Implementation Plan for Promoting Large-Scale Equipment Upgrades and Trade-In Programs for Consumer Goods in Nanning

To fully implement the *Guangxi Work Plan for Promoting Large-Scale Equipment Upgrades and Consumer Goods Trade-Ins*, this plan focuses on fostering new-quality productive forces, strengthening the guiding role of standards and policy support, promoting the transformation of industries toward high-end, intelligent, and green development, enhancing the safety and intelligence of urban infrastructure, encouraging the wider adoption of high-quality durable consumer goods in residents’ daily lives, and streamlining the resource recycling chain. It aims to implement the “Eleven Major Upgrade” projects and carry out the “Four Major Trade-In” initiatives, with the goal that by 2027,Guangxi will lead the region in equipment renewal across ten sectors—including industry, energy, construction, and transportation—as well as in the trade-in of four categories of consumer goods—including automobiles, home appliances, and home furnishings. This Implementation Plan is hereby formulated.

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly carry out General Secretary Xi Jinping’s strategic directives for Guangxi, and implement the work arrangements outlined at the Central Economic Work Conference and the Fourth Meeting of the Central Financial and Economic Affairs Commission. We will implement four major initiatives—equipment renewal, consumer goods trade-in, recycling and circular utilization, and standard enhancement—to promote the production and application of advanced equipment, drive a continuous increase in the proportion of advanced production capacity,promote the wider adoption of high-quality, durable, and green consumer goods in residents’ daily lives, streamline the resource recycling chain, accelerate the development of a convenient business environment for the dual domestic and international circulation markets, vigorously promote investment and consumption growth across the city, fully advance energy conservation, carbon reduction, and industrial transformation and upgrading, enhance the capacity and level of the city’s industrial and supply chains, and lay a solid foundation for achieving high-quality development and meeting energy conservation and carbon reduction targets.

II. Implementing the Equipment Upgrade Initiative

(1) Promote the digital and intelligent upgrading of production equipment. Launch urban pilot programs for the digital transformation of small, medium, and micro enterprises, and intensify efforts to advance the digital and intelligent transformation and technological upgrading of industrial enterprises. By 2026, the number of enterprises in Guangxi designated as benchmark enterprises for intelligent manufacturing, demonstration enterprises for smart factories, and digital workshops will exceed 140, and 400 small and medium-sized enterprises will complete digital empowerment upgrades;By 2027, the adoption rate of digital R&D and design tools among industrial enterprises above designated size and the rate of CNC application in key production processes will increase from 75% and 56%, respectively, to 90% and 75%.Strengthen the promotion and application of digital and intelligent products among government procurement implementing units and government-invested project construction units, and encourage state-owned enterprises to increase the proportion of digital and intelligent products in their procurement. The following matters shall be handled by the people’s governments of each county (city, district), the management committees of development zones, and the Wuxiang New Area Management Committee in accordance with their respective responsibilities; they are not listed individually here.

