In order to implement the “Notice of the General Office of the People’s Government of Guangxi Zhuang Autonomous Region on Issuing the Implementation Plan for Accelerating the High-Quality Development of Liuzhou Luosifen and Guangxi’s Competitive and Distinctive Rice Noodle Industries” (Gui Zheng Ban Fa [2021] No. 75), to develop the Guilin rice noodle industry into an eco-friendly and healthy industry with sustainable competitive advantages for Guilin, and to showcase the charm of a classic culinary brand in a world-class tourist city, the following policy measures have been formulated in light of our city’s actual conditions.

I. Supporting the Branding and Standardization of Guilin Rice Noodles

(1) Accelerate the development of the Guilin Rice Noodles brand.The municipal finance department will allocate 5 million yuan annually as special funding to support the “Brand Strengthening” initiative for Guilin Rice Noodles, primarily focusing on the following areas: increasing advertising for the cultural image of Guilin Rice Noodles; encouraging enterprises to utilize various e-commerce platforms, new media, and social media for promotion; integrating Guilin Rice Noodles culture with Guilin’s scenic landscapes, ethnic customs, and historical and cultural resources; compiling a list of “time-honored” Guilin Rice Noodles brands; and effectively telling the story of Guilin Rice Noodles.Organize Guilin rice noodle brand evaluation activities to select a group of outstanding brands and provide financial rewards; encourage Guilin rice noodle enterprises to participate in culinary competitions nationwide, offering financial rewards for awards won at prefecture-level city competitions or higher (including those at universities); introduce various service agencies and elements to channel resources such as e-commerce platforms, live-streaming e-commerce, and community group buying into the Guilin rice noodle industry, creating “viral” and “blockbuster” rice noodle products.The annual budget plan for the “Brand Strengthening” special fund shall be submitted in writing by the Office of the Guilin Rice Noodles Industry Development Leading Group (hereinafter referred to as the “Municipal Rice Noodles Office”) to the Municipal People’s Government for approval, after which it will be included in the following year’s budget. (2) Support for Market Expansion. Support Guilin rice noodle enterprises in expanding their markets through participation in large-scale exhibitions, online marketing, and opening stores overseas. Encourage enterprises to participate in major domestic and international exhibitions and promotional events organized by relevant agencies, and provide full subsidies for booth fees; encourage relevant government agencies to organize Guilin rice noodle enterprises to participate in exhibitions, and support the costs of custom booth setup.For Guilin rice noodle enterprises that establish online flagship stores, achieve an annual turnover of 5 million yuan or more, and are registered in the statistical system of Guilin City, a one-time annual subsidy of 4% of their turnover will be provided, with a maximum subsidy of 300,000 yuan per enterprise.Guilin rice noodle enterprises above a certain scale are encouraged to “go global” and expand into markets both within and outside the region. For newly established dine-in branches with an investment of at least 500,000 yuan, a business area of 50 square meters or more, and annual procurement exceeding 500,000 yuan that have been in operation for over one year, a one-time subsidy of 50,000 yuan will be provided. (3) Increase support for the construction of Guilin rice noodle “central kitchens” and centralized distribution centers. Support the construction of Guilin rice noodle central kitchen projects and encourage enterprises holding food operation permits to centrally procure and distribute raw materials to their directly operated and franchised stores, or to provide centralized raw material distribution to other Guilin rice noodle retail outlets.Enterprises with central kitchens of 500 square meters or larger that provide standardized supplies of Guilin rice noodle ingredients to 10 or more outlets will receive a one-time subsidy equivalent to 20% of their fixed-asset investment, with a maximum subsidy of 600,000 yuan per enterprise. (4) Support Guilin rice noodle enterprises in obtaining export product certifications. For certification fees and inspection costs incurred in the three years prior to an enterprise obtaining export product certification qualifications, a subsidy of up to 70% will be provided, with a maximum of 100,000 yuan; support Guilin rice noodle enterprises in obtaining quality management system certifications, and provide a subsidy of up to 70% for certification fees, audit fees, and consulting fees, with a maximum of 50,000 yuan. (5) Support standardization efforts in the Guilin rice noodle industry. Support the development of standards for key missing links across the entire Guilin rice noodle industry chain. A subsidy of 80,000 yuan will be provided for each local standard developed, and 50,000 yuan for each group standard developed. Support the establishment of standardization pilot projects for key links in the Guilin rice noodle industry, with a subsidy of 50,000 yuan for each pilot project established. II. Supporting Guilin Rice Noodle Processing Enterprises to Grow Larger, Better, and Stronger

