The Jinan New Area is located in the southern part of Handan’s main urban area, situated in the heart of the Central Plains Economic Zone and at the junction of Shanxi, Hebei, Shandong, and Henan provinces. In October 2012, the Jinan New Area was officially established, marking the third strategic development new area approved by the Hebei Provincial Government following the Caofeidian New Area and the Bohai New Area.In October 2016, following adjustments to Handan’s administrative divisions, the Jinan New Area expanded to cover an area of 353 square kilometers. It now administers 9 townships (sub-districts), 133 villages, and 18 communities, with a registered population of 312,000 and a permanent resident population of 279,500.

Jinan New Area benefits from the convergence of two major national strategies: the coordinated development of the Beijing-Tianjin-Hebei region and the Central Plains Economic Zone. It represents a key strategic initiative for Hebei Province to accelerate interaction between coastal and inland areas and to promote coordinated development among the three major regions of Eastern, Central, and Southern Hebei. It is also one of the eight platforms designated by the province to receive industrial transfers from Beijing and Tianjin, and serves as one of the two major growth poles for the Handan Municipal Party Committee and Municipal Government in driving the city’s economic development.
