Original Title: Notice of the Nanning Municipal People’s Government on Issuing the “Several Measures for Promoting High-Quality Development of the Service Industry in Nanning”

To stimulate market vitality in the service sector, promote the growth and strengthening of service enterprises, advance high-quality development in the service sector, and accelerate the establishment of a new, high-quality, and efficient service sector system, the following policy measures are proposed:

I. Supporting the Development of Existing Service Enterprises

(1) Supporting the Development of Leading Enterprises. Support existing enterprises in strengthening their core responsibilities and main business operations to grow and become stronger. Annually designate approximately 10 leading enterprises in the modern service industry. Provide a one-time business expansion grant of up to 500,000 yuan to designated leading enterprises to lead and drive the high-quality and efficient development of the service industry. (2) Encouraging Accelerated Enterprise Growth. Support will be provided to service enterprises expanding their production and business operations. Other for-profit service enterprises, as well as wholesale, retail, accommodation, and catering enterprises that reach a certain scale and achieve year-on-year growth in annual operating (sales) revenue of 10%–60% or more compared to the previous year will be awarded 100,000–600,000 yuan in incentives based on tiered categories. (3) Support for Enterprise Innovation and Development. Encourage well-managed farmers’ markets and specialty markets to undergo digital upgrades and establish wholesale or retail trading entities. For markets that, following renovation, can achieve unified cashiering and unified distribution through such trading entities (covering a certain proportion of the total number of vendors, with no less than 20% for wholesale andand at least 50% for retail), with wholesale sales reaching 20 million yuan or more and retail sales reaching 5 million yuan or more, a one-time reward will be granted to the trading entity based on a certain percentage of sales: 1% for wholesale (up to 1 million yuan); 5% for retail (up to 500,000 yuan). (4) Support for enterprises in conducting cross-border business. Enterprises are encouraged to expand business operations targeting ASEAN and other countries. A one-time reward of 30,000 yuan will be granted to enterprises that have obtained qualifications for overseas labor cooperation and have established branches abroad.Enterprises that possess qualifications for overseas labor cooperation, engage in overseas labor cooperation business, and achieve annual operating revenues of 30 million yuan, 50 million yuan, 100 million yuan, or 500 million yuan or more for the first time will be granted one-time rewards of up to 50,000 yuan, 80,000 yuan, 100,000 yuan, or 200,000 yuan, respectively. Service enterprises that organize more than 20 enterprises to conduct research, exchanges, or study tours in ASEAN will be granted a one-time reward of up to 30,000 yuan.(Lead Agencies: Municipal Development and Reform Commission, Municipal Human Resources and Social Security Bureau)

