In order to implement the decision-making and deployment of the CPC Central Committee and the State Council, to establish a new mechanism for the comprehensive transformation of dual-control of energy consumption to dual-control of carbon emissions, to accelerate the construction of a system for dual-control of the total amount and intensity of carbon emissions (hereinafter referred to as dual-control of carbon emissions), and to actively and steadily promote the carbon peak and carbon neutrality, and accelerate the development of a green transformation of development mode, the formulation of this work program.
I. General requirements
Taking Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era as the guidance, deeply implementing the spirit of the 20th CPC National Congress and the 2nd and 3rd Plenary Sessions of the 20th CPC Central Committee, comprehensively carrying out Xi Jinping's Economic Thought and Xi Jinping's Thought on Ecological Civilization, fully implementing the New Development Concept in a complete and accurate manner, accelerating the construction of a new pattern of development, focusing on the promotion of high-quality development, and incorporating the carbon emission targets and related requirements into national planning. It has incorporated carbon emission targets and related requirements into national planning, established and improved local carbon assessment, industry carbon control, enterprise carbon management, project carbon evaluation, product carbon footprint and other policy systems and management mechanisms, and effectively connected with the national carbon emissions trading market to build a systematic and complete dual-control system of carbon emissions, and provide a strong guarantee for the realization of the goal of carbon peaking and carbon neutrality.
By 2025, the carbon emission statistics and accounting system will be further improved, a number of standards related to carbon emission accounting and product carbon footprint standards will be introduced and implemented, the national database of greenhouse gas emission factors will be basically built and regularly updated, and the relevant measurement, statistics and monitoring capabilities will be enhanced, laying the foundation for the implementation of dual control of carbon emissions nationwide in the Tenth Five-Year Plan period. This has laid the foundation for the nationwide implementation of dual control of carbon emissions during the "Tenth Five-Year Plan" period.
During the Tenth Five-Year Plan period, a dual-control system for carbon emissions with intensity control as the main focus and total control as a supplement was implemented; a comprehensive evaluation and assessment system for carbon peak and carbon neutrality was set up; the carbon emission accounting capacity of key fields and industries was strengthened; the management system of key energy-using and carbon-emitting units was improved; carbon emission evaluation of fixed-asset investment projects was carried out; and a system for the evaluation of products in line with China's national conditions was built up.
After reaching the peak of carbon emissions, we will implement a dual-control system for carbon emissions, mainly based on the total amount of carbon emissions and supplemented by the intensity of carbon emissions, establish a carbon neutral target evaluation and assessment system, further strengthen the carbon emissions control requirements for various regions and key areas, industries and enterprises, improve the product carbon footprint management system, implement the product carbon labeling and certification system, and push the total amount of carbon emissions to a steady decline.
II. Improvement of Carbon Emission Planning System
(1) Promote the incorporation of carbon emission targets into planning. Carbon emission targets will be incorporated into national economic and social development planning, with full consideration given to factors such as economic development, energy security, normal production and life of the masses, as well as the national autonomous contribution target, so as to rationally determine the carbon emission targets for the five-year planning period, and carry out the overall deployment of key tasks and major projects. During the "Tenth Five-Year Plan" period, the reduction of carbon emission intensity will be taken as a binding indicator for the development of the national economy and society, and the work of accounting for the total amount of carbon emissions will be carried out, so that the intensity of energy consumption will no longer be taken as a binding indicator.
(2) To formulate action programs related to carbon peaking and carbon neutrality. Focusing on the deployment of the Outline of the Five-Year Plan for National Economic and Social Development, the government will study and formulate the action plan for carbon peaking and carbon neutrality, and refine the work initiatives, key tasks and safeguard measures for the control of carbon emission targets. During the "Tenth Five-Year Plan" period, it will refine and implement the deployment of the Action Program for Carbon Peak by 2030 to ensure that carbon peak is achieved by 2030.
(3) Improving regulations and systems related to dual control of carbon emissions. Comprehensively clean up the contents of existing regulations and policies that are incompatible with the requirements of dual-control of carbon emissions. Accelerate the revision of energy-saving review methods for fixed-asset investment projects, energy-saving management methods for key energy-using units, and other systems to incorporate the relevant requirements for dual-control of carbon emissions.