(2) Promote the green and low-carbon retrofitting and upgrading of energy-consuming equipment. Focusing on enterprises in key energy-intensive industries across the city—including building materials, forest product processing, chemicals, power, sugar refining, and food processing—we will promote the application of new green and low-carbon technologies, processes, equipment, and materials, with a focus on energy conservation, carbon reduction, and ultra-low emissions.Implement energy-saving diagnostics in key industries and utilize the results to advance the upgrading and renovation of process systems, promote energy-efficient products, phase out outdated equipment, and optimize energy management. By 2026, establish at least 5 green industrial parks at the autonomous region level or above, add at least 10 new green factories, and achieve cumulative energy savings of over 30,000 metric tons of standard coal through energy-saving technical renovation projects; before 2027, ensure that no fewer than 100 projects are included in the autonomous region’s “Thousand Enterprises Technical Renovation” project plan each year.Strengthen regulatory oversight and enforcement, strictly implement mandatory standards for energy consumption, emissions, and safety, as well as the requirements of the equipment phase-out catalog. Ensure that the energy efficiency of major energy-consuming equipment in key industries generally meets energy-saving standards, and phase out non-compliant equipment and production capacity in accordance with laws and regulations. (3) Promote the renovation and upgrading of energy and power facilities. Implement energy-saving and flexibility upgrades for coal-fired power units, aiming to reach a total upgrade capacity of 1.32 million kilowatts. Promote the replacement of outdated wind and solar power generation equipment, as well as the renovation of aging transmission lines and substation equipment. Complete the renovation of 11 outdated transformers by 2024.By 2027, 50 kilometers of aging natural gas pipelines will be replaced annually, with the goal of upgrading 51 10-kilovolt transformers and 955 kilometers of 10-kilovolt and lower-voltage power lines. (4) Promote the green retrofitting and upgrading of data centers. Accelerate the retrofitting of “old, small, and scattered” data centers. Strengthen energy management for new infrastructure, encourage the application of green technologies such as high-efficiency cooling, waste heat utilization, and smart sensing, benchmark against international advanced standards, and promote the green retrofitting and upgrading of existing facilities to improve their energy efficiency.By 2025, the Power Usage Effectiveness (PUE) of newly constructed large and ultra-large data centers shall not exceed 1.3; by 2027, PUE shall be further improved. (5) Accelerate equipment upgrades in the municipal infrastructure sector. In conjunction with new urbanization initiatives, urban renewal, the renovation of aging residential communities, and the construction of public infrastructure for both routine and emergency use, accelerate efforts to address deficiencies and strengthen urban domestic sewage and waste collection and treatment facilities. Continuously advance the upgrading and renovation of equipment in municipal infrastructure sectors such as residential elevators, gas supply, water supply, sewage treatment, environmental protection, sanitation, pumping stations, roads, bridges and tunnels, lighting, urban lifelines, and security.By 2025, add 800 tons per day of waste incineration capacity and complete the renovation of 40 kilometers of water supply pipelines; by 2027, advance the renovation of approximately 4,500 domestic waste collection stations (points) and 87 transfer stations in built-up areas. Promote the installation of IoT-enabled smart sensing equipment for urban lifeline projects such as underground pipelines, bridges and tunnels, and manhole covers.Accelerate the renovation of video surveillance and security equipment in key public areas and roadways, including units requiring priority security protection, areas with complex public order issues, high-crime zones, road intersections, and major road junctions. (Responsible Units: Led by the Municipal Housing and Urban-Rural Development Bureau and the Municipal Bureau of Urban Management and Landscape, with support from the Municipal Development and Reform Commission, the Municipal Ecology and Environment Bureau, and the Municipal Public Security Bureau)