II. Strengthening the Cultivation of New Service Sector Enterprises

(5) Encouraging Service Enterprises to Meet Scale Criteria and Be Included in the Database. For newly added for-profit service enterprises that meet the scale criteria and achieve positive growth in annual operating revenue, a one-time subsidy of 50,000 yuan will be granted;New enterprises (i.e., legal entities newly established in the fourth quarter of the previous year or the current year) that are included in the database during the current year, or newly established enterprises that are included within 12 months of establishment, will each receive an additional one-time reward of 50,000 yuan. If annual operating revenue reaches 50 million yuan or more, an additional 50,000 yuan will be awarded for every additional 50 million yuan in revenue, up to a maximum of 300,000 yuan.A one-time reward of 50,000 yuan will be granted to newly established wholesale, retail, accommodation, and catering enterprises that are included in the monthly statistical reporting system. A one-time reward of 50,000 yuan will be granted to road freight enterprises confirmed by the Ministry of Transport in the current year as having been included for the first time in the online direct reporting system for transportation enterprises (Form H203 of the Transportation Enterprise Statistics), excluding those that were removed within the past three years and subsequently re-included. (6) Support the clustering of service industries. Guide enterprise clustering; for newly designated Nanning production-oriented service industry clusters, provide a one-time reward of up to 500,000 yuan to the cluster’s operating entity to subsidize the construction planning of the demonstration zone, infrastructure development within the park, and the construction and operation of public information service platforms. (7) Support the development of the modern logistics industry.For newly constructed cold-chain logistics projects with a total investment of 100 million yuan or more that have been in operation for at least one year and have a self-use ratio of 50% or higher, a one-time reward of up to 1 million yuan, equivalent to 15% of the equipment investment, will be granted. Such projects will also be recommended for application to the Autonomous Region’s Special Fund for Service Industry Development. For newly constructed or expanded express delivery sorting centers with an investment exceeding 20 million yuan, a one-time reward of up to 500,000 yuan, equivalent to 15% of the equipment investment, will be granted.Modern logistics enterprises newly introduced to the city that achieve annual revenue exceeding 200 million yuan for the first time in a full fiscal year will receive a one-time reward of 100,000 yuan. Support will be provided for the high-quality development of rural logistics, including financial support for the construction and operation of county-level logistics distribution centers, central township express logistics transfer stations, and administrative village express logistics service stations. (8) Support the development of embedded community services. For community-based comprehensive service enterprises in the commercial service sector, if the investment scale for newly established premises in the current year (including equipment, renovation, and one year’s rent) reaches 600,000 yuan or more, a one-time reward of 15% of the investment amount shall be granted, not exceeding 300,000 yuan.Support the expansion of community-based comprehensive service enterprises. For enterprises that open five or more chain stores (including five), with each store generating annual revenue of 300,000 yuan or more and included in the headquarters’ accounting, an additional reward of 50,000 yuan will be granted for each new chain store that has been in operation for at least one year, up to a maximum of 500,000 yuan. III. Supporting the Development of Emerging Service Industries

(9) Support enterprises in expanding online retail. For enterprises included for the first time in the statistics on online retail sales of physical goods above the designated threshold under the “Retail Trade (Statistical Code F52)” category and achieving sales of 50 million yuan or more, a one-time reward of up to 200,000 yuan will be granted; for enterprises with annual growth in online retail sales of physical goods reaching 200 million yuan or more (excluding 200 million yuan), a reward of 0.5% of the growth in online retail sales will be granted, with a maximum of 2 million yuan.Strengthen efforts to attract leading live-streaming e-commerce enterprises nationwide (including MCN agencies, streamer studios, top streamers, live-streaming platforms, live-streaming e-commerce service providers, content producers, and celebrity live-streaming agencies) as well as major live-streaming e-commerce projects. For well-known live-streaming e-commerce enterprises that establish their headquarters in Nanning or set up a municipal-level or higher regional operations center in Nanning, a one-time reward of up to 500,000 yuan will be granted. (10) Support the development of flagship store economies. Encourage commercial facility operators and street district management agencies to intensify efforts to attract and introduce brand flagship stores. For operators and management agencies that successfully attract a brand flagship store and sign a lease agreement of two years or longer, a reward of up to 100,000 yuan will be granted for each newly introduced brand flagship store, with a maximum annual reward of 500,000 yuan per agency;For independent legal entities—both domestic and international—that sign a lease agreement of two years or longer to open an Asian flagship store, a China (mainland) flagship store, a regional flagship store, or a Guangxi flagship store in Nanning, and where the total cost of rent and renovation for the flagship store is no less than 1 million yuan, support will be provided at a rate of up to 10% of the project’s verified actual investment cost, with a maximum of 500,000 yuan;For organizers of new product launches, debut shows, and other events with international or domestic influence held in Nanning, where the total expenses for venue rental and setup exceed 500,000 yuan, support will be provided at a rate of up to 30% of the project’s approved total expenses, with a maximum of 500,000 yuan. Brands introduced that are included in the statistics for large-scale enterprises will receive an additional reward of 100,000 yuan. (Lead Agency: Municipal Bureau of Commerce)

