Action Plan for "Shared Smart Manufacturing" in Hebei Province's Specialized Industrial Clusters

This plan is formulated to thoroughly implement the spirit of General Secretary Xi Jinping’s important speech delivered during his inspection tour of Hebei, carry out the arrangements made at the National Conference on Promoting New Industrialization, empower distinctive industrial clusters through “shared intelligent manufacturing,” drive breakthroughs in the transition toward high-end, intelligent, and green development, foster the formation of new-quality productive forces, make every effort to revitalize the industrial sector, consolidate the financial foundations of the county-level economy, and accelerate the construction of a strong economic province and a beautiful Hebei.
  I. Defining Work Objectives
  By 2025, we will establish 5 “Shared Smart Manufacturing” industrial internet platforms, cultivate 10 “Shared Smart Manufacturing” leading enterprises, and build 15 “Shared Smart Manufacturing” factories (workshops). The concept of “Shared Smart Manufacturing” will be widely recognized, the application of this model will be progressively deepened, and the efficiency of resource allocation and production organization within clusters will be significantly improved. The annual revenue growth of “Shared Smart Manufacturing” clusters will exceed 8%.
  By 2028, 25 shared “frontrunner” enterprises will be cultivated, and 35 “shared smart manufacturing” factories (workshops) will be established. National SME specialty industrial clusters will achieve full coverage of “shared smart manufacturing” industrial internet platforms, the shared ecosystem will be fundamentally improved, and the shared model will be deeply applied.R&D expenditures for SMEs within the “Shared Intelligent Manufacturing” clusters will grow by approximately 10% annually; the CNC adoption rate for key production processes will increase by 15%; the penetration rate of industrial internet platforms will reach around 40%; and the proportion of enterprises adopting cloud services will reach approximately 60%, significantly strengthening the clusters’ role in supporting the county-level economy.
  II. Directions for Innovative Development
  (1) “Shared Intelligent Manufacturing” 1.0: Sharing of Manufacturing Capabilities. Leveraging industrial internet platforms, we will facilitate the collaborative sharing of manufacturing resources such as production equipment and specialized tools. We will establish shared factories that aggregate common manufacturing needs and develop equipment-sharing services based on “rent-to-own” and on-demand usage models to achieve the sharing of manufacturing capabilities.
  (2) “Shared Smart Manufacturing” 2.0: Sharing of Manufacturing Capabilities + Sharing of Service Capabilities. Integrate high-quality social resources to provide services such as centralized procurement of raw materials, centralized management of logistics and warehousing, product inspection and testing, and data storage and analysis, thereby developing the sharing of service capabilities.
  (3) “Shared Smart Manufacturing” 3.0: Sharing of Manufacturing Capabilities + Sharing of Service Capabilities + Sharing of Innovation Capabilities. Promote comprehensive sharing of innovation capabilities covering R&D and design, pilot testing, inspection and testing, process improvement, standards and patents, and financial services, achieving deep integration of science and technology, industry, and finance.
  III. Prioritizing Key Tasks
  (1) Strengthening the Foundation of “Shared Intelligent Manufacturing.”
  1. Strengthen the Digital Foundation. Enhance the construction of new infrastructure within the cluster, including 5G, gigabit optical networks, computing power, artificial intelligence, and the Industrial Internet. Promote the application of Industrial Internet identifiers, guide enterprises in upgrading their internal networks, and strengthen the support capabilities of shared networks. Accelerate the digital transformation of small and medium-sized enterprises (SMEs) within the cluster, and promote “small, fast, light, and precise” digital products and solutions. Advance the development of pilot cities for SME digital transformation and guide SMEs in digitizing their management and business processes.(Responsible Units: Provincial Department of Industry and Information Technology, Provincial Communications Administration, Provincial Development and Reform Commission; municipal governments (including Dingzhou and Xinji), and the Xiongan New Area Administrative Committee. Hereinafter, “responsible units” shall include all municipalities and the Xiongan New Area, and will not be listed individually.)
