To promote the improvement of quality and efficiency as well as high-quality development of the aerospace industry in Heilongjiang, and to accelerate the establishment of a modern aerospace industrial cluster characterized by distinct features, concentrated resources, intelligent and high-end capabilities, and openness and autonomy, the following policy measures are formulated in accordance with the "Heilongjiang Province Strategic Emerging Industries Doubling Plan (2024–2028),"the “Heilongjiang Province Future Industry Incubation and Acceleration Plan (2024–2027),” and the “Implementation Plan for Cultivating and Developing Advanced Manufacturing Clusters in Heilongjiang Province,” the following policy measures are hereby formulated.
I. Accelerating the Coordinated Development of "Complete Aircraft + Supporting Components" in Aviation Equipment
(1) Support the strengthening, optimization, and expansion of complete aircraft manufacturing. Support aviation enterprises in accelerating airworthiness certification and market expansion for complete aircraft products through independent R&D, project introduction, and other means.Enterprises that obtain Type Certificate (Acceptance/Approval) or Production License for complete aircraft or aircraft engine products shall be granted a one-time reward equivalent to 50% of the annual sales revenue of the certified product. The maximum reward for a single aircraft model is 10 million yuan, and for a single aircraft engine model, it is 5 million yuan. (2) Support the accelerated growth and expansion of aviation support products. Include eligible products that have obtained a Parts Manufacturer Approval (PMA) issued by the Civil Aviation Administration of China (CAAC) and a Product Engineering Approval for aircraft manufacturers in the list of provincial key new products. For provincial key new products with annual sales revenue of 2 million yuan or more per item, a reward of 5% of the actual annual sales amount will be granted to the developing enterprise, with a maximum reward of 500,000 yuan per item and a total annual reward of up to 3 million yuan per enterprise.[Responsible Units: Provincial Department of Industry and Information Technology, Provincial Department of Finance]
(3) Promote the accelerated development of the used aircraft dismantling industry. For civil aircraft dismantling enterprises that dismantle used mainline and regional aircraft and sell the resulting aircraft parts, a reward of 5% of the sales revenue will be granted, with a maximum of 10 million yuan per enterprise annually. II. Promoting the Integrated Development of R&D, Manufacturing, and Services in the Aerospace Industry
(4) Support the construction of major scientific and technological infrastructure. For national major scientific and technological infrastructure facilities completed in the aerospace sector, an annual reward of up to 10 million yuan will be granted in accordance with relevant regulations, based on factors such as research support capacity, openness and sharing, and the local transformation of scientific and technological achievements. This funding is to be used to enhance capabilities in openness and sharing as well as the local transformation of scientific and technological achievements. (5) Support the accelerated development of satellite manufacturing enterprises. For satellites (including satellite platforms, ion or Hall thrusters, and high-throughput payloads) that have been successfully launched into orbit and put into operation, a reward of 5% of the sales price will be granted to the manufacturing enterprise, with a cap of 1 million yuan per piece of equipment and a maximum annual total reward of 20 million yuan per enterprise. (6) Establish a satellite operations and services base. Support the development of a tracking and control service system characterized by high coverage, cost-effectiveness, and flexible responsiveness. Encourage enterprises to deploy ground station network nodes within the province. For ground station network node projects included in the statistical scope, a subsidy of 10% of the investment amount will be provided, with a maximum of 10 million yuan. III. Strengthening Industrial Innovation and Development
(7) Support the Enhancement of Enterprise Innovation Capabilities. For enterprises with R&D investments of 500,000 yuan or more that fulfill their statistical reporting obligations, subsidies will be provided at varying rates based on the previous year’s R&D investment (both stock and incremental portions). Funding will be provided by the province and municipalities in a 1:1 ratio, and subsidy amounts for eligible technology-based aerospace enterprises will be increased by 50% in accordance with regulations.[Responsible Units: Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology, Provincial Department of Finance, and People’s Governments (Administrative Offices) of all cities (prefectures)]
(8) Breakthroughs in Key Core Technologies.Adhering to the orientation of accelerating the transformation of research outcomes, support aerospace enterprises in leading efforts to tackle major key core technologies, promote the engineering and industrial application of scientific and technological achievements, and compile guidelines for key core technology research. Focusing on key areas such as new aerospace materials, core components, general aviation equipment, and satellite manufacturing and applications, support the implementation of a batch of provincial-level science and technology projects, the development of a batch of core technologies, and the creation of a batch of key products. (9) Support the Construction of Industrial Innovation Platforms. Establish a collaborative innovation system centered on enterprises, market-oriented, and integrating industry, academia, and research. Encourage aerospace enterprises to jointly build various types of science and technology innovation platforms with universities and research institutions. Newly established proof-of-concept centers and pilot-scale maturation platforms recognized by the provincial science and technology authorities will be provided with funding in accordance with regulations based on performance evaluation results.Newly recognized National Industrial Technology Engineering Centers, National Manufacturing Innovation Centers, and National Enterprise Technology Centers will be provided with funding in accordance with regulations. (10) Implement the Special