Park Overview
The Shijiazhuang High-Tech Industrial Development Zone (hereinafter referred to as “Shijiazhuang High-Tech Zone”) was established in March 1991 as one of the first national-level high-tech zones approved by the State Council. It comprises two subdistricts, three towns, the Circular Chemical Industry Park, and the Science and Technology Entrepreneurship Park, with an actual managed area of 134.67 square kilometers and a permanent population of 450,000.It has received 18 national honors, including the National Demonstration Base for New Industrialization in the Pharmaceutical Industry and the National Green Industrial Park, and ranks 24th among national-level high-tech zones.
In terms of location and transportation, the zone is situated to the east of the provincial capital’s main urban area and at the very center of Shijiazhuang’s broader urban landscape. Fuxing Avenue, the city’s central axis, runs north-south through the zone, while Metro Lines 1 and 3 connect it east-west. Construction of Line 6 has commenced. National Highway 307, the eastern extension of the South Second Ring Road, Shihuan Road, Taihang Avenue, and the South Ring Expressway connect the zone to the wider metropolitan area.The Beijing-Hong Kong-Macau, Shijiazhuang-Taiyuan, and Shijiazhuang-Huanghua expressways, along with Shijiazhuang East Railway Station, provide nationwide connectivity. Located 30 kilometers from Shijiazhuang Airport, the area has formed a three-dimensional transportation network integrating rail, road, and air transport, with a “one-hour transportation circle” covering key cities such as Beijing, Tianjin, Xiongan New Area, and Jinan.
In terms of industrial infrastructure, the district is home to 33,400 registered enterprises, forming three major pillar industries: biopharmaceuticals, electronic information, and new chemical materials.In the biopharmaceutical sector, the city focuses on seven key sub-sectors: antibodies, vaccines and adjuvants, high-end generic chemical drugs, traditional Chinese medicine formulations, in vitro diagnostic reagents, physical therapy and rehabilitation equipment, and implantable medical devices. It is home to 51 large-scale enterprises, including Shijiazhuang Pharmaceutical Group, North China Pharmaceutical, Shijiazhuang No. 4 Pharmaceutical, and Yiling Pharmaceutical, with total industry revenue reaching 58.1 billion yuan.In the electronic information industry, priority is given to energy electronics and optoelectronic information industries; specialized development focuses on application-specific integrated circuits (ASICs) and software and industrial internet sectors; and breakthroughs are pursued in aerospace information and robotics industries. The sector includes 100 enterprises above designated size, such as the China Electronics Technology Group Industrial Foundation Research Institute (No. 13), the Network Communications Research Institute (No. 54), Gree Electric Appliances, JinkoSolar, and Chengzhi Yonghua, with total industry revenue reaching 42 billion yuan.In the chemical and new materials industry, led by the “Shijiazhuang Petrochemical Green Transformation and Development” project with a total investment of 22 billion yuan, the sector integrates with regional resources such as Jizhong Energy’s coking coal and Ningjin’s salt brine to form a circular economy industrial chain integrating petroleum, coal, and salt chemical industries. It includes 41 enterprises above designated size—such as Shijiazhuang Petrochemical, Dingying Chemical, Bawei Chemical, and Weiyuan Biochemical—with total industry revenue reaching 61.9 billion yuan.
In terms of scientific and technological innovation, the National Special Medicines Inspection Center, Tsinghua Development Research Institute, and Provincial Medical Device and Pharmaceutical Inspection and Evaluation Center have been established and are now operational. The city hosts 318 innovation platforms (including 21 at the national level) and has built a full-chain incubation system comprising “40 co-working spaces + 22 incubators + 5 accelerators + several specialized parks.”The district is home to 7 leading technology enterprises, 1,094 high-tech enterprises, and 3,701 technology-based small and medium-sized enterprises (including 898 at the national level), as well as 11 listed companies, with 7,137 valid invention patents. High-end talent platforms such as the National Human Resources Industrial Park and the Offshore Innovation and Entrepreneurship Base for Overseas Talents have been established. The Biomedical Park Scientific Committee has been formed, and the district has cumulatively attracted and cultivated 614 high-end talents, including 16 at the national level.
In terms of government services, the district has established an integrated service system comprising “district government service halls, sub-district (town) administrative service centers, and community (village) convenience service stations.” It has established the city’s first Enterprise Service Center, which provides green channels for land selection, factory screening, and project commencement, ensuring “dedicated personnel and immediate processing.”We have implemented the “Four Blinds and One Omission” evaluation reform in the bidding and tendering sector, achieved “one license for dual benefits” for the filing of Class II medical device operations, pioneered the province’s first “13+2 Efficient One-Stop Service” mechanism, reached a 100% online processing rate for administrative service matters, and reduced the overall approval time for all licensing matters by more than 91% compared to statutory deadlines.