Three, the establishment of local carbon emissions target evaluation and assessment system

The evaluation and assessment index system will be established in an integrated manner, focusing on the indicators of total carbon emissions and intensity, and incorporating the indicators of energy structure, energy consumption intensity, resource utilization efficiency, ecosystem carbon sinks, and green transformation in key areas.
(6) Promoting the establishment of carbon emission budget management systems at the provincial and municipal levels. Promote the practical implementation of carbon emission accounting in all regions, guide the establishment of carbon emission budget management systems at the provincial and municipal levels, analyze the carbon emission situation and target forecasts on an annual basis, and strengthen the synergy of the work with the national carbon emission trading market. by the end of 2025, guide the regions to carry out the trial preparation of carbon emission budgets. During the "Tenth Five-Year Plan" period, guide regions to prepare carbon emission budgets and adjust them dynamically according to the goal of reducing carbon emission intensity. In the "16th Five-Year Plan" period and beyond, the government will promote the establishment of a rigid mechanism for controlling the total amount of carbon emissions in each region, and implement the whole process of management of the five-year planning period and the annual carbon emission budget.
Four, explore the key industries and fields of carbon emissions early warning and control mechanism
(7) Improve the key industries and fields of carbon emissions accounting mechanism. It has formulated and issued management methods for energy conservation and carbon reduction in key energy-using and carbon-emitting units, incorporated carbon emission control requirements into the existing management system for key energy-using units, promoted the implementation of energy conservation and carbon reduction management requirements in key energy-using and carbon-emitting units, and strengthened the equipping of energy- and carbon-emission measuring instruments as well as their verification and calibration.
(j) Playing the role of market mechanism regulation. Improve the control mechanism of the national carbon emissions trading market, gradually expand the coverage of the industry, explore the mechanism of compensated allocation of quotas, enhance the level of reporting and verification, and promote compliance enterprises to reduce carbon emissions. Improve the national greenhouse gas voluntary emission reduction trading market, gradually expand the areas of support, and promote a wider range of emission reductions. Accelerate the improvement of the green certificate trading market, and promote green power consumption.
VI. Carrying out Carbon Emission Evaluation for Fixed Asset Investment Projects
(XI) Improving the energy-saving review system for fixed asset investment projects. VII. Accelerating the Establishment of Product Carbon Footprint Management System
(xiii) Formulating product carbon footprint accounting rules and standards. Develop and release national standards such as the General Rules for Quantitative Requirements of Product Carbon Footprint, and clarify and standardize the principles of product carbon footprint accounting, accounting methods, and data quality. In accordance with the principle of urgency first, focusing on key products such as electric power, fuel oil, iron and steel, electrolytic aluminum, cement, fertilizer, hydrogen, lime, glass, ethylene, synthetic ammonia, calcium carbide, methanol, coal chemical industry, power batteries, photovoltaic, new energy automobiles, electronic appliances and other key products, we will organize the relevant industry associations, enterprises, scientific research units to formulate and release the industry standard or group standard for product carbon footprint accounting.
(xiv) Strengthen the construction of carbon footprint background database. Accelerate the construction of the national database of greenhouse gas emission factors, establish a mechanism for regular updating and release, and provide benchmark data for localities and enterprises to carry out product carbon footprint accounting. Industry authorities and regions with conditions can build background databases on carbon footprints of key industries as needed, and encourage relevant industry associations, enterprises, and scientific research units to explore the construction of background databases on carbon footprints of products in subdivided industry sectors.
(xv) Establishing a product carbon labeling certification system. It will formulate administrative measures for product carbon labeling certification, develop relevant national standards for carbon labeling, organize cities with conditions to focus on key products for early and pilot implementation, and encourage enterprises to carry out product carbon labeling certification in accordance with market-oriented principles.
Eight, the organization and implementation
The regions and departments concerned should thoroughly implement the decision-making and deployment of the CPC Central Committee and the State Council, accelerate the construction of a dual-control system for carbon emissions, combine the actual implementation of the program, and promote the key tasks in accordance with the division of responsibilities, and continue to consolidate the foundation of the work. The National Development and Reform Commission should effectively perform the "dual carbon" related coordination responsibilities, strengthen scheduling supervision and promotion of implementation, strengthen forward-looking policy research, optimize the relevant tasks and initiatives in a timely manner, make up for the shortcomings of the system, and together with the relevant departments to strengthen the publicity and interpretation and education and training.
