Guigang City Implementation Plan for Promoting Equipment Upgrades in the Industrial Sector

To implement the “Notice of the State Council on Issuing the ‘Action Plan for Promoting Large-Scale Equipment Renewal and Consumer Goods Trade-In’” (State Council Document [2024] No. 7), the “Notice of the Ministry of Industry and Information Technology and Six Other Departments on Issuing the ‘Implementation Plan for Promoting Equipment Renewal in the Industrial Sector’” (MIIT Joint Regulation [2024] No. 53),the "Notice of the Department of Industry and Information Technology of the Autonomous Region on Issuing the <Implementation Plan for Promoting Equipment Renewal in the Industrial Sector of the Autonomous Region>" (Gui Gongxin Tou Rong [2024] No. 398), and other relevant documents, to vigorously implement the new round of the Three-Year Action Plan for Industrial Revitalization, accelerate the advancement of new industrialization, and in light of the actual conditions of our city, this Implementation Plan is hereby formulated.

I. Main Objectives

Centered on advancing new industrialization, with energy conservation, carbon reduction, ultra-low emissions, intrinsic safety, digital transformation, and intelligent upgrading as key priorities, this plan focuses on our city’s “6+5” industrial clusters and distinctive industries. It aims to vigorously promote equipment renewal and technological upgrades in the industrial sector, ensure that small-scale technological upgrades continue uninterrupted, and guide enterprises to actively adopt new technologies, equipment, materials, and processes to enhance product quality, improve production efficiency, and continuously elevate the quality and benefits of development.

By 2027, the scale of equipment investment in the city’s industrial sector will increase by more than 25% compared to 2023. The adoption rate of digital R&D and design tools among industrial enterprises above designated size and the CNC utilization rate for key production processes will exceed 90% and 75%, respectively. Production capacity in key industries that falls below energy efficiency benchmarks will be largely phased out, major energy-consuming equipment will generally meet energy-saving standards, and the level of inherent safety will be significantly improved.

II. Implement the Advanced Equipment Upgrade Initiative

(1) Accelerate equipment renewal and technological upgrading. Organize applications for a new round of “Thousand Enterprises Technological Upgrading” projects, establish a database of key equipment renewal and technological upgrading projects, and conduct regular surveys of such projects. Include projects aligned with key directions for industrial equipment renewal in the database, with each county (city, district) tracking project implementation progress.Strengthen project coordination and support services, resolve difficulties and issues encountered during project implementation, and ensure projects proceed smoothly to deliver benefits. By 2027, implement more than 50 equipment renewal and technological transformation projects annually on a rolling basis. (2) Accelerate equipment upgrades in key industries. Prioritize accelerating the replacement of outdated and inefficient equipment in industries such as metallurgy, building materials, sugar refining, papermaking, wood processing, and textiles;promote the replacement of a batch of advanced, high-tech, high-efficiency, and highly reliable equipment in industries such as electric vehicles, shipbuilding, and bio-fermentation; and encourage industries including chemicals, pharmaceuticals, shipbuilding, and electronics to upgrade a batch of advanced equipment for pilot-scale validation (such as design, testing, and process validation) and inspection and testing processes, thereby enhancing engineering and industrialization capabilities. III. Implement the Smart Transformation and Digital Transition Initiative for Manufacturing

