Your county's "Request for Approval of the Chengde County Territorial Spatial Master Plan (2021-2035)" (Chengxian County Government Submission No. [2023] 15) has been received. It is hereby approved as follows:

I. Agree in principle with the Chengde County Territorial Spatial Master Plan (2021-2035) (hereinafter referred to as the Plan). The Plan is a guide to spatial development in Chengde County, a spatial blueprint for sustainable development, and a basic basis for all kinds of development, protection and construction activities, which should be carefully organized and implemented by your county. The implementation of the Plan should adhere to the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, fully implement the spirit of the 20th CPC National Congress, thoroughly implement the spirit of General Secretary Xi Jinping's important speeches on his inspection of Hebei and Chengde, conscientiously carry out the provincial party committee and government, the municipal party committee and the municipal government's various deployments, fully, accurately and comprehensively carry out the new development concept, serve and integrate into the new development pattern, and deeply implement the Beijing-Tianjin-Hebei cooperative development Strategy, focusing on the construction of Chengde city center urban expansion area, landscape ecological livable city.

Two, build a solid foundation for safe development space. By 2035, Chengde County arable land retention of not less than 523,500 acres, of which the permanent basic farmland protection area of not less than 416,000 acres; ecological protection of the red line area of not less than 1,194.27 square kilometers; urban development boundary expansion multiplier control based on the size of the 2020 urban construction land within 1.31 times. It will clarify the key prevention and control areas for natural disaster risks, delineate the risk control lines for floods, earthquakes and geological disasters, and implement the safety and security spaces for strategic mineral resources and historical and cultural protection, so as to comprehensively anchor the spatial bottom line for high-quality development.

Three, optimize the development and protection pattern of land space. Implement the positioning of the main functions and coordinate agricultural, ecological and urban space. Improve the spatial layout of agriculture, strictly abide by the red line of arable land protection, to ensure food security. Enhance the ecological functions of important areas such as Wuling Mountain and Beidashan, strengthen the ecological protection and restoration of key watersheds such as Luanhe, Laoniu River and Liuhe River, strictly regulate the spatial control of rivers and lakes, push forward the comprehensive management of mines, and strictly protect nature reserves and nature parks, so as to build a strong ecological security barrier in the northern part of the capital city. Strengthen the role of central city as a radiation-driven area, build a town and village system with a reasonable division of labor and an orderly hierarchy, coordinate the layout of villages according to the local conditions and types of areas, and promote the integrated development of urban and rural areas. Strictly control the urban development boundary, rationalize the arrangement of new urban construction land, increase the stock of land tapping efforts to improve the level of land conservation and intensive use.

Four, improve the quality of land space. Optimize the functional structure and layout of the central city, rationally allocate public service facilities such as education, culture, sports, medical care and pension, improve the urban and rural living area, and enhance the balance of urban and rural public services. Relying on open spaces such as mountains, rivers and parks, build a network of blue and green spaces. It will steadily push forward urban renewal, promote connotative intensive green development, improve the urban living environment, guide the differentiated and characteristic development of small towns, and build livable, workable and beautiful villages. It will implement the requirements for the management of historical and cultural protection lines, strengthen the spatial protection of cultural heritage such as cultural relics protection units and historical buildings at all levels, build a spatial system for the overall protection of cultural resources, natural resources and landscape resources, and shape urban and rural landscapes that manifest regional characteristics.

V. Strengthen the basic support for security and resilience. Strengthen the transportation links with neighboring cities and build a comprehensive transportation system that coordinates various modes of transportation. Integrate the needs of economic development and national defense construction, and safeguard the space of military facilities. Improve the public security and comprehensive disaster prevention system, strictly implement the requirements for earthquake resistance, geological disaster prevention and control, flood prevention and drainage and other disaster prevention and control, and enhance the city's security resilience. It will do a good job of reserving space for the control of major regional infrastructures, coordinate the spatial layout of traditional and new infrastructures, build a modernized infrastructure network, safeguard the space for various types of municipal infrastructures, such as water, electricity, gas, heating, communications and environmental sanitation, and ensure the stable operation of the city's lifeline. Strengthen the protection of mineral resources, promote wind power, hydropower, photovoltaic and other clean energy key projects.

Sixth, maintain the seriousness of planning authority. Planning is the county land space to make global arrangements, is the land space protection, development, utilization, restoration of policies and general outline, must be strictly enforced, any department and individual shall not be modified at will, illegal changes. Adhering to the principle of "multi-planning", no other spatial plans will be set up outside of the national spatial planning system. Improve the planning transmission mechanism; lower-level planning should be subordinate to higher-level planning, and special planning and detailed planning should be subordinate to the overall planning. In accordance with the requirements of regular medical checkups and five-yearly assessments, the monitoring and assessment mechanism for the implementation of territorial spatial planning will be improved, and the results of planning assessment will be used as an important basis for the supervision and assessment of planning implementation. It will also promote the construction of a monitoring network for the implementation of territorial spatial planning, establish and improve the linkage mechanism for planning supervision, law enforcement and accountability, and carry out the management of the whole life cycle of planning.

Seven, strengthen the planning and implementation of security. Your county should strengthen organizational leadership, effectively fulfill the main responsibility, improve the system of land spatial planning committee, clear division of responsibilities, improve the working mechanism, and develop supporting policies and measures. Do a good job of issuing and publicizing the plan, and strengthen social supervision. Organize and complete the preparation of township land space master plans, detailed plans and relevant special plans, form a "multi-planning" land space planning system, and coordinate the development and protection of land space. It has strengthened the guidance and constraints of special planning for space utilization, coordinated the resolution of contradictions on the "one map" of land space planning, and rationally optimized the spatial layout. Major matters in the implementation of planning should be reported at each level.
