Chapter I General Provisions
Article 1: To implement the "Notice of the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Finance on Issuing the Action Plan for Promoting the Development of the Automotive Power Battery Industry"
(MIIT Joint Notice [2017] No. 29), support the development of the power battery industry, further promote the widespread application of power batteries, expand and strengthen the new energy industry in the Guangxi-ASEAN Economic and Technological Development Zone, boost product sales, and advance the industrialization of new energy, these policies are hereby formulated.
Article 2: For the purposes of this policy, “power battery manufacturers” refer to enterprises engaged in the production and operation of power batteries within the Guangxi-ASEAN Economic and Technological Development Zone, provided that the enterprise’s power battery production capacity is no less than 10 GWh per year (the production capacity of wholly-owned subsidiaries of power battery manufacturers engaged in power battery production and operation within the Guangxi-ASEAN Economic and Technological Development Zone may be aggregated).
Article 3: For the purposes of this policy, “power batteries” refer to power batteries produced and sold within the Guangxi-ASEAN Economic and Technological Development Zone.
Article 4: The Management Committee of the Guangxi-ASEAN Economic and Technological Development Zone shall formulate measures for fund disbursement and supervision in accordance with relevant policies and regulations of the state, the autonomous region, and Nanning City. It shall handle the acceptance, review, disbursement, and supervision of fiscal subsidies for power batteries and fulfill its corresponding management responsibilities.
Article 5: The management of fiscal subsidy funds for power batteries shall adhere to the principles of “openness, fairness, and impartiality” and shall be subject to supervision from all sectors of society.
Chapter II: Subsidy Standards
Article 6: A subsidy of 0.1 yuan per Wh shall be granted for power batteries that have been sold. The recipients of the subsidy are the customers of power battery manufacturers; the subsidy funds shall be disbursed directly to the power battery manufacturers, who shall settle accounts with customers at a price reduced by the subsidy amount when selling power batteries.
Article 7: To accelerate the achievement of power battery sales targets by enterprises, projects approved under the Guangxi Zhuang Autonomous Region’s “Double Hundred, Double New” initiative may receive advance disbursements on a case-by-case basis.
Article 8: The total sales volume eligible for the above subsidies is capped at 27 GWh.
Chapter III: Supervision and Management
Article 9: Enterprises receiving fiscal subsidies for power batteries must undergo audits regarding the use of subsidy funds in accordance with national laws and regulations.
Article 10: Power battery manufacturers found to have provided false materials or fraudulently misappropriated fiscal subsidy funds shall, upon verification, be subject to penalties such as recovery of the subsidy funds and public exposure, depending on the severity of the offense.
Chapter IV: Supplementary Provisions
Article 11: In the event of adjustments to national policies, corresponding adjustments shall be made in accordance with relevant regulations.
Article 12: The Management Committee of the Guangxi-ASEAN Economic and Technological Development Zone shall be responsible for interpreting this policy.
Article 13: This policy shall take effect on the date of its issuance and remain valid until December 31, 2027.