(3) Accelerate the Digital Transformation of Key Industries. Promote the application of the Guangxi Manufacturing Digital Transformation Roadmap, drive the digital transformation of key industries, and encourage leading enterprises to create exemplary application scenarios. Focusing on key industries such as sugar refining, building materials, machinery, metallurgy, food processing, and chemicals, encourage leading enterprises to formulate transformation plans to assist and drive the digital transformation of upstream and downstream supporting enterprises.Establish industrial internet demonstration zones, promote the development of comprehensive operational platforms and public service platforms within industrial parks, create a series of innovative industrial internet application scenarios, and accelerate the construction of smart industrial parks in the city. By 2027, establish 10 autonomous region-level exemplary digital transformation application scenarios and strive to create 5 national-level benchmark demonstration projects for digital transformation. (4) Implement a series of smart manufacturing projects. Focusing on key industries such as metallurgy, chemicals, building materials, wood processing, electric vehicles, electronics, textiles and apparel, and food processing, promote the application of new sensors, advanced control systems, and other smart components; accelerate the replacement of equipment and software with smart alternatives; foster new business models and formats in smart manufacturing; and build a number of exemplary smart manufacturing scenarios and smart factories.Implement a series of “AI+” projects. In fields such as industrial vision inspection, intelligent patrol inspection and analysis, and intelligent supply chain management, cultivate and develop a batch of demonstration projects and typical cases of AI-enabled new industrialization. Deepen the research, development, and application of the metaverse, big data, and artificial intelligence, and accelerate the development of smart products and equipment such as smart connected electric vehicles, intelligent robots, and smart wearable devices. (5) Foster an ecosystem of support services for digital transformation. Introduce and cultivate a group of service providers with strong innovation capabilities and high service standards; leverage the role of basic telecommunications enterprises in supporting the digital transformation of the manufacturing sector to enhance technical service support capabilities. Conduct digital transformation diagnostics for large-scale enterprises in key industries and evaluate the smart manufacturing maturity of key enterprises, providing enterprises with recommendations for digital transformation. Strive to achieve full coverage of diagnostic services for large-scale industrial enterprises by 2024, and promote the digital transformation of small and medium-sized enterprises so that “all willing enterprises transform” and “all enterprises that should transform do so.”. Vigorously build gigabit-led all-optical networks and promote the construction and upgrading of network infrastructure. Promote the renovation and upgrading of enterprise intranets, and continuously advance the integration and application of the Industrial Internet and next-generation information technologies with the manufacturing sector. IV. Implement the Green, Low-Carbon, and Quality Improvement Initiative for Manufacturing

(6) Launch the Industrial Energy Efficiency Benchmarking and Improvement Initiative. Focusing on key industries such as metallurgy, chemicals, power, and building materials, conduct a comprehensive survey of production equipment at industrial enterprises above designated size to thoroughly understand the status of key energy-consuming equipment. In accordance with the *Advanced, Energy-Saving, and Accessibility Levels for Key Energy-Consuming Products and Equipment (2024 Edition)*, prioritize improving energy efficiency levels. Encourage industrial enterprises to conduct energy-saving diagnostics and accelerate the implementation of systematic energy-saving retrofits for key energy-consuming equipment such as industrial kilns,boilers, electric motors, and transformers, reduce energy consumption per unit of major products and energy consumption in key production processes, and ensure that key energy-consuming equipment across all sectors meets the energy efficiency and energy-saving standards (Level 2 energy efficiency) or higher. Enterprises with energy efficiency below the benchmark level must be required to complete upgrades within a specified timeframe; those with energy efficiency between the benchmark and the reference level should be encouraged to strengthen the application of green and low-carbon process technologies and equipment. Guide enterprises to implement all necessary upgrades and improvements, thereby enhancing the overall energy efficiency of the industry.By 2027, industrial energy intensity will continue to decline. (7) Implement Green Transformation Projects. Promote the green transformation of production equipment in key industries such as metallurgy, building materials, and papermaking; facilitate the application of solid waste treatment and water-saving equipment; and strengthen the promotion and application of energy-saving, carbon-reduction, and environmental protection technologies, as well as clean production and comprehensive resource utilization technologies.Accelerate the development of a green manufacturing and service system, comprehensively implement green design for industrial products, vigorously promote energy management system certification, and advance green quality certifications such as green product certification, green building materials certification, and low-carbon product certification. Accelerate the construction of green factories, green industrial parks, and green supply chains. (8) Accelerate the development of the resource recycling industry. Guide enterprises to implement project construction in accordance with industry standards and conditions, and foster enterprises that meet the standards for the comprehensive utilization of recycled resources—such as scrap steel, waste paper, scrap aluminum and copper, and waste plastics—which adhere to production standards, employ environmentally friendly processes, and have promising development prospects. Encourage enterprises engaged in the comprehensive utilization of power batteries to conduct assessments of the residual lifespan of power battery products and promote the cascading use of key components. V. Implement the Industrial Safety Enhancement Initiative

(9) Enhance intrinsic safety levels. Promote the upgrading and renovation of outdated facilities in the chemical industry; accelerate the phasing out of obsolete production processes and equipment in accordance with the requirements of the *National Industrial Structure Adjustment Guidance Catalog*; and properly mitigate safety risks associated with outdated facilities. Guide civil explosives enterprises to implement “unmanned” and “digital” initiatives, and advance the replacement of human labor with machinery in hazardous operations. VI. Implementing the High-Quality Product Supply Initiative