(6) Encourage Guilin Rice Noodle Processing Enterprises to Scale Up. Support the transition of Guilin rice noodle enterprises from individual businesses to corporate entities and the upgrading of small enterprises to meet scale criteria. A one-time reward of 100,000 yuan will be granted to Guilin rice noodle processing industrial enterprises achieving “small-to-scale” upgrading for the first time, and a one-time reward of 300,000 yuan will be granted to newly established Guilin rice noodle processing industrial enterprises that commence production, meet scale criteria, and are included in statistical reporting. (7) Supporting Guilin Rice Noodle Processing Enterprises in Applying for “Specialized, Refined, Unique, and Innovative” Status. A one-time reward of 100,000 yuan will be granted to Guilin rice noodle processing enterprises recognized for the first time as municipal-level “Specialized, Refined, Unique, and Innovative” SMEs; enterprises that have previously obtained “Specialized, Refined, Unique, and Innovative” SME status at the autonomous region level or above (including the autonomous region level) are not eligible for duplicate rewards.For Guilin rice noodle processing enterprises recognized as “Specialized, Refined, Unique, and Innovative” at the municipal level or above, those with an annual output value of 20 million yuan (inclusive) to 100 million yuan and a year-on-year growth rate of 35% or higher will receive a reward of 3‰ of the increase in output value per enterprise, with a maximum reward not exceeding 500,000 yuan; for those with an annual output value of 100 million yuan or higher, the reward standards will be implemented in accordance with other industrial policies. (8) Guide the clustered development of Guilin rice noodle processing enterprises.Support the construction of standard industrial buildings in rice noodle industrial parks for sale or lease to Guilin rice noodle industrial enterprises. For standard industrial buildings completed after January 1, 2021, upon successful acceptance, a one-time construction subsidy of 100 yuan per square meter will be provided, with a maximum of 3 million yuan. Of this, subsidy funds for the six urban districts and the three municipal-level industrial parks will be borne by the municipal finance department; other counties (cities) may implement this policy by reference.Projects for standard industrial buildings that have previously received support from government special bonds are not eligible for this subsidy. (9) Encouraging Guilin Rice Noodle Enterprises to Settle in Rice Noodle Industrial Parks. For Guilin rice noodle enterprises (including processing and sales enterprises) that purchase industrial premises (including supporting facilities) in rice noodle industrial parks, the park operator shall provide a purchase cost reduction of 100 yuan per square meter. For enterprises leasing industrial premises (including supporting facilities) within the park, the first year’s rent shall be fully waived, and rent shall be halved for the second and third years.Newly established enterprises entering the Lingui High-Tech Industrial Development Zone that are certified as high-tech enterprises, or that meet the criteria for corporate income tax preferential policies under the National Western Development Strategy, may, in accordance with regulations, enjoy current and effective preferential policies regarding the reduction or exemption of the local share of taxes in the Guangxi Beibu Gulf Economic Zone, the China (Guangxi) Pilot Free Trade Zone, and other relevant areas. (10) Strengthen land use guarantees for Guilin rice noodle processing enterprises.When formulating territorial spatial plans, all counties (cities, districts) shall comprehensively ensure the reasonable land use needs of Guilin rice noodle enterprises. For industrial projects primarily engaged in the primary processing of agricultural, forestry, livestock, and fishery products, the minimum land transfer price may be set at no less than 70% of the corresponding rate in the *National Minimum Standards for Industrial Land Transfer Prices* for the local land grade, provided that the price is not lower than the sum of the project’s land acquisition costs, preliminary land development costs, and relevant fees required by regulations.Guilin rice noodle industrial enterprises are permitted to pay land transfer fees in installments. Provided that the initial payment is no less than 50%, payments may be made in up to three installments, with the second installment being no less than 30%, and the full amount must be paid within one year. The first installment of the land transfer fee must be paid in full within one month after the signing of the land transfer contract. (11) Support the construction of Guilin rice noodle industry projects. For new construction and technological renovation projects with an investment of 20 million yuan or more, support shall be provided at 8% of the fixed-asset investment, with a maximum support amount of 3 million yuan per project.Support will be provided for intelligent and information technology development. Guilin rice noodle processing enterprises that are recognized for the first time as national-level or autonomous region-level “Future Factories” or “Smart Factories” (including digital workshops and smart manufacturing projects) will receive one-time rewards of 1 million yuan and 500,000 yuan, respectively. III. Supporting the Integrated Development of “Guilin Rice Noodles + Culture and Tourism”

(12) Deeply explore the historical and cultural value of Guilin rice noodles. Guide Guilin rice noodle enterprises, industrial parks, and related industrial support bases to integrate with the cultural and tourism industry, and encourage industrial parks to strive for designation as national A-level scenic areas. Continuously launch Guilin rice noodle cultural experience tours. Develop a series of souvenir products and establish a Guilin Rice Noodles Museum.Strengthen the exploration, documentation, and systematization of traditional Guilin rice noodle craftsmanship. Encourage the publication of research and practical achievements, such as monographs, translations, and illustrated books, and provide appropriate financial support. (13) Revitalize the traditional craftsmanship of Guilin rice noodles. Support Guilin rice noodle intangible cultural heritage inheritors or Guilin rice noodle enterprises in establishing platforms for the protection of intangible cultural heritage. Expand the ranks of inheritors of Guilin rice noodle making techniques, and encourage skilled, eligible young and middle-aged inheritors to apply for and join the ranks of representative inheritors at all levels. Provide a subsidy of 1,000 yuan per person to those recognized as municipal-level representative inheritors.(Responsible Units: Municipal Bureau of Culture, Radio, Television, and Tourism; Municipal Finance Bureau)