(6) Promote equipment upgrades and renewal in the construction sector. Encourage energy-saving and green retrofits of existing buildings, focusing on energy-saving improvements such as exterior wall insulation, doors and windows, high-efficiency air conditioning equipment, and renewable energy equipment.Accelerate energy-saving retrofits in public institutions; by 2025, the city will complete energy-saving and green retrofits covering more than 400,000 square meters of existing public institution buildings. By 2027, conduct rolling safety assessments and categorized retrofits for aging residential elevators that have been in use for over 15 years, and systematically promote the retrofitting of elevators in existing multi-story residential buildings. (7) Support the phasing out and replacement of transportation equipment. Promote the electrification of urban buses and continue to consolidate the achievements of the city’s designation as a National Model City for Public Transport and a National Green Travel Pilot City. By 2027, strive to ensure that new and replaced new energy buses account for more than 95% of the fleet. Encourage the construction and improvement of charging facilities for new energy buses at bus companies’ owned or leased depots. Strictly implement the “Regulations on Mandatory Scrapping Standards for Motor Vehicles.”Conduct a special campaign to regulate diesel trucks and accelerate the phasing out of operational diesel trucks that meet National Emission Standard III or lower. Vigorously support the development of new energy-powered vessels and support the scrapping, replacement, and upgrading of old passenger ships that are energy-intensive and high-emission.Encourage enterprises to replace vessels to increase transport capacity and develop LNG-powered vessels. (8) Support the replacement of outdated agricultural machinery and equipment. Continue to effectively implement policies for the scrapping and replacement of agricultural machinery and subsidies for agricultural machinery purchases. In line with agricultural production needs and the current stage of agricultural mechanization, accelerate the phasing out of outdated agricultural machinery that is energy-intensive, highly polluting, prone to operational losses, and has poor safety performance. Vigorously promote the application of high-efficiency, low-energy-consumption, and intelligent agricultural machinery suited for hilly and mountainous areas, and accelerate the restructuring of agricultural machinery. By 2024, achieve the complete phasing out of modified tractors citywide,and purchase 2,500 units (sets) of various new agricultural machinery; by 2027, purchase approximately 8,000 units (sets) of various new agricultural machinery. (9) Promote the renewal of teaching and research equipment in the education sector. Encourage universities and vocational colleges (including technical schools) to upgrade and replace advanced teaching and research equipment. Strictly implement equipment configuration standards for academic disciplines, ensuring the quality and quantity of teaching instruments and equipment are met and that they are updated in a timely manner. Actively seek central and autonomous region-level special education funds to implement equipment and facility configuration standards for secondary schools. Continue to advance the construction of digital campuses.Continue to advance the development of smart campus demonstration schools in higher education and information technology benchmark institutions in vocational education. By 2027, strive to increase the scale of investment in educational equipment by more than 25% compared to 2023. (10) Strengthen the renovation and upgrading of medical equipment. Strengthen the development of a high-quality and efficient healthcare service system; fully equip primary healthcare institutions with relevant facilities and equipment in accordance with standards; promote the iterative upgrading of medical institutions’ equipment and information technology infrastructure; and encourage qualified medical institutions to accelerate the renovation and upgrading of equipment such as medical imaging and radiation therapy systems.Promote the renovation and upgrading of facilities in medical institutions, including wards, outpatient and emergency departments, and operating rooms. Enhance the convenience of existing medical facilities, improve the human-centered and smart features of medical spaces, and address shortcomings in ward environments and facilities. By 2027, strive to increase the scale of investment in medical equipment by more than 25% compared to 2023. (11) Promote the renovation and upgrading of equipment in the cultural and tourism sectors. Focusing on eliminating safety hazards, promoting energy conservation and carbon reduction, and enhancing the visitor experience, we will drive the replacement of cultural and tourism equipment—such as cable cars, amusement rides, and performance equipment—that is nearing the end of its service life, has reached the mandatory scrappage age, or exhibits declining safety performance. We will advance the upgrading of facilities and equipment at various cultural and tourism venues to create new smart tourism experiences.By 2027, strive to increase the scale of investment in cultural and tourism equipment by more than 25% compared to 2023. III. Implement the Consumer Goods Trade-In Initiative

(1) Launch the Automobile Trade-In Program. Implement automobile trade-in policies to comprehensively advance scrappage and replacement, vehicle exchange, and used car transactions. Strengthen the construction of infrastructure such as new energy vehicle charging stations, and encourage automobile manufacturers and dealers to conduct promotional activities through measures such as issuing consumption vouchers, offering discounts, and providing free charging stations with vehicle purchases.Strictly enforce regulations on mandatory vehicle scrappage standards and vehicle safety and environmental inspection standards, and phase out old vehicles meeting mandatory scrappage criteria in accordance with laws and regulations. Cooperate with national and autonomous region authorities to advance the construction of the vehicle lifecycle management information exchange system. (2) Launch a "trade-in" program for home appliances. Focus on enhancing convenience to streamline the home appliance replacement consumption chain. Support home appliance retailers in collaborating with brand owners, manufacturers, and recycling companies to organize trade-in promotional activities and implement "trade-in" subsidy programs. Provide differentiated preferential policies to consumers who trade in old appliances for new ones meeting specified energy and water efficiency standards. Implement an initiative to improve after-sales service for home appliances.(Responsible Units: Led by the Municipal Commerce Bureau, in cooperation with the Municipal Industry and Information Technology Bureau and the Supply and Marketing Cooperative)

(3) Promote the trade-in of home renovation items. Encourage residents to renovate old homes and undertake partial renovations of kitchens and bathrooms, while continuously advancing home modifications for the elderly. Capitalizing on the demand for home appliances and renovation products generated by urban renewal projects, second-hand home transactions, and housing upgrades, encourage all parties to participate in discount and promotional activities to establish an efficient and convenient mechanism for replacing home renovation products that addresses pricing, quality, safety, supervision, and complaint handling. Focusing on the popular market segments of wood, bamboo, and rattan furniture and home furnishings, organize trade-in campaigns for furniture and home products.(Responsible Units: Led by the Municipal Bureau of Commerce, with support from the Municipal Bureau of Housing and Urban-Rural Development, the Municipal Bureau of Natural Resources, the Municipal Bureau of Industry and Information Technology, and the Municipal Bureau of Forestry)

