To thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches and instructions, earnestly carry out the State Council’s deployment requirements regarding the high-quality development of agricultural machinery, focus on building and strengthening the National Pilot Zone for the R&D, Manufacturing, and Promotion of Large-Scale, High-Horsepower, High-End Intelligent Agricultural Machinery, explore new models for product innovation, refinement, and promotion tailored to local conditions, and make every effort to build a high-end intelligent agricultural machinery industrial cluster to provide strong material and equipment support for ensuring national food security, the following policy measures are hereby formulated.

I. Supporting the Integrated Development of R&D, Manufacturing, Promotion, and Application

(1) Guide increased investment in scientific and technological innovation.Increase support for R&D investments by intelligent agricultural machinery enterprises. For enterprises with R&D investments of 500,000 yuan or more that fulfill their statistical reporting obligations, subsidies will be provided at varying rates based on the previous year’s R&D investment (both stock and incremental portions). The provincial and municipal governments will contribute funds on a 1:1 basis, and subsidy amounts for intelligent agricultural machinery enterprises will be increased by 50%. (2) Support breakthroughs in key core technologies. Adhere to an industrialization-oriented approach for scientific and technological achievements, and encourage enterprises to intensify research efforts on “bottleneck” issues in smart agricultural machinery. Through provincial key R&D programs and other means, focus on key sectors such as crop cultivation, animal husbandry and aquaculture, and agricultural product processing, with an emphasis on complete units and key components such as high-horsepower tractors,intelligent agricultural robots, high-payload agricultural drones, and high-capacity intelligent combine harvesters. We will support the implementation of a batch of provincial science and technology projects to tackle core technologies and create a range of key products. (3) Support the development of industrial innovation platforms. Support agricultural machinery enterprises in establishing innovation platforms—such as manufacturing innovation centers, enterprise technology centers, engineering technology research centers, and industrial technology engineering centers—through a combination of naming rights cultivation and official accreditation.Upon formal accreditation (filing or recognition) by the relevant provincial competent authorities, financial incentives and subsidies will be provided in accordance with relevant regulations or the results of performance evaluations. (4) Implement the Special Program for High-Quality Development of Intelligent Agricultural Machinery. Focusing on providing robust material and equipment support to ensure national food security, and benchmarking against internationally advanced and domestically leading standards, formulate and issue the *Guidelines for High-Quality Development of High-End Intelligent Agricultural Machinery*. Support agricultural machinery enterprises in integrating upstream and downstream industrial chain resources—including R&D, supporting industries, and application entities—to form consortia,to implement a batch of strategic projects characterized by high innovation levels, strong driving force, and significant breakthroughs. Through interest subsidies, compensation, and performance evaluations, support will be provided for R&D projects targeting complete machines and key core components, as well as public service platform construction projects with a total investment of 50 million yuan or more, at a rate not exceeding 30% of the project investment (excluding civil engineering components such as factory buildings), with a maximum of 50 million yuan.Local governments are encouraged to provide matching funds, and projects with such matching funds will be given priority under equal conditions. Strengthen the leading role of pilot demonstrations and encourage agricultural machinery manufacturers to collaborate with users and research institutes, leveraging agricultural machinery service organizations, to jointly build a series of model application scenarios, including “AI + Agricultural Machinery,” the low-altitude economy in agriculture, agricultural robots, and new energy tractors.A one-time reward of 1 million yuan will be granted for typical application scenarios in the agricultural machinery sector recognized by the Provincial Department of Agriculture and Rural Affairs and the Provincial Department of Industry and Information Technology. (6) Intensify the promotion of key products. Focusing on ensuring the secure and stable supply of grain and key agricultural products, we will make full use of national and provincial policies such as the “First-of-its-Kind” initiative to support the large-scale application of key agricultural machinery products that contribute to increasing yields of major crops like grain and oilseeds, address shortcomings in agricultural machinery equipment, and are critical to the implementation of major national strategies and the urgent needs of our province. An annual guidance catalog for the promotion and application of high-end intelligent agricultural machinery equipment will be formulated and published.For advanced and applicable agricultural machinery that meets the criteria, include them in the scope of support under the “Preferred Machinery, Preferred Subsidies” policy for agricultural machinery purchase and application subsidies in accordance with relevant procedures. (7) Implement insurance compensation for new agricultural machinery products. Encourage agricultural machinery enterprises to purchase product quality insurance, liability insurance, and other types of insurance that facilitate product promotion and application, thereby reducing user risks and enhancing confidence in promoted products.For enterprises engaged in the research and development of agricultural machinery products that have been certified as having high added value, high technological content, and high-quality standards, compensation of up to 80% of the actual premiums paid will be provided for the purchase of relevant promotion insurance, with a maximum of 5 million yuan per enterprise per year. II. Promoting Enterprise Capacity Expansion and Upgrading

