I. General Requirements
(1) Guiding Thought

(2) Basic Principles
1. Scientific setup and reasonable layout. (3) Targets and Tasks

II. Main Work
(I) Optimize the layout of slaughtering capacity. Encourage slaughtering enterprises to extend the industrial chain to the breeding and circulation links, and improve the self-management capacity of live pig products. Encourage slaughtering and processing enterprises to strengthen the construction of cold chain infrastructure, equipped with cold storage, low-temperature division workshop and other cold storage and processing facilities, equipped with refrigerated trucks and other cold chain transportation equipment. Slaughtering enterprises are guided to extend their meat business outlets to townships and rural areas, relying on modern logistics and chain operations to realize cross-regional cold chain distribution and cold meat sales.
(3) Enhancing the level of scale. Accelerate the elimination of backward production capacity, and promote the withdrawal of small pig slaughtering points and transfer. The establishment of designated pig slaughtering plants (farms) should be in line with the National Development and Reform Commission's "Guidance Catalog for Industrial Structure Adjustment (2024 edition)" and the relevant regulations of the Ministry of Agriculture and Rural Development. Newly built and relocated slaughtering plants (farms) are guided to be constructed in accordance with the requirements of the National Standardized Demonstration Plant for Pig Slaughtering, and the designated pig slaughtering plants (farms) with an annual slaughtering capacity of more than 150,000 heads are encouraged and supported to comprehensively adopt the new technologies and equipments, such as canal-type scalding pool, screw-type dehairing machine, belt-type split-half saws (including split-half disinfecting device), and prairie hair equipment.
(4) Implementation of standardized construction. Carry out pig slaughtering standardization demonstration. Encourage, guide and support the designated pig slaughtering plants (farms) to improve production and technical conditions, and strengthen the quality and safety of the whole process management. Install video tracing systems in key areas, and carry out system certifications such as IS09000, IS022000 and HACCP. Vigorously promote the standardized construction of pig slaughtering plants (farms) with the main contents of normalized supervision and inspection, institutionalized quality management, clean plant environment, standardized facilities and equipment, standardized production and operation, scientific testing and inspection, harmless waste treatment, cold chain distribution and informationization of traceability. By 2026, the city will cultivate and create four provincial-level enterprises of pig slaughtering standardization, and strive to create one national-level enterprise of pig slaughtering standardization demonstration plant.

The implementation of centralized quarantine system, stationed official veterinarians in strict accordance with the quarantine procedures for pig slaughtering, the implementation of synchronized quarantine; supervise the pig slaughtering enterprises in strict accordance with the meat quality inspection procedures for pig slaughtering, the implementation of quality inspection; quarantine, inspection of qualified pig products before leaving the factory (field) sales. Strengthen the slaughtering of meat quality supervision and sampling and risk monitoring, to prevent quality and safety risks, and enhance the quality and safety of meat. Increase supervision and law enforcement efforts to carry out special rectification, and crack down on illegal activities such as illegal slaughtering, water and drug injection, slaughter of sick and dead pigs.
Three, safeguard measures
(a) strengthen organizational leadership. Municipal people's governments in all counties to effectively strengthen the organizational leadership of this plan, combined with the actual development of the region's work program, a clear set of pig slaughtering plant (farm) in the region's specific setup area, the number of distribution, pig slaughtering plants (farms) to withdraw and merge, etc., to ensure that the full realization of the province, the city on schedule to achieve the full range of development requirements and tasks. In the process of reducing and integrating the existing designated slaughtering plants (farms) of live pigs, all districts shall insist on step-by-step implementation and classified guidance, correctly deal with the relationship between the interests of all parties, promptly resolve conflicts and realize smooth transition. All localities should complete the task of removing and consolidating pig slaughtering plants (farms) by the end of 2025. The Municipal Bureau of Agriculture and Rural Development will carry out inspections in accordance with the implementation of the work in due course.
(2) Strengthen policy support. The counties and municipalities to organize the relevant departments to study and formulate appropriate policies and measures to guide the pig slaughtering industry, new and old kinetic energy conversion, to enhance the scale, standardization, integration level, accelerate the promotion of the transformation and upgrading of slaughtering enterprises.