  2. Cultivate Core Enterprises. Guide clusters to foster “frontrunner” enterprises in the shared sector through investment promotion, corporate mergers and reorganizations, and IPO financing. For enterprises that carry out mergers and reorganizations with peer companies within the industrial cluster to acquire technology, brands, talent, and market share, a one-time incentive of 1 million yuan will be provided upon completion. Accelerate the cultivation of a group of specialized, refined, distinctive, and innovative enterprises that support “shared intelligent manufacturing.” Implement automation and intelligent upgrades through equipment chip replacement, production line upgrades, and automation of labor-intensive processes.For “Specialized, Refined, Unique, and Innovative” enterprises within “Shared Intelligent Manufacturing” industrial clusters that lead the industry or fill gaps in niche product (technology) sectors, have maintained an R&D intensity of 4% or higher over the past two years, and invested at least 2 million yuan in R&D from their own funds in the previous year, a 20% subsidy will be provided based on actual expenditure through a post-grant mechanism, with a maximum of 1 million yuan per enterprise.   3. Build Shared Platforms. Promote the construction of a batch of industry- and region-oriented industrial internet platforms within the cluster to provide support for “Shared Intelligent Manufacturing.” Facilitate comprehensive integration between enterprises and industrial internet platforms to aggregate various manufacturing resources, promote the widespread application of digital technologies, and achieve flexible matching and dynamic sharing of R&D, manufacturing, and service resources. Cultivate 2–3 industrial internet platforms annually to support “Shared Intelligent Manufacturing” and guide cluster enterprises to achieve resource sharing through these platforms.   (II) Implement “Shared Intelligent Manufacturing” Practices.
  1. Promote the upgrading of contract manufacturing. Fully leverage the advantages of cluster R&D and manufacturing services to encourage and guide enterprises to transition from simple contract manufacturing to high-level contract manufacturing. Guide enterprises to enhance their smart manufacturing capabilities, establish full-lifecycle quality management systems, optimize integrated supply chain management, and provide high-quality, high-efficiency, and high-value-added contract manufacturing services.Support “frontrunner” enterprises in clusters such as pharmaceuticals, automotive manufacturing, electronics and information technology, textiles and apparel, and light industry to shift their contract manufacturing from CMT (Contract Manufacturing and Trading), OEM (Original Equipment Manufacturing), to ODM (Original Design Manufacturing), JDM (Joint Design and Manufacturing), and OBM (Original Brand Manufacturing) models.   2. Establish shared workshops. Encourage enterprises to focus on common manufacturing needs within industrial clusters. For key equipment characterized by high versatility, high acquisition costs, and advanced intelligence—particularly regarding critical processes such as spraying, surface treatment, and welding, or scarce technologies like 3D printing and additive manufacturing—develop models such as collaborative production, equipment leasing, and shared processing to achieve efficient resource utilization.Leveraging smart manufacturing scenarios and demonstration factory initiatives, establish 4–5 shared workshops annually that provide flexible services such as time-sharing, piecework, and value-based pricing.   3. Establish shared factories. To address demands for the manufacture of first-of-a-kind products, non-standard product processing, and personalized customization, guide industrial clusters to integrate manufacturing resources and build a group of benchmark shared factories, gradually achieving full-process shared services covering technology, procurement, equipment, warehousing, logistics, and after-sales support. Shared factories recognized as provincial-level manufacturing innovation centers will be awarded a 3 million yuan incentive.Guide core enterprises and industrial digital platforms to build shared platforms and develop a shared manufacturing model characterized by “platform order acquisition, process decomposition, and multi-factory collaboration.” For “frontrunner” enterprises that upgraded advanced production, R&D, testing, and experimental equipment in the previous year, provide a subsidy of 20% of the actual investment amount, up to a maximum of 5 million yuan. Establish 2–3 shared factories annually.   4. Build Shared Platforms. Relying on various industrial parks, technology business incubators, and mass entrepreneurship and innovation platforms, innovate operational models, integrate various resources, and promote the functional upgrading of shared manufacturing. Support “frontrunner” enterprises in opening up R&D, manufacturing, and other resources through these platforms, incorporating supporting enterprises into supply chain management systems, and providing services such as R&D design, production manufacturing, professional talent, and investment and financing to promote the integrated development of large, medium, and small enterprises.Establish 3–4 demonstration projects annually for “shared smart manufacturing” platforms that facilitate integrated development among large, medium, and small enterprises within industrial clusters.   (3) Building a “Shared Smart Manufacturing” Ecosystem.