(11) Support the development of the concert economy. For performance entities—including legally established domestic performing arts groups, performance agencies, and venue operators—that conduct commercial performance activities in Nanning and share ticket revenue locally, a one-time reward of up to 500,000 yuan will be granted if ticket sales for a single performance reach a certain scale.Consumers holding tickets for concerts or music events meeting the above scale requirements may present their tickets to receive a 50% discount on first-entry admission to four scenic areas—Qingxiu Mountain, the Horticultural Expo Park, the Zoo, and Daming Mountain—from two days before to two days after the event. (12) Support the development of the audiovisual industry. Actively encourage the creation of micro-short dramas, animated works, and online games. For online micro-short dramas produced by Nanning-based enterprises as the primary producer, which have passed the filing review and are broadcast on major video platforms such as CCTV, Tencent, Douyin, and Kuaishou,and whose revenue from platform revenue sharing reaches 3 million, 6 million, or 10 million yuan or more, the lead producer will receive a one-time reward of 50,000, 100,000, or 150,000 yuan per work, respectively; the maximum annual subsidy for a single enterprise shall not exceed 2 million yuan;For cultural and entertainment enterprises producing online micro-short dramas, a reward of 50,000 yuan will be granted for every 10 million yuan increase in operating revenue compared to the previous year, with an annual reward cap of 300,000 yuan per enterprise; outstanding online micro-short dramas included in the National Radio and Television Administration’s “Travel with Micro-Short Dramas” production plan that have been broadcast and feature over 60% of their content filmed within Nanning’s administrative jurisdiction will receive a one-time reward of 100,000 yuan per production;Open parks, green spaces, and other venues under Nanning’s jurisdiction to eligible short drama production companies for filming; provide one-time rewards of 300,000 yuan and 150,000 yuan, respectively, to entities newly designated as National Radio, Television, and Online Audio-Visual Industry Parks (Bases) and Guangxi Audio-Visual Benchmark Parks (Bases). IV. Supporting Enterprise Financing

(13) Reduce financing costs for service sector enterprises. Guide financing guarantee institutions to increase support for enterprises. For other for-profit service and commercial enterprises in Nanning with annual operating (sales) revenue exceeding 30 million yuan,financing guarantee institutions within Nanning’s jurisdiction that meet the following criteria: new guarantee amounts for the year reaching 30 million yuan (inclusive) to 100 million yuan, 100 million yuan (inclusive) to 200 million yuan, or 200 million yuan (inclusive) and above; year-on-year growth exceeding their average business growth rate; and an average annualized guarantee fee rate not exceeding 2.5%, shall be granted rewards of 200,000 yuan, 300,000 yuan, and 500,000 yuan, respectively. These funds are to be used for guarantee fee subsidies, risk compensation, provisioning for risk reserves, and replenishment of registered capital.(Lead Agencies: Municipal Party Committee Financial Affairs Office, Municipal Development and Reform Commission, Municipal Commerce Bureau)

(14) Increase support for modern service industries through industrial funds. For eligible modern service industry enterprises and projects (including headquarters economy, information services, modern logistics, business services, industrial design, technology services, cultural and creative industries, low-altitude economy, and artificial intelligence), funds will be invested through market-oriented operations and full-lifecycle guidance services, without taking a controlling stake in the investee enterprises. The funds for rewards or subsidies under these policy measures shall be guaranteed by the municipal finance department. The Municipal Development and Reform Commission shall take the lead in interpreting specific application issues regarding these policy measures; relevant provisions and detailed rules for rewards shall be formulated separately. The Municipal Development and Reform Commission shall take the lead in implementing these policies, with the respective industry authorities responsible for specific organization. Where these policy measures overlap with other existing policies, the most favorable policy may be selected for implementation; benefits may not be enjoyed cumulatively.These policy measures shall take effect on January 1, 2025, and remain valid for one year.