(4) Guide the trade-in of electric bicycles. In line with the development needs of the electric bicycle industry and commuting patterns, encourage electric bicycle manufacturers and retailers to actively conduct trade-in promotional campaigns. Guide citizens to scrap non-standard electric bicycles and replace them with brand-new, national-standard electric bicycles, thereby accelerating the phase-out of old electric bicycles and batteries.(Responsible Units: Municipal Bureau of Commerce, Market Regulation Bureau, Bureau of Industry and Information Technology, Public Security Bureau, Bureau of Ecology and Environment, Development and Reform Commission, and Finance Bureau, each responsible according to their respective duties)

IV. Implementing the Recycling and Circular Economy Initiative

(1) Improve the Recycling Network for Waste Products and Equipment. Establish and improve a citywide recycling system for waste products and equipment, and enhance the recycling network for renewable resources such as waste home appliances. Support the construction of sorting and processing centers for low-value recyclables and upgrade existing sorting centers. Optimize the layout of scrap vehicle recycling and dismantling enterprises, deepen the special campaign for the management of abandoned vehicles, and encourage the promotion of door-to-door vehicle collection services. Establish and improve recycling channels for office equipment in public institutions and launch pilot projects for “Public Goods Warehouses.”Promote effective coordination between the renewable resource recycling network and the sanitation collection and transportation network through “two-network integration,” facilitate the flow of renewable resources in urban and rural communities, and improve the efficiency of renewable resource collection and transportation. Strive to complete the construction of 1,170 two-network integration sites citywide by 2025; by 2027, the city’s end-of-life vehicle recycling volume will approximately double compared to 2023.(Responsible Units: Led by the Municipal Bureau of Commerce and the Municipal Bureau of Urban Management and Landscape; supported by the Municipal Development and Reform Commission, the Bureau of Government Affairs, the Finance Bureau, and the Supply and Marketing Cooperative)

(2) Promote the circulation of second-hand goods. Continuously optimize the management of used car transaction registration and continue to implement the “one-document processing” system for used car transfer registration.Vigorously develop the used car export business. Promote the standardization of used electronic product transactions to prevent data leaks and the malicious recovery of user information. Support electronics manufacturers in developing businesses such as second-hand trading, refurbishment, and repair services. By 2027, the city’s used car transaction volume will increase by 45% compared to 2023. (3) Promote remanufacturing and the cascaded utilization of batteries. Encourage the remanufacturing of eligible obsolete production equipment. Actively foster the development of remanufacturing industries for automotive parts, construction machinery, agricultural machinery, and electronic equipment. Explore high-end equipment remanufacturing in emerging fields such as wind power, photovoltaics, and power batteries. Orderly advance the cascaded utilization of products, equipment, and key components, and support the accelerated development of enterprises on the cascaded utilization whitelist, including Zhiliang New Materials, Guiwu Zhongbi, and Aris.(Responsible Units: Municipal Development and Reform Commission, Bureau of Industry and Information Technology, and Bureau of Commerce, to be responsible according to their respective duties)

(4) Promote the recycling of “urban mines.” Leveraging national recycling demonstration pilot initiatives such as key cities for the construction of waste material recycling systems and “Zero-Waste Cities,” promote the clustered and scaled development of enterprises engaged in the processing and utilization of recycled resources. Encourage recycling enterprises to hand over collected waste home appliances to qualified dismantling enterprises for processing; advance the construction of a resource recovery system for waste furniture and home furnishings; and actively establish model cities for the recycling of waste home appliances, furniture, and other recycled resources.Implement the Action Plan to Enhance the Recycling and Processing of Waste Home Appliances by the Supply and Marketing Cooperatives in accordance with the autonomous region’s directives. By 2027, the volume of recycled waste home appliances will increase by 30% compared to 2023. V. Strengthening Policy Support and Guarantees

