We have received the “Master Plan for Territorial Space of Laozhuangzi Town, Tangshan High-Tech Industrial Development Zone (2021–2035)” submitted by your district for approval. The approval is hereby granted as follows:
I. We hereby give our approval in principle to the “Master Plan for Territorial Space of Laozhuangzi Town, Tangshan High-Tech Industrial Development Zone (2021–2035)” (hereinafter referred to as the “Master Plan”).The "Master Plan" serves as a guide for the spatial development of Laozhuangzi Town and a spatial blueprint for sustainable development. It constitutes the fundamental basis for all types of development, conservation, and construction activities. Please ensure its conscientious implementation to transform Laozhuangzi Town into a new suburban ecological town characterized by health and wellness leisure, agritourism integration, and commerce and logistics.
2. Strictly uphold the bottom line of territorial and spatial security. By 2035, the arable land area in Laozhuangzi Town shall not be less than 28,800 mu, of which permanently protected basic farmland shall not be less than 20,200 mu. Identify key areas for the prevention and control of natural disaster risks, demarcate and implement risk control lines for earthquakes, floods, and geological disasters, and secure spatial safeguards for the protection of historical and cultural heritage, thereby comprehensively anchoring the spatial bottom line for high-quality development.
III. Optimize the spatial development and protection framework. Based on the “Three Zones and Three Lines,”
define the spatial scope of protective elements such as ecology, agriculture, and historical and cultural heritage, as well as the overall layout of development elements including urban-rural areas, industries, and transportation. We will establish a general framework for territorial space development and protection characterized by “dual-axis leadership and cluster-based coordination,” stabilize agricultural land, optimize the spatial layout of agriculture, and promote the integrated development of the primary, secondary, and tertiary sectors in rural areas. Relying on multiple external transportation corridors, we will construct an ecological framework of “three zones and multiple corridors” and accelerate the implementation of ecological protection and restoration of territorial space. We will optimize village layouts and establish a town-village system with a rational division of labor.We will scientifically plan various types of development spaces, strictly control the total volume of construction land, and precisely allocate new construction land.
IV. Enhancing the Quality of Territorial Space. Adhering to a people-centered approach, we will efficiently allocate territorial space resources, coordinate the needs for production, living, ecological, and safety spaces in town areas, strengthen guidance on distinctive architectural styles, and improve the quality of residential life. We will promote the upgrading of industrial supporting facilities, the enhancement of municipal public utilities, the expansion and standardization of public service facilities, and the expansion and capacity building of environmental infrastructure, thereby enhancing the comprehensive carrying capacity of town areas and their ability to radiate and drive rural development.Advance the development of community living circles to better meet the needs of farmers seeking employment and settlement in town centers, as well as the production and living needs of town residents.
V. Steadily advance village planning and construction. Leverage the guiding role of the Master Plan in town and village development, and strengthen the integration of the Master Plan with policy tools such as comprehensive land consolidation. Guide the categorized development of villages, strengthen land use guarantees for homesteads, public service facilities, and rural industrial projects, improve the rural living environment, and promote the construction of livable, business-friendly, and beautiful villages by category to comprehensively support rural revitalization.
VI. Strengthen the foundational support for safety and resilience. Align with and implement the facility layouts specified in higher-level territorial spatial plans. Manage spatial reservations for major regional transportation facilities such as railways, expressways, and national and provincial highways, and improve the layout of regional and urban-rural integrated transportation networks. Coordinate the provision of various municipal infrastructure services—including water, electricity, gas, heating, telecommunications, and waste management—to ensure the stable operation of these lifeline systems.Coordinate the spatial layout of public safety and comprehensive disaster prevention facilities, including those for earthquakes and geological hazards. Strengthen the planning and construction of civil air defense and firefighting facilities, steadily advance the layout and construction of public infrastructure designed for both peacetime and emergency use, and enhance the safety and resilience of urban and rural areas.
VII. Uphold the Seriousness and Authority of the Plan. The outcomes of the Master Plan must be incorporated into the “single map” of the territorial spatial plan, and the plan must undergo full-lifecycle management. The Master Plan constitutes a comprehensive arrangement for the territorial spatial planning of the town and serves as the policy and general framework for the protection, development, utilization, and restoration of territorial space; it must be strictly enforced, and no department or individual may arbitrarily modify or alter it in violation of regulations.
VIII. Ensure the Implementation of the Plan. The High-Tech Zone Administrative Committee shall ensure the issuance and public disclosure of the Master Plan and strengthen public oversight. It must ensure that all objectives and tasks outlined in the Master Plan are fully implemented, and promptly report major matters arising during implementation.