Program for the Research, Development, and Application of Major Technical Equipment. Promote the innovative development and widespread application of major technical equipment in the aerospace sector. Focusing on general aviation equipment, aircraft engines and gas turbines,spacecraft, space launch vehicles, aerospace core systems and key components, as well as “Satellite+” and “AI+” innovation applications. Each year, a batch of major technical equipment R&D and application projects will be implemented that demonstrate high levels of innovation, strong industrial driving force, and significant breakthroughs, with a total investment of no less than 100 million yuan. Subsidies will be provided at a rate not exceeding 30% of the total project investment, up to a maximum of 200 million yuan.Local governments are encouraged to provide matching funds; under equal conditions, priority will be given to projects with such matching funds. IV. Promoting Both Quantitative and Qualitative Growth of Market Entities
(11) Support Equipment Upgrades and Modernization.We will continue to implement technical renovation subsidy policies to support aerospace enterprises in updating equipment and carrying out technical renovations, thereby enhancing digital and intelligent capabilities. We will implement a tiered cultivation program for smart factories, encouraging aerospace enterprises to conduct assessments of their smart manufacturing capability maturity, formulate plans for smart factory construction and upgrading, establish and self-assess basic-level smart factories, organize evaluations and certifications for advanced-level smart factories, and recommend eligible enterprises to apply for national “Excellence-level” smart factory status. (12) Support the development of specialized, refined, distinctive, and innovative SMEs. Guide aerospace SMEs to focus on core businesses, enhance their capabilities in specialized production, services, and collaborative support, and provide components, parts, supporting products, and services to large enterprises, major projects, and the industrial chain. Encourage and support eligible aerospace enterprises to apply for recognition as National High-Tech Enterprises, “Little Giant” enterprises under the Specialized, Refined, Distinctive, and Innovative initiative, and Single-Champion enterprises (products). (13) Improve the collaborative support system. Promote the opening of resources such as R&D, manufacturing, and logistics distribution by aerospace enterprises to enhance the industry chain’s driving force, leadership, and competitiveness. Support leading enterprises in the aerospace industry chain to accelerate the development of a “small core, large collaboration” system, leverage their leading role in the industry chain, enhance the supporting capabilities of local enterprises, and accelerate the simultaneous improvement in both quantity and quality of aerospace advanced manufacturing industrial clusters. V. Supporting Innovation and Expanding Application Scenarios
(14) Support the Expansion of Applications Across Multiple Sectors.Encourage localities to include public services such as low-altitude emergency rescue, medical aid, and traffic management, as well as government-supporting services like smart inspections, in the government procurement service catalog. Local governments shall provide a one-time reward to enterprises operating general aviation short-haul transport routes (including electric vertical takeoff and landing aircraft) with an annual flight volume of 100 or more. (15) Encourage the large-scale application of low-altitude equipment. For operating enterprises that use manned aircraft and large unmanned aerial vehicles (UAVs) to conduct flight training (including proficiency flights) and flight operations serving agriculture, forestry, animal husbandry, fisheries, industry, and social sectors, subsidies will be provided based on flight operation time, taking into account different aircraft models, maximum takeoff weights, and operation categories. (16) Launch pilot programs for the innovative application of low-altitude equipment.We will steadily advance the development of our province as a pilot region for the innovative application of low-altitude equipment, further leveraging the pilot’s leading role. Targeting counties (cities, districts) with strong industrial foundations and prominent application scenarios, we will organize the designation of provincial-level pilot regions and bases (scenarios) for the innovative application of low-altitude equipment, focusing on key areas such as agricultural and forestry plant protection, emergency rescue, logistics and distribution, air traffic, and emerging consumer sectors. (17) Deepen “Satellite+” innovative applications. Promote the use of satellite services to support “Digital Heilongjiang,” and develop “Satellite+” innovative applications in fields such as precision agriculture, environmental monitoring, emergency management, energy management, information and communications, carbon sources and sinks, and transportation. Promote the integration of “Beidou+” and “+Beidou” with regional characteristics and industrial foundations, and continuously advance distinctive and innovative Beidou applications.Cities designated as national Beidou large-scale application pilot cities will each receive 10 million yuan in funding support. The respective municipal (prefectural) governments shall allocate these funds specifically to support the development of the entire industrial chain for Beidou chips, modules, components, terminals, as well as data integration, system integration, and operation and maintenance. All cities (prefectures) shall actively promote the implementation of these policies, strengthen the provision of essential resources such as land, talent, and finance, and introduce corresponding supporting policies tailored to local conditions to create synergies in both efforts and policies, thereby accelerating the high-quality revitalization and development of the province’s aerospace industry.
These policy measures shall take effect from the date of issuance and remain valid for three years. Enterprises and projects that meet the eligibility criteria under these measures and also meet the eligibility criteria under other provincial policies in different sectors shall be supported in accordance with the principle of selecting the higher amount without duplication, unless otherwise specified.
