leading group for supporting industrial enterprises in enhancing core competitiveness and upgrading industrial and supply chains, with the Mayor of the Municipal Government serving as the group leader and relevant municipal leaders serving as deputy group leaders. The leading group’s office shall be located within the Municipal Bureau of Economy and Information Technology.For fiscal funds required by these measures, those with established funding channels shall be disbursed through those channels; those currently without such channels shall be included in the fiscal budget. Enterprises and projects in the central urban area shall be funded in accordance with the current fiscal system, while enterprises and projects outside the central urban area shall be funded by the municipal government and the governments of counties (cities) and Xiangzhou District in a 20:80 ratio.
Where policies under these measures conflict with existing municipal policies, these measures shall prevail. Benefits under these measures may not be claimed in conjunction with other existing municipal policies of the same nature. For any given reward or subsidy under these measures, the higher amount shall apply, and benefits may not be claimed in duplicate.