  1. Emphasize the Leading Role of Standards. Encourage “shared smart manufacturing” enterprises to keep pace with big data, cloud computing, and the Internet of Things (IoT), and to actively participate in the development of advanced standards centered on resource sharing, service sharing, and innovation sharing, thereby enhancing their “voice” in standard-setting. Provide project-based funding of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively, to enterprises or organizations that lead the formulation or revision of international, national, or industry standards.We will fully support leading enterprises in their efforts to become national pilot projects for the application of smart manufacturing standards.   2. Strengthen Quality Support. Conduct in-depth surveys to identify the needs of “Shared Smart Manufacturing” enterprises for foreign quality experts, deepen “Enterprise Assistance and Talent Introduction” services, and effectively enhance enterprises’ quality control capabilities. Promote the appointment of “Chief Quality Officers” among “Shared Smart Manufacturing” leading enterprises, introduce advanced quality management models based on the Excellence Model, and extend quality management across the entire supply chain, industrial chain, and product lifecycle.Focusing on distinctive industrial clusters, launch a campaign to upgrade quality management system certification, training more than 2,000 enterprises annually and cultivating at least two exemplary cases in each county (city, district) each year. Encourage “Shared Leading” enterprises to strive for the China Quality Award and the Provincial Government Quality Award.   3. Promote Collaborative Innovation. Encourage R&D and testing institutions, universities, research institutes, and leading enterprises in the industry to open up their scientific research instruments and testing equipment in accordance with market-oriented mechanisms. In clusters such as leather, chemicals, and machinery manufacturing, establish a number of shared laboratories, shared pilot production workshops, and shared testing centers.Encourage the establishment of industrial design research institutes serving industrial clusters. For newly recognized provincial-level and national-level industrial design research institutes that possess corporate legal person status, have completed at least five research projects, and have secured at least 10 patents, provide support of up to 50% of the total construction investment, with a maximum of 3 million yuan and 5 million yuan, respectively.Include shared factories that meet the criteria and provide services such as technology development, technology transfer, and testing to technology-based and innovative small and medium-sized enterprises in the list of innovation service providers for science and technology innovation vouchers at all levels.   4. Promote talent sharing. Encourage service providers to collaborate with platforms such as maker spaces and incubators to offer joint employment services to enterprises. Support clusters in establishing shared employment service platforms to aggregate talent information and facilitate rapid matching between supply and demand. Partner with clusters in high-end equipment manufacturing and smart manufacturing to cultivate and establish a number of municipal industry-education consortia, sector-specific industry-education integration communities, and county-level economic industry-education clusters.Relying on key enterprises, industry associations, and industrial alliances, conduct training for urgently needed talent and promote the joint establishment of skilled talent training bases by enterprises and higher education institutions. Encourage core technical personnel from shared factories who meet the criteria to actively apply for provincial-level key talent programs and participate in evaluations for corresponding professional titles.   5. Enhance Service Capabilities. Guide clusters to develop shared services such as logistics, warehousing, and centralized procurement to reduce production costs. Encourage clusters to establish public service platforms, expand functions including technology R&D, testing and inspection, talent training, and technology transfer, and strengthen platform resource sharing based on internet technologies. Organize no fewer than 20 industrial design matchmaking and industrial chain/supply chain matching events annually.   IV. Strengthening Support Measures
  (1) Strengthen Organizational Coordination. The Provincial Leading Group for Building a Manufacturing Powerhouse shall coordinate the “Shared Intelligent Manufacturing” initiative across the province’s distinctive industrial clusters, establish a robust work advancement system featuring horizontal collaboration and vertical coordination, and foster a synergistic effort. All cities and counties must adhere to categorized, tiered, and graded guidance, and implement measures in accordance with local conditions. Select a batch of exemplary benchmark projects and ensure their effective promotion.
  (2) Expand Financial Support. Guide banking and insurance institutions to enhance financial services for “Shared Intelligent Manufacturing,” explore supply chain financing and credit facilities as well as the application of digital RMB settlements, and innovate and develop financial products such as loans and insurance. These products shall be published and promoted on the Provincial Financing Credit Service Platform.Support “Shared Intelligent Manufacturing” enterprises in accessing multi-tiered capital markets. For “Shared Intelligent Manufacturing” projects that secure equity investment from equity investment institutions (including angel investors, VC/PE), provide a financing incentive of 2% of the equity investment amount, up to a maximum of 5 million yuan.
  (3) Strengthen the supply of production factors. All cities and counties shall, in accordance with territorial spatial planning and industrial policies, actively ensure land availability for “Shared Manufacturing” projects to promote shared development. Eligible shared factories (workshops) shall be prioritized for inclusion in the list of exemptions during periods of severe air pollution, ensuring normal production operations during emergency responses to severe air pollution.