IV. High-Quality Development of Raw Material Cultivation Bases for Guilin Rice Noodles

(14) Support the concentrated and contiguous cultivation of rice for Guilin rice noodles. Business entities that sign standardized lease contracts or agreements with village committees or farmers, and whose rice cultivation areas are relatively concentrated and contiguous at 200 mu or more, will receive a subsidy of 300 yuan per mu for double-cropping rice; a subsidy of 200 yuan per mu will be provided for single-cropping rice (early, mid-season, or late rice). (15) Support contract beef cattle farming for Guilin rice noodles and supporting enterprises. Farmers or breeding farms raising 10 or more cows that produce live calves annually will receive support at a rate of 1,000 yuan per cow that produces a live calf.For farms with an annual slaughter volume of 100 to 499 head and a year-on-year increase of 5%–10%, each farm will receive 30,000 yuan in support; for those with a year-on-year increase of 10% or more, each farm will receive 40,000 yuan. For farms with an annual slaughter volume of 500 to 999 head and a year-on-year increase of 5%–10%, each farm will receive 100,000 yuan in support; for those with a year-on-year increase of 10% or more, each farm will receive 120,000 yuan.For farms with an annual output of 1,000 head or more, where output has increased by 5%–10% year-on-year, each farm will receive 200,000 yuan in support; for those with an output increase of 10% or more, each farm will receive 300,000 yuan. (16) Support contract pig farming for Guilin rice noodles and related enterprises. Farms with an annual output of 50,000 head or more, and a year-on-year increase in output of 5%–10%, will receive 500,000 yuan per farm; those with a year-on-year increase of 10% or more will receive 700,000 yuan per farm;For farms with an annual output of 100,000 head or more and a year-on-year increase in output of 5%–10%, each farm will receive 1 million yuan in support; for those with a year-on-year increase of 10% or more, each farm will receive 1.5 million yuan; for farms with an annual output of 200,000 head or more and a year-on-year increase of 5%–10%, each farm will receive 3 million yuan; for those with a year-on-year increase of 10% or more, each farm will receive 4 million yuan.For newly constructed and operational farms in the current year, those with a designed annual output of 50,000 head or more will receive 500,000 yuan per farm; those with a designed annual output of 100,000 head or more will receive 1.5 million yuan per farm; and those with a designed annual output of 200,000 head or more will receive 5 million yuan per farm. (17) Support the designation of key leading enterprises in agricultural industrialization. For Guilin rice noodle processing enterprises and raw material processing enterprises that have been designated as national-level or autonomous region-level key leading enterprises in agricultural industrialization, support will be provided through agricultural industrial project funds in accordance with higher-level policies. V. Strengthening Scientific, Technological, Talent, and Financial Support for the Guilin Rice Noodle Industry

(18) Include technological innovation in the Guilin rice noodle industry as a priority support area in municipal-level science and technology planning projects. For rice noodle enterprises operating within the city that achieve cumulative new sales revenue of no less than 5 million yuan over three years through the commercialization and application of a single scientific and technological achievement, a reward equal to 1% of the highest annual new sales revenue during those three years will be granted. Each enterprise may receive this reward only once per scientific and technological achievement, with a maximum of 300,000 yuan.(Responsible Units: Municipal Science and Technology Bureau, Municipal Development and Reform Commission, Municipal Industry and Information Technology Bureau, Municipal Finance Bureau)

(19) Provide talent allowances for the Guilin rice noodle industry. Senior technicians recruited by Guilin rice noodle enterprises will receive an allowance of 500 yuan per person per month for a period of three years. Highly skilled personnel who have won awards in world-class, national, or autonomous region-level skills competitions and are employed in our city will receive a matching reward at a 1:1 ratio, with their employing enterprises providing an equivalent reward. (20) Support Financing for Guilin Rice Noodle Enterprises. Make full use of interest-subsidy policies such as the “Guihui Loan” to guide financial institutions in increasing credit support for Guilin rice noodle enterprises. Encourage government-backed financing guarantee institutions to enhance credit enhancement support for eligible Guilin rice noodle enterprises. (Responsible Units: Municipal Finance Bureau)

Among the provisions of these measures, the fiscal funds required for Articles (6), (7), and (11) shall be allocated from the municipal-level Special Fund for Industrial Development. The fiscal funds required for Article (13) shall be allocated from the departmental budget of the Municipal Bureau of Culture, Radio, Television, and Tourism.The fiscal funds required for Articles (14), (15), and (16) shall be allocated from the municipal-level Rural Revitalization Transition Fund and shall only support projects implemented on or before December 31, 2024. The fiscal funds required for Article (18) shall be allocated from the municipal-level Science and Technology Special Fund. The fiscal funds required for Article (19) shall be allocated from the municipal-level Talent Special Fund.

These measures shall take effect on the date of issuance and remain valid until December 31, 2026. Where specific policy measures stipulate a separate implementation period, such provisions shall prevail. In the event of inconsistencies between other municipal documents and these measures, or among provisions of the same category within these measures, the principle of “choosing the higher standard” shall apply, and benefits shall not be duplicated. The Municipal Development and Reform Commission shall be responsible for interpreting specific implementation issues regarding these measures.