(10) Enhance the capacity for high-quality product supply. Encourage and support enterprises in tackling key technological challenges, promote the construction of projects for the large-scale industrial application of manufacturing innovation achievements, guide enterprises to accelerate product iteration and upgrading, and develop new products in response to market demand. The electric vehicle industry should accelerate the development of a range of new models and products, such as smart connected vehicles. (11) Enhance the Quality of Industrial Products. Promote the implementation of excellence-in-quality initiatives in the manufacturing sector. Cultivate a tiered group of enterprises with quality management capabilities reaching the “experience,” “inspection,” and “assurance” levels, and strive to foster enterprises at the “prevention” and “excellence” levels. Organize and carry out the cultivation of national quality benchmarks and Guangxi industrial enterprise quality management benchmarks, strive to win the Autonomous Region Chairman’s Quality Award, and actively apply for the Mayor’s Quality Award.Promote quality improvement and brand creation in the manufacturing sector; establish a group of high-end “Made in Guangxi” brands with domestic and international influence; advance the construction of Gangbei District as a demonstration city for the “Three Initiatives” strategy in the consumer goods industry; and facilitate the supply of more high-quality products from our city to the national market. (12) Strengthen the Matching of Supply and Demand for High-Quality Products. Conduct a comprehensive survey of the product offerings and production capacities of enterprises across the city that manufacture durable consumer goods—such as home appliances and home decoration products—as well as manufacturers of high-end advanced equipment, testing and inspection equipment, smart manufacturing equipment, energy-saving and environmentally friendly equipment, and advanced safety and emergency response equipment. Establish an online platform for industrial enterprises to connect supply and demand, organize enterprises to publish product information and equipment procurement needs online, and conduct targeted supply-demand matching activities to facilitate precise connections between industrial enterprises.Promote and implement the national subsidy policy for the trade-in of used vehicles. Organize enterprises to participate in trade-in promotional activities for automobiles, home appliances, electric vehicles, and home renovation, as well as the new round of “Green Building Materials to the Countryside” initiatives. Promptly review subsidy application materials submitted by consumers. (13) Expand the pool of high-quality manufacturing enterprises. Implement the “Enterprise Excellence Cultivation and Strengthening Initiative,” establish a tiered cultivation database for high-quality small and medium-sized enterprises, and adopt the “screening and database establishment—diagnosis and guidance—Benchmarking and Improvement—Targeted Services—Growth Evaluation” work mechanism. We will strengthen follow-up services through “one file per enterprise” and “one policy per enterprise” approaches to cultivate a group of “chain-leading” enterprises with control over industrial chains and dominance in the industrial ecosystem; attract and nurture a group of manufacturing “single-champion” enterprises with strong local roots and competitiveness; and foster a group of specialized, refined, distinctive, and innovative enterprises that deeply cultivate niche markets and possess outstanding technological innovation capabilities.By 2027, we aim to have cultivated a cumulative total of no fewer than 1 autonomous region-level “chain-leading” enterprise and no fewer than 30 specialized, refined, distinctive, and innovative enterprises. VII. Support Measures

(14) Strengthen fiscal and tax support. Actively seek central government funding, including central budgetary investments, to support the city’s energy-saving renovation and other projects, and secure autonomous region funding to support equipment upgrades and renovations in the city’s industrial sector. Provide consulting and diagnostic services for technical upgrades such as energy conservation and digital transformation.Support promotional activities for key products such as automobiles, electric vehicles, and green building materials. Actively promote policies and optimize tax services; implement national tax preferential policies regarding energy and water conservation, environmental protection, specialized equipment for work safety, and digital and intelligent transformation; and guide eligible resource recycling enterprises to make full use of the “reverse invoicing” policy for selling scrapped products to natural persons. (15) Strengthen Financial Support. Guide financial institutions within the jurisdiction to actively seek policy support for re-lending for scientific and technological innovation and technical upgrades, and strive to secure additional policy quotas from higher-level authorities to support the development of relevant enterprises and projects. Seek support from the Industrial Enterprise Technical Upgrade and Modernization Guidance Plan. Implement the “Guangxi Preferential Loan” fiscal interest subsidy policies, such as “Technical Upgrade Loans,” “Digital Loans,” and “Green Loans,” to reduce financing costs for industrial enterprises and support equipment renewal.All relevant departments shall strengthen communication, coordination, and information sharing to compile a list of equipment renewal and technological transformation projects in the industrial sector, and guide financial institutions within the jurisdiction to ensure comprehensive coverage of policy outreach and financing matching. In conjunction with research activities on serving the real economy, understand enterprises’ financing needs, provide targeted financial services, and address enterprises’ urgent, difficult, and pressing concerns. (16) Strengthen the supply of production factors. Enhance the supply of production factors for enterprise technical renovation projects, ensuring that land, forest land, and energy use related to such projects are included in the scope of support.