(8) Encourage and support the expansion of effective investment. Guide social capital to increase investment in project construction. For newly constructed high-end intelligent agricultural machinery manufacturing projects with an investment of 50 million yuan or more that are included in statistical reporting, upon completion and commencement of production, interest subsidies will be provided to enterprises for the actual project loans disbursed, at a rate not exceeding the one-year Loan Prime Rate (LPR) in effect at the time of statistical inclusion. (9) Support Market Expansion and Scale Growth. Support the intensified market promotion of advanced and applicable agricultural machinery. For agricultural machinery products with high added value, high technological content, and high-quality standards that have passed the evaluation by the Provincial Department of Industry and Information Technology and the Provincial Department of Agriculture and Rural Affairs in accordance with established criteria, a reward of 5% of the product’s annual sales revenue will be granted, with a maximum of 10 million yuan per enterprise per year. (10) Support digital transformation and upgrading. Encourage agricultural machinery enterprises to conduct assessments of their smart manufacturing capability maturity, formulate plans for the construction and enhancement of smart factories, and independently establish and evaluate basic-level smart factories; implement tiered cultivation of smart factories, organize evaluations and certifications for advanced-level smart factories, and recommend eligible enterprises to apply for national-level “Excellence-class” smart factories.For digital workshops (production lines) and smart factories that have passed provincial-level certification, a one-time subsidy of 10% of the project contract amount (including equipment investment and digital construction costs such as the purchase of industrial software) will be provided. (11) Promote green transformation and development. Promote the deep integration of the agricultural machinery equipment industry with green and energy-saving technologies, support enterprises in participating in the construction of the green manufacturing system, and prioritize the inclusion of agricultural machinery equipment enterprises in the green manufacturing cultivation pool. Enterprises that were designated as national-level green factories or green supply chain management enterprises in the previous year shall be granted a one-time reward in accordance with regulations. (12) Support the coordinated development of supporting enterprises. Support leading enterprises in taking the lead to establish an industrial cooperation alliance for high-end intelligent agricultural machinery equipment, playing a coordinating and driving role in industrial collaboration, technical exchange, and market expansion. Guide small and medium-sized enterprises to enhance their independent innovation and core competitiveness, and improve their capacity to provide supporting products and services—such as casting and processing, parts, and components—to large enterprises, major projects, and the industrial chain.Encourage and support eligible agricultural machinery enterprises to apply for recognition as National High-Tech Enterprises, Specialized, Refined, Unique, and Innovative “Little Giant” Enterprises, and Single-Champion Enterprises (Products). Eligible enterprises will be granted a one-time reward in accordance with regulations. (13) Promote international exchange and cooperation.Support agricultural machinery enterprises in participating in domestic specialized exhibitions and events; the provincial and municipal governments shall regularly organize agricultural machinery enterprises to participate in specialized exhibitions such as the China International Agricultural Machinery Exhibition each year. Guide agricultural machinery enterprises to engage in practical cooperation with Russia and agricultural-focused countries and regions along the “Belt and Road” route, including Central and Eastern Europe and Africa; encourage enterprises to participate in overseas exhibitions and actively expand overseas markets. III. Accelerate the Development of a Quality Standards System