(1) Strengthen Standardization Support. Intensify efforts to promote the dissemination and implementation of national standards on energy conservation, environmental protection, and product quality and safety to support the upgrading of equipment and consumer goods. Support enterprises and institutions in participating in the formulation and revision of national standards for green home furnishings, engineered wood products, and other sectors. Research and formulate a set of local standards covering rail transit, pollutant emission control, energy conservation and carbon reduction, and resource recycling. Encourage enterprises and social organizations to develop enterprise and group standards that exceed national and industry standards.Support enterprises, social organizations, and educational and research institutions in actively participating in national standardization activities; conduct research on the standardization of major consumer goods in ASEAN countries; and promote the internationalization of consumer goods standards. (2) Strengthen fiscal policy support. Actively organize eligible equipment renewal and recycling projects in Nanning to secure funding from the central government’s budgetary investment, government bonds, and autonomous region fiscal funds. Actively seek central government subsidies for energy conservation and emissions reduction, funds for the modern commerce and logistics system, and autonomous region subsidies for service industry development to support the trade-in of automobiles and home appliances.Actively seek central and autonomous region-level special subsidies, such as subsidies for the replacement of old commercial vehicles and vessels and rewards for urban transportation development, to support the replacement of old vessels, diesel trucks, and new energy buses, as well as the recycling and treatment of waste electrical and electronic equipment. Make full use of national and autonomous region policies regarding subsidies for the scrapping and replacement of agricultural machinery to accelerate the renewal of agricultural machinery. Further implement government green procurement policies, increase the procurement of green products, and ensure that mandatory and preferential procurement policies for green products are fully implemented.(Responsible Units: Municipal Finance Bureau, Development and Reform Commission, Commerce Bureau, Transportation Bureau, Agriculture and Rural Affairs Bureau, Housing and Urban-Rural Development Bureau, and Industry and Information Technology Bureau, to be responsible according to their respective duties)

(3) Strengthen Tax Policy Support. Continue to implement tax preferential policies for specialized equipment related to energy and water conservation, environmental protection, and workplace safety. Accelerate the promotion of the practice of “reverse invoicing” by resource recovery enterprises to individuals selling scrap products. Implement the simplified VAT collection policy for recycled resource recovery enterprises and related income tax administration measures, and optimize tax collection standards and methods. Strengthen policy publicity and training, optimize taxpayer services, help taxpayers accurately understand policy content, and fully realize the benefits of tax and fee policies.(Responsible Units: Led by the Nanning Municipal Tax Bureau, with support from the Municipal Finance Bureau)

(4) Strengthen Financial Support. Guide financial institutions to utilize re-lending policy tools to enhance support for equipment upgrades and technological transformation. Continue to leverage the mechanism for expanding medium- and long-term loans to the manufacturing sector to encourage financial institutions to increase such lending. Guide insurance institutions to provide insurance coverage for equipment upgrades and consumer product trade-in programs. Include eligible equipment upgrade and renovation projects, as well as renewable resource recycling system projects, in the “Guihui Loan” recommendation list.Accelerate the development of green finance and encourage banking institutions to focus on areas such as resource recycling, energy conservation and emission reduction, and the replacement of environmentally friendly equipment to develop tailored green financial products. Guide banking institutions to increase support for consumer credit, providing market entities with installment plans and short-term consumer loans. Guide financial institutions to support enterprises in conducting “trade-in” programs for automobiles and home appliances, seek policy adjustments to increase the maximum loan-to-value ratio for personal automobile loans, and enhance financial support for automobile consumption.(Responsible Units: Municipal Financial Affairs Office, Finance Bureau, Development and Reform Commission, Industry and Information Technology Bureau, and Commerce Bureau, to be responsible according to their respective duties)

(5) Strengthen Support for Key Resources. Regarding land use: Coordinate the spatial layout and reasonable land use requirements for projects such as technological upgrades, resource recycling, and renewable resource recovery systems, and ensure adequate land reserves and land use guarantees. For equipment upgrade and consumer goods production projects included in the lists of major projects coordinated at the autonomous region level and “Double Hundred, Double New” industrial projects, prioritize applications for new construction land quota allocations coordinated at the autonomous region level.For technical renovation projects that do not require new land and are primarily focused on equipment upgrades, streamline preliminary approval procedures. Coordinate the construction of facilities for the sorted collection, transfer, and storage of household waste, as well as the recycling of renewable resources within the region, and include them within the scope of public infrastructure land use to ensure reasonable land requirements are met. Regarding energy use: Strengthen the supply of energy resources for equipment upgrade, consumer goods production, and resource recycling projects that comply with national and autonomous region policies.Talent: Support enterprises in recruiting and cultivating high-level talent for equipment upgrades, as well as in conducting technical training for employees. (6) Strengthen Scientific and Technological Support. Focus on addressing “bottleneck” challenges in major technological equipment for the transformation and upgrading of our city’s traditional industries.