(14) Strengthen technical support for agricultural machinery certification. Enhance the technical support provided by certification work for the research, development, manufacturing, and promotion of agricultural machinery equipment; promote close coordination between certification and R&D; and ensure traceability of processes and results. Establish a fast-track channel for the certification, inspection, and testing of urgently needed agricultural machinery products, and improve the certification and testing capabilities for high-end intelligent agricultural machinery equipment. (15) Support the Improvement of Agricultural Machinery Quality.Support enterprises and institutions in leading the construction of public service platforms for pilot-scale testing and validation. Encourage agricultural machinery enterprises to procure services for pilot-scale testing, product refinement, and field testing to improve the quality of agricultural machinery equipment. For service procurement costs exceeding 300,000 yuan, provide a subsidy equivalent to 30% of the total cost, with an annual cap of 4 million yuan per enterprise. (16) Support the development of a standardization system. Support agricultural machinery enterprises in participating in the formulation of relevant standards. Enterprises that take the lead in formulating international, national, industry, or local standards will be granted awards and subsidies in accordance with relevant regulations.Encourage enterprises to actively participate in the Ministry of Industry and Information Technology’s evaluation of quality management capabilities for manufacturing enterprises, to enhance quality awareness and strengthen quality management. Support enterprises in intellectual property protection and brand innovation, and foster a portfolio of high-value patents that address common technological shortcomings and possess industry-leading advantages. IV. Strengthening Support for Key Resources

(17) Support the development of specialized industrial parks. Eligible cities (prefectures) are encouraged to establish specialized agricultural machinery parks based on economic and technological development zones, high-tech industrial development zones, and pilot free trade zones. Vigorous efforts will be made to advance the construction of supporting industrial infrastructure. For infrastructure construction projects in industrial parks that meet issuance criteria, priority support will be provided during the allocation of bond funds based on the results of competitive reviews conducted by provincial-level industry authorities.[The Provincial Development and Reform Commission, the Provincial Department of Finance, the Provincial Department of Industry and Information Technology, the Provincial Department of Commerce, and the people’s governments (administrative offices) of relevant cities (prefectures) shall be responsible in accordance with their respective functions]

Leverage the guiding role of government investment funds by including high-end intelligent agricultural machinery equipment as a key support area for the Advanced Manufacturing Fund. Encourage government investment funds at all levels to support the implementation and construction of eligible agricultural machinery equipment industry projects in accordance with laws, regulations, and market principles. Encourage and guide financial institutions to provide bank-enterprise matching services for enterprises developing agricultural machinery and for business entities purchasing agricultural machinery, and increase credit support for those meeting loan eligibility criteria. Actively explore the implementation of loans secured by agricultural machinery and equipment.Encourage the development of agricultural machinery financial leasing services and insurance against R&D expense losses. (19) Strengthen the talent pool for the agricultural machinery sector. Encourage researchers from agricultural machinery research institutes to engage in technological innovation and the commercialization of scientific achievements at enterprises through forms such as collaboration and part-time innovation, in accordance with relevant regulations.Increase support for attracting high-level talent in the agricultural machinery sector, with a focus on recruiting and supporting a group of high-level and scarce talents who possess independent intellectual property rights, master core technologies, and are capable of leading industrial development. For various employers and recruited talents that meet the criteria of the “60 Measures for Talent Revitalization in Longjiang in the New Era” and the “Several Provisions on the Introduction of High-Level Talents in Longjiang in the New Era,” provide financial support or facilitate conditions in accordance with established standards.[Responsibility lies with the Provincial Department of Human Resources and Social Security, the Provincial Department of Science and Technology, the Provincial Department of Education, the Provincial Department of Industry and Information Technology, and the Provincial Academy of Agricultural Sciences, in accordance with their respective functions]

This policy shall take effect from the date of issuance and remain valid until December 31, 2027. Where an entity qualifies for both this policy and other provincial support policies, support shall be provided in accordance with the principles of selecting the most favorable option, applying the higher standard, and avoiding duplication, unless otherwise specified.
